MMORPGs are expensive because they combine the workload of building a large game with the engineering and ongoing operations of a persistent online service. Creating enough world content to keep players engaged is a major cost; making multiplayer systems dependable and supporting the game after launch add more. Historical figures show how large some projects became, but they are not a current budget formula for every MMO.

Why are MMORPGs so expensive to make?

The expense comes from several connected jobs: producing a world and its activities, engineering systems for persistent shared play, testing the combined experience, and operating the game after release. The balance depends on the game’s scope, technology, art direction, business model, and expected service life. There is no single cost figure that applies to all MMORPGs.

World content takes time to build—and players can consume it quickly

An MMO world can require locations, quests, items, progression systems, and activities, each involving design, art, writing, implementation, and testing. In Rich Vogel’s 2006 GDC session description, content creation was identified as the highest cost in its historical account of World of Warcraft. The description also said that the content bar for large multiplayer projects was rising. Read the GDC session description.

In a 2026 interview with PC Gamer, developer Raph Koster explained the production trade-off: static zones can take substantial time and money to make, yet players may move through them quickly. His observations describe the economics of content, not audited project accounts. Online systems have to support a persistent world

Characters and shared play depend on backend systems that preserve game state and support player activity reliably. A team must plan for networking, infrastructure, technical staff, and changes in usage. This is not just a matter of purchasing servers: the architecture and operations must work together to keep the service dependable.

A 2005 Game Developer article discussing GDC proceedings described a period-specific design estimate of 200–300 players per server box. It estimated that 100,000 concurrent players would require more than 300 boxes, plus 300 redundant boxes. Those figures illustrate the infrastructure thinking of that time; they are not suitable as present-day server-sizing guidance. Read the 2005 architecture article.

Why is it so hard to develop an MMO?

The difficulty lies in coordinating a large game and a live service, then making them function as one product. Content, backend engineering, reliability, testing, and operations are interdependent: changes to one area can affect the others. The game’s planned scale and systems determine how demanding those connections become.

Architecture can simplify work, but it cannot remove the scope

Tools and architecture choices can change how much effort is required to build and deploy a game. A 2025 GDC session describes BitCraft’s database-oriented backend as an approach intended to simplify development and deployment. The work continues after release

Launch does not end the production burden. An OECD industry report from 2005 identifies maintenance and customer support as ongoing costs for online games. A GDC Online 2010 session focused on keeping an MMO viable beyond its first year, including the work of acquiring and retaining players. These sources establish continuing obligations, but do not provide current staffing or operating-budget figures. Read the OECD report and the GDC Online session description.

What do historical MMORPG development cost figures tell us?

They show that some prominent projects involved substantial investment, teams, and development time. They should not be read as current averages: the figures below come from historical conference material, a historical industry report, or estimates attributed to Koster, and their accounting bases are not standardized.

Is it the servers or the content that makes MMORPGs expensive?

Neither explains the whole cost on its own. Content production was called the highest cost in Vogel’s historical World of Warcraft account, while the OECD report and the architecture article describe distinct burdens from maintenance, support, infrastructure, and technical operations. A content-heavy game with bespoke environments may spend differently from one that reuses systems extensively, but reuse does not eliminate the need to build and operate the service.

How much does it cost to make an MMORPG today?

The sources cited here do not establish a current universal budget or formula. The available numbers are historical or interview-attributed estimates, with differing scope and no standardized accounting basis. A meaningful estimate for a particular project would need its own assumptions about content volume, team, technology, launch scale, support, and service life; the figures above cannot substitute for that project-specific plan.
