For a free VPN with European servers, Proton VPN and Windscribe have current provider-listed European locations; hide.me advertises eight free locations but its captured plan details do not identify them. The key distinction is that having a European server does not necessarily mean you can choose a particular country. No five-provider test is established here, so this is a comparison of documented plan terms—not a claim that five VPNs were tested.
What counts as an EU server?
“Europe” and the European Union are not interchangeable. The Netherlands, France, Germany, Poland, and Romania are EU member states; Norway and Switzerland are European countries outside the EU. A VPN provider may list both kinds of locations under a Europe-wide offer.
For country-specific needs—such as checking a localized site—look for two things: a server in the country you need and permission for free users to select and retain that country. A list of available locations alone does not establish that choice.

What do the documented free plans offer?
| VPN | Provider-stated free locations | Data and devices | Important limitation |
|---|---|---|---|
| Proton VPN | Netherlands, Romania, Poland, Norway, Switzerland, Japan, Singapore, Mexico, Canada, and the United States | No data or time limit; provider says it does not impose a speed limit | Free users are assigned a server rather than reliably choosing a country. Streaming access is not guaranteed on Free. |
| Windscribe | United States, Canada, United Kingdom, Hong Kong, France, Germany, Netherlands, Switzerland, Norway, and Romania | 10 GB per month with email registration; 2 GB without; provider advertises unlimited devices | The location list and allowance are provider statements; this comparison does not independently measure server locations. |
| hide.me | Eight locations, not enumerated in the relevant captured plan details | No data cap; one connected device at a time | Check its current location list before relying on a particular EU country. Streaming-optimized servers are Premium-only. |
| PrivadoVPN | Current free locations and selection terms not established here | Current free allowance not established here | Available evidence is insufficient to state its present free-plan limits. |
| Fifth provider | Not established | Not established | The title does not identify a fifth service, and there is no basis here to claim a five-provider test. |
Provider plan details above were reviewed on October 7, 2026, and can change. Windscribe’s official free-plan page is in Spanish; its stated email-dependent monthly allowance is presented here in English. Links below go to the providers’ plan or support information.

Can you choose a European country on a free VPN?
Proton VPN: European locations, but not dependable country selection
Proton lists free servers in several European countries, including EU members the Netherlands, Poland, and Romania, as well as non-EU Norway and Switzerland. However, its support page says: “If you’re on our Free plan, we’ll first connect you to the fastest free server for your location.” If a free user changes servers, Proton says it selects the next server randomly; the page describes a 45-second first cooldown and ten-minute intervals for later changes. This makes the free plan a poor fit when you need to connect to one specific European country consistently. Proton VPN Free plan details
Windscribe: listed European countries, subject to provider terms
Windscribe lists France, Germany, the Netherlands, Switzerland, Norway, and Romania among its ten free countries. France, Germany, the Netherlands, and Romania are EU members; Switzerland and Norway are not. Its page also states that free monthly data depends on whether you provide an email address. These are provider claims, not independent verification of each location. Windscribe free plan

hide.me: confirm the country list first
hide.me advertises a choice of eight free locations, but the relevant captured plan content does not name them. Do not assume that a specific EU country is included without checking the live list. hide.me plans
Which option suits your use?
If you need a specific EU country
Prioritize country selection over the total number of locations. Windscribe’s published list names several EU countries, while Proton’s free-server assignment and randomized changes do not provide reliable country choice. For hide.me, verify that the country you need appears in the current free-location list before installing.

If you need unlimited data
Proton says Free has no data or time limit, and hide.me advertises no free data cap. Windscribe states a monthly allowance of 10 GB with email registration or 2 GB without. “Unlimited” data does not by itself promise a particular speed: Proton says server load and distance can affect performance even though it does not impose a speed limit. Proton VPN streaming and plan information
If you want to stream
A free European server does not establish reliable access to a named streaming catalog. Proton says streaming is not blocked but guarantees streaming access only on paid plans; hide.me reserves streaming-optimized servers for Premium. No current service-specific streaming result is established here for Windscribe or PrivadoVPN. Treat access as something that may change, not a feature guaranteed by a country list.

If you need multiple devices
Windscribe advertises unlimited devices on its free plan. hide.me allows one connected device at a time. The cited Proton free-plan details do not establish a device limit, so this comparison does not assign one.
What “tested” means—and what it does not mean here
This comparison does not report hands-on VPN measurements. TechRadar describes its own 2026 testing of VPN services, including checks of Windscribe’s listed server locations and access against sites known to block VPNs; those are TechRadar’s observations, not results from this article. Top10VPN says its 2026 comparison examined 150 free VPNs and involved more than 30,000 hours of testing. Those are figures reported by that publisher, not an audited industry census or testing conducted for this comparison. Its rankings are that publisher’s editorial evaluations. Top10VPN’s free VPN comparison
PrivadoVPN appears in independent comparisons, but the available evidence here does not establish its current free data allowance, locations, or country-selection terms. Its inclusion in another publisher’s comparison is not enough to fill in those details or to identify a verified fifth entry. PrivadoVPN affiliate program
Quick Recap
How to check a free plan before relying on it
- Confirm the country. Check the provider’s current free-location list and distinguish EU member states from other European countries.
- Confirm selection behavior. Find out whether the free app lets you choose that country, or assigns a location automatically and restricts changes.
- Read the allowance rules. Check monthly data, any email-registration condition, device limits, and speed or server-load caveats.
- Check the use case separately. A location list does not guarantee streaming access. Confirm the provider’s current terms for streaming or P2P rather than assuming support.
- Recheck before use. Free-plan locations and limits are volatile; the provider’s current plan page is more relevant than an older comparison.
