Microsoft’s July 2025 layoffs affected approximately 9,000 employees across the company, but Microsoft did not publish an official Xbox-only total. Within the Xbox family, the cuts were linked to the cancellation of Everwild, the cancellation of Perfect Dark and closure of The Initiative, and the reported cancellation of ZeniMax Online Studios’ unannounced MMO, commonly called Project Blackbird. Xbox funding was also withdrawn from an unannounced Romero Games project.

The important qualification is that not every reported studio cut was a game cancellation, and not every game rumored to be in trouble was confirmed canceled. The June 2025 Xbox Games Showcase lineup was reported to remain in development after the layoffs. This article separates confirmed or strongly reported cancellations from studio closures, team layoffs, withdrawn funding, and unresolved projects.

What happened in the Microsoft layoffs?

On July 2, 2025, Microsoft began a company-wide restructuring involving approximately 9,000 roles. The reduction reached multiple parts of Microsoft’s gaming business, including Xbox Game Studios, ZeniMax and Bethesda, Activision Blizzard’s King division, and externally developed games receiving Xbox or Bethesda funding.

Microsoft’s stated rationale was a restructuring intended to remove layers of management and improve organizational effectiveness. Reporting on internal Xbox communications described a related goal: concentrate resources on a smaller or more carefully prioritized portfolio and stop investing in projects that were not meeting expectations.

That does not mean Microsoft officially announced a complete list of affected employees or projects. The approximately 9,000 figure applies to Microsoft company-wide. There was no publicly itemized official Xbox headcount for the July wave. Any precise Xbox number, studio percentage, or complete project roster should therefore be labeled as reported or estimated.

Quick answer: which Xbox games were canceled?

Project Developer or partner July 2025 status What can be stated confidently
Everwild Rare Canceled Rare’s long-running new IP was reported canceled during the July restructuring.
Perfect Dark The Initiative and Crystal Dynamics Canceled Development was stopped, and The Initiative was closed.
Unannounced ZeniMax Online MMO, reportedly Project Blackbird ZeniMax Online Studios Reportedly canceled The project was never formally announced by Microsoft; Project Blackbird is a reported codename.
Unannounced Romero Games project Romero Games, with Xbox or Bethesda funding Funding withdrawn; development jeopardized Romero Games sought a new publisher. This should not automatically be described as a formal Xbox-owned cancellation.

Xbox internal communications reportedly also referred to winding down several unannounced projects. Because those projects were not publicly identified, it would be misleading to present a longer named list as confirmed fact.

The confirmed and strongly reported cancellations

Everwild: Rare’s new IP was canceled

Rare announced Everwild as a new intellectual property at Microsoft’s X019 event on November 14, 2019. It was described as Rare’s next new property, but it never received a public release date.

On July 2, 2025, Windows Central and other outlets reported that Microsoft had canceled Everwild as part of the Xbox cuts. Variety subsequently reported that veteran Rare developers Gregg Mayles and Louise O’Connor departed in connection with the cancellation.

The cancellation does not mean Rare itself was shut down. Layoffs at Rare were reported, but Sea of Thieves remained an active game. The available July reporting did not establish that Microsoft had canceled Sea of Thieves or ended Rare’s support for it.

Perfect Dark: project canceled and The Initiative closed

Perfect Dark was a reboot of the classic spy series. Microsoft officially showed gameplay on June 9, 2024, describing the game as a first-person secret-agent thriller. The Initiative was the lead developer, with Crystal Dynamics serving as co-developer alongside other partners.

During the July 2 restructuring, reporting said Microsoft stopped development on Perfect Dark and closed The Initiative, the first-party studio created to develop it. Reporting also indicated that Crystal Dynamics was no longer continuing its partnership on the project.

This was therefore more than a project cancellation. The Initiative’s only publicly known game was canceled, and the studio itself was closed. Since Perfect Dark never reached release, there is no legitimate retail edition or physical product from the canceled game to recommend.

ZeniMax Online’s unannounced MMO, reportedly Project Blackbird

Bloomberg and other outlets reported that ZeniMax Online Studios canceled a long-running unannounced MMO or new online IP during the restructuring. Later coverage commonly identified the project as Project Blackbird.

That codename needs a qualification: Microsoft had not formally announced a game called Project Blackbird before the cancellation reports. The safest description is ZeniMax Online’s unannounced MMO, reportedly codenamed Project Blackbird.

Layoffs at ZeniMax Online were also reported, and Matt Firor, a senior ZeniMax Online executive, was reported to have departed after the project was canceled. Those developments did not mean that every ZeniMax Online game was canceled. The Elder Scrolls Online remained active and was included in Microsoft’s June 2025 showcase coverage.

Romero Games: Xbox funding was withdrawn

Romero Games, the independent studio associated with John and Brenda Romero, had been developing an unannounced first-person shooter with Xbox or Bethesda funding. On July 3, reporting said that Xbox withdrew funding after the layoffs, putting the project and the studio in a difficult position.

Romero Games began looking for another publishing partner. The distinction matters:

  • What is established: Xbox funding was withdrawn, and development was halted or seriously jeopardized.
  • What is not established: that Microsoft issued a separate formal cancellation notice for an Xbox-owned game.

The Romero project belongs in a separate category from Everwild, Perfect Dark, and the ZeniMax MMO. It was an externally developed project whose funding arrangement ended, not necessarily a first-party Xbox game canceled by a public announcement.

Which studios and teams were affected?

The July cuts reached more than the three most visible canceled projects. However, reports about individual studio percentages and headcounts should not be treated as Microsoft’s complete official breakdown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Initiative

The Initiative was closed, and its announced project, Perfect Dark, was canceled. This is the clearest example of a studio closure directly connected to a named game cancellation in the July wave.

Rare

Rare experienced reported layoffs, and Everwild was canceled. Rare’s live-service game Sea of Thieves continued as an active product. The available reporting does not support saying that Rare was shut down or that Sea of Thieves was canceled.

ZeniMax Online Studios

ZeniMax Online suffered reported layoffs, and its unannounced MMO was reportedly canceled. The studio’s established game, The Elder Scrolls Online, remained active. A canceled project and staff reductions should not be confused with the closure of the entire studio.

Turn 10 Studios

Turn 10, the developer of Forza Motorsport, reportedly lost a substantial portion of its staff. Some coverage described cuts approaching half of the team. That percentage was a report or estimate, not an official Microsoft-wide or studio-wide figure published in a complete breakdown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The reported layoffs did not establish that Forza Motorsport had been canceled. A reduced team can affect update schedules, future content, or long-term plans without meaning that the existing game or franchise has formally ended.

King

King, Microsoft’s Activision Blizzard mobile publisher behind Candy Crush, was also reported to have experienced significant cuts. Some coverage estimated approximately 200 roles, or around 10% of the company’s staff.

Those figures should be attributed as reported estimates. Microsoft did not publish a complete Xbox-family breakdown that would allow the estimate to be presented as an official total.

Warcraft Rumble

Variety reported that the Warcraft Rumble development team was eliminated or substantially disbanded. That describes a major team impact, but it does not automatically prove that the mobile game or the broader Warcraft franchise was canceled.

What was not confirmed as canceled?

The layoffs did not invalidate the entire Xbox pipeline. Microsoft’s June 8, 2025 Xbox Games Showcase had presented first-party and partner projects including:

  • The Outer Worlds 2
  • Grounded 2
  • Clockwork Revolution
  • Gears of War: Reloaded
  • Other first-party and partner titles

Contemporaneous July reporting said that every game shown at the June showcase remained in development at that time. Variety also reported that Xbox had at least 40 projects in development, based on internal communications obtained by the publication.

This does not guarantee that every showcased game would eventually launch, nor does it rule out later delays, changes, or cancellations. It does establish that the July wave should not be summarized as Microsoft canceling all Xbox games or discarding the June showcase lineup.

What about Contraband?

Contraband attracted concern after its trailer was removed from an Xbox account, but the July 2 reporting did not establish a formal cancellation. A removed trailer, silence, or development delay is not the same thing as a confirmed cancellation.

The same rule applies to other unannounced, delayed, or rumored projects: unless Microsoft, the developer, or reliable reporting establishes the status, they should remain labeled as unconfirmed or at risk.

Why was Xbox canceling games during a year with major announcements?

The June showcase and the July cuts may appear contradictory, but they reflect different parts of Microsoft’s portfolio-management process. A company can continue high-priority projects while canceling projects that are earlier in development, struggling creatively, over budget, lacking a clear market position, or no longer aligned with its plans.

Microsoft framed the broader reduction as a way to remove management layers and improve effectiveness. Reporting on Xbox’s internal reasoning emphasized prioritization and focusing investment on projects considered more likely to meet expectations.

It is reasonable to describe the layoffs, cancellations, and funding withdrawals as parts of the same restructuring wave. It is not supported by the available evidence to claim that one specific game, one executive, or artificial-intelligence investment alone caused the cancellations.

Layoffs, cancellations, closures, and funding withdrawals are different

Much of the confusion around the July news comes from treating several different events as if they meant the same thing.

Term Meaning in this story Example
Layoffs Employees lose their jobs or roles are eliminated. A game can continue with a smaller team. Reported cuts at Rare, Turn 10, ZeniMax Online, King, and other teams.
Game cancellation Development of a specific project stops and the project is no longer planned for release. Everwild and Perfect Dark.
Studio closure An entire development studio is shut down. The Initiative.
Funding withdrawn A publisher or platform holder stops financing an externally developed project. The developer may seek another partner. The unannounced Romero Games project.
Team disbanded or substantially reduced A project team is eliminated or heavily cut, but the game’s formal cancellation may not be confirmed. The reported impact on Warcraft Rumble.
Project at risk There are warning signs, such as delays or removed marketing, but no confirmed cancellation. Contraband as of the July 2 reporting.

Using the right label prevents an estimate about staffing from becoming a false claim that a game was canceled.

Timeline of the July 2025 Xbox cuts

  1. June 8, 2025 — Xbox Games Showcase: Microsoft presented upcoming first-party and partner games, including The Outer Worlds 2, Grounded 2, Clockwork Revolution, and Gears of War: Reloaded. Later reporting said the showcased projects remained in development at that point.
  2. July 2, 2025 — Company-wide layoffs and Xbox cancellations: Microsoft’s reduction of approximately 9,000 roles became public. Internal Xbox communications reportedly confirmed the cancellation of Perfect Dark and Everwild, the closure of The Initiative, and the winding down of several unannounced projects. Separate reporting identified the cancellation of ZeniMax Online’s unannounced MMO.
  3. July 3, 2025 — Romero Games fallout: Romero Games said Xbox had funded its next project, but funding was withdrawn after the cuts. The studio began seeking another publisher.
  4. July 10, 2025 — Broader impact reporting: Variety reported on the continued status of the June showcase lineup, Xbox’s reported portfolio of at least 40 projects, the named cancellations, Romero Games, Turn 10, King, and the reported impact on Warcraft Rumble.

How many Xbox employees were laid off?

There is no verified official Xbox-only number in the available July 2025 reporting. The approximately 9,000 figure refers to Microsoft’s total company-wide reduction, not to Xbox alone.

Xbox-specific reporting covered multiple organizations, including Xbox Game Studios, ZeniMax and Bethesda, King, and externally funded projects. Because Microsoft did not release a complete division-by-division table, a precise number such as 9,000 Xbox layoffs would be inaccurate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same caution applies to reported figures such as Turn 10 losing close to half its staff or King cutting approximately 200 positions. These can be useful descriptions of reported impact, but they are not a substitute for an official Microsoft accounting.

Scope and limits of this list

This article covers the July 2025 restructuring wave and the projects publicly connected to it in reporting available through July 10, 2025. Later layoffs or restructuring announcements should be treated as separate events rather than silently added to this list.

The phrase all Xbox cancellations needs particular care. Microsoft did not publish a complete public roster of every unannounced project affected. The list above includes the projects that were named in official or reputable contemporaneous reporting, while clearly labeling the unannounced or externally funded projects whose status requires qualification.

In short:

  • Everwild was reported canceled.
  • Perfect Dark was canceled, and The Initiative was closed.
  • ZeniMax Online’s unannounced MMO was reported canceled and later commonly identified as Project Blackbird, although that codename was not an official Microsoft announcement.
  • Xbox funding was pulled from Romero Games’ unannounced project, which then needed a new publisher.
  • Other studios and teams, including Rare, Turn 10, ZeniMax Online, King, and Warcraft Rumble, were reported to have suffered layoffs or major team reductions.
  • The June showcase games were reported to remain in development, and Contraband was not formally confirmed canceled in the July 2 reporting.

Frequently Asked Questions

Did Microsoft lay off 9,000 Xbox employees?

No. The approximately 9,000 figure covered Microsoft company-wide. Xbox was heavily affected, but Microsoft did not publish an official Xbox-only headcount for the July 2025 wave.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which Xbox games were canceled in July 2025?

The publicly reported cancellations were Rare’s Everwild, Perfect Dark, and ZeniMax Online Studios’ unannounced MMO, later commonly called Project Blackbird. Xbox funding was also withdrawn from an unannounced Romero Games project, but that should be described as a funding withdrawal and development crisis rather than automatically as a formal Xbox-owned cancellation.

Was The Elder Scrolls Online canceled?

No. ZeniMax Online Studios experienced reported layoffs and its unannounced MMO was reportedly canceled, but The Elder Scrolls Online remained an active game and was included in June 2025 showcase coverage.

Was Sea of Thieves canceled?

No cancellation of Sea of Thieves was established in the July 2025 reporting. Rare was affected by reported layoffs and Everwild was canceled, but Sea of Thieves remained active.

Was Contraband canceled?

It was not formally confirmed canceled in the July 2 reporting. Concern grew after a trailer was removed from an Xbox account, but a removed trailer or delay is not proof of cancellation.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Why did Microsoft cancel games after showing other Xbox projects at its showcase?

The showcase lineup and the canceled projects were different parts of Microsoft’s portfolio. Reporting indicated that the showcased games remained in development while Microsoft prioritized investment and ended or reduced support for projects that were not meeting expectations.

The Bottom Line

Bottom line: The July 2025 Microsoft layoffs were a company-wide reduction of approximately 9,000 roles, not 9,000 Xbox layoffs. The clearest Xbox cancellations were Everwild, Perfect Dark, and ZeniMax Online’s unannounced MMO, while The Initiative was closed and Xbox funding was withdrawn from Romero Games’ external project. Reported layoffs at Rare, Turn 10, ZeniMax Online, King, and the Warcraft Rumble team were serious, but they should not be turned into unsupported claims that every affected game or studio was canceled.
