For new Java SOAP work, choose Apache CXF when you need a broad web-services framework, or Spring Web Services (Spring-WS) when a WSDL/XSD contract should lead development inside a Spring application. Keep Apache Axis mainly for maintaining existing systems or meeting a specific legacy compatibility requirement. Apache Axis2 is a separate successor project, not another name for Axis or an assumed drop-in replacement.

Spring Web Services (Spring-WS) A contract-first, document-driven SOAP framework built around Spring concepts, with a message dispatcher and endpoint model, WS-Security integration, and the WebServiceTemplate client API. Spring-WS reference A Spring application where WSDL/XSD and XML payloads are stable contracts and the team wants contract-oriented development. The cited reference is a 5.1.0-SNAPSHOT dated September 29, 2026, not confirmation of a released artifact; verify Java, Spring, security, and transport compatibility.

The CXF homepage reported releases 4.2.3, 4.1.8, and 3.6.12 on August 5, 2026. Those release numbers do not by themselves establish compatibility with a particular Java runtime or server; check the documentation for the exact line you plan to use.

Start with the project you actually have

Maintaining an existing Axis service

Keeping Axis can be reasonable when a working deployment depends on JAX-RPC, SOAP encoding, or another legacy behavior and a rewrite has poor return on investment. The Axis project itself says it has been largely superseded by newer SOAP stacks, including Axis2 and CXF. Treat that as a signal to assess risk and maintenance cost, not as proof that an immediate rewrite is worthwhile.

Apache Axis2 is a separate project with its own modules, documentation, and release line. Before moving from Axis, inventory the WSDLs, generated stubs, bindings, SOAP encoding use, security requirements, and runtime dependencies. Then test the actual clients and services against the candidate stack; do not assume source, configuration, or wire-level behavior transfers unchanged.

Building a new service

For new work, decide first whether the XML contract or the Java service model should drive development. Spring-WS is explicitly contract-first and document-driven. CXF offers a wider documented services-framework scope, including JAX-WS and JAX-RS frontends. This difference is more useful than choosing based on a general claim that one framework is faster or universally better.

Choose based on contract and development workflow

Choose Spring-WS when the XML contract leads

Spring-WS is a natural candidate when the WSDL and XSD are design artifacts that must remain stable, and endpoint code should follow that contract. Its Spring-style endpoint model and WebServiceTemplate client API suit teams already organizing applications around Spring. The surfaced 5.1.0-SNAPSHOT reference specifies Java 17 and Spring Framework 6.x; because it is a snapshot reference dated September 29, 2026, verify the released artifact and compatibility before adopting those requirements as a production baseline.

Choose CXF when broader framework coverage matters

CXF is a reasonable starting point when the application needs a general-purpose services framework, particularly if it may use more than SOAP. The project overview documents JAX-WS and JAX-RS frontends and several protocols and transports. That overview describes project scope, not a guarantee that every feature is available in every release or runtime combination; verify the specific feature and version.

Keep Axis for a specific legacy reason

For a new service, Axis is generally the exception rather than the default. Its remaining rationale is concrete compatibility: for example, a dependency on JAX-RPC or SOAP encoding, or a deployed integration whose rewrite costs more than continued operation. If none of those constraints applies, compare current options such as CXF, Spring-WS, or Axis2 against the actual contract and runtime requirements.

Check the SOAP and integration requirements

Framework labels alone do not establish interoperability. Before selecting, make a requirements list and validate it with the exact versions and deployment environment:

  • SOAP and WS-* requirements: Record the SOAP version, WS-Security and WS-Addressing needs, attachment handling, and any partner-specific interoperability behavior. Axis2 documentation covers WS-Security, WS-Addressing, and attachments; CXF and Spring-WS feature availability must be checked for the chosen release.
  • Role: Decide whether the application needs a SOAP client, a server endpoint, or both. Axis2 documentation explicitly covers client and server use; check the corresponding APIs and configuration for other candidates.
  • Transport: If you require a transport beyond ordinary HTTP, confirm its availability in the selected release. CXF’s overview names HTTP, JMS, and JBI transports, but project-level scope is not a substitute for release-specific validation.
  • Runtime: Match Java, Spring, Jakarta EE, and application-server versions. Do this against current release documentation rather than inferring compatibility from a framework’s name or a version number alone.
  • Contract and bindings: Inspect existing WSDL/XSD files, generated code, namespaces, SOAP bindings, and client expectations. A technically supported standard can still fail to match a partner’s concrete contract.
  • Security and operations: Confirm required security mechanisms, configuration, deployment constraints, and the project’s current advisories and support information.

Use a practical decision sequence

  1. Is this maintenance or new development? For an existing Axis deployment, first determine the cost and risk of preserving or migrating it. For new work, continue through the remaining questions.
  2. Is WSDL/XSD fixed first? If the XML contract is primary and the application uses Spring, evaluate Spring-WS. If the service model or broader framework needs are more important, evaluate CXF and compare its contract workflow against the project.
  3. Do you need SOAP alone or a wider services framework? CXF documents multiple frontends, protocols, and transports. Choose based on capabilities you actually need rather than breadth for its own sake.
  4. Which exact SOAP features must interoperate? Validate security, addressing, attachments, encodings, and partner-specific behavior against the chosen implementation and version.
  5. Is the application a client, a server, or both? Test the relevant role and the interaction with real contract files and representative partner behavior.
  6. Which runtime versions are mandatory? Check the selected release against the application’s Java, Spring, Jakarta EE, and container requirements, then verify release status and security information.

What this comparison cannot tell you

The official project material establishes differences in scope and development emphasis, but it does not provide a controlled performance ranking or a uniform, version-by-version feature matrix for all four projects. Do not choose on an unsupported throughput claim. If performance is decisive, benchmark the candidate releases with the same contract, payload sizes, security configuration, transport, JVM, and deployment environment you expect to use.
