Alternatives to Flock Safety include Axon, Rekor, Genetec AutoVu, Motorola Vigilant Solutions, and Leonardo ELSAG—but they do not all solve the same problem. Some are best considered for license plate recognition (ALPR), while others also offer traffic analytics or fit into broader real-time crime-center and transportation systems. The right choice depends on the cameras and software you already use, the job you need done, and the rules you set for access, retention, sharing, and oversight.
Which alternatives are worth evaluating?
A May 2026 Berkeley Police Accountability Board advisory memo names Axon, Rekor, Genetec AutoVu, and Motorola Vigilant as alternatives to Flock. The memo cites a June 2025 U.S. Department of Homeland Security market survey that evaluated 16 commercially available ALPR systems. That is the survey’s count—not a guarantee that all 16 are currently available or suitable in every jurisdiction.
Leonardo ELSAG is another candidate when mobile ALPR devices are part of the requirement: Anne Arundel County reports using ELSAG mobile devices. The available sources do not provide a comparable, complete feature assessment of all these vendors, so treat the list as a starting point for procurement rather than a ranking.
| Option | What the cited material establishes | What to validate for your deployment |
|---|---|---|
| Axon | The Berkeley memo names Axon as an ALPR alternative and describes Axon Fusus as an example of an open-architecture real-time crime-center (RTCC) platform. | Whether you need ALPR by itself or broader RTCC integration, and which components and integrations are included in the proposed configuration. |
| Rekor | Rekor’s portfolio describes Scout for vehicle and plate detection, Discover for traffic and vehicle analytics, and Command for transportation management. The company describes access through applications, APIs, and SDKs. Berkeley’s memo says its open API architecture supports integration with existing video-management and computer-aided dispatch (CAD) systems. | Whether the relevant products and interfaces work with your specific camera, video-management, CAD, and dispatch environment. |
| Genetec AutoVu / Security Center | The Berkeley memo names Genetec AutoVu as an ALPR alternative and Security Center as an open-architecture platform. It reports an integrator’s description of AutoVu integrating plate recognition from multiple camera types. | Confirm the reported multi-camera capability with the integrator for the exact cameras, software versions, and configuration you plan to deploy. |
| Motorola Vigilant Solutions | The Berkeley memo names Vigilant as an alternative. Woodland says it contracts for one Vigilant reader, and Anne Arundel County lists Vigilant as housing third-party data. These are examples of use, not a universal feature assessment. | Which reader, data sources, and integrations are included, and what controls apply to data held by or obtained from third parties. |
| Leonardo ELSAG | Anne Arundel County reports using ELSAG mobile ALPR devices. | Whether mobile readers fit your coverage needs and how the proposed system connects to your existing workflow. The cited material does not establish a full head-to-head comparison. |
How the products differ by use case
ALPR and vehicle recognition
If your main requirement is to identify plates or vehicle characteristics from fixed or mobile cameras, start by confirming which camera types and operating conditions the system supports. Ask vendors to demonstrate performance against your actual deployment needs rather than treating a general product label as proof of fit.

Traffic and roadway analytics
Traffic monitoring can mean more than plate searches: a buyer may need vehicle counts, movement patterns, or broader roadway analysis. Rekor’s product descriptions distinguish Scout’s vehicle and plate detection from Discover’s traffic and vehicle analytics and Command’s transportation management. These are vendor-described capabilities; verify what each proposed product will actually deliver.
Real-time operations and dispatch integration
If the goal is to connect cameras, alerts, video management, CAD, and dispatch workflows, evaluate the overall system architecture, not just the ALPR reader. Berkeley’s memo contrasts a unified proprietary RTCC platform with an open-architecture approach. It says separately contracted components can be individually replaced, audited, or terminated, while the architecture decision affects vendor dependence, data governance, and long-term flexibility.

What to compare before selecting a system
Use a written requirements matrix and require vendors to answer the same questions. A feature that sounds useful is not enough unless the agency can establish how it works in the proposed configuration and who controls the resulting data.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Coverage and recognition: fixed versus mobile cameras; plate and vehicle recognition requirements; roadway coverage; and traffic-volume or analytics needs.
- Integration: compatibility with installed cameras, video-management software, CAD, and dispatch; API availability; and which integrations are included or require separate contracts.
- Architecture and hosting: cloud or on-premises requirements; whether components are unified or separately replaceable; and how a change of vendor affects operations.
- Data control: who owns collected data, who can access it, whether vendors can access it, and what controls apply to any third-party data.
- Retention and deletion: the retention period for each data type, deletion procedures, preservation rules, and what happens when a contract ends.
- Sharing and use: which agencies or partners can query or receive data, what purposes are permitted, and how sharing agreements are approved and reviewed.
- Auditability and evidence: what access and query logs are recorded, how they can be reviewed or exported, and how evidence integrity is maintained.
- Security and exit terms: security documentation, contract length, full cost, data portability, termination rights, and the steps required to move to another provider.

The cited sources do not provide a verified common price list or a complete, independently tested scorecard across these options. Retention, access, and oversight are deployment choices
Switching providers does not by itself reduce surveillance risk or make a deployment lawful. The applicable law, local policy, configuration, sharing agreements, and oversight all matter. Compare the actual contract and agency policy rather than relying on a vendor’s general description of typical settings.
For example, Flock says seven days is a common ALPR retention period in most communities, subject to customer settings and applicable law. Anne Arundel County’s policy sets a 30-day maximum for its own program, restricts queries to trained, authorized personnel, and prohibits vendor access absent express authorization. The county describes a mixed-vendor environment with Flock stationary and trailer devices, Leonardo ELSAG mobile devices, and Motorola Vigilant data. These are local program terms, not universal product defaults.

Woodland’s published FAQ describes its program as using 38 Flock cameras and one Motorola Vigilant camera, with 30-day storage for unpreserved visual media under its stated policy. The difference between these examples is a reason to specify retention by data type and system in procurement documents, then verify that the system and contract implement the policy.

How to treat an ALPR alert
An ALPR match is an investigative lead, not proof that a person committed a crime. Woodland’s published guidance says a result alone does not establish reasonable suspicion, probable cause, or proof of criminal activity. It calls for verifying the plate and vehicle and developing an independent lawful basis before taking action.

What adoption figures and vendor claims do—and do not—show
The Virginia State Crime Commission’s 2026 report, based on its 2025 survey, says 86% (137 of 159 responding agencies) reported using Flock. This is a Virginia law-enforcement survey result, not national adoption or market share; respondents could report more than one vendor.
In a July 8, 2026 company release, Rekor Systems chair and chief executive officer Robert A. Berman said, “ALPR has proved its value over many years of responsible use.” That is a vendor executive’s view, not an independent finding. The same release acknowledges concerns about privacy, data retention and sharing, auditability, and evidentiary trust. Those concerns should be addressed through enforceable policy, system controls, and oversight rather than assumed away by a product choice.
