Free e-invoicing software is widely available for creating and emailing ordinary invoices, but many free tools produce PDFs rather than true structured e-invoices. Zoho Invoice, Wave, and Square Invoices are useful starting points for eligible small businesses; government, Peppol, GST, or mandated machine-readable invoicing requires separate country- and plan-specific verification.

The most important buying question is not simply whether an app costs $0 per month. The important question is whether the software creates and delivers invoices in the format and through the channel required by your customer, tax authority, procurement system, or accounting platform.

Why is Zoho Invoice a strong free option?

Zoho Invoice is not automatically suitable for a country with mandatory structured e-invoicing. Confirm the relevant country, tax regime, output format, network, and plan before treating Zoho Invoice as a compliance solution.

Data retention also deserves attention. The cited Zoho UK pricing page says that data associated with an account inactive for more than 180 days may be deleted after a notification process unless the user logs in or backs up the data. The EU legal framework for electronic invoicing in public procurement is not a blanket guarantee that any free invoice application satisfies every national or commercial requirement. A customer’s procurement platform may impose requirements beyond the fields shown on a PDF.
