No current mainstream browser supports the original Adobe Flash Player. The practical 2026 solution for most Flash games, animations, and old websites is Ruffle, an emulator that runs in current Chrome, Edge, Firefox, and Safari. Only specialized legacy browsers can still load a compatible original plugin, and they should be isolated from everyday browsing.

Short answer: No current mainstream browser supports the original Adobe Flash Player. Adobe ended Flash Player support on December 31, 2020, blocked Flash content from running in the player on January 12, 2021, and recommends uninstalling it. Chrome removed Flash beginning with Chrome 88, and Firefox 85 shipped without Flash support.

For most people, the best way to open a Flash game, animation, educational module, or preserved website in 2026 is Ruffle. Ruffle is an open-source emulator that runs Flash content in modern browsers using current web technologies. It is not Adobe Flash Player, but it is safer and easier to use than installing an obsolete plugin.

If you need the original plugin for a specific legacy application, specialized browsers such as Pale Moon, SeaMonkey, and Basilisk may still load a compatible NPAPI Flash plugin. That is a controlled legacy setup—not a safe replacement for an everyday browser. Waterfox Classic is a last-resort option for an existing legacy installation.

5 best ways to run Flash content in 2026

Rank Option What it actually does Best for Main limitation
1 Ruffle Emulates Flash inside a modern browser or as a desktop application Most games, animations, and preserved websites Compatibility is incomplete, especially for some ActionScript 3 content
2 Pale Moon Retains native NPAPI plugin support A trusted legacy site that requires the original plugin You must obtain a compatible Flash plugin separately
3 SeaMonkey 2.53.x Retains Flash as its remaining supported NPAPI exception Older desktop sites and internal applications Old browser architecture and plugin security risks
4 Basilisk Retains classic NPAPI plugin loading Technical users who need a Firefox-style legacy environment Niche project, variable modern-site compatibility, and difficult plugin sourcing
5 Waterfox Classic Preserves an older browser environment capable of using legacy plugins A known working Classic setup that fails elsewhere Security maintenance may be incomplete; it is not the current Waterfox product

Important distinction: Chrome, Edge, Firefox, Safari, and Opera can potentially run Ruffle through an extension or an integrated website player, but they do not natively support Adobe Flash Player. A browser extension that emulates Flash is not the same thing as a browser with native Flash plugin support.

1. Ruffle: the best overall choice

Ruffle is an open-source Flash Player emulator written in Rust. It is available as a browser extension, a desktop application, and a self-hosted web package. The official downloads page currently lists extensions for Chrome, Edge, Firefox, and Safari, along with desktop builds for Windows, macOS, and Linux.

Ruffle uses technologies such as WebAssembly and WebGL to reproduce Flash behavior inside a modern browser. It does not install or execute the discontinued Adobe Flash Player. The Microsoft Edge listing, for example, describes Ruffle as replacing embedded Flash movies with the Ruffle player within the page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The official downloads page lists stable Ruffle 0.5.0 and a nightly build dated August 10, 2026 at the time of writing. Ruffle releases frequently, so check the official page immediately before installing or publishing instructions.

How to install Ruffle

  1. Open the official Ruffle downloads page.
  2. Choose the extension for Chrome, Edge, Firefox, or Safari.
  3. Install it from the linked official release or browser extension listing.
  4. Reopen the Flash-enabled page and reload it.
  5. If the website already includes Ruffle, remove or disable the extension if it interferes with the page.

For a local .swf file, Ruffle Desktop is usually more suitable than trying to make a modern browser load an Adobe plugin. Developers building Ruffle from source can use the project’s documented command:

cargo run --release --package=ruffle_desktop -- path/to/file.swf

That is a source-build example, not the easiest installation method for most readers. Ordinary users should start with the prebuilt desktop download.

What Ruffle handles well

Ruffle is the strongest first attempt for many preserved games, cartoons, animations, and simple ActionScript 1 or ActionScript 2 projects. It avoids the security and installation problems of an obsolete browser plugin while keeping the content inside a supported browser or standalone application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why Ruffle may fail

Ruffle is not a complete drop-in replacement. Some ActionScript 3 applications, complex enterprise software, webcam or microphone features, DRM-related content, unusual browser integrations, and projects that depend on dead server endpoints may not work. Compatibility must be tested against the particular SWF or website.

Old Flash applications also expected cross-origin requests and external resources to behave differently. Modern browser security rules can block those requests. The Ruffle issue tracker documents CORS-related restrictions that can prevent external files from loading unless the server is configured correctly.

Verdict: Ruffle is the safest and most practical first choice for ordinary Flash content.

2. Pale Moon: the strongest native-plugin candidate

Pale Moon is an actively maintained browser built around its Goanna rendering engine. Its official technical information explicitly says that it retains support for legacy native plugins, including Java and Flash, through NPAPI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pale Moon’s release notes list version 34.3.1, released June 24, 2026, at the time of writing. Current builds have restored or retained in-process NPAPI plugin support. Pale Moon provides builds for Windows, macOS, and Linux, but the exact result depends on the operating system, browser bitness, plugin format, and Flash content.

Pale Moon does not install Flash for you

Installing Pale Moon alone does not give you a safe, current Flash runtime. You still need a compatible Flash plugin, and Adobe’s ordinary worldwide consumer distribution ended in 2020. Adobe’s enterprise EOL documentation identifies HARMAN as the official enterprise distribution partner for post-EOL commercial support.

A safer workflow is:

  1. Download Pale Moon only from its official website.
  2. Create a separate browser profile or use a dedicated installation for Flash content.
  3. Use only a Flash build obtained through a legitimate enterprise arrangement or another regionally authorized source.
  4. Limit the profile to a trusted, known legacy site.
  5. Do not use it for email, banking, shopping, password management, or general browsing.
  6. Prefer Ruffle whenever the content works there.

Avoid random “Clean Flash,” modified Flash, portable-browser, or repacked-plugin downloads. Their provenance, licensing, malware status, and update status can vary, and a browser that can load NPAPI does not make an untrusted plugin safe.

Advantages: Pale Moon is more current than an abandoned old Firefox build and is one of the clearest documented choices for a controlled native-plugin environment.

  • This Logitech camera for computer comes with a 3-month XSplit VCam license and no privacy shutter. XSplit VCam lets you remove, replace and blur your background without a green screen

Limitations: Modern websites may not render correctly because Pale Moon intentionally differs from mainstream browser engines. Finding a compatible, legitimate plugin may be harder than configuring the browser itself.

Verdict: The best native-plugin browser for a carefully isolated legacy environment—not a general-purpose Flash browser.

3. SeaMonkey: a browser suite with a documented Flash exception

SeaMonkey is another current desktop browser that retains a narrow path for Flash. Its official NPAPI documentation says that, since SeaMonkey 2.53.1, installed NPAPI plugins are no longer supported except for Adobe Flash Player.

The project’s 2.53.4 release notes clarify that Flash is the only NPAPI plugin that works; Java and Silverlight support were removed. The current release page lists SeaMonkey 2.53.24, released July 28, 2026, at the time of writing.

SeaMonkey can make sense when a legacy application was designed around older Mozilla-era browser behavior, or when the user wants a browser suite rather than a single-purpose browser. It still requires a compatible Flash plugin, however. SeaMonkey’s ability to recognize the plugin does not restore Adobe’s discontinued distribution or remove Flash’s security risks.

Use a dedicated installation or profile, keep it away from sensitive accounts, and restrict it to the known legacy application. SeaMonkey also includes mail and other suite components, which makes it especially important not to treat a Flash-enabled installation as an everyday environment.

Verdict: A credible native-plugin option with unusually clear official documentation, but less attractive than Pale Moon if you only need a browser.

4. Basilisk: a niche NPAPI browser

Basilisk is a specialist browser associated with the broader Unified XUL Platform ecosystem. Its official add-ons site describes external browser components and specifically lists Adobe Flash Player as an example. Basilisk retains classic plugin and extension capabilities that mainstream Firefox removed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Basilisk is most useful for technically experienced users who need a Firefox-style interface or a particular legacy extension/plugin combination that behaves better there than in Pale Moon. It is not the default choice for most readers because it is a niche project with a smaller compatibility and security ecosystem than Chrome, Edge, Firefox, or Safari.

Do not call Basilisk “secure” simply because the project receives updates. The browser and the Flash plugin are separate security questions, and Flash remains obsolete. Before publication or installation, verify the official download location, release status, supported operating systems, and current plugin behavior because those details can change.

Verdict: A useful specialist option for a specific legacy setup, but not a general recommendation.

5. Waterfox Classic: a last-resort legacy fallback

Waterfox Classic must be distinguished from the current Waterfox product. Waterfox’s own announcement describes Classic as the branch focused on preserving older functionality and warns that it may contain unresolved security issues.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The current Waterfox download page lists Waterfox 6.6.17, released July 21, 2026, as the current product. That does not mean current Waterfox supports Flash. Older Waterfox documentation confirms that Flash was the last NPAPI plugin exception in the Classic-era browser, but the capability belongs to the legacy Classic branch.

Waterfox Classic is defensible only when you already have a known working Classic installation, a particular site fails in Ruffle, and you can isolate the environment from normal browsing. Do not download an old browser and use it for email, banking, shopping, password management, or general web activity.

Verdict: A compatibility fallback for an existing legacy setup, not a modern browser recommendation.

What not to download or enable

Do not follow current instructions telling you to enable Flash under a hidden setting in Chrome, Edge, Opera, or Safari. Those browsers do not provide native Adobe Flash support in current versions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In particular, do not use the frequently repeated “Allow sites to run Flash” instructions for current Opera. A widely indexed article updated in October 2025 still describes such a setting, but its instructions conflict with Adobe’s EOL information and Chromium’s Flash-removal roadmap.

Also avoid:

  • Random modified Flash installers or DLL replacements.
  • “Flash browsers” from unknown download sites.
  • Old Chrome or Firefox builds used for ordinary browsing.
  • Unsupported portable browser bundles.
  • Fake browser extensions that claim to restore native Flash.
  • Mobile browsers that promise Flash without explaining whether they emulate it, render it remotely, or still work on the current platform.

Flash content is executable content. An updated browser does not make an obsolete Flash plugin safe. Adobe recommended uninstalling Flash because of its security exposure.

Choose the right option for your Flash content

Your situation Try first Why
An ordinary game, animation, or educational movie Ruffle browser extension It avoids the discontinued plugin and works in a current browser
A local .swf file Ruffle Desktop A standalone player is simpler and more contained than a browser-plugin setup
A large preserved collection of games Flashpoint Its launcher is designed for archived web games and includes Ruffle options
A legacy enterprise application requiring exact Adobe behavior Licensed enterprise software or an isolated virtual machine Native-plugin browsers may still fail if the application depends on old APIs or server infrastructure
Content created with Director A Shockwave-specific preservation path Shockwave is a separate technology from Flash

Troubleshooting: when Flash content does not work

“Flash is unsupported”

This message normally means the browser has no native plugin support, the website does not recognize the installed Ruffle player, or the content uses Flash behavior Ruffle does not yet emulate.

Install the official Ruffle extension, reload the page, and test the same content in Ruffle Desktop. If it is an archived game, check Flashpoint. Do not downgrade your everyday browser just to remove the warning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ruffle shows a blank box

Common causes include unsupported ActionScript 3 behavior, missing external files, CORS restrictions, dead API endpoints, site-specific JavaScript detection, or content that is actually Shockwave rather than Flash.

If you are legally allowed to obtain the original file, download the SWF and test it in Ruffle Desktop. If that also fails, look for a preserved copy in Flashpoint. A blank Ruffle screen can indicate a broken website backend rather than a problem with your browser.

The native plugin does not appear

Check the browser edition and bitness, the NPAPI-versus-PPAPI format, the operating system, and whether the browser actually scans the plugin directory. A Flash build can also refuse to run because of its built-in time-based or end-of-life restrictions.

Use a clean dedicated profile and confirm the plugin through the browser’s own plugin information page. Do not replace missing DLLs with files downloaded from an untrusted site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The site opens, but login or saved progress fails

Flash sites often depended on local shared objects, obsolete cookies, site-specific domains, hard-coded HTTP endpoints, browser user-agent detection, or server-side APIs that no longer exist. A working Flash runtime cannot restore a backend service that has disappeared.

The file is actually Shockwave

Adobe Shockwave Player is separate from Flash Player and reached end of life on April 9, 2019. A browser that loads Flash does not necessarily load Shockwave Director content. Identify the file type and application before troubleshooting the browser.

Geographic and enterprise exceptions

Adobe’s general Flash Player product is discontinued globally. Adobe stopped supporting Flash after December 31, 2020 and blocked Flash content from running beginning January 12, 2021.

Adobe’s China-specific page lists Flash Player 34.0.0.380, released June 9, 2026, with separate ActiveX, PPAPI, and NPAPI packages. It describes support for older browser families such as Firefox below version 85 and Chromium below version 88. Adobe guidance describes this distribution as restricted to mainland China.

That China build is not a normal global download for readers in the United States or elsewhere. Likewise, HARMAN’s post-EOL Flash builds are an enterprise/commercial route, not a free consumer product. Organizations with a business-critical Flash application should work through a legitimate licensed enterprise arrangement, isolate the application, and plan migration rather than deploy an obsolete plugin across ordinary employee machines.

Can Flash run on Windows, Linux, macOS, or Android?

Windows and Linux desktop users generally have the most practical choices because Ruffle provides desktop and browser options, while the legacy browsers discussed above are desktop projects. macOS support depends on the specific browser build, architecture, plugin format, and file.

For Android, do not assume that a browser listed in an old article still provides Flash. FlashFox, Dolphin, Puffin, and Kiwi are often mentioned in legacy lists, but their current availability, maintenance, implementation method, and store status were not established by the evidence behind those lists. Use a verified desktop solution, an archive such as Flashpoint, or a legitimate remote-rendering service if appropriate. A remote or cloud-rendered session is not native Flash support on the Android device.

Bottom line

Use Ruffle first. It is the best balance of safety, convenience, and compatibility for most Flash games, animations, and preserved websites, and it works with current Chrome, Edge, Firefox, and Safari through extensions. For a specific application that truly requires the original Adobe runtime, use Pale Moon, SeaMonkey, or Basilisk only in an isolated legacy environment with a legitimately sourced compatible plugin. Treat Waterfox Classic as a last resort, and never confuse it with current Waterfox.

Frequently Asked Questions

Does Chrome support Flash in 2026?

No. Current Chrome versions removed Flash beginning with Chrome 88. Chrome can run Ruffle, which emulates Flash, but it cannot run the original Adobe Flash Player.

Does Firefox support Flash?

No. Firefox 85, released January 26, 2021, shipped without Flash support. Ruffle can run in Firefox as an emulator.

Can I enable Flash in Opera?

No. Do not follow outdated instructions telling you to enable Flash in current Opera. Current Opera does not provide native Adobe Flash support; use Ruffle instead.

Is Pale Moon safe for Flash?

Pale Moon itself can receive updates and retain NPAPI support, but that does not make the obsolete Flash plugin safe. Use a separate profile or installation only for a trusted legacy site and never for sensitive accounts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is Ruffle the same as Flash Player?

No. Ruffle is an open-source emulator that reproduces much of Flash behavior with modern web technologies. It is not Adobe Flash Player and does not offer complete compatibility.

Can Ruffle run ActionScript 3?

Ruffle handles many older ActionScript 1 and 2 projects, but ActionScript 3 compatibility varies by file. Complex applications, external APIs, DRM, and unavailable server endpoints may fail.

Can I play Flash games on Android?

Do not rely on old lists of Android browsers that claim to support Flash. Their current availability and implementation are often unclear. A desktop emulator, Flashpoint, or a legitimate remote-rendering solution is more practical.

Can I open a SWF file without a browser?

Yes. Try Ruffle Desktop with the SWF file. It is usually preferable to installing a full browser with an obsolete plugin. If the file is part of a preserved game collection, Flashpoint may be easier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Ruffle show a blank screen?

A blank screen can result from unsupported ActionScript, missing external files, CORS restrictions, site-specific detection, dead server APIs, or the file being Shockwave rather than Flash. Test a permitted local copy in Ruffle Desktop and check Flashpoint.

What is the difference between Flash and Shockwave?

Flash Player handled SWF content, while Shockwave Player handled Director content. Shockwave reached end of life on April 9, 2019, and Flash-capable browsers do not automatically support it.

Can Flash run on macOS?

Possibly, but the result depends on the macOS version, browser build, architecture, plugin format, and content. Ruffle is the preferred first attempt; native-plugin setups require careful compatibility testing.

Is Waterfox Classic the same as current Waterfox?

No. Waterfox Classic is the legacy branch associated with old plugin support. Current Waterfox is a different product and should not be assumed to support Flash.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the China Flash build available in the United States?

No. Adobe’s China-specific distribution is described as restricted to mainland China. It is not a normal consumer download for users in the United States or other regions.

What should businesses do with a Flash-dependent application?

Use a licensed enterprise Flash distribution only when necessary, isolate the application in a dedicated machine or virtual environment, restrict network access, and prioritize migrating or replacing the application.

The Bottom Line

Best overall: Ruffle. Best native-plugin candidate: Pale Moon in a dedicated, isolated setup. No current mainstream browser has a hidden Flash setting, and no browser update makes the obsolete Adobe plugin safe.
