Windows 11 has several backup and recovery tools, but they do different jobs. The Windows Backup app is designed mainly for moving settings and selected folders to a new PC. OneDrive protects synchronized user folders. File History keeps local versions of files, while System Restore rolls back Windows after a bad update or driver installation. For a complete system image that can be recovered from Windows Recovery Environment, use wbadmin.

This guide explains what each method actually saves, where to find it, and the failure modes that can prevent a restore.

Which Windows 11 backup method should you use?

Requirement Best tool What it restores
Move settings and an app list to a new PC Windows Backup app Supported settings, Wi-Fi profiles, folder content through OneDrive, and app pins or reinstall links
Protect Desktop, Documents, or Pictures in the cloud OneDrive folder backup Synchronized copies of selected folders
Recover an earlier version of a file File History Previous local or network-backed-up file versions
Undo a bad driver, update, or application installation System Restore System files, registry settings, and installed programs
Recover Windows and critical volumes after a disk failure wbadmin A system-level backup that can be restored from WinRE

No single option does everything. In particular, a restore point is not a personal-file backup, and OneDrive synchronization is not the same as an independent offline copy.

1. Use the Windows Backup app for a new PC or reinstall

Best for: restoring supported Windows settings and selected folders during setup of a new or reinstalled Windows 11 PC.

#1 Best Overall
Seagate 2TB Portable Hard Drive | USB 3.0 (STGX2000400) | Everyday HDD storage. Plug-and-play backup. Windows & macOS. Adobe CC trial included. 1-Year Warranty
  • Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
  • To get set up, connect the portable hard drive to a computer for automatic recognition no software required
  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.

Open Start, type backup, and select Windows Backup. You can also open the same configuration from Settings > Accounts > Windows backup.

Set up Windows Backup

  1. Open Windows Backup.
  2. Expand Folders.
  3. Turn on the folders you want to protect through OneDrive: Desktop, Documents, Pictures, Videos, or Music.
  4. Expand the other settings categories and enable the options you need.
  5. Select Back up.

The app can save a list of installed apps, app pins, accessibility settings, Wi-Fi profiles and passwords, personalization settings, language preferences, dictionary data, and other supported Windows settings. Selected personal folders are stored through OneDrive.

What Windows Backup does not do

Windows Backup does not copy every desktop application’s program files to a local recovery image. Microsoft Store apps can generally be restored from their pins. For an app that is not available in the Microsoft Store, Windows may provide a link to download its installer. You will normally need to install that application again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restore during Windows setup

  1. Start setting up the new or reinstalled PC.
  2. Sign in with the same personal Microsoft account used for the backup.
  3. When Windows detects the backup, choose it.
  4. If several PCs appear, select More options and choose the correct backup.

Files become available by signing in to OneDrive with the same account. This is primarily a new-device or post-reinstallation recovery feature, not a way to restore an entire old Windows installation exactly as it was.

Windows Backup limitations

  • The Windows Backup app is aimed at consumer devices using a personal Microsoft account. Work and school accounts do not work with the app.
  • A free Microsoft account includes 5 GB of OneDrive storage. Running out of space can prevent the backup from completing.
  • OneDrive must be signed in and working. Sign-in errors, synchronization failures, or insufficient storage can make Windows Backup report an error.

2. Back up PC folders with OneDrive

Best for: protecting Desktop, Documents, and Pictures from local drive failure and making those folders available on another device.

OneDrive is a synchronization service. It is useful protection, but it is not automatically an independent offline backup: a change or deletion in a synchronized folder is normally synchronized to OneDrive and other connected devices.

Turn on OneDrive folder backup

  1. Select the OneDrive cloud icon in the taskbar notification area.
  2. Select OneDrive Help & Settings.
  3. Select Settings.
  4. Open the Sync and backup tab.
  5. Select Manage backup.
  6. Turn on a folder marked Not backed up.
  7. Select Save changes.

The Windows Backup app also provides folder selection through Windows Backup > Folders.

Keep files offline or free disk space

OneDrive Files On-Demand can leave files online-only. To keep a file or folder available without an internet connection, open File Explorer, right-click it inside OneDrive, and select Always keep on this device.

Seagate Portable 5TB External Hard Drive HDD – USB 3.0 for PC, Mac, PS4, & Xbox - 1-Year Rescue Service (STGX5000400), Black
  • Easily store and access 5TB of content on the go with the Seagate portable drive, a USB external hard Drive
  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
  • To get set up, connect the portable hard drive to a computer for automatic recognition software required
  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.

To remove the local copy while retaining the cloud copy, right-click the item and select Free up space.

Problems that stop folder backup

  • Open files: save and close files before enabling or changing folder backup.
  • Reparse points: folders containing junction points or symbolic links may not be protected until the offending link is removed.
  • Error 0x80070005: Microsoft identifies the Prohibit User from manually redirecting Profile Folders policy as one possible cause.
  • Cloud-only files: download them first with Always keep on this device if you need a local copy when stopping folder backup.
  • OneNote notebooks: these cloud-based files cannot be moved when folder backup is stopped.
  • Storage limits: the free Microsoft account allowance is 5 GB.

For a personal Microsoft account, deleted OneDrive items are automatically removed from the OneDrive recycle bin after 30 days. Work or school accounts normally retain deleted items for 93 days, although an administrator can change that period.

3. Use File History for versioned local backups

Best for: recovering an earlier version of a document or restoring files after accidental deletion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

File History backs up to an external drive or network location. It protects libraries, including Documents, Pictures, Videos, and Music. A custom folder outside a library is not automatically included.

Turn on File History

  1. Connect an external drive or configure a network location.
  2. Open Control Panel.
  3. Select System and Security.
  4. Select Save backup copies of your files with File History.
  5. Select Turn on.

If Windows chooses the wrong destination, select Select drive, choose the external drive or network location, and select OK. If prompted, choose whether to move existing files to the new drive or start fresh.

Include a nonstandard folder

  1. Open File Explorer and browse to the folder.
  2. Right-click it and select Show more options.
  3. Select Include in library.

Desktop is included in Microsoft’s current Windows 11 File History instructions, but explicitly adding an unusual folder to a library is the safer way to confirm that File History protects it.

Restore a previous file version

  1. Open File Explorer.
  2. Navigate to the folder that previously contained the file or folder.
  3. Right-click the folder and select Restore previous versions.
  4. On the Previous Versions tab, select the required version.
  5. To preview it, expand Open and select Open in File History.
  6. Select Restore to replace the current copy, or expand Restore and select Restore to… to save it somewhere else.

For an item stored at the root of a drive, right-click the drive itself. If the item is in a library, use its actual saved location rather than the library view.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Be careful with Restore. Restoring in place replaces the current file or folder, and Microsoft states that this replacement cannot be undone. Use Restore to… if you may still need the current version.

4. Roll back Windows with System Restore

Best for: undoing a problematic driver, application installation, Windows update, or system-configuration change.

  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop. Reformatting may be required for Mac

System Restore can revert system files, registry settings, and installed programs. It is designed not to affect personal files, but it cannot recover deleted documents, photos, or folders.

Open System Restore in Windows

From Control Panel, go to Control Panel > Recovery > Open System Restore.

Alternatively, press Windows key + R, enter the command below, and press Enter:

rstrui.exe
  1. In Restore system files and settings, select Next.
  2. Select a restore point.
  3. Optionally select Scan for affected programs.
  4. Select Next, then Finish.
  5. Allow Windows to restart and apply the restore point.

Use System Restore when Windows will not boot

  1. Enter the Windows Recovery Environment.
  2. Select Troubleshoot > Advanced options > System Restore.
  3. Choose the restore point and select Finish.
  4. Select Restart when recovery completes.

If device encryption or BitLocker is enabled, WinRE may request the BitLocker recovery key.

A restore point may not be available if System Protection was disabled or Windows never created a suitable point. A restore point is therefore a rollback mechanism, not a backup of the whole PC.

5. Create a full system backup with wbadmin

Best for: administrators and advanced users who need a Windows image backup that can be recovered from Windows Recovery Environment.

Microsoft documents wbadmin for Windows 11. Commands must be run from an elevated Command Prompt, and the account needs Administrator or Backup Operator permissions. Replace E: below with the external backup drive or another valid backup target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Create a backup of Windows and critical volumes

Open Command Prompt as administrator and run:

wbadmin start backup -backupTarget:E: -include:C: -allCritical -quiet

-include:C: includes the Windows volume, while -allCritical adds the other volumes required to boot and recover Windows. A backup target can be a drive letter, a volume-GUID path, or a UNC network share.

Seagate Portable 4TB External Hard Drive HDD – USB 3.0, 1-Year Rescue | Everyday HDD storage. Plug-and-play backup. Windows & macOS. Adobe CC trial included. 1-Year Warranty
  • Easily store and access 4TB of content on the go with the Seagate Portable Drive, a USB external hard drive.Specific uses: Personal

List available backup versions

To list backups visible to the computer, run:

wbadmin get versions

For backups on a particular drive, use:

wbadmin get versions -backupTarget:E:

The output includes the backup time, storage location, version identifier, and available recovery types. Keep the exact version identifier; recovery commands require it.

Restore files or folders

The general recovery command is:

wbadmin start recovery -version:<VersionIdentifier> -items:{<VolumesToRecover> | <AppsToRecover> | <FilesOrFoldersToRecover>} -itemtype:{Volume | App | File} [-backupTarget:{<VolumeHostingBackup> | <NetworkShareHostingBackup>}] [-machine:<BackupMachineName>] [-recoveryTarget:<TargetVolumeForRecovery> | <TargetPathForRecovery>] [-recursive] [-overwrite:{Overwrite | CreateCopy | Skip}] [-notRestoreAcl] [-skipBadClusterCheck] [-noRollForward] [-quiet]

For example, this restores a Documents folder and its contents:

wbadmin start recovery -version:03/31/2020-09:00 -itemType:File -items:C:UsersNameDocuments -recursive

Replace the example date and path with values from your own backup. The version format must match the output from wbadmin get versions.

Perform bare-metal recovery from WinRE

To recover the complete system from a backup, start Command Prompt in the Windows Recovery Environment, not in an ordinary Windows session, and run:

wbadmin start sysrecovery -version:<VersionIdentifier> -backupTarget:E:

The backup drive or network share must be accessible from WinRE. If you use -recreateDisks, Windows recreates the disk configuration. This can delete data on volumes containing operating-system components and may also delete data volumes, so do not use it casually.

wbadmin failure points

  • The Command Prompt is not elevated.
  • start sysrecovery is being run inside normal Windows instead of WinRE.
  • The backup drive or network share has no driver, credentials, or connectivity in the recovery environment.
  • The supplied version identifier does not use the required date-time format.
  • -recreateDisks is used without confirming which volumes will be erased.

What about “Backup and Restore (Windows 7)”?

Windows 11 still exposes the legacy applet at Control Panel > System and Security > Backup and Restore (Windows 7). It may offer Create a system image, but Microsoft deprecated this Backup and Restore functionality and stated that it would not be updated.

It is not the Windows Backup app, and it should not be presented as Windows 11’s modern backup solution. For a documented command-line system backup and recovery workflow, use wbadmin. If you use the legacy wizard for compatibility, treat the resulting image as untrusted until you have confirmed that it can actually be restored.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A sensible Windows 11 backup combination

  1. Use OneDrive folder backup for the working copies of important Desktop, Documents, and Pictures files.
  2. Use File History on an external drive for version history and protection against accidental edits or deletions.
  3. Use System Restore when you need to undo a system change, not to recover personal files.
  4. Use wbadmin if rebuilding the entire Windows installation would be costly and you need a recoverable system image.
  5. Use the Windows Backup app before changing PCs or reinstalling Windows so supported settings and app references are available during setup.

Keep at least one backup copy disconnected from the PC when it is not being updated. Most importantly, test recovery: a backup that completes without errors is not proof that the files or system image can be restored.

FAQ

Does Windows Backup back up all installed apps?

No. It saves the installed-app list and pins. Microsoft Store apps can generally be restored from their pins, while applications unavailable in the Microsoft Store usually require a fresh download and installation.

Is OneDrive folder backup a complete PC backup?

No. It protects selected folders through synchronization. It does not create a bare-metal image of Windows, and a deletion or change can synchronize to the cloud and other devices.

Does File History back up every folder on a Windows 11 PC?

No. File History protects libraries and folders included in those libraries. Add a nonstandard folder to a library with File Explorer’s Include in library command if you want File History to protect it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can System Restore recover deleted files?

No. System Restore rolls back system files, registry settings, and installed programs. It is not designed to restore deleted documents, photos, or other personal files.

Can I run wbadmin from a normal Command Prompt?

You can create backups and perform some file recovery tasks from an elevated Command Prompt. A full wbadmin system recovery using start sysrecovery must be run from Windows Recovery Environment.

How much OneDrive storage comes with a free Microsoft account?

A free Microsoft account includes 5 GB of OneDrive storage. If the selected folders exceed the available space, Windows Backup or OneDrive folder backup may fail.

The Bottom Line

For everyday file protection, combine OneDrive with File History rather than relying on either one alone. Use System Restore for broken Windows configurations, the Windows Backup app for moving to a new PC, and wbadmin when you need a full system-level recovery path. Do not mistake a restore point, synchronized folder, or app list for a complete Windows backup.
