Short answer: Windows 11 25H2 has had real upgrade and servicing problems, but the evidence does not support one universal “upgrade nightmare” affecting every PC. The risk depends heavily on where you are starting: moving from Windows 11 24H2 is normally a small enablement-package switch, while moving from Windows 11 23H2 or Windows 10 is a larger feature-upgrade and migration.
As of the Microsoft release-health information reviewed on August 10, 2026, the two issues listed on the Windows 11 25H2 status page—a WSUS synchronization problem and a Dell/Intel driver-performance problem—are marked resolved. That does not mean 25H2 is bug-free, but it does mean there is no currently listed unresolved 25H2-specific blocking issue in Microsoft’s release-health table.
What Windows 11 25H2 is—and why the starting version matters
Windows 11 version 25H2 became generally available on September 30, 2025. It uses the 26200 build family, while Windows 11 24H2 uses build 26100. Home and Pro editions are supported until October 12, 2027; Enterprise and Education editions are supported until October 10, 2028. Microsoft’s newer general-availability release is Windows 11 26H1, released on February 10, 2026.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAlthough its version number suggests a major operating-system replacement, 25H2 is mainly an enablement release layered over the same core system files as 24H2. That distinction is important: a 24H2 PC is not taking the same upgrade path as a Windows 10 or 23H2 PC. Microsoft describes the release and servicing relationship in its Windows 11 25H2 IT guidance and Windows 11 release information.

| Starting version | What is actually happening | Relative risk |
|---|---|---|
| Windows 11 24H2 | An enablement package activates features that are already present in the shared system foundation. It is designed to complete with one restart. | Usually the lowest-risk path |
| Windows 11 23H2 | A full feature-update and in-place migration. | Higher risk from drivers, applications, migration, policies, and setup components |
| Windows 10 | An operating-system migration to Windows 11, potentially directly to 25H2 on eligible hardware using normal feature-update deployment methods. | Higher risk than 24H2 enablement |
| Already on 25H2 | Monthly cumulative updates and servicing updates—not another 25H2 feature upgrade. | Different failure class |
The 24H2-to-25H2 process is documented in Microsoft’s KB5054156 enablement-package article. If an already-patched 24H2 PC fails during what should be a quick enablement switch, investigate the exact error rather than assuming the full operating system has been replaced.
Current Windows 11 25H2 status
Microsoft’s release information lists Windows 11 25H2 build 26200.8973, released on July 28, 2026 as KB5101684. The 25H2 release-health page currently lists two July 2026 issues, and both are marked resolved:
- WSUS synchronization degradation: Microsoft deployed a service-side mitigation on July 18, 2026. Existing WSUS servers may still require metadata cleanup using the guidance in KB5121986.
- Dell systems with a specific Intel Innovation Platform Framework Processor Participant driver: Microsoft resolved the issue through the July 18 out-of-band update KB5121767.
The status page has a confusing stale heading that says “Current status as of May 15, 2025,” even though Windows 11 25H2 was released on September 30, 2025 and the same page contains issue history through 2026. For current status, rely on the page’s dated issue table and Microsoft’s release-information page, rather than that inconsistent heading.

That is not the same as saying every PC will upgrade successfully or that no problem can occur on an individual system.
Real problems that were associated with 24H2 or 25H2
Several incidents were genuine, but many were caused by monthly cumulative updates rather than by the 25H2 feature-upgrade mechanism itself. Others affected both 24H2 and 25H2 because the versions share a servicing baseline. The distinction matters when choosing a fix.
1. EFI System Partition space caused failures around 35–36%
In May 2026, the security update KB5089549 could fail during reboot with error 0x800f0922 on systems with very little free space in the EFI System Partition. Systems with approximately 10 MB or less remaining were particularly exposed.
The visible symptom was often a failure around 35% or 36%, followed by a rollback message such as Something didn’t go as planned. Undoing changes.
Relevant setup or servicing logs could contain entries like:
Free tools Windows power users keep installed
One-click scans. No signup required.
SpaceCheck: Insufficient free space
ServicingBootFiles failed. Error = 0x70
SpaceCheck: <value> used by third-party/OEM files outside of Microsoft boot directories
This was a shared 24H2/25H2 servicing issue, not a defect unique to the 25H2 feature upgrade. Microsoft resolved it with KB5089573 and later updates on May 26, 2026. If the problem still occurs, first install the latest updates for the current Windows version. Only then should an administrator investigate the EFI System Partition and its OEM or third-party files; avoid deleting boot files without a verified recovery plan.
See Microsoft’s resolved-issues entry for the EFI partition failure.
2. Dynamic Update being blocked caused enterprise upgrade failures
Microsoft documented a separate setup problem affecting upgrades to Windows 11 23H2, 24H2, or 25H2 when Dynamic Update was disabled or could not connect. The characteristic error was:
0x8007042B - 0x2000D
This could happen with ISO-based in-place upgrades, Microsoft Endpoint Configuration Manager, WSUS-based feature-update deployments, and environments that intentionally block internet access or Windows Update functionality. The underlying problem involved a manifest-version mismatch: setup needed updated components to reconcile the installation, but the deployment environment prevented Dynamic Update from supplying them.
This is best understood as a setup and deployment-condition failure rather than proof that Windows 11 25H2 itself is universally defective. Microsoft’s Japan Windows support guidance recommends either allowing Dynamic Update or using installation media or a feature-update package that already includes the latest quality update.
For an ISO-based in-place upgrade, the documented example is:
setup /auto upgrade /dynamicupdate Enable /eula accept
In a managed environment, review policies that block direct Windows Update access, disable Windows Update functionality, or prevent setup from retrieving current Dynamic Update content. The full technical explanation is in the Microsoft Japan Windows support article.
3. USB keyboards and mice stopped working inside WinRE
After KB5066835, released on October 14, 2025, some systems could lose USB keyboard and mouse input in the Windows Recovery Environment. USB devices continued to work normally in regular Windows, which made the problem especially confusing. A user whose update or boot process had already failed could reach recovery options but be unable to navigate them.

Microsoft resolved the issue with the October 20, 2025 out-of-band update KB5070773. Before that fix, alternatives included a touchscreen, a PS/2 keyboard or mouse, a previously created recovery drive, or enterprise recovery tools. After installing current updates, the old WinRE USB workaround should no longer be treated as a standard 25H2 fix.
Microsoft’s notices are included in the 25H2 resolved-issues page and the KB5066835 article.
4. Protected Blu-ray, DVD, and digital-TV playback failed
In September and October 2025, some applications that used Enhanced Video Renderer, HDCP enforcement, or DRM-protected digital audio experienced copyright-protection errors, interruptions, freezing, or black screens. This mainly affected protected-media applications such as some Blu-ray, DVD, and digital-TV software; ordinary streaming services were not affected.
The display and HDCP portion was addressed by KB5065789. Additional DRM-audio fixes arrived in KB5067036. If a protected-media application still fails, update both Windows and the application, then check the display chain, graphics driver, and HDCP-capable hardware rather than assuming that every playback problem is an upgrade failure.
5. IIS websites returned connection resets
Some Windows 11 24H2 and 25H2 client systems hosting IIS websites experienced connection resets, including when accessing localhost sites, after relevant September or October updates. Microsoft later clarified that this specific issue affected Windows 11 client systems, not Windows Server 2025, and resolved it with KB5067036.
This is another example of why a monthly-update problem should not automatically be described as “the 25H2 upgrade broke Windows.” The affected machine may have been running 25H2, but the failure was tied to a particular update and server component behavior.
6. WUSA failed when installing an MSU from a network share
From August 2025 through March 2026, enterprise deployments could encounter ERROR_BAD_PATHNAME when using WUSA or double-clicking an .msu file from a network share containing multiple MSU files. This mainly affected managed deployment workflows rather than normal home installations.
The failure did not occur when the share contained only one MSU file or when the MSU was copied to a local disk before installation. Microsoft resolved the problem with KB5079391, released on March 24, 2026. Those workarounds are useful for understanding the old failure, but current deployments should first be brought to a supported patch level rather than preserving an obsolete workaround indefinitely.

7. Cloud-backed files and Outlook PST files caused application hangs
After the January 13, 2026 update, some applications could become unresponsive when opening or saving files on OneDrive, Dropbox, or other cloud-backed storage. Classic Outlook configurations with PST files stored inside OneDrive were particularly problematic.
Microsoft resolved the issue with KB5078127 on January 24, 2026. The temporary Outlook-specific workaround was to move PST files out of OneDrive. A PST file is not the same thing as an ordinary document that can safely be synchronized by a file-sync client, so keeping active Outlook data in a cloud-sync folder remains a poor configuration even after the Windows issue is fixed.
8. Azure Virtual Desktop and Windows 365 sign-in failures
The January 13 update could cause credential-prompt failures in the Windows App for Azure Virtual Desktop and Windows 365. Microsoft issued KB5077744 on January 17 and KB5078127 on January 24. Until the fixes were installed, affected users could use the Remote Desktop client or the Windows App web client as alternatives.
This was primarily an enterprise and cloud-desktop impact. A home user who never uses Azure Virtual Desktop or Windows 365 would not experience this particular failure mode.
9. Microsoft account sign-ins falsely reported that there was no internet
After KB5079473, Microsoft-account authentication could fail in Teams Free, OneDrive, Edge, Word, Excel, and Microsoft 365 Copilot with a message similar to You’ll need the Internet for this
, even though the computer was online.
The issue did not affect Entra ID-based business authentication and was resolved by KB5085516, released on March 21, 2026. If the symptom returns, check the installed cumulative update and account-specific connectivity or authentication conditions before changing network settings blindly.
10. A Dell/Intel driver affected performance and power behavior
A limited number of Dell systems could show a warning beside the Intel Innovation Platform Framework Processor Participant driver after the June 23, 2026 update. Symptoms could include changes in performance, power consumption, or general system behavior.

Microsoft temporarily withheld the July 14 update from affected devices and resolved the issue through the July 18 out-of-band update KB5121767. If a Dell system still shows the driver warning, install current Dell firmware and driver packages as well as current Windows updates. Do not infer from this narrow Dell/Intel case that all Intel systems or all Windows 11 PCs are affected.

11. The Samsung C: drive access problem was not a Windows update bug
Some Samsung Galaxy Book 4 and Samsung desktop systems running Windows 11 24H2 or 25H2 showed C: is not accessible — Access denied
, and applications could fail to launch. Microsoft and Samsung concluded that the documented cause was the Samsung Galaxy Connect application, not the February or March Windows updates.
This is a useful misattribution example. A problem that appears immediately after Windows Update is not automatically caused by Windows Update. Check OEM utilities, recently updated applications, services, and filter drivers before uninstalling a cumulative update.
12. Disappearing SSD reports were serious but unconfirmed
In August 2025, users reported SSDs disappearing or becoming inaccessible during heavy write activity after installing KB5063878. Reports involved multiple SSD brands and controllers, creating substantial concern during the 24H2/25H2 release cycle.
However, the reports were associated primarily with Windows 11 24H2, not a documented 25H2-specific known issue. Microsoft said it could not reproduce the problem, found no connection between KB5063878 and the reported drive failures, and found no increase in disk failures or file corruption in telemetry or internal testing. Phison said it was working with Microsoft and industry partners.

Is a safeguard hold a failed upgrade?
No. A safeguard hold is a deliberate compatibility block. Microsoft withholds a feature update from Windows Update when compatibility data indicates a risk such as an upgrade rollback, data loss, loss of connectivity, loss of important functionality, or a known driver or application incompatibility.
A hold means Windows Update is preventing the offer; it does not prove that the PC can never run 25H2. It also is not the same as setup offering the update and then rolling back.
Administrators investigating a managed device can inspect safeguard information under:

Microsoft documents these example values:
GStatus = 2 No safeguard hold
GStatus = 0 Safeguard hold active
Target-version indicators are stored under a path such as:
HKLMSOFTWAREMicrosoftWindows NTCurrentVersionAppCompatFlagsTargetVersionUpgradeExperienceIndicatorsGE24H2
The exact target-version subkey should be verified for the release being investigated. Ordinary users should not disable a safeguard hold merely to force 25H2. Microsoft’s safeguard-hold documentation and opt-out guidance describe opting out as a controlled IT validation measure, not a routine installation fix.
How to tell which type of problem you have
Start by separating five commonly confused situations:
- Enablement failure: the PC is on 24H2 and the 25H2 switch fails. This should normally be a quick, one-restart transition.
- Full feature-upgrade rollback: the PC is on 23H2 or Windows 10 and setup migrates files, applications, drivers, and settings.
- Monthly cumulative-update failure: the PC is already on 25H2 and a particular KB fails or causes a feature regression.
- Safeguard hold: Windows Update does not offer 25H2 because Microsoft has detected a compatibility risk.
- Deployment or software interference: setup fails because Dynamic Update is unavailable, a driver rolls back, or a third-party security, VPN, storage, backup, or system utility interferes.
The percentage and error code are useful clues, but the generic rollback message is not a diagnosis. Capture the exact code and inspect SetupDiag and the Panther logs before repeating the same attempt.

- Confirm the current version and build. Press Win + R, enter
winver, and press Enter. You can also open Settings > System > About. Note whether the system is on 24H2, 23H2, Windows 10, or already on 25H2. - Install all updates for the current version. Open Settings > Windows Update, install outstanding updates, restart, and check again. Microsoft notes that a feature upgrade may not be offered until current-version prerequisites and updates are installed.
- Make a real backup. Confirm that important files can be restored. OneDrive synchronization is useful, but it is not a complete tested system backup. Create a recovery drive before experimenting and confirm that BitLocker recovery keys are available.
- Update firmware and device drivers from the PC manufacturer. Prioritize BIOS or UEFI firmware, chipset, storage and disk-controller, graphics, network, TPM/security, and other low-level drivers. Error
0xC1900101commonly points toward a driver or device-driver rollback. - Temporarily remove interfering third-party software. Microsoft specifically identifies third-party antivirus, antispyware, and background processes as possible upgrade causes. VPN clients, disk-encryption tools, storage-filter drivers, backup agents, and low-level tuning utilities deserve particular attention. Use the vendor’s supported uninstall and reinstall process rather than simply disabling a service.
- Disconnect unnecessary hardware. During troubleshooting, leave only the display, keyboard, and mouse connected. Remove external drives, docks, printers, USB storage, and other peripherals that are not required.
- Use Windows Update first. Microsoft recommends waiting for Windows Update to offer the feature update when possible. A normal offer reflects Microsoft’s staged rollout and compatibility checks.
- Use Installation Assistant only for a specific reason. The Assistant is a manual installation route, not a substitute for investigating a safeguard hold or a repeated rollback. Microsoft’s Windows Update Assistant guidance should be followed for the current version.
- For ISO and enterprise deployments, plan Dynamic Update. Permit Dynamic Update when the deployment can reach the required Microsoft services. For an ISO in-place upgrade, the documented command is
setup /auto upgrade /dynamicupdate Enable /eula accept. If internet access is intentionally unavailable, use media or a feature-update package that already contains current quality updates. - Validate after the upgrade. Run
winver, install any remaining updates, test network and graphics, open important applications, verify BitLocker and authentication, and confirm that recovery options work.

is a generic rollback message. Before retrying, record:
- The complete error code, including both parts of a compound code.
- The percentage at which setup failed.
- Whether the computer returned to the old Windows version.
- The version and build before and after the attempt.
- Whether the failure happened during Windows Update, Safe OS, First Boot, or migration.
- Any driver, application, disk, BitLocker, or firmware change made shortly before the attempt.

Enterprise deployment considerations
IT administrators should test 25H2 separately from the consumer Windows Update path. A deployment can fail even when the image, task sequence, or policy is consistent if setup cannot obtain the current Dynamic Update components.
Before broad deployment through WSUS, Configuration Manager, Intune, or ISO media, validate:
- WSUS synchronization time, timeouts, and metadata cleanup.
- Configuration Manager feature-update packages and task sequences.
- Whether Dynamic Update is disabled by policy or blocked by a firewall or proxy.
- Offline media freshness and whether it contains the latest quality update.
- Language packs and Features on Demand.
- VPN, endpoint-security, disk-encryption, storage-filter, backup, and other kernel-level drivers.
- BIOS and firmware variation across OEM models.
- BitLocker, TPM, smart-card, and certificate-based authentication.
- Azure Virtual Desktop, Windows 365, Outlook PST files, and cloud-backed storage.
- WinRE recovery workflows, including keyboard and mouse input.
- Rollback and recovery procedures before changing production devices.
The Dynamic Update issue is particularly important for restricted networks: disabling Dynamic Update may be an intentional security or network-policy decision, but it can leave setup with older manifests than the running system. Either permit the required update path or service the media before deployment.
When to install 25H2 and when to wait
Installing is reasonable when:
- The PC is already on 24H2 and Windows Update offers the 25H2 enablement package normally.
- There is no safeguard warning or unexplained compatibility block.
- The current Windows installation is fully patched.
- Drivers, firmware, and security software are current and compatible.
- Important files are backed up and BitLocker recovery information is available.
- The computer is not needed for a mission-critical task during the restart window.
Delay and investigate when:
- Windows Update has placed the device under a safeguard hold.
- Setup repeatedly rolls back at the same stage.
- The same driver appears in
setupapi.dev.logor SetupDiag results. - The machine uses legacy VPN, antivirus, storage-filter, encryption, or backup software.
- The deployment uses offline WSUS or Configuration Manager media while Dynamic Update is blocked.
- The EFI System Partition is unusually small or crowded.
- You have no tested backup, recovery drive, or BitLocker recovery key.
What not to do
- Do not disable safeguard holds casually. A hold is a compatibility warning, not an invitation to force the update.
- Do not call every 24H2/25H2 problem a 25H2-only bug. The shared servicing baseline means many issues affected both releases.
- Do not treat SSD reports as confirmed evidence that 25H2 destroys drives. Microsoft did not confirm a connection with KB5063878.
- Do not keep using obsolete workarounds after the fix is installed. The WinRE USB issue was fixed by KB5070773, the EFI issue by KB5089573 and later updates, and the WUSA network-share issue by KB5079391.
- Do not repeatedly retry without collecting evidence. A second failed attempt without SetupDiag results usually adds risk without adding information.
- Do not begin with a clean installation after one failed Windows Update attempt. An in-place repair or upgrade can preserve applications and user data when the underlying issue is identified; a clean installation creates a much larger backup, reinstall, activation, and recovery burden.
Practical recovery path for home users
- Write down the exact error and failure percentage.
- Check
winverand install all updates for the existing Windows version. - Restart and retry Windows Update once after updating firmware, drivers, and recovery information.
- Temporarily uninstall incompatible third-party antivirus, VPN, disk, backup, or system-tuning tools.
- Disconnect extra peripherals and external storage.
- Run SetupDiag if the upgrade rolls back again.
- Use a current Windows 11 ISO for an in-place upgrade only after reviewing the logs and addressing the likely cause.
- Consider a clean installation only after verifying backups, application installers, activation, BitLocker keys, and recovery media.
For most 24H2 home users, a normally offered enablement package should be substantially less disruptive than the full migrations from Windows 10 or 23H2. For those older starting versions, driver and application preparation is more important than the 25H2 label itself.
Frequently Asked Questions
Is Windows 11 25H2 safe to install now?
Microsoft’s 25H2 release-health page lists the currently recorded WSUS and Dell/Intel issues as resolved as of the August 2026 status review. That supports installing on a fully patched, backed-up, compatible PC, but it does not guarantee success on every hardware and software combination. A safeguard hold or repeated rollback should be investigated rather than bypassed.
Why did my Windows 11 upgrade fail at about 35% with 0x800f0922?
On the affected May 2026 builds, this combination pointed strongly toward insufficient free space in the EFI System Partition, especially when about 10 MB or less was available. Microsoft resolved the shared 24H2/25H2 servicing issue in KB5089573 and later updates. Install current updates first; investigate the EFI partition only if the failure remains reproducible.
Does Windows 11 25H2 make SSDs disappear?
There were widely reported SSD-access and drive-disappearance complaints around KB5063878, primarily involving Windows 11 24H2. Microsoft said it could not reproduce the problem and found no connection between that update and the reported failures. It should be described as an investigated but unconfirmed report, not as a confirmed 25H2 behavior.
Should I force 25H2 with the Installation Assistant if Windows Update does not offer it?
Not before checking for a safeguard hold, missing current-version updates, unsupported hardware, or policy restrictions. Microsoft recommends using Windows Update when possible. The Installation Assistant is a manual installation route, not a general-purpose fix for an unexplained compatibility block.
What does 0x8007042B – 0x2000D mean during a 25H2 deployment?
In an offline or managed deployment, it can indicate a migration or Dynamic Update manifest mismatch. Review whether Dynamic Update is disabled or blocked and either enable it or use installation media that already includes current quality updates. SetupDiag and the Panther logs can distinguish this from ordinary software interference.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →The Bottom Line
Windows 11 25H2 was not a single, system-wide upgrade disaster. It was the subject of several real failures: EFI System Partition rollbacks, WinRE USB input loss, protected-media and IIS regressions, enterprise MSU and Dynamic Update problems, cloud-storage and sign-in failures, and a narrow Dell/Intel driver issue. Most were tied to specific monthly updates, deployment conditions, OEM software, or the shared 24H2/25H2 servicing base—and Microsoft has marked the listed issues resolved.
Check your starting version, patch the current installation, update drivers and firmware, back up recovery information, allow Dynamic Update where required, and use SetupDiag after a rollback. That approach is safer and more informative than repeatedly forcing the upgrade or jumping immediately to a clean installation.
