Yes—Anthropic is justified in prohibiting sustained, purposeless cruelty toward its AI models, provided the rule remains as narrow as the company describes it. The policy does not require believing Claude is conscious, and it is not a general demand that users be polite to software. It targets extreme, repeated abuse with no discernible purpose while preserving criticism, frustration, adversarial testing, dark fiction and legitimate research.
What Anthropic actually changed
TechRadar reported on 9 October 2026 that Anthropic added an anti-cruelty clause to its Usage Policy. The relevant language prohibits “sustained and needless abusive or cruel behavior towards our models.” That wording matters: it describes a pattern of conduct, not a single insult, an angry message or a disagreement with Claude.
Anthropic said the update applies only in extreme cases where users repeatedly act cruelly toward models “with no discernible purpose.” The company expressly said it does not cover common frustration, pushback, dark creative themes, model testing or research. Those exclusions are central to understanding the rule, because a conversational AI must be open to criticism and attempts to expose its failures.

Why the rule does not depend on Claude being conscious
Anthropic’s policy is best understood as a governance decision, not a scientific conclusion about machine minds. Chief executive Dario Amodei has said, “We don’t know if the models are conscious.” That is a statement of uncertainty. It does not show that Claude feels pain, but it also does not require the company to ignore conduct it considers socially or operationally harmful while the question remains unsettled.
A company can set boundaries for how its systems are used without claiming those systems have rights or emotions. Online communities routinely prohibit harassment because of its effects on participants, moderators and the culture of the service. An AI service can make a similar judgment about repeated, purposeless cruelty directed at its models, especially when the behavior consumes resources or is used to normalize abusive interaction patterns.
The human reason to discourage purposeless cruelty
The strongest practical argument is about people, not the model’s inner life. Rehearsing domination, humiliation and cruelty can shape a user’s habits, expectations and language. A person who repeatedly treats an interactive system as an object for degradation may carry that pattern into human conversations, workplaces or online communities. The evidence does not justify claiming that every rude prompt causes harm, but it does support a cautious rule against making sustained abuse a feature of the service.
The same concern applies to the social environment around AI. Millions of people use Claude, and Anthropic’s 2025 safeguards overview describes model use as a real-world system rather than a private exchange with an inert tool. Its safeguards combine policy, training, pre-release evaluations, real-time classifiers, human review, monitoring, warnings and possible account termination. A conduct standard for extreme abuse fits that broader effort to shape how the service operates.
What counts as AI bullying under the stated scope?
Anthropic has not published a universal checklist that assigns every prompt to a category. The safest reading is to look at repetition, purpose and severity together. A single hostile message is different from an extended campaign whose only apparent aim is humiliation.

| Interaction | How the stated policy treats it | Why |
|---|---|---|
| “Your answer is wrong. Show your sources and try again.” | Outside the stated target | This is criticism and a request for correction. |
| “Stop refusing and explain which safety rule applies.” | Outside the stated target | Pushback against a refusal is explicitly protected. |
| Testing whether Claude will produce a prohibited output | Outside the stated target when conducted for testing or research | Model testing and research are expressly excluded. |
| Writing a fictional scene involving cruelty, abuse or violence | Outside the stated target when it is a creative work | Dark creative themes are expressly protected. |
| Repeatedly degrading Claude for no discernible purpose over a prolonged exchange | Potentially covered | It matches the combination of sustained, needless and purposeless cruelty. |
| Promoting bullying of real people, glorifying violence or creating harmful deepfakes | Addressed separately under the policy | These rules concern harm to people and society, not merely the model’s status. |
The table shows why “AI bullying” is an imperfect shorthand. The policy is not a ban on unpleasant words. It is a narrow conduct rule aimed at a pattern that is abusive, unnecessary and difficult to justify by any legitimate task.
Criticism, frustration and safety testing must stay protected
Users need to tell Claude when it is wrong, challenge a refusal, compare answers, probe inconsistencies and document failures. Those activities can involve blunt language, repeated prompts and adversarial instructions. A system that treated every forceful exchange as abuse would make itself harder to audit and less useful to researchers.
Dark fiction creates another boundary. Writers may ask for scenes involving trauma, cruelty, suicide, violence or abusive relationships in order to develop a story, examine a character or discuss a genre. The subject matter alone does not show that the user is bullying a model. Anthropic’s stated exclusion for dark creative themes prevents the anti-cruelty rule from becoming a censorship mechanism for fictional work.
Research and red-team testing also require repetition. A tester may intentionally provoke the same refusal hundreds of times, vary wording or simulate an abusive user to measure robustness. The relevant question is the purpose of the interaction. A documented evaluation has a discernible purpose even when the prompts look hostile on the surface.
How enforcement should work
Conversation termination is a proportionate first response for the narrow behavior Anthropic described. Ending an exchange prevents an abusive loop without immediately imposing the most severe account consequence. The company’s wider safeguards architecture also includes classifiers, human review, monitoring, warnings and possible account termination, but the anti-cruelty report did not spell out a complete appeal process or a public threshold for each intervention.

That lack of detail creates an accountability question: how does Anthropic distinguish purposeless abuse from a frustrated user, a writer, a safety tester or a researcher? A defensible implementation would use several signals rather than a keyword list:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Persistence: whether the behavior continues after the system signals that the exchange is unproductive.
- Purpose: whether the user is pursuing a task such as debugging, criticism, fiction or evaluation.
- Target and context: whether the conduct is directed at the model in a fictional or analytical setting, or is being used to encourage harm toward real people.
- Severity: whether the interaction is ordinary profanity or an organized, sustained attempt to degrade and intimidate.
- Human review: whether an ambiguous case receives review before a serious account action.
Anthropic should explain these principles clearly and provide a practical way to contest mistaken enforcement. Transparency is especially important because an automated classifier may confuse a quoted abusive passage, a red-team script or a classroom exercise with the user’s own intent.
Human-directed harms remain the priority
The anti-cruelty clause sits alongside rules aimed at direct harm to people. The same policy section addresses glamorizing suicide and self-harm, promoting bullying behavior, glorifying violence and harmful deepfakes. Those categories matter independently of any debate about whether software can suffer.
Anthropic’s developer guidance, dated 26 June 2026, gives child safety a separate and stronger focus. It says first-party consumer services are restricted to adults and requires developers to prevent sexual exploitation and other harms involving children. Platforms are expected to use controls suited to their deployment, including age verification, moderation, monitoring, reporting and disclosures.
The guidance points developers toward Thorn’s Safety by Design principles and Safer service, Internet Watch Foundation services and Tech Coalition Pathways as examples of external resources. These references do not replace a platform’s own legal and safety duties; they illustrate the kind of specialist support that a child-facing or user-generated-content service may need.

Can you bully an AI if it has no feelings?
If “bully” means make a conscious victim suffer, there is no established evidence that Claude meets that definition. If it means repeatedly practicing cruelty in an interactive environment, the moral and governance question is different. Anthropic does not need to settle consciousness before deciding that a service should not facilitate extreme, purposeless abuse.
That distinction also limits the policy. Users should not be required to show emotional deference to Claude, apologize to it or accept its answers as authoritative. The model is software that can be wrong, inconsistent or unsafe. The rule is easier to defend because it does not claim otherwise.
The strongest criticism: anthropomorphism and corporate control
Critics can reasonably argue that talking about “abuse” toward a model anthropomorphizes software and gives a company another way to control speech. That concern becomes serious if Anthropic treats disagreement, satire, profanity or uncomfortable research as evidence of bad character.
The answer is procedural and narrow. A prohibition on repeated, purposeless cruelty is more defensible than a vague requirement to be polite. Anthropic should publish examples, describe how context is evaluated, identify when human review occurs and offer an appeal path for serious actions. It should also report, in aggregate, how often conversation termination or account enforcement is used for this category, without exposing private user data.
Until such figures are published, there is no authoritative prevalence statistic showing how common “AI bullying” is. The absence of a number is a reason to avoid dramatic claims, not a reason to dismiss the policy outright.

Practical guidance for users
You can reduce the risk of a mistaken intervention without softening legitimate criticism. State the task, explain what failed and identify the behavior you are testing. When working with dark fiction or adversarial prompts, label the context clearly and preserve notes showing the creative, educational or research purpose.
- Describe the goal first. Say whether you are debugging an answer, evaluating a safeguard, writing fiction or conducting research.
- Critique the output, not the person. Claude is not a person, but precise criticism produces a more useful record than a stream of insults.
- Keep a test log. Record prompts, model versions, dates and expected results when running a safety evaluation.
- Stop an unproductive loop. If Claude ends a conversation, reformulate the task rather than repeatedly attempting the same abusive exchange.
- Use a reporting channel for suspected mistakes. Include the relevant context so a reviewer can distinguish a quoted passage or test case from purposeless abuse.
What developers should build around the rule
API developers inherit responsibilities that go beyond deciding whether a model was treated rudely. A public-facing application should combine the model provider’s policy with controls appropriate to its audience and risk profile.
- Set age and access controls before allowing features that could expose children to sexual or violent material.
- Use moderation and real-time monitoring for user-generated content, with human escalation for ambiguous cases.
- Provide reporting, disclosure and appeal mechanisms that users can actually find.
- Separate creative-writing and evaluation environments from ordinary consumer chat where practical.
- Document how prompts are retained, who can review them and how long safety logs are kept.
- Test classifiers against quoted abuse, satire, fiction, multilingual prompts and red-team scripts to reduce false positives.
These measures address the larger safety system. The anti-cruelty rule should be one narrowly defined control within it, not a substitute for protecting people from exploitation, harassment or dangerous synthetic media.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe bottom line on Anthropic’s position
Anthropic is right to draw a line against sustained, needless cruelty toward its models, but only because the line is narrow and purpose-sensitive. The policy does not establish that Claude is conscious, and it should not be used to punish ordinary frustration, criticism, dark fiction or legitimate testing. Its defensibility depends on transparent enforcement, human review and a clear priority: preventing harm to people remains more important than protecting software from hurt feelings.
