ByteDance remains the parent company of TikTok outside the United States. In the U.S., however, TikTok is operated through TikTok USDS Joint Venture LLC, a separate entity established on January 23, 2026. The U.S. joint venture is majority-owned by a consortium led by Oracle, Silver Lake, and Abu Dhabi investment firm MGX. ByteDance retains a 19.9% stake in that U.S. entity.

So the short answer is: ByteDance owns the global TikTok business outside the U.S., while a majority-American-owned joint venture now owns and governs TikTok’s U.S. operation. This article reflects the disclosed structure as of August 9, 2026.

The Congressional Research Service describes TikTok outside the U.S. as being owned through TikTok Ltd., a ByteDance subsidiary. ByteDance is incorporated in the Cayman Islands, while its core operations and leadership are based in China.

Who owns TikTok in the United States?

The U.S. operation is owned through TikTok USDS Joint Venture LLC. TikTok announced the entity on January 23, 2026, after the U.S. adopted the Protecting Americans from Foreign Adversary Controlled Applications Act and related executive actions.

The disclosed ownership is:

Investor Disclosed stake
Silver Lake 15%
Oracle 15%
MGX, an Abu Dhabi investment firm 15%
ByteDance 19.9%
Other consortium investors Remaining interest

On the disclosed percentages, the other consortium investors collectively hold approximately 35.1%. TikTok has not publicly assigned each of those investors an individual percentage.

The other named investors include:

  • Dell Family Office
  • Vastmere Strategic Investments, an affiliate of Susquehanna International Group
  • Alpha Wave Partners
  • Revolution
  • Merritt Way, related to Dragoneer
  • Via Nova, related to General Atlantic
  • Virgo LI
  • NJJ Capital, the family office of Xavier Niel

The ownership details come from TikTok’s official announcement of the U.S. joint venture.

Who controls TikTok’s U.S. operations?

Ownership and operational control are related but not identical. TikTok USDS Joint Venture LLC is governed by a seven-member board described as majority-American. The joint venture has decision-making authority over major U.S. safety and security functions, including:

  • U.S. user-data security
  • The recommendation algorithm used in the United States
  • Software assurance
  • Trust and safety
  • Content moderation

That arrangement is why it is inaccurate to say that ByteDance still owns 100% of TikTok in the United States. ByteDance has a substantial minority stake of 19.9%, but the non-ByteDance consortium owns the majority of the U.S. entity.

The U.S. Department of Justice said in a July 2026 opinion that the joint venture functions independently of ByteDance and is majority-owned by American investors. The opinion treats it as a distinct successor operation rather than an entity controlled by ByteDance.

That does not mean the U.S. operation has become an entirely unrelated social network. TikTok’s announcement says the U.S. joint venture continues to interoperate with TikTok’s global entities. Those global entities still handle certain commercial activities, including e-commerce, advertising, and marketing.

Did Oracle buy TikTok?

No. Oracle owns 15% of TikTok USDS Joint Venture LLC and serves as its trusted security partner, but Oracle did not buy TikTok worldwide and does not own the entire U.S. entity.

Oracle is one of three managing investors, alongside Silver Lake and MGX. Each has a 15% stake. The joint venture also includes ByteDance and several other investors, and its governance is assigned to a seven-member board rather than to Oracle alone.

Therefore, the statements that Oracle bought TikTok or that Oracle now owns TikTok globally are incorrect.

Who owns ByteDance?

ByteDance is a private company, so its ownership is not reported through the kind of detailed, continuously updated public-company shareholder filings that would show every current investor and percentage.

According to TikTok’s published ownership explanation, ByteDance’s approximate ownership breakdown is:

Owner group Approximate stake in ByteDance
Global institutional investors, including Carlyle Group, General Atlantic, and Susquehanna International Group 60%
ByteDance employees worldwide 20%
Founder Zhang Yiming 20%

These figures describe ownership of ByteDance. They do not describe the post-2026 ownership of TikTok USDS Joint Venture LLC. The two ownership structures should not be combined.

For example, an institutional investor that owns part of ByteDance may also have a relationship with an investor in the U.S. consortium, but that does not make the investor the direct owner of the entire U.S. TikTok business. Direct ownership of the U.S. joint venture is determined by the joint venture’s own disclosed cap table.

Does the Chinese government own TikTok?

Not directly, and not in the broad sense often claimed. The Chinese government does not own all of TikTok, and the available ownership information does not show the Chinese government owning a controlling stake in ByteDance.

A Chinese government-affiliated fund acquired a 1% stake in Beijing Douyin Information Services Co. Ltd., a China-based ByteDance subsidiary associated with ByteDance’s Chinese operations and technology. The arrangement also resulted in a government-linked board seat at that subsidiary. It is commonly called a golden share; the Congressional Research Service discusses the arrangement in its TikTok ownership and governance analysis.

The important corporate distinction is that this is:

  • A 1% interest in a specific China-based subsidiary;
  • Not a 1% interest in ByteDance Ltd.;
  • Not a 1% interest in global TikTok; and
  • Not proof that the Chinese government owns TikTok’s worldwide business.

TikTok says the arrangement concerns services offered in China and does not represent ownership of TikTok’s global operations. The stake and board seat are significant in discussions about government influence and corporate governance, but they should not be described as the Chinese government owning TikTok outright.

What changed in January 2026?

January 2026 changed the ownership and governance of the U.S. business. It did not amount to a sale of the global TikTok platform to the United States or to any single American company.

On January 23, TikTok announced that TikTok USDS Joint Venture LLC had been established. Under the disclosed arrangement:

  1. ByteDance retained a 19.9% minority stake.
  2. Oracle, Silver Lake, and MGX each received a 15% stake.
  3. Other consortium investors received the remaining interest.
  4. The joint venture received authority over important U.S. data-security, algorithm, software-assurance, and content-safety functions.
  5. TikTok’s U.S. operation continued to interoperate with global TikTok entities for certain technical and commercial activities.

The restructuring was created in response to the U.S. Protecting Americans from Foreign Adversary Controlled Applications Act and related executive actions. The Justice Department’s July 2026 opinion describes the U.S. joint venture as operating independently from ByteDance for purposes of the relevant legal analysis.

Why the answer depends on the country

TikTok is a global service, but its legal entities, operations, and governance are not identical in every market. Saying simply that ByteDance owns TikTok is still broadly accurate for the global business outside the U.S., but it is incomplete for the U.S. operation after the 2026 restructuring.

Likewise, saying that the U.S. bought TikTok is too broad. The 2026 transaction established a separate U.S. ownership and security structure. It did not transfer the global TikTok business to the U.S. government, Oracle, Silver Lake, MGX, or the consortium as a whole.

The clearest way to state the current structure is:

Common claims about TikTok ownership, checked

Claim Verdict More accurate explanation
TikTok is owned by the Chinese government. Misleading ByteDance owns TikTok’s global business outside the U.S. A government-affiliated entity owns 1% of a separate China-based ByteDance subsidiary, not all of TikTok.
Oracle bought TikTok. Incorrect Oracle owns 15% of the U.S. joint venture and is its trusted security partner. It does not own TikTok worldwide or the entire U.S. entity.
ByteDance still owns 100% of TikTok in the U.S. Outdated ByteDance retains 19.9% of TikTok USDS Joint Venture LLC. The remaining 80.1% belongs to the non-ByteDance consortium.
The U.S. bought the global TikTok app. Incorrect The 2026 transaction created a separate U.S. operating and security structure. Global TikTok entities continue to handle some interoperability and commercial activities.
One person owns TikTok. Incorrect The relevant businesses have multiple owners. Zhang Yiming owns approximately 20% of ByteDance, while the U.S. TikTok entity has several institutional and consortium investors.

Bottom line

As of August 9, 2026, ByteDance remains the parent of TikTok outside the United States. TikTok’s U.S. business is different: it is operated through TikTok USDS Joint Venture LLC, which is majority-owned by a consortium led by Oracle, Silver Lake, and MGX. ByteDance still owns 19.9% of that U.S. joint venture, but it no longer owns 100% of the U.S. operation.

The Chinese government does not own TikTok outright. A government-affiliated entity holds a 1% stake in a separate China-based ByteDance subsidiary, an arrangement that is not equivalent to owning 1% of ByteDance or global TikTok.
