Before paying an off-plan installment in the UAE, identify the emirate, read the signed sale and purchase agreement (SPA), match every installment to its exact trigger, verify the project and contract with the competent authority, and confirm the receiving escrow account through an official channel. Do not rely on a brochure, launch presentation, or an agent’s message as proof that a construction milestone has been reached.
Dubai and Abu Dhabi use different regulators and verification routes. The project record, SPA, payment instructions and evidence of progress should all describe the same unit, seller, schedule and account. This is practical information, not legal advice; an individual contract dispute may require an independent UAE property lawyer.
1. Establish which emirate and authority governs the project
Start with the project’s physical location, not the developer’s headquarters or the sales office. Dubai projects are overseen through the Dubai Land Department (DLD). Abu Dhabi projects use the Abu Dhabi Real Estate Centre (ADREC), including its Dari platform. A project in another emirate or a free zone may have a different registration, escrow and complaint route; do not assume that DLD or ADREC procedures apply there.
Write the emirate, master development, project name, plot or project number, developer’s legal name and your unit number at the top of your payment-plan file. Use those identifiers consistently when checking authority records and communicating with the developer.

2. Turn the SPA into a payment calendar
The signed SPA, rather than a generic schedule shown during marketing, controls your obligations. Extract every amount and percentage into a separate calendar before transferring money.
Calendar-date installments
A time-based installment is due on a stated date or after a defined period, such as a number of days after signing. Record the date, amount, cumulative amount paid, currency, notice requirement and any grace period. Check whether the date runs from booking, SPA signature, reservation approval or another event.
Construction-milestone installments
A progress-linked installment becomes payable only when the contract’s specified stage or completion percentage is reached. Record the exact percentage or milestone wording, who must certify it, what document proves it, how the notice must be delivered and whether the SPA grants a review or grace period.
Do not silently convert a construction trigger into a calendar date. If the wording is ambiguous—for example, “on completion of structure” without defining the evidence—ask for a written clarification and obtain independent legal advice before the due date.
Information to capture for each line
- Installment amount, percentage and cumulative total paid.
- Due date or construction trigger, quoted exactly from the SPA.
- Required certificate, consultant letter, inspection record or authority update.
- Notice method, notice period and grace period.
- Payment destination and the name that must appear on the account.
- Consequences of late payment, cancellation, refund, extension or delay.
3. Verify the project, seller and contract registration
Keep the booking form, SPA, reservation receipt, identity documents submitted for registration, invoices, bank transfer confirmations and all written payment instructions. Confirm that the seller named in the SPA is the authorized developer or seller shown in the relevant authority record, and that the project and unit details match.

Dubai: DLD verification
DLD project-status information can be searched by plot, project number or project name and includes status and completion percentage. Use the record for your named project, not a different phase with a similar name. If the developer refuses or delays registering the sale contract, DLD says a buyer can apply to its Real Estate Registration Assurance section with supporting documents. Keep evidence of requests and missed registration commitments.
Abu Dhabi: ADREC and Dari
ADREC’s registration framework covers project registration, off-plan sales permits, certified construction-progress updates and escrow management tied to verified milestones. Its stated accreditation and registration conditions include planning approval, land rights and a licensed developer. Use the Dari route described by ADREC to look up the registered project, its escrow account number and its completion rate.

Identify the competent local authority and ask how it verifies project registration, off-plan permits, contract registration, escrow and construction progress. Obtain that authority’s written or published procedure rather than importing Dubai or Abu Dhabi assumptions.
4. Confirm the escrow account before transferring funds
Dubai
Dubai’s escrow framework requires an account in the name of the real-estate development project, used exclusively for that project’s construction. A developer with multiple projects must maintain a separate escrow account for each project. DLD describes off-plan buyer amounts as deposits into the project escrow account.
Compare the beneficiary name and account number in the payment instruction with the project identity shown by the official route. A personal account, unrelated company account or account for another phase is a stop signal. Call the authority or use its authenticated service if the instruction differs from the official record; do not “test” an unverified account with a small transfer.

Abu Dhabi
ADREC states that off-plan payments are deposited into a project-specific regulated escrow account, with withdrawals aligned to construction milestones verified by authorized entities. Dari provides the registered project’s escrow account number and completion rate. Save a dated screenshot or downloadable record and reconcile it with the written instruction before paying.

5. Require evidence for a progress-linked request
A payment request is not proof that the milestone has been met. Compare the request with the evidence required by your SPA and with the authority’s project-status information.
- Locate the trigger. Highlight the exact clause, percentage or stage that supposedly makes the installment due.
- Request the specified evidence. Ask for the named certificate, inspection, consultant report or other document, in the form and from the issuer required by the SPA.
- Check the official project record. In Dubai, compare the request with DLD project tracking. In Abu Dhabi, compare it with the registered-project information and completion rate available through Dari.
- Reconcile discrepancies in writing. Ask the developer to explain different percentages, project phases, unit references or dates. Preserve the email or portal message.
- Check notice and grace rules. Do not let an informal message replace the contractual notice method or shorten a contractual review period.
- Pay only after the trigger is supported. If the evidence is missing or inconsistent, obtain legal advice and follow the SPA’s dispute or notice process rather than ignoring the invoice.
DLD’s FAQ states: “Since the schedule of payments is based on completion rates, the investor has the right upon receiving the payment request from the developer to know the current completion percentage of the project by the developer specifically through a letter (from the project consultant approved by Dubai Land Department), otherwise the investor will not be obligated to pay, unless it is confirmed that the project has reached the stage or percentage of completion specified in the schedule of payments agreed-upon between the two parties.” This statement is specific to DLD’s guidance and does not decide every contractual dispute.
6. Compare payment plans on identical terms
When a developer offers alternative schedules, compare them using the same total price and the same cost categories. A lower initial payment can still require more cash before handover or impose stricter default terms.
| Check | What to record and compare |
|---|---|
| Total consideration | Price and currency; booking amount; registration, administrative and separately stated charges; and which party bears each charge under the SPA. |
| Installment schedule | Each amount or percentage, cumulative paid amount, due date, and whether the trigger is calendar-based or construction-based. |
| Milestone proof | The named report, certification, inspection or official progress record required before a progress-linked payment. In Dubai, DLD identifies a completion letter from a consultant approved by DLD for this purpose. |
| Payment destination | Exact project escrow account name and number verified through the relevant official route, plus the transfer receipt. |
| Registration | Project authorization and evidence that your sale contract or unit has been registered; include the follow-up route if registration is delayed. |
| Delay and default | Extensions, notice, grace period, late charges, cancellation, refund, developer remedies and any installments due after handover. |
| Affordability | Cash required at every stage, including charges, and whether you can meet dates if construction or handover moves. |
There is no single regulator-prescribed buyer-facing payment-plan format established in the official material reviewed. Project-specific signed documents therefore matter more than labels such as “flexible,” “construction linked” or “post-handover.”

Find the clauses that define the expected completion date, permitted extensions, notice of delay, handover conditions and remedies. Then locate the buyer-default provisions: interest or late charges, suspension of services, cancellation rights, forfeiture, resale, refund timing and dispute forum. Check whether a missed milestone caused by the developer changes your payment obligation or merely changes the expected delivery date.
Post-handover installments deserve special attention. Confirm whether they are secured by a registered obligation, whether ownership or handover is conditional on full payment, and what happens if snagging or completion certificates are outstanding. If the SPA uses undefined terms or conflicts with the booking document, ask for a written amendment or independent legal review.
8. Budget for the actual cash calls
Create a month-by-month cash-flow schedule that includes the booking amount, every installment, government or registration charges, bank fees, currency conversion costs and likely legal or inspection expenses. Keep a reserve for overlapping rent and mortgage costs if handover is later than expected. Affordability analysis cannot guarantee delivery; it tests whether you can meet the contract without relying on an optimistic completion date.
Separate an authority-confirmed completion percentage from your own financial assumption. A project-status figure does not by itself guarantee handover quality, title issuance or the absence of defects.
9. Understand the official figures you may encounter
Dubai’s 30% project-registration guarantee route
DLD’s project-registration service page lists a project guarantee route of 30% of construction, which may be met by construction completion, a bank guarantee or a cash deposit. This is a project-registration condition, not a buyer installment, not a construction percentage owed by you and not a universal UAE requirement.
Best Value
Five-percent escrow retention
The DLD FAQ, describing Article 14 of Dubai Law No. 8 of 2007, refers to 5% retained for one year after completion to address defects. That retention concerns escrow administration and is not a personal reserve that a buyer should deduct from an installment.
Official sources reviewed do not establish a comparative UAE average for installment schedules, delivery rates or project delays. Do not use an alleged market average to override your SPA or authority record.
10. Recognize warning signs before money leaves your account
- The beneficiary is a person, broker or company unrelated to the registered project escrow account.
- The invoice names a different project phase, developer entity, unit or currency than the SPA.
- A progress-based request provides no contractually required certificate or relies only on a sales presentation.
- The developer pressures you to pay before registration, verification or the contractual notice period expires.
- Authority records show a materially different project status or no matching project number.
- Payment instructions change by informal chat without a signed or authenticated confirmation.
- The SPA omits a clear trigger, evidence standard, grace period or refund/default process.
Pause the transfer, preserve the messages and request clarification through an authenticated developer channel. If the discrepancy remains, use the competent authority’s assistance route and obtain independent legal advice.
11. Use a payment-day checklist
- Confirm the emirate and competent authority.
- Open the signed SPA and identify the exact installment clause.
- Verify the project, seller, unit and contract-registration status.
- For a milestone payment, obtain the required evidence and compare the official completion record.
- Verify the project escrow account name and number through the authority’s official route.
- Check notice, grace, late-payment, delay and cancellation terms.
- Confirm that the transfer amount includes only the contractual amount and clearly identified charges.
- Save the invoice, evidence, authority lookup, payment instruction and bank receipt in one dated folder.
12. What to do if registration or payment evidence is disputed
Use written notices that identify the project, unit, SPA clause, invoice, requested evidence and the response deadline stated in the contract. Continue meeting undisputed obligations unless your lawyer advises otherwise, and avoid making a payment to an unverified account merely to preserve a sales relationship.
In Dubai, DLD says a buyer can apply to the Real Estate Registration Assurance section when a developer refuses or delays registering the sale contract, supported by the relevant documents. For Abu Dhabi, follow ADREC’s published registration and project-development channels. A regulator’s guidance can help you verify records and procedures; it does not automatically resolve the interpretation of your SPA or award damages.
Bottom line
Pay only when the installment trigger, supporting progress evidence, registered project and escrow destination all align with the signed SPA. Dubai buyers should use DLD project tracking and, for completion-based requests, seek the DLD-approved consultant letter described in the FAQ. Abu Dhabi buyers should use ADREC and Dari to verify registration, escrow details and completion information. For any other emirate or free zone, identify its own authority and rules before transferring funds.
