A tokenized Treasury or money-market transfer can appear on a blockchain without becoming an accepted change in the fund’s ownership records. The transfer agent may leave it pending, reject it, reconcile it later, or process it through an approved alternate network. A delayed redemption is governed by the fund’s cutoff, valuation, cash-raising and settlement rules—not simply by whether a token can move 24 hours a day.
A failed transaction is not automatically a loss, but a visible transaction is not proof that cash is immediately available. Treat the transfer agent’s official register and the fund’s prospectus as controlling, preserve the transaction evidence, and avoid submitting a duplicate request until the first one is resolved.
What “failed” means for a tokenized Treasury fund
Tokenized Treasury products combine blockchain records with conventional fund administration. The token is a digital representation of a fund share or interest; the legally operative ownership record may still be maintained by the fund’s transfer agent. A blockchain explorer can therefore show a transaction that has not yet been accepted into the fund’s official register.

J.P. Morgan’s SEC-filed prospectus describes a process in which the transfer agent handles both blockchain and non-blockchain requests and records successfully processed transactions on the Investor Register. Its smart contracts support minting, burning, allow-list restrictions, clawbacks and redemptions by sending tokens to a specified burn address. If processing is delayed, the displayed token balance may not change immediately.

Franklin Templeton’s SEC-filed prospectus warns that a consensus failure can delay processing and prevent a transfer from being recorded. If the interruption continues for an extended period, the fund may use another approved network. That fallback is available only when the fund’s governing documents and operational arrangements permit it.
Four possible outcomes

Do not infer the outcome from a wallet interface alone. A transaction can be mined, confirmed or visible while still awaiting the transfer agent’s acceptance.
Why a redemption can remain pending
Redemption is a fund operation, not merely a token transfer in reverse. The fund must accept the request, apply its cutoff and valuation rules, raise or access cash, calculate the amount due and settle through the permitted payment channel. Those steps can continue even when token holders can transfer shares at any hour.

The Bank for International Settlements identifies the central issue as “the liquidity mismatch between the daily redemption capabilities of the tokenised shares and the underlying assets, which remain subject to traditional settlement cycles.” Treasury bills, repurchase agreements and other money-market holdings do not necessarily convert to cleared cash at the instant a token holder presses a redemption button.
The European Central Bank makes the same distinction: “Tokenised shares may be redeemable instantly and 24/7 (although this is not always the case in practice), while at present the underlying MMF can only process subscriptions and redemptions at fixed cut-off times and with delays.” A token interface can therefore suggest continuous liquidity while the fund operates on business-day processing windows.
Operational causes of delay
- Cutoff or valuation window: A request received after the stated cutoff may receive the next available valuation rather than the current one.
- Cash-raising and settlement: The fund may need to sell or mature assets and wait for traditional settlement before paying.
- Network congestion or consensus failure: Validators may not agree on the transaction, or confirmations may take too long for the transfer agent’s controls.
- Smart-contract or oracle problem: A contract defect or unreliable reference data can cause the fund to pause processing.
- Cybersecurity or data-integrity incident: The administrator may stop transfers while it protects records and verifies balances.
- Service or coordination outage: A custodian, transfer agent, wallet service or other participant may be unavailable.
- Eligibility controls: An address can be blocked when it is not on the fund’s allow-list, uses an unsupported network or fails a required compliance check.
These conditions can delay subscriptions, redemptions, settlement or net-asset-value calculation. They do not by themselves establish that assets have disappeared.

What to do immediately after a failed transfer
- Preserve the transaction evidence. Save the transaction hash, sending and receiving wallet addresses, timestamp with time zone, token or fund identifier, network name and every error message. Keep screenshots and the original request details.
- Check the fund’s published information. Look for a service-status notice, the prospectus cutoff and valuation schedule, market-holiday calendar, supported-network list, allow-list requirements and any stated maintenance or suspension.
- Contact the correct intermediary. Ask the fund’s transfer agent or your financial intermediary whether the request reached the Investor Register, is awaiting reconciliation, failed an eligibility check or was rejected before registration.
- Ask for the accounting status, not only the blockchain status. Request confirmation of the recorded share quantity, request time, applicable valuation point, expected settlement method and whether cash has been released.
- Do not submit a second redemption yet. A duplicate instruction can create two claims, complicate reconciliation or cause an unintended sale. Wait until the first request is explicitly cancelled, rejected or completed.
- Ask about an approved fallback. If the network is unavailable, ask whether the fund permits another approved network or a non-blockchain submission. Use only instructions supplied by the fund or its authorized agent.
Questions to put in writing
- Has my transaction been accepted into the official Investor Register?
- Is the request pending technical reconciliation, compliance review, valuation or cash settlement?
- Which cutoff and valuation date apply?
- What event will change the status, and how will I be notified?
- Can I cancel the request without creating a duplicate?
- Which alternate network or off-chain channel is authorized during this outage?
- Which currency and payment account will be used for a completed redemption?
Which record proves ownership?
The decisive record is the one identified in the fund’s governing documents. In the J.P. Morgan prospectus, successfully processed blockchain and non-blockchain transactions are recorded by the transfer agent on the Investor Register. That design means an on-chain balance is evidence of a blockchain event, while the Investor Register is the administrator’s record of accepted ownership and processed transactions.

Keep both records. The blockchain hash helps establish what instruction was broadcast and when; the transfer agent’s confirmation establishes whether the fund accepted it. If the two disagree, request a written reconciliation and preserve the response. A wallet display, exchange screen or explorer result should not be treated as a substitute for the register specified by the prospectus.
Will you get your money back if the blockchain is down?
A blockchain outage does not automatically mean that the underlying Treasury assets are lost or that a valid shareholder claim disappears. It can, however, prevent a transfer or redemption from being processed until the fund can verify instructions and records. The practical result may be a pending balance, a delayed payment, a rejected instruction that must be resubmitted through an authorized channel, or a move to another approved network.

Read the fund’s outage, suspension and alternate-network provisions before assuming a particular remedy. A fallback may preserve processing continuity, but it does not guarantee instant payment or the same transaction time. If the documents do not authorize a route, do not move tokens to an address supplied in an unofficial message.
Separate infrastructure risk from investment risk
J.P. Morgan states that its fund is not a bank account, is not FDIC-insured or government-guaranteed, and cannot assure a continuous $1.00 net asset value. Large or frequent redemptions can reduce liquidity and place pressure on NAV, particularly during market turmoil. A successful technical transfer therefore does not eliminate ordinary investment, liquidity or valuation risk.
The Federal Reserve places tokenized money-market funds among newer money-like products that can be exposed to liquidity transformation, reactive investor behavior and contagion. In a stressed market, many holders may seek cash at once while the assets used to meet those requests still settle on conventional schedules. A pending redemption can thus reflect both an operational queue and the fund’s ability to raise cash under its rules.

How timing is determined
Use the prospectus and the transfer agent’s written confirmation to map the request through these stages:
- Instruction received: The fund or intermediary records when the request arrived and whether it met the stated cutoff.
- Eligibility and validation: The wallet, network, allow-list status, instruction format and compliance checks are reviewed.
- Valuation: The request is assigned the applicable NAV calculation point under the fund’s schedule.
- Asset and cash processing: The fund raises or accesses the required cash and completes any traditional settlement.
- Register update: The transfer agent records the accepted burn, redemption or ownership change.
- Payment settlement: Cash is sent in the permitted currency and through the specified account or intermediary.
A token can move between stages at different speeds. The blockchain timestamp does not, by itself, establish the valuation point or payment date.
How to compare tokenized Treasury products
Before investing, compare the operational terms rather than assuming every tokenized fund works the same way.

Where a document does not state a fee, timing or fallback, treat the item as not stated rather than assuming industry-standard terms.
Common mistakes and safer alternatives
- Mistake: treating a confirmed hash as settled ownership. Safer approach: obtain transfer-agent confirmation that the transaction entered the official register.
- Mistake: resubmitting immediately. Safer approach: wait for a written status on the first request and ask how to cancel or replace it.
- Mistake: expecting 24/7 cash. Safer approach: plan around cutoffs, holidays, valuation and traditional settlement.
- Mistake: using an unofficial recovery address. Safer approach: verify any alternate network or off-chain procedure through the fund’s authorized contact.
- Mistake: assuming a stable token price is guaranteed. Safer approach: read the NAV, liquidity and guarantee disclosures and treat the holding as an investment.
When to escalate
Escalate through the fund’s formal complaints process or your intermediary when the transfer agent cannot identify the request, gives conflicting register and blockchain information, misses the stated processing window without explanation, or refuses to explain the applicable cutoff and valuation. Provide the evidence package once, in chronological order, and ask for a case number. If the issue involves suspected fraud, preserve wallet and message data and use the fund’s verified contact details rather than replying to an unsolicited address.
The key test is not whether a token moved. It is whether the authorized fund process accepted the instruction, recorded the ownership change and completed redemption under the stated valuation and settlement rules.
