The best workforce management software in 2024 depends on workforce complexity, not a universal score. UKG Pro Workforce Management is the strongest overall enterprise choice, Dayforce leads for payroll-connected operations, WorkForce Suite suits complex global workforces, ADP fits payroll-led organizations, and Deputy is the practical choice for many smaller shift-based businesses.
This ranking separates enterprise workforce management from SMB scheduling software. UKG Pro WFM, Dayforce, and WorkForce Suite address complex labor rules, forecasting, compliance, integrations, and large frontline populations; Deputy addresses faster, simpler scheduling and time tracking. Workforce.com is a strong alternative between those two extremes.
Historical note: This article evaluates products and market evidence associated with 2024. Product names, packaging, pricing, availability, and features can change by country, edition, and contract. UKG Dimensions, an older name still used in some searches, is now called UKG Pro Workforce Management.
Key takeaways
- UKG Pro Workforce Management ranked first in SoftwareReviews’ 2024 enterprise WFM Data Quadrant with an 8.4/10 composite score, followed by Dayforce at 8.3/10 and WorkForce Suite at 7.7/10.
- Dayforce is the better starting point when payroll, HR, workforce management, and labor-cost visibility need to operate in one platform.
- WorkForce Suite is a specialist option for mobile-first, global, compliance-sensitive, and operationally complex workforces.
- ADP Workforce Now or ADP Workforce Manager is most compelling when payroll and HR administration are the center of the buying decision, especially for existing ADP customers.
- Deputy is not an equivalent to an enterprise WFM suite, but it is often a more sensible fit for a smaller shift-based business that needs scheduling and time tracking quickly.
What is workforce management software?
Workforce management software helps an organization plan, schedule, track, and optimize labor. A complete WFM platform may combine demand forecasting, employee scheduling, shift bidding, shift swaps, time and attendance, absence management, overtime control, pay-rule compliance, labor analytics, employee self-service, payroll and HRIS integrations, task management, and strategic workforce planning.

A scheduling app is not automatically a complete workforce management platform. A basic scheduling product may publish rotas and record availability, while an enterprise WFM platform may forecast staffing demand, apply complex labor rules, manage multiple legal entities, connect time data to payroll, and maintain audit trails.
Contact-center WFM is another distinct category. NICE, Verint, and Calabrio, for example, focus on queue and volume forecasting, agent scheduling, service-level targets, adherence, intraday management, and omnichannel workloads. Those products should not be judged by exactly the same criteria as a retail, healthcare, hospitality, or manufacturing WFM suite.
Which workforce management software is best in 2024?
UKG Pro Workforce Management is the best overall enterprise choice for a complex, frontline-heavy organization. Dayforce is the strongest alternative for a buyer prioritizing unified payroll and HCM, WorkForce Suite is a leading specialist option, ADP is a natural payroll-led choice, and Deputy is the most approachable option in this shortlist for many smaller shift-based businesses.

SoftwareReviews’ 2024 enterprise results placed UKG Pro WFM first, Dayforce second, WorkForce Suite third, Oracle PeopleSoft HCM fourth, and Workday Workforce Planning fifth. The report combined user-reported features, vendor capabilities, likelihood to recommend, and emotional footprint rather than measuring only technical functionality. See the SoftwareReviews 2024 enterprise WFM Data Quadrant for the source methodology and rankings.
Nucleus Research’s 2024 WFM Technology Value Matrix independently identified Blue Yonder, Dayforce, Infor, UKG Pro WFM, WorkForce Software, and Zebra Technologies as leaders, while placing ADP, Deputy, NICE WFM, Paycom, Paylocity, and Verint among core providers. The two sources are useful signals, but their methods are different, so their categories should not be treated as a single league table. Nucleus Research’s 2024 WFM Value Matrix announcement explains its market view.
Quick comparison of the top five
| Product | Best for | Core strengths | Payroll approach | Pricing visibility | Implementation expectation | Main drawback |
|---|---|---|---|---|---|---|
| UKG Pro Workforce Management | Complex, frontline-heavy enterprises | Scheduling, forecasting, time, attendance, pay rules, compliance, analytics | Connected to broader HR and payroll ecosystems; confirm the contracted edition | Custom quote | Substantial, typically multi-month for complex deployments | Can be excessive and administratively demanding for small businesses |
| Dayforce | Organizations wanting payroll and WFM in one HCM platform | Payroll, HR, scheduling, time, attendance, labor planning, analytics | Unified payroll and workforce-management proposition | Custom quote | Significant when replacing or consolidating systems | Best value usually requires broader platform adoption |
| WorkForce Suite | Global, mobile, and compliance-sensitive workforces | Specialist WFM, mobile use, complex scheduling, compliance | Check HRIS, payroll, ERP, time-clock, and employee-data integrations | Custom quote | Specialist implementation and administration may be needed | Can add integration responsibility if the HR/payroll core is separate |
| ADP Workforce Now / Workforce Manager | Payroll-led midmarket organizations, particularly ADP customers | Payroll, tax, HR, time, attendance, scheduling, compliance | ADP-centered HR and payroll ecosystem | Custom quote | Depends heavily on modules, geography, and existing ADP setup | Scheduling depth may not match a specialist enterprise WFM platform |
| Deputy | Smaller and midsize shift-based businesses | Scheduling, time tracking, leave, mobile employee administration | Often integration-based; verify regional payroll support | Check current regional pricing | Generally lighter than enterprise WFM, but validate data and payroll setup | Not designed as a substitute for complex global enterprise WFM |
How was the ranking determined?
The ranking combines 2024 market evidence with practical fit by workforce type. The most important criteria are scheduling and forecasting, time and attendance, pay-rule depth, payroll and HR integration, compliance configurability, employee and manager experience, reporting, implementation effort, support, and total commercial fit.
Analyst and user-review rankings are evidence, not universal product measurements. A high composite score does not tell a 40-person restaurant whether a platform is too complex, and a convenient scheduling app does not prove that the app can handle union rules, multi-country payroll, or enterprise audit requirements.

1. UKG Pro Workforce Management: best overall for complex enterprises
UKG Pro Workforce Management is best for large, complex, frontline-heavy organizations operating across locations, jurisdictions, shifts, or detailed labor policies. Healthcare, retail, manufacturing, hospitality, logistics, and public-sector employers are examples of organizations that may benefit from its breadth.
UKG Pro WFM ranked first in SoftwareReviews’ 2024 enterprise WFM Data Quadrant with an 8.4/10 composite score, ahead of Dayforce at 8.3/10. The same report assessed user-reported product features, vendor capabilities, likelihood to recommend, and emotional footprint. The score is therefore a source-specific user and vendor assessment, not an objective guarantee of implementation success. Read the 2024 SoftwareReviews enterprise ranking.
UKG’s current product description covers scheduling, time, attendance, absence, forecasting, analytics, employee self-service, workforce planning, and pay-rule-related capabilities. The product was previously branded UKG Dimensions; UKG’s naming notice explains that UKG Dimensions is now UKG Pro Workforce Management.
Why buyers choose UKG Pro WFM
- Broad coverage across operational scheduling, time, attendance, forecasting, analytics, and compliance.
- Strong potential fit for complex pay rules, labor policies, multi-location operations, and frontline self-service.
- Industry-oriented capabilities and a large surrounding ecosystem.
- Useful when WFM is a strategic operating system rather than a simple rota tool.
What to challenge during a UKG evaluation
UKG Pro WFM is unlikely to be a casual, self-serve purchase. Configuration depth creates administrative responsibility, and the buyer must identify the modules, integrations, implementation services, support, and data migration included in the proposal. UKG’s service documentation lists optional WFM services including forecasting, analytics, advanced scheduling, absence, accruals, and data hubs; the capability list should not be mistaken for the contents of every contract. Review UKG’s services descriptions.

UKG’s commercial documentation describes subscription fees as determined through the customer order rather than a universal public list price. UKG implementation material also describes multi-month phases for Pro WFM-related deployments, depending on scope and sequencing. See the current UKG standard-services material. Because the article’s title refers to 2024 while the implementation source is dated 2026, buyers should request a current statement of work rather than rely on the historical article context.
Verdict: Choose UKG Pro WFM when labor complexity justifies a serious implementation program. Choose a lighter platform when the organization mainly needs schedules, time clocks, and shift swaps.
2. Dayforce: best for payroll-connected workforce management
Dayforce is best for midmarket and enterprise organizations that want payroll, HR, workforce management, and labor information closely connected in one platform. Dayforce is particularly attractive when payroll accuracy and labor-cost visibility are central to the purchase.
Dayforce ranked second in SoftwareReviews’ 2024 enterprise WFM Data Quadrant with an 8.3/10 composite score and an 81% product-feature score. Dayforce was also included among the leaders in Nucleus Research’s 2024 WFM Technology Value Matrix. Check the SoftwareReviews evidence and the Nucleus Research market assessment.
Why buyers choose Dayforce
- A unified payroll and workforce-management proposition can reduce disconnected employee, time, and payroll data.
- Scheduling, time, attendance, labor planning, and analytics support a broad HCM operating model.
- Labor information can flow into payroll and related financial processes more directly than in a collection of loosely connected tools.
What to challenge during a Dayforce evaluation
Dayforce may deliver its greatest value when an organization is prepared to adopt a broader platform rather than purchase only a narrow scheduling function. During a demonstration, test scheduling flexibility, labor-rule configuration, reporting, payroll corrections, integration behavior, and the process for handling failed or rejected data.
Ask the vendor to identify exactly which payroll countries, legal entities, modules, time-capture options, and implementation services are included. “All-in-one” should describe the quoted package, not merely the vendor’s total product catalog.
Verdict: Choose Dayforce when payroll and workforce management should share a platform and operating data. Consider UKG or WorkForce Suite when specialist scheduling and complex workforce operations matter more than broad HCM consolidation.
3. WorkForce Suite: best specialist option for global and mobile workforces
WorkForce Suite by WorkForce Software is best for global, mobile, hourly, and compliance-sensitive workforces with labor patterns that exceed the capabilities of a basic scheduling app.
WorkForce Suite ranked third in SoftwareReviews’ 2024 enterprise WFM results with a 7.7/10 composite score, and Nucleus Research named WorkForce Software among the leaders in its 2024 WFM Technology Value Matrix. See the 2024 enterprise ranking and the independent Nucleus market category.
SoftwareReviews describes WorkForce Suite as a mobile-first, cloud-based workforce management solution with employee communications and collaboration capabilities. Read the SoftwareReviews product description.
Why buyers choose WorkForce Suite
- Specialist WFM depth for complex scheduling and compliance requirements.
- Mobile-first orientation for employees who do not work at desks.
- Potentially strong fit where workforce management needs to remain a specialist system instead of an HCM add-on.
- Useful for organizations with unusual labor rules, global operations, or large frontline populations.
What to challenge during a WorkForce Suite evaluation
A specialist platform can provide deeper operational capability, but it can also create more integration and vendor-management responsibility. Confirm how WorkForce Suite connects to the payroll system, HRIS, ERP, time clocks, identity provider, employee master data, and analytics warehouse. Ask whether each connection is native, certified, API-based, bidirectional, real-time, file-based, or dependent on middleware.

ADP Workforce Now or ADP Workforce Manager is best for organizations that want time, attendance, scheduling, HR administration, and workforce management connected to ADP payroll and compliance services. The exact product, package, and feature availability can vary by country, edition, and contract.
ADP Vantage HCM appeared in SoftwareReviews’ 2024 enterprise WFM ranking, and Nucleus Research categorized ADP as a core provider in its 2024 WFM Value Matrix. Forbes Advisor’s 2024 comparison highlighted ADP Workforce Now for payroll involving international employees and considered integrations, shift scheduling, time off, tax, and support. Read the Forbes Advisor comparison.
Why buyers choose ADP
- Strong payroll, tax, compliance, HR, time, and attendance ecosystem.
- A familiar path for an organization already using ADP payroll or HR products.
- Potentially fewer vendor relationships than combining separate payroll and WFM systems.
- Useful for buyers whose primary pain is payroll and employee-data administration rather than advanced workforce optimization.
What to challenge during an ADP evaluation
Do not treat ADP Workforce Now, ADP Workforce Manager, ADP Vantage HCM, and regional ADP offerings as interchangeable names. Ask for a module-by-module feature list for the buyer’s geography. Test scheduling depth, demand forecasting, pay rules, time-clock support, reporting, integration limits, and the handling of corrections between WFM and payroll.
Verdict: Choose ADP when payroll is the center of the buying decision or the organization already has a substantial ADP relationship. Choose a specialist platform when complex forecasting, scheduling, or compliance is the primary requirement.

Deputy is best for smaller and midsize shift-based businesses that need approachable scheduling, time tracking, leave management, and mobile employee administration without an enterprise HCM rollout. Hospitality, retail, healthcare, cleaning, and service businesses are common examples of the operating model Deputy targets.
Deputy is included in Nucleus Research’s 2024 group of core WFM providers, but Deputy should not be presented as a direct equivalent to UKG Pro WFM, Dayforce, or WorkForce Suite. Enterprise suites address larger populations, more complicated labor rules, governance, forecasting, integrations, and audit needs.
Why buyers choose Deputy
- More approachable for shift scheduling and mobile employee use.
- Better suited to a quick operational deployment than a complex enterprise WFM program.
- Useful for schedules, availability, shift changes, time tracking, and leave workflows.
What to verify before choosing Deputy
Check the current pricing and plan inclusions for the buyer’s country. Verify payroll connectivity, labor-law support, reporting depth, multi-location controls, time-clock options, employee limits, and data export. Payroll may depend on integrations or regional availability, so “works with payroll” is not the same as native payroll.
Verdict: Choose Deputy when the business needs practical shift scheduling and time administration rather than global enterprise workforce planning.

Is Workforce.com a better fifth option than Deputy?
Workforce.com is a better fifth option than Deputy when the buyer needs frontline scheduling plus labor forecasting, HR workflows, employee self-service, or payroll options. Workforce.com is a useful middle ground between a basic scheduling product and a full enterprise WFM suite.
Workforce.com’s pricing page lists Workforce Management, Workforce Management + HR, Workforce Management + Payroll, and All-in-One bundles. Listed capabilities include scheduling, time and attendance, labor forecasting, onboarding, leave management, employee self-service, and reporting. The page directs prospects to request a tailored price rather than publishing one universal price. Review Workforce.com’s current UK pricing page; availability and packaging may differ in other regions.

Choose Workforce.com when the organization wants more operational and HR depth than a basic rota application but does not need the full complexity of UKG, Dayforce, or WorkForce Suite. Choose Deputy when speed, accessibility, and straightforward shift scheduling are the overriding priorities.
Which platform fits each workforce type?
| Business situation | Good starting points | Why |
|---|---|---|
| Complex global or multi-jurisdiction workforce | UKG Pro WFM or WorkForce Suite | More suitable for detailed rules, compliance, forecasting, and enterprise governance |
| Payroll and WFM should be unified | Dayforce or ADP | Payroll, HR, time, and labor data can be evaluated as one operating model |
| Existing Oracle HCM environment | Oracle HCM Workforce Management | Connected ecosystem may matter more than standalone product ranking |
| Existing Workday environment | Workday Workforce Planning | Best considered when the organization is already committed to Workday |
| Small or midsize shift-based business | Deputy or Workforce.com | Lower-complexity scheduling and frontline administration |
| Contact center | NICE, Verint, or Calabrio | Queue forecasting, agent adherence, intraday management, and omnichannel workloads |
| Field or deskless workforce | WorkForce Suite, UKG Pro WFM, or Connecteam | Mobile access and operational workflows are central evaluation criteria |
Oracle PeopleSoft HCM and Workday Workforce Planning ranked fourth and fifth, respectively, in SoftwareReviews’ 2024 enterprise category. Those products are generally more compelling for large organizations already committed to the corresponding HCM ecosystem than for a buyer seeking an independent WFM platform. See the source report’s enterprise results.

What should buyers check before requesting a demo?
The buyer should document workforce complexity before comparing demonstrations. Product demonstrations are much more useful when vendors receive the same workforce scenarios, pay rules, integrations, and reporting requirements.
1. Define the workforce
- How many employees, managers, locations, legal entities, and countries are involved?
- Are employees hourly, salaried, contingent, or mixed?
- Are shifts predictable, demand-driven, on-call, or skill-based?
- Is the workforce desk-based, field-based, frontline, manufacturing, healthcare, retail, hospitality, or contact-center based?
- Are collective bargaining agreements, certifications, credentials, or safety rules involved?
2. List mandatory integrations
Document payroll, HRIS, ERP and finance, point-of-sale, contact-center, time clocks, biometric devices, identity and single sign-on, benefits, absence, data warehouses, business intelligence, accounting, and labor-cost systems. For every integration, ask whether the connection is native, certified, real-time, bidirectional, API-based, file-based, or dependent on middleware.
3. Test compliance scenarios
Use the buyer’s actual examples: overtime, breaks, predictive-scheduling laws, rest periods, minor-worker restrictions, union rules, certification expiry, multi-country regulations, and payroll audit trails. WFM software can support compliance, but software does not remove the employer’s responsibility to configure policies correctly for each jurisdiction.
4. Map implementation ownership
Plan for data cleansing, employee and job-code mapping, pay-rule configuration, historical data migration, time-clock deployment, payroll parallel testing, integration testing, manager training, employee adoption, change management, and ongoing system administration. Ask which tasks belong to the vendor, an implementation partner, and the customer.

5. Request a complete commercial proposal
Separate subscription licenses, per-employee or per-user charges, minimum quantities, payroll fees, time-clock hardware, implementation, data migration, integration fees, premium support, training, analytics, forecasting, mobile or messaging charges, additional environments, renewal increases, and data-export or exit charges. A quote that appears inexpensive may exclude the services needed to make the system operational.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should payroll and WFM integration be evaluated?
“Integrated payroll” is not one technical standard. A vendor may mean native payroll, a certified connector, a file export, third-party middleware, or a customer-built API integration.
| Integration type | What it usually means | Questions to ask |
|---|---|---|
| Native payroll | Payroll is part of the same product ecosystem | Which countries, tax services, legal entities, and payroll editions are included? |
| Certified connector | Vendor-supported connection to a named payroll or HR system | Which data objects synchronize, how often, and who handles errors? |
| API integration | Systems exchange data through documented interfaces | Is it bidirectional, real-time, rate-limited, and included in the contract? |
| File-based exchange | Scheduled exports and imports move data between systems | What is the frequency, format, validation process, and recovery process? |
| Middleware or custom integration | A third party or customer builds and maintains the connection | Who owns maintenance, monitoring, security, and future changes? |
Ask vendors to demonstrate a complete pay period: schedule creation, time capture, manager approval, exception correction, payroll transfer, rejected record handling, and audit reporting. The demonstration should show the synchronization interval and the source of truth for employee, job, time, and pay data.
How much does workforce management software cost?
Enterprise workforce management software is generally quote-based, so a single universal monthly price would be misleading. Cost depends on employee population, geography, modules, payroll scope, integrations, hardware, implementation services, support, and contract terms.

Workforce.com’s UK pricing page displays several bundles but asks prospects to request tailored pricing. What are the main trade-offs?
Enterprise WFM versus SMB scheduling
UKG, Dayforce, and WorkForce Suite solve harder problems than simple scheduling apps: complex labor rules, large employee populations, multiple legal entities, forecasting at scale, enterprise integrations, audit requirements, and industry-specific constraints. A 40-person business may receive more value from Deputy or Workforce.com than from a multi-month enterprise implementation.
HCM suite versus specialist WFM
An HCM suite can reduce vendor sprawl and duplicate employee data. A specialist WFM system may provide greater depth in scheduling, forecasting, mobility, or compliance. Choose an HCM-centered product when fragmented payroll and employee data are the main problem; choose specialist WFM when operational planning and scheduling complexity are the main problem.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →AI scheduling versus explainable scheduling
AI is a feature category, not proof of product superiority. Ask what data the system uses, whether managers can override recommendations, whether recommendations are explainable, whether labor rules and employee preferences are respected, whether forecasting is separate from schedule optimization, and whether the feature is included or an add-on. UKG markets people-focused AI and recommendations within its WFM product, but vendor marketing should not be treated as an independently verified productivity or savings benchmark. Review UKG’s current product claims.
General WFM versus contact-center WFM
A general workforce platform may be excellent for retail, healthcare, hospitality, manufacturing, or field work but still be a poor contact-center choice. Contact-center buyers should test queue forecasting, agent adherence, intraday management, service-level targets, skills, channels, and interaction-volume data separately.
Common buying mistakes
- Comparing unrelated markets: A global enterprise suite and a small-business scheduling app are not interchangeable products.
- Treating one ranking as universal truth: Rankings identify signals within a defined category and methodology; they do not replace a buyer-specific evaluation.
- Assuming every listed module is included: Forecasting, analytics, advanced scheduling, absence, accruals, data hubs, payroll, and premium support may be separately contracted.
- Accepting “supports compliance” without a scenario test: Ask what is preconfigured, automatically updated, configurable, enforced, or merely reported.
- Confusing a fast demo with a fast implementation: Payroll-connected deployment requires data mapping, rule configuration, testing, training, and change management.
- Comparing headline prices: Include implementation, integrations, hardware, support, add-ons, minimums, renewals, and exit costs.
- Ignoring product naming and geography: Confirm the exact edition, country, payroll service, module list, and current brand name.
- Accepting vendor ROI claims as benchmarks: Treat case-study savings and payback claims as vendor-reported unless independent, comparable evidence exists.
Final recommendations by scenario

Frequently Asked Questions
Is UKG Pro Workforce Management the best workforce management software in 2024?
UKG Pro Workforce Management is the strongest overall enterprise recommendation for complex, frontline-heavy organizations, but it is not universally best. SoftwareReviews ranked UKG Pro WFM first in its 2024 enterprise WFM Data Quadrant with an 8.4/10 composite score; smaller businesses may be better served by Deputy or Workforce.com.
Is workforce management software the same as employee scheduling software?
No. Employee scheduling software may handle rotas, availability, and shift swaps, while full workforce management software can also include forecasting, time and attendance, pay rules, compliance, absence, analytics, payroll integration, and strategic planning.

How much does workforce management software cost?
Enterprise workforce management software is usually quote-based, and total cost includes more than licenses. Buyers should request separate costs for subscriptions, modules, payroll, implementation, data migration, integrations, hardware, support, training, renewal increases, and data export.
Which workforce management software is best for a small business?

The Bottom Line
Bottom line: Choose UKG Pro Workforce Management for the deepest broadly applicable enterprise shortlist, Dayforce for unified payroll and WFM, WorkForce Suite for specialist global and mobile operations, ADP for payroll-led organizations, and Deputy for simpler shift-based businesses.
