“Free bulk WhatsApp marketing software” covers several very different products: the free WhatsApp Business app, free trials, free dashboards that still pass Meta message charges to you, and unofficial WhatsApp Web senders. They are not interchangeable.
The safest choices for business messaging use Meta’s official WhatsApp Business Platform, collect opt-in permission, use approved templates for business-initiated campaigns, and provide a clear opt-out route. Before choosing a free WhatsApp bulk sender

The 24-hour customer-service window is also easy to misunderstand. Free-form service replies can be free during that window after a customer messages you, but this does not make a new promotional broadcast free. Messages following a Click-to-WhatsApp ad or Facebook Page call-to-action may receive a 72-hour free-entry window under Meta’s rules, but the applicable conditions still matter.

For a local business with a small, permission-based audience, the official WhatsApp Business app is the simplest no-subscription option. It supports customer conversations and broadcast-style messaging without installing a third-party sender.
It is not a replacement for a campaign platform. You do not get a proper API, advanced segmentation, automated journeys, detailed campaign reporting, or a scalable team workflow. Use it for a small list rather than attempting hundreds or thousands of repetitive sends.

Meta’s Cloud API is the most direct official route if you can build software. There is no intermediary platform subscription to start with, but you must implement the difficult parts yourself: contact storage, consent records, template selection, personalization, rate handling, retries, delivery reports, opt-outs, and user permissions.

3. AiSensy Free Forever for an official-API trial without a subscription

Brevo campaign path
Brevo’s interface uses the label WhatsApp, not a generic bulk-sender screen:
- Open Marketing.
- Select Campaigns.
- Select WhatsApp.
- Click Create campaign.
- Under From, click Edit and choose the connected WhatsApp number.
- Under To, choose lists or segments. Use Exclude lists when necessary.
- Select or create an approved template.
- Schedule or send the campaign.
Brevo requires the contact’s WHATSAPP attribute to contain the number. Use international country codes, remove invalid or recycled numbers, and verify that the template variables are populated. Unapproved templates cannot be scheduled. WhatsApp credits are separate from Brevo’s free plan.
WATI trial
WATI renamed Broadcasts to Campaigns. The 7-day trial is useful for examining the dashboard, templates, campaign scheduling, and performance reports, but trial campaign testing is intended for your own number. Confirm the plan’s campaign access before importing a large list or promising a client that the trial is a production solution.

After connecting the WhatsApp Business API, an Organization Admin or Billing Admin can view charges through Organization Settings → WhatsApp fees. Trial workspaces cannot top up the WhatsApp Business Account balance, so the trial is not a free production sending account.
Common reasons a campaign fails
- Wrong number format: missing country codes, spaces in an unexpected field, invalid numbers, and numbers not registered on WhatsApp can reduce delivery.
- Missing attributes: in Brevo, an empty WHATSAPP attribute prevents the correct recipient mapping.
- No consent: a purchased list or scraped directory is not a compliant opt-in list.
- Template rejection: Meta can reject, pause, or reclassify templates. Promotional wording inside an apparently informational message can make it marketing.
- Missing variables: a blank name, product, date, or link variable can cause a send to fail or produce a broken message.
- Opt-outs and blocks: recipients who opted out, blocked the business, or reported messages should be suppressed from future campaigns.
- Country restrictions: Brevo’s documentation states that Meta temporarily suspended WhatsApp marketing-template delivery to users with U.S. phone numbers using the +1 dialing code and U.S. area code from April 1, 2025. Check the current status before planning a U.S. campaign.
Official API versus WhatsApp Web automation
Official API tools such as Meta Cloud API, Brevo’s WhatsApp integration, WATI, Twilio, Gupshup, and 360dialog use the WhatsApp Business Platform. They require more setup, but they provide a defined integration route, templates, account controls, and clearer compliance expectations.
Desktop senders and browser extensions work differently: they automate an open WhatsApp Web session or send through a user’s WhatsApp number. Claims such as “anti-ban,” “human-like,” or “anti-blocking” are not evidence of Meta authorization. They also do not guarantee that an account will avoid restrictions. WhatsApp Web changes can break the automation, and uploading a customer list to an unknown extension creates an additional data-privacy risk.
If a tool requires you to paste credentials, scan a QR code into an unfamiliar desktop app, or bypass template and opt-in controls, treat that as a warning rather than a feature.
