There is no single universal “SSH certificate requirement update” identified by this title alone. For OpenSSH, acceptance depends on the certificate’s contents, the server’s CA trust and principal configuration, and the deployed OpenSSH version. A requirement change should be tied to a specific release, vendor policy, or configuration—not treated as a new rule for every SSH certificate.
What an OpenSSH certificate must contain
An OpenSSH certificate is a public key signed by a certificate authority (CA). It carries the certified key and certificate type, a key ID, valid principals, a validity interval, critical options, extensions, the CA public key, and a signature covering the preceding certificate fields. The protocol format is described in OpenSSH’s PROTOCOL.certkeys specification.
Principal names have different meanings by certificate type: a user certificate names users, while a host certificate names hostnames. A rule for user login certificates should not automatically be applied to host certificates.
Validity is start-inclusive and end-exclusive
The certificate is valid when valid after <= current time < valid before. It is not valid before its start time, and it ceases to be valid at the exact end time.
Critical options and extensions are different
A recipient that does not recognize a critical option must refuse the certificate. Extensions are non-critical: an unrecognized extension may be ignored. These fields are not interchangeable, so a certificate issuer should use the correct one for the intended behavior.

What a server needs to accept a user certificate
For the configuration path that trusts user CAs through TrustedUserCAKeys, the server must be configured with the relevant CA key. It must also authorize a principal for the account being accessed. OpenSSH documents these controls in the sshd_config(5) manual.
Principal authorization with a trusted user CA
- If
AuthorizedPrincipalsFileis configured, it supplies permitted principal names for the account. - If no principals file is configured on this trust path, the account username must appear among the certificate’s principals.
AuthorizedPrincipalsCommandis another documented way to provide permitted principals; its execution-user settings are part of the configuration.
Do not assume these rules apply identically when a CA key is trusted through an account’s authorized_keys file. The manual distinguishes that case and documents the principals= key option for it.

What “requirement update” can mean across OpenSSH versions
OpenSSH release notes document changes that can affect certificate compatibility, but they do not establish one universal new certificate requirement. The relevant release notes and server configuration must be checked for the exact client and server versions in use. OpenSSH publishes them on its Release Notes page.
CA signature algorithms
Release notes record removal of ssh-rsa from the accepted CASignatureAlgorithms list in a particular release and describe the change as potentially incompatible. Whether it affects a deployment depends on its version and CA signature algorithm policy. Check the release-note entry for the deployed release rather than assuming the same change applies everywhere.

Empty principal lists
The certificate format gives zero-length principal lists special treatment, but authorization behavior depends on the trust path and release. Release notes describe a change involving empty-principal matching with an authorized_keys principals="" option and distinguish it from CAs trusted using TrustedUserCAKeys. An empty principal list should therefore not be described as universally accepted, universally rejected, or a general wildcard.
How to assess a claimed requirement change
- Identify the affected system. Establish whether the claim concerns user certificates or host certificates, and record the OpenSSH client and server releases involved.
- Check the relevant release notes. Look for the exact certificate-related behavior and whether the notes identify a compatibility impact.
- Inspect server trust and authorization settings. Determine whether the CA is trusted via
TrustedUserCAKeysorauthorized_keys, and which principal authorization mechanism is active. - Check the certificate itself. Confirm its type, principals, validity bounds, critical options, extensions, and CA signature algorithm against the server’s policy.
- Change only the affected configuration or certificate. Do not infer a global rule from a version-specific release note or from behavior on a different trust path.
The official OpenSSH Specifications index links to protocol specifications; use it alongside the manual and release notes when verifying a particular implementation or version.
