For most organizations, post-quantum cryptography (PQC) is the practical starting point for preparing systems for future quantum-capable attacks. NIST has finalized standards for key establishment and digital signatures and advises organizations to begin applying them. Quantum key distribution (QKD) is a specialized method of distributing key material, not a replacement for an organization’s wider cryptographic needs. Consider it only for a specific deployment whose assurance requirements justify its dedicated infrastructure and operational tradeoffs.

How are QKD and post-quantum cryptography different?

They address different parts of the security problem. PQC uses mathematical algorithms that run on conventional computing platforms and are designed to resist attacks from future quantum computers. QKD uses quantum-mechanical properties and specialized equipment to establish or distribute keying material between parties. “Quantum cryptography” is therefore not a useful synonym for PQC: QKD uses quantum technology; PQC is conventional computing with quantum-resistant algorithms.

This is a comparison of roles and deployment considerations, not a universal ranking or guarantee of security. A real architecture decision depends on the protocols, data lifetime, network topology, supplier support, validation requirements, and operational controls involved.

What PQC standards are ready to use?

On August 13, 2024, NIST announced approval of three post-quantum standards. NIST says the standards are ready for implementation and encourages organizations to begin applying them; this is migration guidance, not a single deadline that applies to every organization or system.

  • FIPS 203, ML-KEM: a key-encapsulation mechanism for establishing a shared secret over a public channel. It defines ML-KEM-512, ML-KEM-768, and ML-KEM-1024 parameter sets, ordered from lower to higher security strength and higher to lower performance. NIST says ML-KEM is believed secure against adversaries possessing a quantum computer.
  • FIPS 204, ML-DSA: a post-quantum digital signature standard.
  • FIPS 205, SLH-DSA: a stateless hash-based digital signature standard.

NIST’s project guidance is to identify where vulnerable algorithms are used and plan to replace or update them. That work reaches beyond choosing an algorithm: protocols and deployed systems may need changes, and integrations must be tested. ENISA’s 2022 integration study emphasizes this broader transition effort.

What QKD can—and cannot—provide

QKD’s potential role is to distribute key material through a mechanism distinct from conventional public-key key exchange. It may fit a narrow deployment where the physical infrastructure, endpoint control, and assurance model support it. The key material still has to be used within a broader system that provides the other necessary security services.

The National Security Agency’s guidance for National Security Systems (NSS) says QKD does not authenticate the source of the transmission. Authentication still requires asymmetric cryptography or preplaced keys. NSA also cautions that a system’s real security depends on its implementation and hardware; theoretical guarantees do not remove engineering and validation challenges. QKD is sensitive to denial of service as well.

  • Special-purpose hardware is required; QKD is not simply software that can be deployed on a general network service.
  • Connectivity typically requires dedicated fiber or managed free-space transmitters.
  • Integration with existing network equipment and the ability to upgrade or patch can be less flexible.
  • Trusted relays may add facility costs and insider-threat exposure.

These are NSA’s stated considerations for NSS, not a legal ban or a universal finding about every commercial deployment. NSA’s summary is that it views quantum-resistant cryptography as “a more cost effective and easily maintained solution than quantum key distribution” for its stated context.

How should an organization decide?

Use a system-level migration process rather than treating the choice as a purchase of one algorithm or device.

  1. Inventory cryptography. Find where public-key algorithms vulnerable to quantum attacks are used across applications, infrastructure, services, and protocols.
  2. Prioritize exposure and data lifetime. Give particular attention to sensitive information that must remain confidential for a long time and to systems with long replacement cycles. CISA, NIST, and NSA have described the “harvest now, decrypt later” concern; the cited guidance does not supply a universal prioritization formula.
  3. Map systems to the NIST standards. Assess which products, suppliers, protocols, and validation processes support the standards, and plan staged updates rather than assuming a drop-in replacement.
  4. Test protocol and integration changes. Check interoperability and system behavior across connected services and devices before relying on migrated configurations.
  5. Evaluate QKD only against a defined requirement. Document why PQC and operational controls do not meet the use case, then account for authentication, dedicated links, physical security, validation, patching, relays, availability, and lifecycle cost.
  6. Assess the complete design. QKD and other cryptographic mechanisms are not necessarily mutually exclusive: QKD may distribute key material while other mechanisms provide authentication and additional services. Evaluate the combined system and its dependencies.

The practical conclusion is to plan broadly for PQC and reserve QKD for a deployment-specific case that can justify its infrastructure and operational demands. The 2009 ENISA QKD briefing provides background on QKD’s specialized use context; it should not be treated as current product or deployment guidance.
