Our verdict on Terragrunt

Terragrunt is an open-source Infrastructure as Code orchestration and configuration tool for teams using OpenTofu or Terraform. It organizes infrastructure into independently deployable units and coordinates operations across stacks. Its command-line binary runs on Linux, macOS, and Windows, with self-hosted execution supported. Teams that already work with HCL-based infrastructure configuration and want dependency-aware orchestration are the clearest fit.

The pricing model is straightforward: Terragrunt is open source and has a free plan. There are no paid tiers to compare for this product. Its value comes from the orchestration layer around existing infrastructure engines and state backends, including reusable configuration through includes and shared settings, backend and state configuration generation, resource importing, hooks, and infrastructure scaffolding. The product is distinct from Terragrunt Scale, whose commercial offerings are not part of this open-source listing.

Terragrunt fits ecosystems built around OpenTofu, Terraform, AWS S3, AWS DynamoDB, GitHub, and GitLab. Its dependency graph supports stack operations and run ordering, which makes it suited to infrastructure split into related units rather than a single undifferentiated configuration. The trade-off is operational ownership: users run Terragrunt alongside their infrastructure engines, providers, state backends, and execution environments, rather than through a separate managed control plane. Teams seeking drift detection, policy as code, or commercial CI/CD should choose a product designed around those capabilities instead.
