Our verdict on Terraform
Terraform is an infrastructure-as-code tool for building, changing, and versioning infrastructure through declarative configuration. It is designed for infrastructure and platform teams managing cloud, private datacenter, SaaS, and API-based resources. Its provider model supports Amazon Web Services, Microsoft Azure, Google Cloud Platform, Oracle Cloud, Docker, and other services, while configuration uses HCL. The Terraform CLI supports local state by default, and HCP Terraform extends the workflow with collaboration and centralized operations.
The published plans use managed resources rather than users or seats as the billing unit. Free includes up to 500 managed resources, remote Terraform execution, version-control integration, a private module registry, and run tasks. Essentials starts at $0.10 per resource per month and adds unlimited managed resources, remote state storage, remote runs, and team management. Standard is $0.47 per resource per month and adds policy and security features, cost estimation, and SSO support. Premium is $0.99 per resource per month and adds audit logging, custom RBAC, and priority support. Enterprise has custom pricing, self-managed deployment, and premium support included.
Terraform’s strongest fit is for teams that need multi-cloud coverage alongside state management, locking through supported backends, resource import, remote execution, and policy controls. HCP Terraform health assessments provide drift detection, while HCP Terraform agents support self-hosted execution. The platform runs across web, Windows, macOS, Linux, API, and self-hosted environments, with version-control and HCP Terraform integrations. Teams seeking centralized governance, remote workflows, and a wide provider ecosystem should consider Terraform. Smaller teams with simple infrastructure may prefer a narrower tool, particularly when per-resource billing or advanced governance tiers are not a priority.
