A Moodle VPS can run an online exam reliably, but no fixed CPU, RAM, or “users per VPS” number guarantees success. Capacity is determined by the rate of active requests—especially synchronized logins, quiz page transitions, answer saves, submissions, and report generation—on your exact Moodle version, PHP and database stack, plugins, theme, question types, and storage. Plan from a measured workload model, then keep headroom for retries, invigilators, backups, and recovery.

For a small, well-tested exam, one VPS may be sufficient. If tests show the database, web workers, or storage becoming a bottleneck, separate the application and database tiers; larger installations can add load-balanced web servers with shared database and file storage. The reliable answer comes from benchmarking your own exam journey, not from an archived rule of thumb.

What determines Moodle exam capacity on a VPS?

Moodle capacity is a workload and configuration question, not an account-count question. Moodle documentation explains that performance depends on hardware, software, network conditions, and what users are doing. Two sites with the same number of enrolled students can have completely different peak loads if one starts a timed quiz for everyone at once while the other spreads activity over an hour.

The planning input is the peak request rate your infrastructure must serve while meeting an agreed response-time and error-rate target. A request may be generated when a candidate authenticates, opens a course or quiz, moves to another page, saves an answer, uploads media, submits an attempt, or views results. A timed quiz that opens for a whole cohort at the same minute creates a short, intense burst; a self-paced activity with the same enrollment may be much easier.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
  • Active candidates: Count people who are simultaneously logging in, taking a quiz, uploading content, or viewing reports—not every registered account.
  • Request frequency: Quiz navigation and autosave behavior can produce frequent requests from each active browser.
  • Request cost: Question types, plugins, theme code, media, and report queries can make one request much more expensive than another.
  • Concurrency shape: A synchronized start, a gradual login wave, and a submission rush stress different parts of the stack.

Because these variables interact, there is no current, universally applicable figure for “how many Moodle users one VPS supports.” Treat any older number found in archived guidance as a historical rule of thumb, not a capacity guarantee.

Why do registered users matter less than active requests?

Registered users consume little exam-time capacity when they are idle. The expensive period is when many browsers issue work at once. A site with 20,000 accounts may be quiet during an exam, while a site with 300 candidates can overload a small server if all 300 authenticate, open a large quiz, and save answers in the same minute.

Model the exam as a timeline. Mark the number of candidates in each minute who will authenticate, enter the course, open the quiz, navigate between pages, save answers, submit, and view feedback. Include invigilator logins and administrative activity. If the exam has several sessions, model each session separately and also test the worst overlap.

Include the synchronized events

Record the scheduled quiz-open time, any forced start, password release, identity checks, and announcements that cause candidates to refresh. A “login storm” often includes more than the login POST itself: browsers may immediately request the dashboard, course page, quiz instructions, question assets, and JavaScript files.

Count quiz interactions, not only page views

Estimate how often candidates move between pages, trigger autosaves, attach files, or request question media. A quiz with one question per page can generate more navigation requests than a quiz with many questions on one page. Question behavior and installed plugins should be represented in the test rather than replaced with a generic page-load script.

Plan for the submission and reporting wave

Submissions can cluster when the timer expires. If immediate grading, feedback, certificates, analytics, or reports are enabled, the post-submission workload may overlap with the last candidates still answering. Include result and report views in the capacity model instead of assuming the load ends at submission.

How do I turn an exam schedule into a capacity model?

Use a minute-by-minute worksheet. For each phase, enter candidate count, expected requests per candidate, transferred media, and the duration of the phase. The resulting request rate is the quantity you compare with benchmark results.

Exam phase Events to estimate Why it matters
Authentication Logins per minute, failed retries, password or identity checks Consumes web/PHP workers and creates database sessions; retries can multiply the burst.
Course and quiz opening Dashboard, course, quiz instructions, question assets, JavaScript and CSS Combines dynamic requests with network and storage reads.
Active quiz Page transitions, autosaves, answer writes, media requests Generates sustained application and database traffic rather than a single spike.
Submission Timed expiry, manual submit, file uploads, grading triggers Creates a second synchronized peak and may run expensive transactions.
Results and reports Feedback pages, gradebook, analytics, exports and staff views Can keep the database busy after candidates finish.

A simple worksheet can calculate a phase request rate as (candidates in phase × requests per candidate) ÷ phase duration in minutes. Keep the inputs as ranges, not a single optimistic value. Test the upper end, include failed-login retries, and add invigilator activity.

Also record the amount and type of media. Large images, audio, video, or downloads may saturate network throughput or storage even when CPU usage looks moderate. If media is served by another system, measure that system and the network path as part of the candidate experience.

What baseline should I measure before changing the VPS?

Establish a quantitative baseline on the production-like stack before tuning. A baseline lets you tell whether a configuration change improves the candidate journey or merely moves the bottleneck. Capture normal behavior during a representative period and a controlled peak test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Latency: Record response-time percentiles for login, quiz opening, navigation, autosave, submission, and reports. Averages hide the slow candidates who experience the tail of a spike.
  • Request rate and active requests: Measure requests per second or minute, concurrent requests, and queue time at the web server and application layer.
  • Web and PHP workers: Track worker utilization, process queues, pool exhaustion, and rejected or queued requests.
  • Database behavior: Record active connections, connection waits, query latency, slow queries, lock waits, transactions, and errors.
  • Host resources: Monitor CPU utilization and saturation, memory use and swap, disk I/O latency and queue depth, and network throughput.
  • HTTP outcomes: Count 4xx and 5xx responses, timeouts, connection resets, and failed background requests.

Save the Moodle version, PHP version, database engine and version, web server settings, theme, enabled plugins, question types, and storage layout with each test. A benchmark is not transferable if those details change.

How do I load-test a Moodle exam safely?

Run the test in a non-production environment that matches the planned release and configuration. Do not use real candidate data or point a test harness at the live exam site. Increase load in stages until a defined service limit is reached, then repeat the test after fixes.

  1. Define success criteria. Set the maximum acceptable latency and HTTP error rate for each critical journey, plus the resource or queue condition that triggers escalation. Choose criteria with exam staff; do not invent a universal threshold.
  2. Build realistic journeys. Script authentication, course entry, quiz opening, question navigation, answer saves, media requests, submission, and result/report views. Include think time and the same question types and plugins used in the exam.
  3. Reproduce the timing. Run a synchronized login wave and a synchronized quiz start. Add a separate scenario for gradual arrivals so you can distinguish burst capacity from sustained capacity.
  4. Scale in steps. Increase concurrent candidates or request rate gradually. After each step, record latency percentiles, errors, worker queues, database connections and slow queries, CPU, memory, disk latency, and network throughput.
  5. Find the first limit. Continue until the agreed service target fails or a component reaches its safe operating limit. The first saturated component is a tuning target; adding CPU will not fix a database connection queue or slow storage.
  6. Test recovery behavior. Introduce realistic retries and verify that attempts are preserved. Confirm that a brief web or database restart follows the documented recovery procedure and that candidates can resume.
  7. Reserve headroom. Leave capacity for retries, invigilator activity, monitoring overhead, scheduled jobs that cannot be moved, and post-exam reporting. Do not size the VPS to the exact point at which the test passes.
  8. Document the result. Keep the workload assumptions, test date, software versions, observed limits, graphs, and the selected operating margin. This record becomes the comparison point for future releases.

Is a single VPS enough for a Moodle exam?

A single VPS can be appropriate for a small deployment when measured capacity, monitoring, backups, and recovery procedures are sound. It is simpler and usually cheaper, but every major component shares one failure domain and one set of host resources.

Architecture When it fits Benefits Risks and checks
Single VPS Small cohort, predictable workload, successful peak test Simple administration, fewer network hops, straightforward backup Web, PHP, database and storage compete for resources; one host failure affects the whole service.
Separate web/application and database servers Database or PHP workers are the first bottleneck, or growth is expected Independent resource sizing and clearer diagnosis Requires secure network connectivity, connection management, compatible versions and coordinated backups.
Load-balanced web tier with shared database and file storage Larger installations or a need to add web capacity horizontally Web nodes can be added or removed; maintenance can be less disruptive Shared storage latency, session handling, database limits and load-balancer health checks become critical.

Moodle documentation describes layered scaling and load balancing as feasible for larger installations. Scaling out does not remove the need for a database and storage capacity test; it can expose those components as the new bottleneck.

Which VPS resources matter most for quiz load?

CPU and PHP workers

CPU capacity affects dynamic request processing, question rendering, plugin code, encryption, and report generation. Worker count matters as much as nominal vCPU: too few workers creates a queue even when CPU is not fully used, while too many workers can exhaust memory or overwhelm the database. Measure worker saturation and queue time during the synchronized start.

Memory

Memory is consumed by the operating system, web server, PHP workers, database buffers, caches, and background processes. Watch for swap activity and out-of-memory kills. A VPS with more RAM but slow storage may still perform poorly if the database spills or the system swaps under the peak.

Database connections and query behavior

Quiz attempts write frequently, and concurrent submissions can create transactions and locks. Check connection limits, connection wait time, slow-query logs, lock waits, index use, and query latency. Increasing the connection limit without enough database memory or CPU can make contention worse.

Storage performance

Quiz state, sessions, logs, caches, uploaded files, and database data all depend on storage. Measure latency and queue depth, not only capacity in gigabytes. Shared file storage can become the limiting factor in a multi-web-server design, especially when many candidates request the same media.

Network throughput and placement

Network capacity must cover dynamic responses, question media, uploads, monitoring, backups, and administrative access. Geographic placement affects round-trip latency for candidates; test from the regions where the exam will be taken rather than from the server location alone.

How does the database affect Moodle quiz performance?

The database is often central to quiz capacity because attempts, answers, sessions, grades, and reports generate reads and writes. A test that measures only front-end page load can miss connection exhaustion, lock contention, or slow queries that appear during autosave and submission.

  • Use the same database engine, version, schema, indexes, and configuration planned for production.
  • Generate enough concurrent attempts to exercise answer saves and page transitions, not just initial logins.
  • Observe active and waiting connections, query latency, slow-query samples, transaction duration, lock waits, CPU, memory, and storage latency.
  • Test result pages, gradebook views, exports, and analytics if staff will open them while candidates are still submitting.
  • Keep database backups and maintenance jobs outside the exam window unless they are explicitly included in the capacity test.

When the database is the first limit, investigate query plans, indexes, connection pooling or limits, storage latency, and expensive reports before simply adding web servers.

What should I monitor during a live Moodle exam?

Use a dashboard that combines candidate-facing signals with infrastructure metrics. A green CPU graph does not prove that candidates are receiving timely responses if PHP workers or database connections are queued.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Signal What to watch Escalation meaning
Candidate experience Login, quiz-open, navigation, autosave and submission latency percentiles; timeout and error counts Direct evidence that the agreed service target is being missed.
Web/application Active requests, PHP worker utilization, queue depth, rejected requests and process restarts Indicates web-tier saturation or a runaway process.
Database Connections, waits, slow queries, lock waits, transaction errors and storage latency Shows whether quiz state or reports are blocked in the database.
Host CPU saturation, memory and swap, disk latency and queue depth Identifies resource exhaustion on the VPS or database host.
Network Ingress and egress throughput, packet loss, connection errors and regional latency Separates a server bottleneck from a path or bandwidth problem.

Define thresholds before the exam. For example, an agreed sustained rise in tail latency, a growing worker or database queue, repeated HTTP 5xx responses, or swap activity can trigger the runbook. Thresholds should reflect your tested baseline and service objective, not a generic number copied from another Moodle site.

What belongs in a Moodle exam escalation runbook?

Before candidates arrive

  • Confirm the tested Moodle release, plugins, theme, question bank and infrastructure match production.
  • Verify monitoring, alert delivery, administrator access and a contact list for hosting, database and exam staff.
  • Disable or reschedule nonessential cron tasks, bulk mail, analytics, backups and maintenance that could compete for resources.
  • Check free storage, database health, certificates, DNS, time synchronization and the candidate communication channel.
  • Take and verify a backup according to the recovery procedure; rehearse restoration separately, not during the exam.

During a rising load

  • Confirm whether the symptom is authentication, quiz navigation, submission, reports, media delivery or a network path.
  • Use the dashboard and logs to identify the first saturated component.
  • Throttle or pause nonessential jobs and staff reports if that is safe for the exam.
  • Communicate a clear status and candidate guidance through the agreed channel; avoid repeated manual retries that amplify the storm.
  • Add tested resources or web capacity only through a documented change path. An untested configuration change during an exam can create a second failure.

After an incident

  • Preserve Moodle logs, web logs, database slow-query data, graphs and timestamps before rotation.
  • Verify that attempts, answer states and submissions are intact before changing or regrading anything.
  • Record the request pattern, first bottleneck, actions taken, recovery time and candidate impact.
  • Repeat the load test with the observed workload and update capacity, alerts and communication procedures.

How should I compare Moodle VPS or managed-hosting options?

Compare measured behavior and operational safeguards rather than advertised vCPU counts. Ask each provider how the offer will be tested against your Moodle release and plugins, and whether database and storage resources are isolated from noisy neighbors.

Comparison axis Questions to answer
Measured capacity What concurrent request rate and latency percentiles were observed on a workload resembling your login wave and quiz?
Headroom How much capacity remains when retries, invigilators and reports are added to the tested peak?
RAM and storage Are memory, I/O performance and storage latency sufficient for database and shared-file workloads?
Database isolation Is the database on a dedicated or isolated resource, and what connection, backup and restore limits apply?
Scaling path Can web/application nodes, database resources or shared storage be expanded without rebuilding the site?
Observability Can you access request, worker, database, host, storage, network and HTTP-error metrics during the exam?
Recovery What are the backup frequency, retention, restore procedure and expected recovery time?
Support and placement Where is the service located relative to candidates, and what support or SLA applies during an exam?
Compatibility Does the environment support the installed Moodle, PHP, database engine, theme and every enabled plugin?
Total cost Include database, storage, backups, monitoring, traffic, support and any scaling charges—not just the VPS line item.

If a provider cannot expose the metrics needed to validate your workload, treat that as an operational risk even when the advertised specification looks generous.

What common planning mistakes cause exam outages?

Using enrollment as the sizing number

Fix this by converting the schedule into active candidates and requests per phase. Include the login and submission waves separately.

Testing a static page instead of a quiz journey

Fix this by reproducing authentication, question navigation, answer saves, media, submission and reports with the production question types and plugins.

Ignoring the database

Fix this by measuring connections, slow queries, locks, transaction time and storage latency while attempts are being saved and submitted.

Changing software without a re-test

Fix this by rerunning the benchmark after Moodle upgrades, PHP or database changes, plugin or theme changes, question-bank changes and infrastructure moves.

Assuming backups equal recovery

Fix this by rehearsing restoration separately, recording recovery time, and verifying that the procedure preserves attempts and answer data.

When must I repeat the Moodle capacity test?

Repeat the test whenever the workload or execution environment changes. The trigger list includes a Moodle upgrade, PHP or database upgrade, new or removed plugins, a theme change, a different question bank or question type, altered autosave settings, new media, a hosting move, a database or storage change, or a revised exam timetable.

Also retest after a real incident. Production traffic reveals retry patterns and staff behavior that a planned script may omit. Add those observations to the next workload model instead of assuming the original benchmark still represents the exam.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the practical planning decision?

Start with a measured baseline and a realistic, synchronized exam test. Choose the smallest architecture that passes the critical journeys with documented headroom and a rehearsed recovery path. A single VPS is reasonable when it passes that test and can be monitored; separate application, database and storage layers when the measurements show contention or when the required recovery and growth path exceed one host. Re-test after every material software, content or infrastructure change.

Frequently Asked Questions

Can I calculate Moodle users per VPS from the amount of RAM?

No. RAM affects how many PHP workers, database buffers and caches can coexist, but user capacity also depends on request frequency, query cost, storage latency, network conditions and configuration. Use RAM as one measured variable in a workload test rather than converting it directly into a user count.

Should I disable Moodle autosave to reduce exam load?

Do not remove answer-protection features solely to make a benchmark pass. Autosave frequency changes the workload and the candidate’s recovery behavior, so test the settings you intend to use and size the system for them.

How can I protect an exam when a login storm starts?

Follow a pre-agreed runbook: verify which component is saturated, pause nonessential jobs, communicate through the exam channel, and avoid uncontrolled retries. Adding resources or changing limits should use a tested procedure so attempts and database consistency are not put at risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a content delivery network a substitute for a larger Moodle VPS?

Offloading static media can reduce network and storage pressure, but it does not remove dynamic authentication, quiz, autosave, database or submission work. Measure the complete candidate journey after any media-delivery change.
