Microsoft Azure DevOps Service is Microsoft’s hosted platform for planning and delivering software. It brings work tracking, source control, build and release automation, test management, and package feeds together in one workspace. Teams can use only the parts they need, connect the service to other tools, and deploy to Azure, AWS, Google Cloud, or on-premises targets.

What is Azure DevOps Service?

Azure DevOps Service is the cloud-hosted version of Microsoft’s software-delivery toolset. It is not a single issue tracker or a requirement to host an application on Azure. Its services support work from planning through code review, testing, delivery, and package management; dashboards and integrations help teams connect those activities.

Microsoft’s documentation describes Azure DevOps as a set of integrated tools for planning, building, testing, and deploying software. Organizations create projects and teams within the service, then assign access and permissions to users according to their roles.

What does Azure DevOps include?

The five main services cover different parts of the development lifecycle. Teams can combine them or use selected services alongside other products.

Service What it is for Typical work
Azure Boards Work planning and tracking Manage work items and backlogs, plan sprints, use Kanban boards, run queries, and track work across teams or portfolios.
Azure Repos Source control and code review Host Git repositories, review pull requests, apply branch policies, and inspect code history. Azure DevOps also supports TFVC, a centralized version-control option.
Azure Pipelines Build and deployment automation Run CI/CD workflows to build and test code, then deploy it to environments. Pipelines can use triggers, approvals, and varied platforms and languages.
Azure Test Plans Test management Organize test plans, suites, and cases; support manual and exploratory testing; and maintain links between requirements, tests, and results.
Azure Artifacts Package management Host and share NuGet, npm, Maven, Python, and Universal Packages in feeds, with versioning, permissions, upstream sources, and pipeline integration.

In practice, a team might plan a feature in Boards, make changes in a Repos Git branch, run build and test jobs in Pipelines, manage packages in Artifacts, and track manual test work in Test Plans. Dashboards and connections to other services can provide a broader view of progress and delivery.

How do the services work together?

A useful way to understand the platform is to follow a change from idea to release. The exact workflow depends on the team’s process; not every team needs every service.

  1. Plan: Capture work and organize it into backlogs, iterations, or Kanban boards in Azure Boards.
  2. Code: Store source in Azure Repos, collaborate through pull requests, and use repository policies to shape review practices.
  3. Build: Configure Azure Pipelines to run builds and automated checks when code changes or other configured triggers occur.
  4. Test: Run automated tests in pipeline workflows and, where needed, organize manual or exploratory testing with Azure Test Plans.
  5. Deploy: Use pipeline stages, approvals, and environments to promote releases to suitable targets, including Azure, AWS, Google Cloud, or on-premises systems.
  6. Share packages and track delivery: Publish or consume packages through Azure Artifacts, and use work items, dashboards, and connected services to follow progress.

This is a connected workflow, not an automatic one: teams configure repository policies, pipeline definitions, permissions, environments, and integrations to match their delivery process.

Is Azure DevOps free?

Microsoft’s billing overview, checked on September 30, 2026, lists a free allowance for the first five users on the Basic access level, unlimited private Git repositories, and defined pipeline and artifact allowances. These are service quotas, not a guarantee that every use case has no cost.

How much does Azure DevOps cost?

As listed on Microsoft’s pricing page on September 30, 2026, Basic costs $6 per user per month after the free allowance. That figure is not a universal quote: actual pricing can vary with agreement type, purchase date, and currency.

Other capabilities can incur separate charges. Microsoft lists Basic + Test Plans, Pipelines, Artifacts, and security capabilities as areas where separate charges may apply. Before adopting the service, estimate cost using the team’s paid user count and expected pipeline and artifact consumption, and check the current terms for any add-ons the team needs.

How are access and governance managed?

Azure DevOps organizes access through organizations, projects, teams, access levels, security groups, and permissions. Microsoft states that it creates default security groups and permissions for organizations, collections, and projects. Basic access covers Boards, Repos, Pipelines, and Artifacts; access level and permissions are related but distinct parts of administration.

For a small team, the central task is assigning appropriate access. At organization scale, administrators should also decide how projects and teams are structured, which groups receive permissions, and how those choices will be maintained. This breadth gives teams control, but it also makes permission design and ongoing administration important evaluation tasks.

Can Azure DevOps deploy to AWS or Google Cloud?

Yes. Microsoft documents deployment targets that include Azure, AWS, Google Cloud, and on-premises environments. Azure DevOps is therefore not limited to projects hosted on Microsoft’s cloud. Teams should evaluate the integrations and deployment tasks they need for their actual infrastructure rather than assume every target uses the same setup.

The service also supports GitHub integration, Visual Studio and VS Code workflows, Marketplace extensions, and service hooks. These options can connect Azure DevOps with existing development tools or extend workflows, but teams should assess the specific integration or extension they plan to rely on.

When is Azure DevOps a good fit?

Azure DevOps is worth evaluating when a team wants a Microsoft-managed workspace that can bring backlog planning, code review, CI/CD, test management, and package feeds together. It may also suit teams with mixed-cloud or on-premises deployment needs, since Microsoft documents those targets alongside Azure.

Compare platforms against the work your team actually does, not just the number of features on a product page. Useful questions include:

  • Work management: Do Boards’ backlogs, sprint planning, Kanban boards, and process options suit the team’s planning needs?
  • Source control: Does the team need Git, TFVC, repository administration, or particular pull-request policies?
  • CI/CD: Do the available hosted and self-hosted concurrency allowances, agent approach, approvals, and environments fit the team’s build and release workload?
  • Testing: Does the team need built-in manual or exploratory test management, or will it use other tools?
  • Packages: Are the supported package types, feed controls, upstream sources, and storage allowance appropriate?
  • Governance: Can the organization manage users, groups, permissions, and project structures at the level it requires?
  • Integrations: Do the necessary cloud targets, GitHub or editor workflows, extensions, and service hooks work for the team?
  • Total cost: What will paid user plans and expected pipeline, artifact, testing, or security usage cost under the organization’s current agreement?

Administrative complexity and costs beyond free quotas are practical trade-offs to assess, not evidence that the service will be difficult or expensive for every team. A small group using a narrow subset of the tools has different needs from an organization coordinating many projects and permissions.
