Copilot Business is an add-on to an eligible Microsoft 365 plan, so most businesses must budget for both the base subscription and Copilot—or compare one of Microsoft’s bundles.
How much does Microsoft 365 Copilot cost per user?
Microsoft’s US pricing page, checked October 4, 2026, lists these options. Prices are in US dollars; tax, eligibility, billing choices, and offers can vary by country and sales channel.

Microsoft Partner Center’s July 2026 announcement says the $18 standalone promotion and $21 Business Basic bundle promotion run through December 2026. Those dates and offers may change; check the Microsoft US pricing page and your actual checkout or Cloud Solution Provider (CSP) quote before buying. The Copilot Business product page states that monthly payment is on an annual commitment. Record the renewal and commitment end dates when comparing quotes.
Do you need a separate Copilot license?
Usually, yes, if a user needs the paid, work-grounded Copilot features. Microsoft describes Copilot Business as an add-on, not a replacement for its qualifying Microsoft 365 base plan. Eligible subscriptions can include Copilot Chat at no extra charge, but Chat and a paid Copilot license do different jobs: Chat is web-grounded, while licensed Copilot can work with information that the work or school account is permitted to access.

That difference makes selective licensing worth considering. Start by identifying roles likely to benefit from work-grounded features, rather than assuming that every employee needs a paid seat. Eligible users can try the included Chat experience, but it should not be treated as equivalent to paid Copilot.
Is Copilot included with Microsoft 365 Business Standard?
Microsoft lists a Business Standard with Copilot bundle at $23.50 per user/month paid yearly in the US pricing checked October 4, 2026. That is a bundle price, not proof that Copilot is included in a standard Business Standard subscription without an added cost. Microsoft also lists Copilot Business as an add-on for qualifying base plans, including Business Standard.

Compare the bundle with the price of the base plan you already have plus the Copilot add-on. A bundle may suit a new purchase, while an add-on may make more sense if your current plan already meets your needs. The same comparison applies to Business Premium and the promoted Basic bundle: assess the included apps, services, security, and management features, not just the headline price.
Who is eligible for Copilot Business?
Microsoft lists these qualifying base subscriptions: Microsoft 365 Business Basic, Business Standard, Business Premium, and Microsoft 365 Apps for Business. Its Copilot Business FAQ defines the product’s small and medium-sized business audience as organizations with 300 or fewer users and sets a limit of 300 Copilot Business seats per tenant. Organizations that need more than 300 seats should check licensing for Microsoft’s broader Copilot offering with Microsoft or a partner.

Microsoft says Copilot Business can be purchased through the Microsoft 365 admin center, directly from Microsoft, or through an authorized CSP. The FAQ describes annual commitment with either annual or monthly billing. Paying monthly does not make the contract month-to-month. Customers with another Copilot annual commitment generally need to wait until that commitment ends before changing that license type. What does the paid license add over Copilot Chat?
Microsoft describes Chat included with eligible subscriptions as web-grounded: it can return internet results. With a Copilot license, work-grounded experiences can use information the signed-in work or school account is permitted to access. Microsoft’s paid-plan highlights include Copilot in Word, Excel, PowerPoint, and Outlook; Work IQ chat; reasoning features; prebuilt agents; and analytics. Specific features depend on the license, app, and tenant configuration.

The distinction is not simply “free versus paid AI.” It is also about whether a user needs Copilot features connected to work information and Microsoft 365 apps. Check Microsoft’s requirements and licensing terms for the user’s exact setup rather than assuming every feature is available on every plan or device.

- Identity and base plan: Confirm each intended user has a work or school Microsoft Entra ID account and an eligible subscription.
- Exchange Online: Mail, calendar, meeting, and mailbox-based experiences require Exchange Online. Microsoft says Copilot does not work in group mailboxes.
- Apps and services: Users who need Copilot in desktop apps need supported Microsoft 365 apps deployed. Some experiences also depend on OneDrive, supported app versions, privacy settings, network access, and tenant configuration.
- Teams meetings: Access to meeting content after a meeting requires transcription or recording to be configured.
- Permissions and sharing: Review access controls and sharing settings. Microsoft says Copilot Business follows the data policies set for the Microsoft 365 for business tenant; that does not replace checking whether those policies expose more content than intended.
- Seat fit: Inventory existing licenses and user needs, then assign a limited number of paid seats and evaluate actual usage before expanding.
Microsoft recommends its Copilot License Details diagnostic to check whether an individual user meets license requirements. Verify the user’s app, plan, and tenant configuration before promising a particular feature.
How to choose between an add-on and a bundle
- List current base plans and users. Separate people who may need work-grounded Copilot from those who do not.
- Price the add-on correctly. Include the existing base-plan cost for each user who receives Copilot Business, and distinguish the promotional $18 annual-billing rate from the stated $21 regular rate.
- Compare available bundles. Check whether Basic plus Copilot Business, Standard with Copilot, or Premium with Copilot is offered on suitable terms in your country and channel. Compare included apps and services, plus security and management needs.
- Check contract terms. Confirm billing cadence, annual commitment, promotion eligibility, renewal price, and end date in the live quote.
- Validate technical readiness. Check identity, Exchange Online, supported apps, meeting settings, permissions, and the features each role needs.
- Pilot paid seats selectively. Use eligible included Chat where web-grounded help is enough, and reserve paid licenses for users whose work calls for licensed capabilities.
