Singapore’s digital-twin story combines a planned virtual city model with the national geospatial mapping that continues to support planning and public map services. Virtual Singapore was described in 2017 as a data-rich 3D environment for running planning and research simulations; SLA’s National 3D Mapping Programme and OneMap are related parts of Singapore’s mapping ecosystem, not simply other names for Virtual Singapore.

What Virtual Singapore was designed to do

In 2017, GovTech described Virtual Singapore as a detailed 3D model and collaborative platform where researchers and urban planners could layer information onto buildings and other features, then test scenarios virtually. Its semantic model was meant to encode what mapped features represent as well as their shape—for example, a building’s type and components.

That distinction makes a model more useful than a geometric picture alone. A system that knows which surfaces are roofs, for instance, could help identify those suitable for solar panels. GovTech also gave examples including estimating sunlight on walls, modelling flood impacts, and examining potential traffic or pollution effects before major developments. Sensor data was described as a possible input to environmental analysis and simulation. These were intended capabilities and examples, not proof that each is a live feature or that the project has delivered measured outcomes.

Dr Ronnie Lee, then deputy director of GovTech’s Geospatial Specialist Office, explained the value of semantic information: “The fact that the computer knows all this information means that more advanced simulation and analysis can be carried out.” (GovTech, 28 March 2017.)

Who worked on the initiative

GovTech identified the National Research Foundation (NRF), Singapore Land Authority (SLA) and Government Technology Agency (GovTech) as collaborators. SLA contributed topographical mapping data, while GovTech contributed ICT expertise; the account also described collaboration with Dassault Systèmes on software. A separate government publication described Virtual Singapore as a Smart Nation initiative and said SLA’s national 3D map formed its base, using digital imaging and LiDAR scanning from the air and roads. How Singapore’s national 3D map is built and refreshed

SLA says its National 3D Mapping Programme began in 2014. Its mapping uses fixed-wing aircraft equipped with advanced sensors to capture the main island and offshore islands. Government descriptions refer to aerial imagery and aerial laser scanning; the urban-studies account also identifies digital imaging and LiDAR.

The programme is a continuing national mapping capability, distinct from any claim about the present operating status of Virtual Singapore. SLA reports mapping exercises in 2019 and 2024. It says the third aerial mapping exercise began in March 2024 and was completed in September 2025, taking 1.5 years. According to SLA, 12 agencies participate, and the resulting data supports urban planning, infrastructure management, flood modelling and aviation safety. (Singapore Land Authority.)

SLA senior surveyor Sandy Teo described Singapore as able to “hold up to 170,000 buildings.” This is her illustrative capacity statement, not a verified count of buildings currently present. (Singapore Land Authority, updated 14 July 2026.)

Where OneMap fits—and how it differs

OneMap is SLA’s public-facing national map platform, developed and maintained by the authority. GeospatialSG describes web and mobile access to government location and transport information, as well as APIs that developers can use to add location services to their own applications. SLA says OneMap launched in 2010, integrates information from more than 65 public agencies, and added an integrated version combining 2D, 3D and thematic data in March 2024. That public map role differs from Virtual Singapore’s described purpose as a platform for collaborative modelling and virtual experiments. The sources establish a relationship through Singapore’s wider geospatial infrastructure, but do not say OneMap is another name for Virtual Singapore or that it contains the same model and capabilities.

Singapore has more than one digital-twin effort

Other initiatives illustrate why “Singapore’s digital twin” should not be taken to mean one model containing every place and asset. The government developer portal describes an Open Digital Platform use case: a dynamic virtual model of the Port of Singapore developed by the Maritime and Port Authority with GovTech. URA also describes district-level digital-twin and modelling examples. These are separate examples in a broader ecosystem, not evidence that all such systems share one national model. When comparing mapping or digital-twin systems, useful questions include what they are for (public navigation, shared national data, or operational simulation), what geography and assets they cover, how their data is layered and updated, whether they use live or historical inputs, who can access them, and what operational uses are documented. The available descriptions support distinguishing Virtual Singapore’s planned modelling role from OneMap’s public map role, but not a definitive current feature-by-feature comparison.

What is known about Virtual Singapore today

The 2017 GovTech account included a forecast that the platform would be ready by 2018 and discussed access arrangements in that period. Those statements are historical; the current sources establish that the national 3D mapping programme continues and describe OneMap’s role, but do not establish Virtual Singapore’s present operational status, current access policy, or which elements of the originally described platform remain active. Nor do the cited sources provide an independently sourced statistic for Virtual Singapore’s cost savings, prediction accuracy or measured planning impact. Its documented purpose should therefore be distinguished from demonstrated current availability or quantified results.
