An AI assistant can be used for FPGA design only within an approved workflow that limits the design information it can access and keeps human review and independent verification in place. Treat generated HDL as untrusted engineering input—not as verified RTL. Before use, approve the specific tool and its data access; before accepting output, review the full change and run the project’s normal checks.

What “safe” means for FPGA design

There is no general assurance that an AI assistant is safe for every FPGA design, provider, account tier, extension, or toolchain. Safety depends on how the tool is configured, what information it can access, and whether your existing security and engineering gates remain mandatory.

OWASP’s AI Security Verification Standard (AISVS) recommends documenting approved tools and use cases, permitted data classifications, and the security gates that remain in force across the software-development lifecycle. It also calls for a tool threat model covering risks such as prompt injection, information leakage, insecure output, excessive agency, and dependency-chain exposure. OWASP’s appendix says, “Do not adopt an AI coding tool until it has been evaluated.” OWASP AISVS

For an FPGA team, that means approval should apply to the exact assistant setup—not just the product name. An editor extension, repository integration, or command-running agent may have different access and capabilities from a chat window. General guidance does not certify a particular assistant or FPGA toolchain.

Before enabling an assistant: check data access and governance

Approve the exact tool and use case

Confirm that the assistant, version, account tier, extensions, integrations, and proposed tasks are approved for the project’s data classification. The UK Home Office standard says to use organizationally approved AI tools. Your written workflow should identify prohibited actions and inputs, as well as who may approve exceptions.

Find out what information can leave the workstation

Do not assume the assistant sees only the prompt or file currently open. OWASP warns that coding assistants may transmit open-file content, project structure, and terminal output to the provider. Check the selected tool’s current documentation and the applicable contract for what is collected, retained, used for training, who can access it, and where it is processed or stored. Exclude sensitive material deliberately

Keep credentials, keys, restricted design files, and proprietary material out of assistant context unless the organization has approved that specific use. Configure the assistant’s own exclusions and test what it can access. A repository’s .gitignore file is not a guarantee that an assistant cannot read a file. Account for untrusted repository content and permissions

Repositories can contain text from issues, pull requests, documentation, or external sources that an assistant may interpret as instructions. Include prompt-injection scenarios in the tool threat model, and decide what the assistant is allowed to read, change, or execute. Limit permissions, especially where a tool can run commands or modify build scripts, CI/CD configuration, dependencies, or deployment flows; those files may run in trusted or privileged contexts. Review generated HDL and project changes

Understand and approve the complete diff

Review every changed file and understand each change before accepting it. Check that the HDL matches the specification and inspect security-relevant logic. A plausible explanation or clean-looking RTL is not evidence that a design behaves correctly. The UK Home Office standard states: “All AI-assisted code must be subject to the same security standards, reviews, and controls as code written without AI assistance.” It also says, “Teams will retain full accountability for all AI‑assisted code and outputs.” UK Government AI Cyber Security Code of Practice

Keep independent verification gates

Run the checks required by your project and organization rather than relying on the assistant’s explanation or its generated tests. Depending on the design and workflow, these may include simulation, code analysis, formal checks, synthesis and build review, and hardware validation. Preserve the security gates already used in your development lifecycle; the general guidance does not prescribe a universal FPGA-specific test suite. Record review and approval evidence

Use the normal engineering process to record which changes were AI-assisted, who reviewed them, what verification was run, and who approved them. Keep that evidence with the change so the team can trace how it entered the design. This supports the accountability and lifecycle controls called for in the Home Office standard and OWASP guidance. Check IP, confidentiality, and licensing separately

Before using an external assistant, review how the selected offering treats prompts, uploaded RTL, constraints, testbenches, logs, and generated output. Relevant terms include confidentiality, ownership, retention, and training use. Do not infer one offering’s protections from another tier or provider.

UK Government guidance discusses the risk that AI-generated code may inadvertently include proprietary code and notes that enterprise or professional offerings may provide indemnity or controls against proprietary suggestions. These protections are offering-specific: check the actual terms, settings, jurisdiction, and exclusions, and do not assume an indemnity covers every plan, output, or use. If a design is restricted, export-controlled, contractually protected, or otherwise sensitive, take it through the organization’s approved security and legal process before using an external assistant. General AI security guidance supports explicit governance for restricted data but does not determine FPGA-specific export-control obligations.

What FPGA-specific evidence does—and does not—show

A 2023 paper, Fixing Hardware Security Bugs with Large Language Models, studied repair of security-relevant Verilog bugs. The authors reported that their ensemble repaired all ten benchmarks in that evaluation. This is a result for that benchmark and method, not a general success rate, proof of design correctness, or certification of commercial assistants. The available guidance is useful for building an approval and review process, but it does not approve a named assistant, confirm a current vendor plan’s data practices, or certify generated HDL. Use it as a basis for organizational decisions, not as a substitute for tool-specific review or legal advice.

Decision checklist

  • Tool: Is this exact assistant configuration approved for this project and its data classification?
  • Context: Have you verified what files, repository structure, terminal output, prompts, and logs it can access or transmit?
  • Controls: Are sensitive files excluded, permissions limited, and untrusted repository text and prompt injection considered?
  • Review: Will an accountable engineer inspect the complete diff and approve it before use?
  • Verification: Will the project’s independent checks and release gates still run?
  • IP: Have you checked confidentiality, retention, training, ownership, licensing, provenance, and any applicable indemnity in the actual terms?
  • Traceability: Will the team record review, tests, and approval in its ordinary engineering workflow?
