An Industrial Model Township (IMT) is a master-planned industrial area built as an integrated ecosystem: factories are planned alongside utilities, roads, logistics links, common services and, where applicable, worker-support infrastructure. A regular industrial estate is the broader term for land and facilities set aside for industry. It may be well equipped, but its name alone does not promise the same level of integration or coordinated management. In Haryana, the two labels are used within the same industrial-infrastructure system, so the practical difference is the development model and the services delivered at a particular site—not simply its size or title.

| Regular industrial estate | Businesses seeking industrial plots, sheds and common facilities under a broader estate category | Demarcated industrial area; roads, power, water, drainage and other facilities vary by authority and development phase | Nov 2026 |
What does Industrial Model Township mean?
In Haryana and related Indian industrial-infrastructure usage, an IMT describes an industrial development planned as more than a collection of plots. The authority starts with a master plan covering land use, internal roads, utility corridors, drainage, sewage or effluent treatment, logistics access, communications and estate management. The intended result is a functioning industrial ecosystem in which multiple units can share infrastructure and services.
The word township signals coordinated planning rather than a promise that every site already contains housing or a complete town centre. Some projects include social infrastructure or worker-support facilities; others focus primarily on industrial and logistics functions. A site can therefore be called an IMT while parts of its master plan are still under construction or expansion.

Dr. Amit Kumar Agrawal, Commissioner and Secretary of Haryana’s Industries and Commerce Department, described the policy intent this way: “The IMTs are not being limited to providing land for industries but are being developed as modern and self-sufficient industrial areas.” That is a description of the model and direction of development, not a guarantee that every utility is operational at every plot today.

What is a regular industrial estate?
An industrial estate is a demarcated area organised for industrial use. Depending on the state authority and project, it may provide subdivided plots, factory sheds, roads, electricity, water, drainage, sewerage, telecommunications, security and other common facilities. The category is deliberately broad: a mature estate with a professional manager and complete utilities can be highly capable, while an older or partially developed estate may offer little beyond serviced land.
Unlike IMT, the label does not by itself specify a particular master-plan scope, minimum acreage, cluster strategy or service standard. Estate management may be centralised, split among several agencies or handled through an association of occupiers. Some estates are designed for one sector; others host unrelated manufacturers.
What is the difference between an IMT and an industrial estate?
The safest distinction is that an IMT normally communicates a more deliberate, infrastructure-led and integrated planning ambition, whereas industrial estate is the wider category. The names can overlap in practice. Compare the following characteristics before treating one label as superior.

First identify the organisation that acquires or assembles land, approves the layout, allots plots, operates utilities and enforces building or environmental rules. In Haryana, the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) is the nodal agency for industrial infrastructure. The state’s Make in Haryana Industrial Policy 2025 groups Industrial Model Townships and Industrial Estates within HSIIDC’s estate-management framework. This shows that they are related administrative categories, not wholly separate land uses.
Elsewhere in India, an IMT may be a state-government project, a public-private development or a planning designation used in a particular scheme. The project notification, development agreement and allotment terms matter more than the title printed on a brochure.
Master-plan scope
An IMT master plan normally coordinates industrial plots with utility corridors, transport links, logistics areas, common services, environmental systems and sometimes social infrastructure. A regular estate may have the same elements, but the term alone does not tell you how comprehensively they were integrated or whether all phases were planned together.

Infrastructure readiness
Ask what is physically commissioned at the plot boundary, not merely shown on a plan. Roads, substations, water mains, sewerage, storm-water drainage, common effluent treatment, solid-waste handling, fibre connectivity and street lighting can be at different stages. An IMT under expansion may have a stronger ultimate design but less immediately usable infrastructure than an older estate.

Many IMTs are selected for strategic access to expressways, railways, dedicated freight corridors, ports, airports and labour markets. That positioning can reduce inbound material and outbound product costs for high-volume manufacturers. An industrial estate may also have excellent access, but connectivity is a site attribute to verify rather than an automatic consequence of the label.
Occupier mix and clustering
An IMT can be multi-sector, sector-specific or anchor-led, with supplier and ancillary units arranged around a large manufacturer. Clustering can shorten supply chains and support shared testing, warehousing or treatment facilities. A general estate may host a more varied mix without a formal cluster strategy; that can be useful for diversified businesses but may provide fewer industry-specific services.
Management and services
Integrated developments often provide a single estate manager, a service centre or coordinated systems for clearances, utility connections, maintenance and grievance handling. In a conventional estate, responsibilities may be distributed among the industrial authority, local bodies, utility companies and an occupier association. The difference affects how quickly a company can resolve outages, road damage, drainage problems or permit questions.
Is an IMT a legal category everywhere in India?
No single, exhaustive current statute defines IMT identically across India. The expression is especially prominent in Haryana and in particular state or project contexts. Its legal effect depends on the notification, policy, development agreement and allotment conditions issued by the relevant authority.

A historical national reference is the Government of India’s Industrial Park Scheme, 1999. Under that scheme’s definition of an industrial model town, a project had to cover at least 1,000 acres, provide for at least 50 industrial units, reserve at least 66% of allocable area for industrial use and invest at least 50% of total project cost in infrastructure. Those were criteria for that 1999 scheme; they are not universal present-day requirements for every project called an IMT.

Haryana’s 2006 policy on private and public-private development treated IMTs as large industrial-infrastructure projects that could involve state-assisted land assembly. It also referred to obligations for roads, street lighting, drainage, sewage, drinking water, power and related social infrastructure in affected or relocated settlements. Such obligations arise from the applicable policy and agreement, not from the acronym alone.
What facilities are available in an IMT?
Facilities differ by site and phase. A township-level plan can include the following systems, but you should obtain commissioning dates and capacity statements for the specific sector or plot.
- Transport: internal roads, truck routes, turning areas, parking, freight links and connections to expressways, rail, ports or airports.
- Utilities: power substations and distribution, potable and industrial water, underground utility corridors, sewerage, storm-water drainage and telecommunications.
- Environmental systems: common effluent treatment, recycled water, waste collection, monitoring and green buffers where required by the project.
- Digital and operational services: online applications, utility metering, security, emergency response, command-and-control functions or a central service centre.
- Business support: warehouses, testing or common-production facilities, maintenance services and space for suppliers or ancillary units.
- Worker and community support: housing, transport, health, training, retail or other social facilities where the approved master plan includes them.
A Maharashtra government industrial-township example illustrates the highest level of integration: roads, underground power and water, recycled water, sewage and effluent treatment, digital systems, command-and-control functions and road, rail and air connectivity. It is an example of what township planning can look like, not evidence that every Haryana IMT has the same facilities.
Which IMTs are operating in Haryana?
Haryana is the clearest current Indian example of the term. The state’s Make in Haryana Industrial Policy 2025 says HSIIDC has developed 31 Industrial Model Townships and Industrial Estates covering approximately 28,540 acres. Because that figure combines both categories, it should not be read as a count of 31 IMTs alone.
A Haryana government release dated September 28, 2026 reported six major IMTs with these approximate areas:
| IMT | Area reported |
|---|---|
| Manesar | Approximately 4,000 acres |
| Bawal | Approximately 3,300 acres |
| Rohtak | Approximately 3,600 acres |
| Sohna | Approximately 1,500 acres |
| Faridabad | Approximately 1,800 acres |
| Kharkhoda | More than 3,200 acres |
The same release described proposed expansions and ten additional IMTs. Area, occupancy and expansion figures can change as land is assembled and phases are commissioned, so a company evaluating a site should request the latest authority-issued layout, availability schedule and infrastructure status.

Is an IMT better for a factory than a regular industrial estate?
Neither label wins automatically. An IMT is usually the better fit when a factory depends on high-capacity utilities, freight efficiency, supplier clustering or one-stop estate management. A regular estate may be the better choice when a mature location has immediately available plots, proven utility reliability, suitable neighbours and lower development uncertainty.
Choose an IMT when you need
- Large or expandable land parcels within a coordinated master plan.
- Access to anchor customers, suppliers or a sector cluster.
- Freight connections that support frequent or heavy shipments.
- Common environmental, testing, warehousing or digital services.
- A single authority or service centre for estate-level issues.
Choose an industrial estate when you value
- Existing occupancy and operating infrastructure over a long-term vision.
- A location that already matches your workforce and supplier network.
- Flexibility to operate among unrelated industries.
- Lower exposure to delays in later master-plan phases.
- Clear, independently verified utility capacity at an available plot.
Make the decision from site evidence: connection letters, road access, water and power capacity, effluent requirements, development-phase maps, allotment rules, taxes or charges, and the authority’s maintenance responsibilities. A well-run conventional estate can outperform a new IMT for a business that must start production quickly.
How should a company compare two sites?
Use the following due-diligence sequence before signing an allotment or lease. It separates the development model from the conditions your factory will actually receive.
- Confirm authority and title: obtain the issuing authority’s notification, layout approval, allotment terms and the entity responsible for operation.
- Map the development phase: mark the exact plot on the latest plan and distinguish operational, under-construction and proposed roads, utilities and common facilities.
- Validate utility capacity: request written figures for sanctioned power, voltage, water source and pressure, sewerage, storm-water discharge and effluent-treatment limits.
- Check logistics: calculate practical travel routes for trucks, rail sidings, airports, ports and nearby labour markets rather than relying on a distance claim in promotional material.
- Review environmental and safety duties: identify consent requirements, hazardous-material rules, emergency response, waste handling and responsibilities for common treatment systems.
- Price the full occupancy cost: include land or lease charges, development fees, utility connection, common-service, maintenance, security, treatment and transport costs. Confirm which charges recur and which are one-time.
- Test governance on paper: read service-level provisions, outage procedures, complaint channels, construction deadlines, transfer restrictions and remedies if shared facilities are delayed.
- Match neighbours to your process: verify zoning and permitted industries so that noise, emissions, hazardous materials or traffic from adjacent units will not conflict with production.
What can go wrong when the label is trusted too much?
A proposed IMT may still be assembling land or commissioning utilities, while an older estate may have roads and power but inadequate drainage or treatment capacity. Maps can show future infrastructure that is not yet connected to a plot. Cluster language can also overstate the number of operating suppliers. Confirm every material assumption with current authority documents and site-specific connection commitments.
Another risk is assuming that “township” includes housing, schools or healthcare. Those facilities are optional elements of a plan unless the approved project documents say otherwise. Likewise, a regular estate is not automatically inferior: its operational record, occupancy, maintenance budget and utility uptime may be stronger than those of a newer project.

Frequently asked questions
Can a small or medium-sized business locate in an IMT?
Often yes, provided the authority offers plot sizes, sheds or plug-and-play units that match the business. Eligibility, minimum investment, sector rules and allotment procedures are set by the individual project, so a small manufacturer should check the current scheme rather than infer access from the township label.
Does an IMT guarantee uninterrupted electricity and water?
No. Integrated planning can provide better-coordinated networks, but reliability depends on commissioned capacity, the external grid or water source, maintenance and the plot’s connection. Ask for recent capacity and outage information from the estate manager and the relevant utility.
How can I tell whether an IMT is operational or still planned?
Request the latest phase plan, completion certificates or commissioning records for roads and utilities, plus a written plot-connection schedule. Occupancy permits, functioning treatment plants and active neighbouring units are stronger evidence of operation than a master-plan rendering.
Are industrial estates allowed to have shared treatment and digital services?
Yes. Those features are not reserved for IMTs; a conventional estate can add common effluent treatment, recycled water, online approvals or a central management office. The distinction is that the industrial-estate label does not tell you whether such systems exist or how comprehensively they were planned.
Does the 1,000-acre rule still apply to every IMT?
No. The 1,000-acre, 50-unit, 66% industrial-use and 50% infrastructure-investment figures belong to the Government of India’s Industrial Park Scheme, 1999. Treat them as historical scheme criteria unless a current project document expressly adopts them.
Frequently Asked Questions
Can an IMT include residential housing for workers?
It can, but only where the approved master plan and local rules provide for residential or social infrastructure. The word township alone does not create a housing entitlement or guarantee that homes will be available near a factory.
Who maintains roads and common utilities inside an industrial estate?
The responsible party may be the state industrial corporation, a private developer, a local authority or an occupier association. Read the allotment and service agreements to identify maintenance boundaries and payment obligations.
Are IMT plots always more expensive than estate plots?
The available evidence does not support a universal price ranking. Land cost, location, development phase, utility charges, plot size and authority policy determine the total cost, so compare complete occupancy costs rather than the category name.
Can an industrial estate be converted into an IMT?
A site may be expanded or reclassified under a new master plan, but that requires the relevant authority’s approvals and infrastructure investment. Existing occupiers should check how any redevelopment affects leases, access, utility charges and compliance duties.
