Neither hyperscale nor colocation is automatically cheaper. Hyperscale describes scale and operating approach; colocation describes where customer equipment is hosted and who operates the facility. They are not mutually exclusive: a colocation facility can host a hyperscale company. To choose between models, compare the same workload, capacity, utilization, location, power needs, control boundary, and operating responsibilities—not just a facility price or a cloud bill.

What “hyperscale” and “colocation” actually describe

These terms answer different questions. Hyperscale describes the scale and operating approach of a data-center environment. Colocation describes a hosting arrangement: a customer places its equipment in a facility operated by another party. One is about how an environment is organized and run; the other is about where equipment is hosted and who operates the site.

That distinction matters when evaluating costs and control. “Hyperscale versus colocation” can sound like a choice between two opposing facility types, but it is not a clean either-or comparison. A hyperscale company may use a colocation facility. Uptime Institute reported that 62% of surveyed colocation facilities hosted hyperscale technology companies in its 2025 Global Data Center Survey (n=151). The survey report establishes that the arrangements can overlap; it does not mean every colocation site is built or operated as a hyperscale facility.

Hyperscale

In this comparison, hyperscale refers to a large-scale data-center environment and its operating approach. The term does not, by itself, tell you whether your organization owns the building, leases capacity, buys a service, or runs a particular workload there. Nor does it specify a universal threshold for facility size or a standard price.

Colocation

With colocation, an organization hosts its own equipment in a third-party facility. The provider operates the facility, while the customer’s responsibilities and rights depend on the contract and services purchased. Colocation is therefore not a promise that the customer controls every part of the environment. A customer may retain important equipment choices while relying on the provider for facility operations; the exact boundary must be established for the deal under consideration.

Public cloud is a separate comparison

Public cloud should not be treated as another name for hyperscale or colocation. It is a distinct procurement and operating arrangement. A cloud service may run in large data centers, but the customer is purchasing cloud services rather than simply choosing between operating a facility and hosting owned equipment in colocation. Compare cloud with those facility models only by defining equivalent workload outcomes and responsibilities.

Is hyperscale cheaper than colocation?

There is no universal cost winner in the available survey evidence. Uptime Institute’s 2025 Data Center Spending Survey asked industry respondents about relative workload-provisioning costs, but the answers split rather than establishing a general rule. Among 231 respondents to the own-data-center versus colocation question, 42% said workload provisioning was cheaper in their own data center and 28% said it was cheaper in colocation. Those figures describe respondents’ views, not a matched engineering cost study—and “own data center” should not be relabeled “hyperscale.”

The same survey asked a separate group about colocation versus public cloud. Among 154 respondents, 47% said colocation was cheaper for workload provisioning and 29% said public cloud was cheaper. The survey ran September 22–October 31, 2025, and had 850 respondents overall; the smaller sample sizes apply to these individual questions, not the full survey. Uptime Institute’s cost-comparison summary reports respondent impressions, not a universal price comparison or a forecast for a particular organization.

Own data center vs. colocation Own data center: 42% Colocation: 28% n=231
Colocation vs. public cloud Colocation: 47% Public cloud: 29% n=154

In both comparisons, the reported shares do not add up to 100%; the table shows only the options and percentages stated in the survey summary. The figures are useful evidence that organizations reach different conclusions, not proof that a particular model will save money. Costs vary with workload, geography, scale, utilization, power prices, contract terms, and who performs the work.

How to make an apples-to-apples cost comparison

Start with an actual workload and define what “the same service” means. A comparison is misleading if one option includes the capacity, availability, connectivity, or operations that the other leaves out. Set a common planning period and compare the capacity needed at the utilization you realistically expect—not just the maximum hardware footprint or the price of an isolated resource.

Include the full cost boundary

  • Capacity and facility charges: Include capital expenditure or lease charges for an owned environment, or the relevant colocation charges for hosted equipment. Make sure the amount corresponds to the required capacity and timing.
  • Power and cooling: Account for energy use and applicable power charges. Do not assume a facility-efficiency figure directly determines your total bill.
  • Hardware lifecycle: Include equipment acquisition and the lifecycle costs relevant to the comparison. If one option shifts a responsibility to a provider, record that change instead of silently omitting the cost.
  • Network and connectivity: Include the connections needed for the workload and compare equivalent network requirements across options.
  • People and maintenance: Account for staffing, maintenance, and the operational work your organization retains. The cost is not just the equipment or facility invoice.
  • Migration and resilience: Include migration work and the resilience costs relevant to the service you need. Identify which party handles design, maintenance, and incident response at each layer.

These categories are a comparison framework, not a claim that every contract charges for them in the same way. Uptime Institute’s 2025 survey identifies cost, capacity planning, power availability, energy performance, supply-chain constraints, and staffing among current industry concerns. Those constraints can affect both the cost and the feasibility of a choice.

Use utilization, not nameplate capacity alone

Two options that provide the same maximum capacity may have different economics if one is used steadily and the other is lightly loaded or needed only briefly. State the workload’s expected utilization and capacity profile, then apply those assumptions consistently. If demand is uncertain, compare more than one plausible utilization case rather than presenting a single figure as a guaranteed outcome.

Treat PUE as one input

Power usage effectiveness (PUE) is a facility energy-efficiency tracking metric, not a complete measure of workload cost or performance. Uptime Institute reported a weighted average annual PUE of 1.54 in its 2025 Global Data Center Survey (n=681). That is a survey result across respondents, not a prediction for an individual facility or an energy price. A lower facility PUE alone does not establish lower total cost: the workload’s energy demand, power price, utilization, and other costs still matter. The 2025 survey report describes PUE as an energy-efficiency metric.

What control do you keep with colocation?

Colocation does not have one universal control boundary. In a typical arrangement, the customer places its own equipment in a third-party facility, but the division of responsibility for equipment, facility operations, access, connectivity, and support is determined by the services and contract. Avoid assuming that “customer-owned equipment” means complete control, or that a provider-operated facility means the provider manages every technology layer.

For each candidate arrangement, write down what control means for your organization and establish who has authority and responsibility for each item:

  • Servers and other equipment: Who selects, owns, configures, maintains, and replaces the hardware?
  • Facility: Who operates and maintains the site and its supporting infrastructure?
  • Network: Which party chooses or manages the connections and associated services your workload needs?
  • Operations: Who monitors each layer, responds to failures, coordinates repairs, and communicates status?
  • Cloud or managed services: If services are layered on top of hosted equipment, who operates those services and what remains your team’s responsibility?

These are contract questions, not guaranteed properties of colocation as a category. A useful comparison makes the boundary explicit instead of using a vague “more control” claim. The same discipline applies to an owned environment: ownership does not remove the need to assign operational work, staffing, maintenance, and incident response.

Capacity, power, location, and timing can decide the choice

A theoretically attractive model is not useful if it cannot deliver the required capacity and power at the right location and schedule. Before comparing prices, confirm that each option can meet the workload’s capacity profile and that the necessary power is available when needed. Uptime Institute’s 2025 survey highlights capacity planning and power availability as industry concerns; it also identifies equipment supply-chain and staffing issues. These can constrain a build, a colocation deployment, or a move between arrangements.

Location also shapes the practical comparison. Define where the workload needs to run and what connectivity it requires, then ask whether each option can serve that location on the needed timeline. Do not infer availability from a provider’s scale or from a model label. Confirm the actual capacity and delivery terms for the specific site and contract.

Timing matters because a cost model that assumes capacity is ready immediately may not describe an option that depends on a future build, equipment delivery, or contract start date. When comparing alternatives, write down the required in-service date and test whether the proposed capacity, power, and people can be in place by then. If timing differs, identify the operational and financial consequences rather than treating the options as interchangeable.

Resilience still requires clear operating responsibility

Moving equipment into a third-party facility does not remove all operational risk. In Uptime Institute’s 2025 Global Data Center Survey, 50% of respondents reported at least one impactful facility outage during the preceding three years (n=754). This is a survey result, not a prediction that a particular facility will experience an outage, and it does not establish that any one hosting model is more resilient than another.

Use the comparison to map responsibilities across facility, equipment, network, and service layers. For each layer, establish who designs for failure, who maintains it, who detects a problem, who acts, and how the customer is informed. A contract and operating plan should make the handoffs understandable, especially where the provider operates the facility but the customer operates its equipment or workload. Resilience depends on the requirements and responsibilities in the arrangement, not merely its label.

A practical evaluation sequence

Use the following sequence before selecting or renewing an arrangement. It keeps the decision grounded in the workload and exposes assumptions that can otherwise make a cost comparison unreliable.

  1. Define the workload: Record the capacity, utilization profile, location, power needs, connectivity, and required in-service timing. Specify the service outcome being compared so that each option is being evaluated against the same need.
  2. Identify eligible arrangements: Separate facility scale and operating approach from the hosting arrangement. Determine whether you are assessing an owned environment, colocation for customer equipment, public cloud services, or a combination rather than treating the labels as mutually exclusive.
  3. Confirm capacity and delivery: For each candidate, verify that capacity and power can be delivered at the target location and by the required date. Record constraints tied to planning, staffing, or equipment supply.
  4. Map control and responsibility: Assign ownership and operational duties for equipment, facility, network, maintenance, monitoring, and incident response. Use contract terms and service descriptions to confirm the boundary.
  5. Build a common cost model: Include facility or lease costs, power, cooling, connectivity, hardware lifecycle, staffing, maintenance, migration, and resilience costs where relevant. Apply consistent workload capacity and utilization assumptions.
  6. Test efficiency in context: Use facility efficiency information such as PUE as one input, alongside actual workload energy use and power cost. Do not use PUE by itself as a proxy for total cost or performance.
  7. Compare scenarios and risks: Revisit the cost and delivery assessment under plausible utilization and timing assumptions. Check that incident responsibilities and resilience needs are covered for the workload.
  8. Choose the arrangement that fits the constraints: Make the decision against the organization’s actual workload, operating capability, timeline, and control requirements. Document the assumptions so that later changes in utilization, power, or capacity can trigger a meaningful review.

When each arrangement may fit

The evidence does not establish a universal winner, so the practical distinction is what the organization needs to own, operate, and source. Consider an owned, large-scale environment when the organization’s scale and operating approach make that a deliberate fit and it can account for capacity, power, staffing, equipment, and facility responsibilities. Consider colocation when hosting customer equipment in a third-party facility fits the required location and timing and the contract provides an acceptable division of facility and equipment responsibilities.

Public cloud belongs in the decision when the organization is evaluating cloud services as a procurement and operating arrangement. It should be compared on the same workload outcome and cost boundary, not assumed to be equivalent to either an owned facility or colocation. A hybrid answer may be more appropriate than forcing all workloads into one model; the workload-by-workload comparison should show why.

Uptime Institute’s survey results support caution about sweeping claims: respondents gave different cost answers across data-center, colocation, and cloud comparisons, while capacity, power, efficiency, staffing, and outages remain material concerns. They do not supply the workload-specific inputs needed to decide a particular organization’s case. The decision therefore belongs to a defined workload and a fully stated set of assumptions.
