Hurricane watch vs. warning at a glance

The National Weather Service defines hurricane-force winds as sustained winds of at least 74 mph. The timing and definitions are explained in the NWS Watch/Warning/Advisory Definitions and Tropical Definitions.
Why the watch and warning lead times may seem early
The 48-hour and 36-hour time frames are generally measured ahead of anticipated tropical-storm-force winds—not the moment hurricane-force winds are expected to begin. Once tropical-storm-force winds arrive, outdoor preparation can become difficult or dangerous. The NWS describes this lead time in its tropical definitions.
“Possible” and “expected” apply to conditions somewhere in the specified alert area. They do not mean every location inside that area will experience the same weather or impacts. See the NWS explanation of hurricane and tropical-storm alerts.

What to do during a hurricane watch
Use the watch period to prepare, stay informed, and be ready to act if conditions or local instructions change.
- Bring loose outdoor items inside or secure them.
- Prepare emergency supplies and check that you have battery-powered flashlights and a way to receive official updates, such as a battery-powered radio.
- Monitor official bulletins through available channels, including radio, television, and phone alerts.
- Know your evacuation route and possible shelter options before conditions worsen.
- Be ready to leave if local officials issue an evacuation order.

What to do during a hurricane warning
Act promptly: complete any remaining preparations, move to a sturdy shelter, and follow official instructions for your location. If local authorities order you to evacuate, do so; do not wait for an alert label to change.
A hurricane warning is not, by itself, a universal evacuation order. Evacuation decisions are location-specific and come from local officials. Check the NWS guidance on hurricane alerts and local instructions, and keep monitoring updates as conditions evolve.

Flood alerts are separate from wind alerts
A hurricane watch or warning focuses on hurricane-force winds, but a storm can also bring storm surge, coastal flooding, or river flooding. Those hazards may have separate alerts. A storm surge warning signals dangerous, life-threatening coastal inundation; check local evacuation orders and follow them. The NWS explains these alert products in its hurricane watches, warnings, advisories, and outlooks guidance.
A hurricane warning can remain in effect after winds fall below hurricane force if dangerously high water or waves continue, according to the NWS alert definitions. Do not assume it is safe to leave shelter simply because the strongest winds have passed; wait for official updates.

How to make the decision
- Check the alert and the area it covers. Use official updates to confirm whether your location is inside the watch or warning area.
- During a watch, prepare while it is safe. Secure items, ready supplies, and establish how you will receive updates.
- During a warning, prioritize shelter and instructions. Take shelter or evacuate as local officials direct.
- Keep checking for flood hazards and changing orders. Wind alerts do not describe every threat, and local directions take precedence for your location.
