Do not issue a VPN account, SaaS invitation, or privileged role until you have completed a documented identity-and-location check. The defensible sequence is: classify the risk, proof the contractor’s identity with an assurance level appropriate to the systems involved, validate the evidence and bind it to the live person, confirm an authoritative work address or location signal, enroll strong multifactor authentication, check the device and connection, grant only the minimum access, and keep verifying until the contract ends.

Why identity and work location are separate checks

A contractor can present a genuine identity document and still work from an unapproved country, a shared computer, or a location outside your contract and data-protection terms. Conversely, an approved address does not prove that the person requesting access is the named contractor. Treat the checks as two linked decisions:

  • Identity: Is this applicant the individual named in the contract, and is the evidence authentic and current?
  • Location: Is the person working from an address or jurisdiction your organization has authorized?
  • Access context: Is the device, network, time, and behavior consistent with the approved use?

NIST describes identity proofing as a sequence of resolution, validation, verification, and enrollment in SP 800-63-4. Complete those stages before relying on a contractor’s account, then apply access controls that continue to test the person and context during the session.

1. Classify the risk and choose an assurance level

Start with a written risk decision rather than a one-size-fits-all checklist. The owner of each system should record the factors below and select the identity-assurance level, device requirements, and approval path that follow from them.

Risk factor Questions to answer Typical control consequence
Data sensitivity Will the contractor see personal data, source code, payment information, regulated records, or confidential plans? Higher proofing assurance, managed device, stronger MFA, tighter logging, and shorter review intervals.
Privilege Can the account change production systems, create users, export data, or approve transactions? Separate privileged identity, just-in-time elevation, dual approval, and session monitoring.
Contract and role Is the work short-term, recurring, subcontracted, or likely to change? Set an explicit expiry date and require reapproval after a role or employer change.
Jurisdiction Do contracts, export controls, privacy laws, or customer commitments restrict where work may occur? Require authoritative location evidence and block unapproved countries or regions.
Operational exposure Will access be available from unmanaged networks or outside business hours? Use device-compliance gates, risk-based authentication, and alerts for unusual context.

Document who can approve an exception, what compensating controls are required, and when the exception expires. An exception without an owner and end date becomes a permanent bypass.

2. Resolve the claimed identity

Collect the contractor’s legal name and the core attributes your policy requires, such as date of birth or a unique identifier where legally appropriate. Match those attributes to the contract, purchase order, staffing record, and the identity account you will create. Use only the minimum data needed for the assurance level and retain it under your privacy and retention rules.

Identity proofing has four distinct outcomes:

  1. Resolution: Establish that the claimed identity is unique in your records and distinguish it from people with similar names.
  2. Validation: Check that the identity evidence is genuine, current, unaltered, and issued by an acceptable authority.
  3. Verification: Establish that the live applicant controls the evidence and is the person it describes.
  4. Enrollment: Bind the verified identity to an account and its authenticators.

NIST explains the purpose in SP 800-63A-4: “During the process of identity proofing, an applicant provides evidence to a credential service provider (CSP) reliably identifying themselves, thereby allowing the CSP to assert that identification at a useful identity assurance level.” Record the assurance level reached, the evidence types used, the date, the operator or workflow that approved it, and any unresolved discrepancy.

3. Validate evidence and bind it to the person

Evidence validation should test authenticity and tamper resistance; verification should connect that evidence to the applicant who is present. A document upload by itself does neither. Use a proofing workflow that checks document integrity, captures the required attributes, and applies a live-person check appropriate to the risk.

Proofing mode How it works Strengths Trade-offs and controls
Remote attended A trained agent conducts a secure video session, inspects the evidence, and resolves exceptions in real time. Human judgment helps with unusual documents, accessibility needs, and ambiguous cases. Requires staff scheduling, consistent scripts, quality assurance, and secure recording or notes. Agent decisions should be auditable.
Remote unattended An automated workflow captures evidence and performs document, biometric, or liveness checks without an agent. Fast, scalable, and available outside business hours. Edge cases can fail silently; test accessibility, spoof resistance, supported countries, data handling, and a path to human review.

Choose the mode according to fraud risk, accessibility, geographic coverage, staffing, and cost. Do not claim that automation or a video call alone establishes a particular assurance level; the complete control set and your documented policy determine that outcome.

What to record during proofing

  • Evidence type, issuing authority, expiration status, and the attributes extracted.
  • How authenticity and alteration checks were performed.
  • How the live applicant was matched to the evidence, including liveness or agent observations.
  • Exceptions, failed attempts, reviewer decisions, and the reason for approval or rejection.
  • Consent, data-retention period, access to proofing records, and deletion or redaction procedures.

Limit copies of identity documents to personnel and systems that need them. Store proofing results and decision logs separately from ordinary help-desk notes, encrypt them, and define who may export them.

4. Confirm the contractor’s work location

A self-asserted home address is a lead, not proof. Confirm the location with an address-of-record or another authoritative signal that your policy accepts, and capture the date and source. If the contractor will work while traveling, define whether temporary locations are allowed and how they must be reported.

Method Reliability and coverage Privacy and speed considerations
Postal address of record Provides a durable, independently maintained location signal when the record is current and addressable. May exclude contractors without stable mail service or outside the issuing country; delivery adds time and exposes a physical address.
Validated phone or email Useful as a corroborating channel when the number or mailbox is already tied to an authoritative record. Contact details can be forwarded, recycled, or controlled by an employer rather than the individual; do not treat an uncorroborated self-assertion as location proof.
Other authoritative records Can cover regions where postal methods are impractical if the record has a clear owner, provenance, and update process. Check legal basis, geographic coverage, freshness, and whether the record actually indicates the place where work occurs.

For remote IAL2 proofing, NIST’s implementation guidance requires a validated address and an enrollment code delivered to that address. Follow the details in NIST’s IAL2 remote proofing resource; do not substitute a screenshot, a VPN exit address, or a social-media profile.

Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts

Network geolocation can be a useful session signal, but it is not an authoritative address by itself. VPNs, corporate gateways, mobile networks, and privacy services can make the apparent source differ from the physical workplace. Use location signals to trigger step-up verification or a review, not to silently rewrite the approved address.

5. Enroll strong multifactor authentication before access

Enroll the authenticator only after identity proofing and address confirmation. Bind it to the verified account, record who issued it and when, and provide a controlled recovery and revocation process. A FIDO2/WebAuthn hardware security key is a concrete phishing-resistant physical option for contractors who use many systems or work from higher-risk environments.

Authenticator Phishing resistance Recovery and administration Device support
FIDO2/WebAuthn hardware key Strong when the service validates the origin and the key is protected from export. Issue a spare or an approved replacement path; record serial or inventory data, revocation, and loss reporting. Requires compatible browsers, ports, or NFC and a tested enrollment flow.
Platform authenticator Can provide strong protection when backed by the device’s secure hardware and configured correctly. Recovery depends on the device platform and account-recovery controls; verify what happens when the contractor replaces or resets the device. Convenient on supported laptops and phones, but coverage varies by operating system and browser.
Other approved MFA Protection varies by method and implementation; assess resistance to phishing, replay, and number-porting attacks. Document enrollment, reset, help-desk verification, and emergency revocation. May support older systems but can add contractor friction or weaker assurance.

Apply the authenticator and lifecycle requirements in NIST’s digital identity guidance. Never let a help-desk reset become an easier route into the account than the original proofing process.

6. Check the device and connection

Identity proofing does not make an unknown computer safe. Where feasible, require a managed or demonstrably compliant device. Before issuing access, check the controls that matter to the system:

  • Screen-lock, local-account, browser, and removable-media policies appropriate to the data.
  • No active indicators of compromise, debugging, or unauthorized remote-control software.
  • Network protections such as secure DNS, approved gateways, and split-tunnel rules where your architecture requires them.

NIST’s telework and remote-access guidance addresses enterprise remote access and bring-your-own-device risks. If a contractor must use a personal device, define the minimum posture, what telemetry is collected, which data may be cached locally, and how the organization can revoke sessions without inspecting unrelated personal content.

Evaluate context at sign-in and during the session: connection location, time, device health, behavior, and unusual access patterns. A single signal should normally cause a step-up challenge or review rather than an automatic accusation; combine signals with the risk of the requested action.

7. Grant least privilege and verify continuously

Create the smallest role that lets the contractor perform the contracted task. Separate read, write, export, and administration rights. Time-limit elevated permissions, require a named approver, and make the expiration visible to both the manager and the access system.

Use zero-trust policy so that a successful login is not treated as permanent trust. NIST states in SP 1800-35: “ZTA limits these threats by performing continual verification of a subject’s identity and authorization to access a resource.” In practice, that means reevaluating the account, authenticator, device posture, location, and requested resource throughout the engagement.

8. Revoke access promptly

Connect the account’s expiry to the contract record rather than relying on a calendar reminder. Revoke access when any of these events occurs:

  • The contract or statement of work ends.
  • The contractor changes role, employer, or required systems.
  • Identity or location cannot be re-verified, or a required document expires.
  • The approved work location changes without authorization.
  • The device fails compliance, the authenticator is lost, or suspicious activity is confirmed.
  • An exception or temporary elevation reaches its end date.

Disable federated sessions, API tokens, SSH keys, cached credentials, and recovery methods, not just the primary password. Recover or invalidate issued hardware keys according to your inventory policy, preserve the audit record, and document who confirmed completion.

A practical pre-access workflow

  1. Before inviting the contractor: Identify systems, data, privileges, jurisdictions, contract dates, and the approving owner. Set the required assurance and device posture.
  2. Collect and resolve attributes: Match the legal name and required attributes to the contract and create no account yet.
  3. Run proofing: Use an attended or unattended workflow that validates evidence and verifies the live applicant. Record results and exceptions.
  4. Confirm location: Obtain an authoritative address or approved location signal. For an IAL2 remote process, deliver the enrollment code to the validated address as specified by NIST.
  5. Enroll MFA: Bind a suitable authenticator, test sign-in, record recovery, and retain a revocation path.
  6. Check the endpoint: Confirm patching, encryption, endpoint protection, and required network controls before allowing the connection.
  7. Grant access: Assign the minimum role, set an expiry tied to the contract, and require approval for any elevation.
  8. Monitor: Reevaluate identity, device, location, and behavior during sessions; investigate anomalies and apply step-up controls.
  9. Close out: Revoke every access artifact at the earliest trigger, verify completion, and retain the required records.

Federal-contract requirements

For covered federal contracts, FAR 4.1301 requires agencies to follow FIPS 201 and applicable OMB guidance for affected contractor and subcontractor personnel when performance requires routine physical access to a federally controlled facility or routine access to a federally controlled information system. The agency must designate an official responsible for verifying contractor identity. Confirm with the contracting officer whether the clause applies to your work; do not assume that every commercial contractor relationship is covered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

FIPS 201 requirements call for secure and reliable identification based on sound identity verification, resistance to identity fraud and tampering, rapid electronic authentication, and issuance by accredited providers. Your commercial workflow may use different credentials, but it should meet the assurance and audit expectations that your contract and system owner require.

Common failure modes and fixes

Symptom Likely cause Corrective action
Name or birth-date mismatch Transcription error, legal-name change, or records belonging to different people. Pause enrollment, obtain documented clarification through the approved proofing channel, and have the system owner approve any corrected attribute.
Document passes upload but liveness fails Camera, lighting, accessibility issue, spoof attempt, or unsupported document. Offer the defined attended-review path; do not waive the live-person check without a recorded exception and compensating control.
No acceptable location evidence Unstable residence, unsupported country, or a self-asserted address with no authoritative record. Keep access blocked, identify an approved evidence source, or obtain a documented business exception before proceeding.
Contractor loses the MFA key Missing recovery procedure or unreported loss. Revoke the lost authenticator immediately, re-verify the person at the required assurance level, then enroll a replacement.
Device fails compliance Unpatched operating system, disabled endpoint protection, encryption failure, or telemetry outage. Deny or suspend access until remediation is verified; provide a managed-device alternative where available.
Unexpected country or travel Approved location changed, corporate egress obscures geography, or account compromise. Step up verification, compare travel and gateway records, confirm the current work location, and suspend access if the discrepancy remains.
Manager requests an urgent bypass Operational pressure has replaced the approval process. Use the documented exception owner, scope, compensating controls, and short expiry; never create an untracked permanent account.

What an audit-ready record contains

Keep one evidence trail that a different reviewer can understand without contacting the original operator. It should show:

  • Contractor identity, contract or work-order reference, role, systems, and approving owner.
  • Assurance level selected and the risk factors that justified it.
  • Proofing method, evidence checks, verification outcome, timestamps, reviewer or workflow identifier, and exception decisions.
  • Location source, validation date, approved countries or regions, and any travel or relocation rules.
  • Authenticator type, issuance and recovery events, device identifier where appropriate, and revocation status.
  • Device-compliance results, contextual alerts, access grants, elevations, reviews, and final deprovisioning confirmation.

Protect this record as sensitive personal information, limit retention to a documented business or legal need, and make deletion responsibilities explicit.
