You can use a Mexican Telcel, Movistar, or other compatible SIM in a phone bought elsewhere only after the original carrier removes its network lock. First identify the phone with its IMEI, confirm that the device is paid off and eligible, request the unlock through the original carrier, then insert a Mexican physical SIM or install a Mexican eSIM. Calls, text messages, and data will work only if the phone also supports the Mexican carrier’s network bands and configuration.
An unlock changes the carrier restriction; it does not guarantee coverage, roaming, or compatibility in every part of Mexico. Imported phones remain subject to the original carrier’s unlocking rules, while devices sold under Mexico’s regulatory framework may have additional consumer protections.
What you need before changing SIMs
Prepare these details before contacting a carrier or buying a Mexican SIM:

- The phone’s exact model and storage variant.
- The 15-digit IMEI.
- The original carrier that sold or financed the phone.
- Proof that the device is paid off or that its contract requirement has ended.
- Your destination in Mexico and whether you need calls and SMS, data only, or both.
- Whether the phone has a removable SIM tray, eSIM support, or both.
The exact Mexican carrier, coverage, APN settings, plan, price, and LTE/5G band support cannot be selected reliably without the model, original carrier, destination, and intended use. Check the chosen carrier’s current support information for your city or region before purchasing service.

Check whether the phone is already unlocked
Use a different SIM as a practical test
Movistar México recommends inserting a SIM from another company and testing all three services: calls, messages, and mobile data. If all three work, the phone is already unlocked. If the phone displays “SIM not supported,” “Network locked,” or a similar message, continue with the original carrier’s unlock process.
Check the software status
Some phones show a carrier-lock status in their settings. The label and path vary by manufacturer and operating-system version, so treat the message as a clue rather than a substitute for a test with another SIM. A clean settings status does not prove that the phone supports the Mexican network’s frequencies.
Find and protect your IMEI
- Open the phone app and dial
*#06#. - Record the IMEI shown on screen. Telcel describes the IMEI used in its process as a 15-digit number.
- If the code does not work, check the SIM tray, the original box, or the device label; Telcel identifies those as alternative locations.
- Compare the displayed IMEI with the number on the packaging or tray. A mismatch should be resolved with the seller or original carrier before you request an unlock.
Keep the IMEI private. Submit it only through the original carrier’s official website, telephone channel, or customer center. Do not post it publicly or send it to an unofficial unlocking service.

Confirm that the device qualifies for unlocking
Paid-off and contract requirements
Carriers generally require the device to be paid in full. For a postpaid phone, that can mean completing the financing or fixed term without an outstanding balance. A prepaid or “recarga” device may follow a different eligibility route in the carrier’s unlock system. Ask the original carrier to confirm the exact condition attached to your model and account.

Lost, stolen, or duplicated IMEIs
An IMEI reported as stolen, lost, or duplicated can block an unlock. Telcel explicitly excludes those devices from its unlocking route. An IMEI rejection is not a reason to keep submitting forms; contact the original carrier and ask it to explain the device’s status.
Phones bought outside Mexico
If the phone was purchased from a US or other foreign carrier, start with that carrier. Mexican consumer-unlocking rules do not automatically override the foreign carrier’s financing or fraud controls. A phone can be legally unlocked and still fail on a Mexican network because its radio hardware lacks the required bands.
Mexican unlocking rights and timing
The Instituto Federal de Telecomunicaciones (IFT) stated in its 2023 lineamientos communication that a customer may request an unlock when a device was bought outright or its postpaid financing was paid off. The communication says, “El desbloqueo será gratuito” (“Unlocking will be free.”) It also sets a maximum of 24 hours for completing the unlock or supplying the code for an eligible device.
The IFT right is framed around connecting to another technically compatible mobile network. It does not require every Mexican carrier to support every phone model, and it does not solve missing LTE or 5G bands, unsupported eSIM hardware, or a faulty device. If the original carrier is outside Mexico, use that carrier’s own eligibility rules and support channel.

Request the unlock from the original carrier
- Identify the original carrier from the purchase receipt, account records, SIM branding, or the phone’s model information.
- Gather the IMEI, account details, proof of identity if requested, and evidence that the device is paid off or the term has ended.
- Open the carrier’s official unlock page, call its support line, or visit an official customer center.
- Submit the IMEI exactly as displayed. Do not alter digits or submit an IMEI from a different phone.
- Save the request number, confirmation message, and any unlock code.
- Follow the carrier’s activation instruction. Some Android phones accept a code after a different SIM is inserted; some iPhones complete the process after a carrier confirmation and a reset.
- Restart the phone, then test calls, SMS, and data with the Mexican SIM or eSIM.
Do not confuse an unlock with a factory reset, an operating-system update, or a change of APN. Those actions cannot remove a carrier lock by themselves.
Carrier-specific procedures
Telcel
Telcel’s policy dated 7 May 2025 states: “Todos los equipos terminales comercializados por Telcel se entregan desbloqueados” (“All terminal devices sold by Telcel are delivered unlocked”). A Telcel device sold on or after that date should therefore accept another compatible carrier’s SIM without a separate request.
For equipment sold before that date under a fixed-term plan, Telcel lists eligibility after the equipment is fully paid, the term ends without debt, or the specified early-termination condition has been met. Telcel says its process is free and may take up to 24 business hours. Devices reported stolen, lost, or duplicated are not eligible through that route.
Use *#06#, the SIM location, the box, or the device label to obtain the IMEI, and submit it only through Telcel’s official support channel. If a phone purchased from Telcel shows a lock after the eligibility conditions are met, ask support to verify the IMEI and the unlock status rather than trying an unofficial code.

Movistar México
Movistar describes different completion steps by operating system:

Movistar says the process is free. For postpaid phones, it validates that the device is paid in full or that the fixed term has ended. Its recarga route is also handled through the unlock system. Movistar describes a 24-hour handling period under its stated business-hour rules, so a request submitted outside those hours may not complete immediately.
Choose a physical Mexican SIM or eSIM

Using a physical SIM
- Power off the phone if the manufacturer recommends doing so before changing SIMs.
- Insert the Mexican SIM in the correct tray position.
- Power on and wait for the carrier name or signal indicator.
- Place a call, send an SMS, and open a webpage over mobile data.
- If data does not work, check that mobile data is assigned to the Mexican line and obtain the carrier’s current APN instructions.
Using a Mexican eSIM
Confirm eSIM support in the exact model, not merely the phone family. The device must also be unlocked and able to add another eSIM profile. Follow the Mexican carrier’s installation message or QR-code process exactly, then select the new line for mobile data and verify calls, SMS, and data if the plan includes them.

Verify Mexican network compatibility
Model and regional variant matter
Two phones with the same commercial name can use different radio hardware in different regions. Check the exact model number and compare its LTE and 5G bands with those used by the Mexican carrier at your destination. A successful unlock removes the software restriction but cannot add missing radio bands.
Coverage is location-specific
Coverage in Mexico varies by carrier and by destination. Confirm service for the towns, highways, rural areas, or border regions where you will actually use the phone. A plan that works in a major city may not provide the same service elsewhere.
Dual-SIM behavior
If you keep your original line active alongside the Mexican SIM or eSIM, check which line is selected for mobile data, calls, and SMS. Roaming on the original line can create charges even when the Mexican line is installed. The phone’s dual-SIM design may also limit which line can use 5G or data at a given time; consult the model’s documentation for those restrictions.
Troubleshoot common failures

A practical travel sequence
- At home, record the exact model and IMEI and identify the original carrier.
- Complete any remaining financing or contract obligation and request the official unlock.
- Wait for the carrier’s confirmation or unlock code before relying on Mexican service.
- Check the model’s Mexican LTE/5G compatibility and the destination’s coverage.
- Choose a physical SIM for the simplest test, or an eSIM if the phone supports it and you want to avoid swapping cards.
- Install the Mexican line, select it for mobile data, and test calls, SMS, and data before traveling away from reliable coverage.
- Keep the original SIM and its account details secure in case you need to restore the original line.
What cannot be determined without your phone details
No universal Mexican SIM, plan, APN value, price, or coverage choice fits every phone and destination. The correct answer depends on the original carrier, exact model variant, whether the device is paid off, eSIM support, the bands used at your destination, and whether you need voice service or data only. Provide those details to the Mexican carrier before activation so it can confirm eligibility and compatibility.
