Telegram ownership can be transferred only by the group’s current owner. An administrator cannot do it, even with every administrator permission enabled.
Before starting, make the recipient an administrator and confirm that the owner’s Two-Step Verification has been enabled for more than seven days. Telegram also requires the owner’s current login session on that device to be more than 24 hours old.
Requirements for transferring Telegram group ownership
Check these conditions before looking for the transfer option:

Telegram’s documented transfer method does not list Two-Step Verification on the recipient’s account as a requirement. It also does not state that the recipient must have been an administrator for seven days or that the owner’s account must be six months old.

Make the recipient an administrator first
If the person is still a regular member, promote them before attempting the transfer:
- Open the group.
- Tap or click the group name to open its profile.
- Open Administrators.
- Choose Add Administrator or the equivalent option.
- Select the person.
- Enable Add New Admins in their administrator rights.
- Save the changes.
Granting administrator status does not transfer ownership. It only makes the separate ownership-transfer control available to the current owner.
Transfer ownership on Telegram for Android or iPhone
The labels can vary slightly between Android and iOS, but the relevant screen is the selected administrator’s rights editor.

- Tap the group name at the top of the conversation.
- Tap the pencil or Edit button.
- Tap Administrators.
- Select the administrator who should become the owner.
- Open Edit Admin Rights, or the administrator-edit screen shown by your app.
- Make sure Add New Admins is enabled.
- Scroll down and tap Transfer Group Ownership.
- Read the warning, enter the current owner’s Two-Step Verification password, and confirm.
After confirmation, the selected administrator becomes the owner of the existing group. This is not a new group, so the conversation history and membership are not recreated or migrated.
Transfer ownership in Telegram Desktop or macOS
- Open the group in Telegram Desktop or macOS.
- Click the group’s three-dots menu.
- Select Manage Group.
- Open Administrators.
- Select the administrator who should receive ownership.
- Scroll through that administrator’s permissions until you find Transfer Group Ownership.
- Click the transfer option.
- Enter the current owner’s Two-Step Verification password and confirm the change.
Telegram’s desktop clients do not always place the controls in exactly the same spot. If the option is not visible, open the selected administrator’s rights screen rather than the general group-permissions screen.

What changes after the transfer?
- The selected administrator becomes the group owner.
- The former owner loses owner-level control.
- The former owner may remain an administrator, unless the new owner removes that role or Telegram changes the role as part of the transfer.
- The former owner cannot undo the change alone. The new owner must transfer ownership back.
- The group itself remains in place. The operation changes the creator/owner associated with the existing group rather than creating a replacement group.
- Messages, members, the group name, and invite links are not described as being migrated to a different group by Telegram’s ownership-transfer operation.
Do not confirm the transfer until both people understand the result. The new owner can control administrator roles and can remove the former owner’s administrator privileges.
Why “Transfer Group Ownership” is missing
The missing option usually indicates that one of Telegram’s eligibility checks has not passed. Work through this list:

- You are not the current owner. An administrator cannot initiate the transfer.
- The recipient is not an administrator. Promote the person first.
- Add New Admins is disabled. Open the recipient’s administrator rights and enable it.
- Two-Step Verification is too recent. It must have been enabled on the current owner’s account for more than seven days.
- The current session is too new. The owner must have been logged in on that device or session for more than 24 hours.
- You are viewing the wrong permissions screen. Select the intended administrator and open their individual rights editor.
Signing out, reinstalling Telegram, or switching to a newly logged-in device can create a session that is too fresh. Use the established session and wait until Telegram’s time requirement has passed.

Do not leave the group to transfer ownership
Leaving is not the same as using Transfer Group Ownership. Telegram’s service-message documentation describes a different pending-creator process when the existing creator leaves. In that situation, the new creator may become the owner after seven days if the former owner does not rejoin. Rejoining during that period can prevent the transition.
For a planned handover, use the explicit transfer control and confirm it with the current owner’s password. It is faster and avoids leaving ownership in a pending state.

Can ownership be transferred through a bot?
There is no Bot API command for transferring a group’s ownership. Telegram documents the operation through its MTProto method:
messages.editChatCreatorThe method takes the owned group, supergroup, or channel as peer, the recipient’s user_id, and the current owner’s Two-Step Verification password as an InputCheckPasswordSRP value. That is an implementation detail for MTProto clients, not a command that can be sent through a normal Telegram bot.

Can a Telegram administrator transfer group ownership?
No. Only the current owner can start the ownership transfer. An administrator can receive ownership, but cannot transfer it unless they first become the owner.
Does the recipient need Two-Step Verification enabled?
Telegram’s documented transfer method and current transfer requirements do not list Two-Step Verification on the recipient’s account as a requirement. The current owner must provide their own Two-Step Verification password.

Can the former owner take ownership back?
Not independently. The new owner must perform another ownership transfer and select the former owner.
Will the group’s messages and members disappear?
No. The transfer changes ownership of the existing group. It does not create a replacement group or require the messages and members to be migrated.
Why does Telegram say my session is too fresh?
The current Telegram session was created less than 24 hours ago. Use an older logged-in session or wait until the 24-hour period has passed.
