To tell whether a free VPN is safe to use, check who publishes it, what permissions it requests, what its privacy policy says it collects and shares, and whether its security claims have meaningful independent evidence. “Free” pricing, a “no logs” slogan, or an app-store listing is not proof of safety. A VPN routes your traffic through a server operated by its provider, so it shifts trust from your local network to that provider.
What a VPN protects—and what it does not
A VPN encrypts traffic between your device and the VPN server and makes websites see the server’s IP address rather than your device’s usual public IP address. The VPN provider operates that server, making its data practices and security important to your privacy. The Internet Society explains this protection boundary and the provider’s role: VPN privacy and security.
A VPN does not, by itself, establish that every online activity is safe. The protection described here concerns the connection to the VPN server; it does not make a provider trustworthy or prevent every form of tracking, phishing, or malware.
What to check before installing a free VPN
Publisher and download source
Check that the publisher is clearly identified and has a credible reputation. Download through a trusted official app store, as the FBI advises, but do not treat store presence as proof that the app’s privacy claims are true. The FBI’s guidance is in its March 12, 2026 public-service announcement.

Permissions
Ask whether each requested permission makes sense for a VPN’s stated function. If a permission seems unrelated or excessive, pause and look for an explanation before granting it. The FTC recommends researching VPN apps, reviewing permissions, checking encryption, and checking whether information is shared with third parties in its consumer guidance on VPNs.
Privacy policy and terms
Look for specific answers to four questions: what data the app collects, why it collects it, how long it retains it, and who it shares it with. Distinguish activity logs—records of what you do online—from connection metadata, such as when or how you connect. A bare “no logs” claim is hard to assess if the provider does not define what it means.

Read the terms for any disclosure that your device or bandwidth could be used to route other people’s traffic. Treat unclear or hard-to-find terms on this point as a serious warning, given the FBI’s alert about residential proxy networks.
Security claims and independent evidence
Check whether the provider explains its encryption and connection protocols, who owns the service, and which jurisdiction it operates under. The Internet Society identifies data minimization, strong encryption, transparent ownership and jurisdiction, clear system design, and independent audits as useful trust signals.

An audit is evidence to inspect, not a safety label. Check when it was conducted, what systems and practices it covered, and whether the report applies to the free tier you would use. A report that does not cover the relevant app, infrastructure, or plan cannot establish those parts of the service’s safety.
Can a free VPN use your device as a proxy?
Yes, some free VPN services may enroll users’ devices in residential proxy networks without consent. In its March 12, 2026 announcement, the FBI warned that details may be hidden in or difficult to understand in terms of service. This is a possible risk, not a claim that all free VPNs do this, and the warning does not establish how common the practice is. Review the app’s current terms for any statement about routing traffic through your device or using your bandwidth.

Compare free VPNs using the same checks
When weighing two services, compare their disclosures rather than their marketing slogans. The FTC’s app checks, the FBI’s warning, and the Internet Society’s provider practices point to these useful comparison criteria:
- Data collected, reasons for collecting it, and retention period.
- Whether activity is logged and whether data is shared with third parties.
- Encryption and protocol information.
- Publisher identity, ownership, and jurisdiction transparency.
- Audit date, scope, and whether it covers the free tier.
- App permissions and any terms about bandwidth or residential proxy use.
Warning signs that should make you stop
- The publisher or service owner is difficult to identify.
- The privacy policy is vague about collection, retention, or sharing.
- Permissions appear excessive or lack a convincing explanation.
- The provider makes security claims without explaining its encryption or offering relevant independent evidence.
- The terms obscure or fail to explain whether your device or bandwidth may be used to route other traffic.
These checks can help you judge a provider’s disclosures, but the cited guidance does not verify any named free VPN’s current policy, permissions, audit coverage, or business model. For a particular app, consult its current policy, terms, permissions, ownership information, and audit report rather than relying on a general label.
