The reliable way to stop an AI agent from browsing everywhere is to deny access by default at every layer, then allow only the origins a documented workflow needs. In managed Chrome, set URLBlocklist to * and add narrowly scoped entries to URLAllowlist. In the agent product, set default site access to Block and create explicit Allow rules. Enforce the same boundary at the network layer, re-check destinations after redirects, block private and local addresses, and run the browser in a low-privilege container or virtual machine with a fresh profile. Uploads, downloads, Chrome DevTools Protocol (CDP), stored credentials, and approval prompts need separate controls; an allowlist alone does not cover them.

What does it mean to restrict an AI agent’s browser access?

A browser restriction is a policy that limits where an agent can navigate, read, submit forms, or use browser automation. The strongest design uses several independent enforcement points:

  • Browser policy: the managed browser blocks navigation before a page loads.
  • Agent or extension policy: the AI browser tool refuses an unapproved site or tool call.
  • Network policy: a proxy, firewall, or egress gateway prevents connections even if the browser or agent control fails.
  • Execution isolation: a container or virtual machine limits what a compromised page or automation process can reach.

Use all available layers. A browser allowlist can be bypassed by a software defect, a second browser, a direct HTTP client, or a redirect that is not checked again. A network rule can still expose credentials or local files if the browser profile is trusted. The goal is a workflow that fails closed when any single layer is wrong.

How do I create an allowlist in managed Chrome?

Chrome Enterprise supports a deny-all blocklist with explicit exceptions. Set URLBlocklist to *, then add only the approved sites or URL patterns to URLAllowlist. Chrome treats allowlist entries as exceptions to the blocklist in this configuration.

Configure the policies

  1. Inventory the workflow first. List the application, identity provider, APIs, payment pages, document stores, content-delivery hosts, and other origins the agent actually needs. Include authentication redirects and embedded resources; omitting one can make a legitimate task fail.
  2. Set the global block. In your management system, configure URLBlocklist with a single wildcard entry: *.
  3. Add narrow exceptions. Put approved hosts or patterns in URLAllowlist. For example, an organization might allow mail.example.com, wikipedia.org, and google.com, but should replace those examples with its own required origins.
  4. Deploy through your platform. Apply the policy from the Chrome Admin console, Windows Group Policy, a macOS configuration profile, or a Linux managed-policy JSON file.
  5. Validate the pattern syntax. Test exact hosts, subdomains, ports, HTTP versus HTTPS, redirects, and pages that load resources from another origin. A syntactically valid entry can still be broader or narrower than intended.

Example Linux policy

{
  "URLBlocklist": ["*"]
}

Add the corresponding URLAllowlist entries in the same managed policy according to Chrome’s documented URL-pattern syntax. Chrome’s documented settings support up to 1,000 configured URLs. Treat that as a configuration limit, not a reason to create a large, loosely written list.

How narrowly should a Chrome rule be written?

Use the smallest scope that completes the task. An exact host is safer than a wildcard subdomain; HTTPS is safer than permitting both schemes; and a specific port is safer than every port. If an application genuinely requires several subdomains or a third-party identity redirect, document each one and the reason it is present. Revisit entries when the workflow changes rather than leaving old exceptions in place.

How do origin rules work in an AI-agent browser product?

Many agent products expose a site or origin policy separate from Chrome’s enterprise policy. Set the product’s default site access to Block, then add explicit Allow rules for approved origins. Configure this even when Chrome already has an allowlist; the two controls protect against different failure modes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is an origin?

An origin normally consists of a scheme, host, and optional port. For example, https://example.com and https://*.example.com:8443 express origin-level rules. The path, query string, and fragment are not part of the origin.

That distinction matters. An allow rule for https://example.com generally covers every path on that host, not just /reports. If the agent must reach one path but not another, combine the origin policy with a navigation handler, an application-level authorization check, or a proxy that understands full URL paths. Do not assume an origin allowlist provides page-level isolation.

How should uploads, downloads, and CDP be handled?

Configure these permissions separately from site access. A site may be approved for reading while file upload is forbidden. Downloads can introduce malware or exfiltrate sensitive records, and CDP can grant broad control over tabs, cookies, storage, and browser debugging. Disable each capability by default and allow it only for a documented task. Keep administrator restrictions authoritative: a user approval prompt must not be able to override an administrator block.

Layer Best at Typical scope Important gaps to test
Managed Chrome policy Stopping ordinary browser navigation for managed users and devices URL patterns, hosts, subdomains, ports, and in some cases paths Other browsers, direct network clients, redirects, embedded resources, and policy deployment errors
Agent or extension origin policy Preventing browser automation and agent tools from automatically navigating to unapproved sites Usually scheme, host, and optional port Path-level requirements, wildcard semantics, redirect handling, empty-list behavior, and product-plan availability
Network egress control Enforcing a boundary even when browser software or an extension misbehaves Domains, IP ranges, ports, proxy routes, and sometimes full URLs DNS rebinding, private-address access, encrypted traffic visibility, and required third-party services
Container or VM isolation Limiting damage from malicious pages, extensions, or automation code Process, filesystem, device, and network privileges Credential leakage, host escape, overly broad mounts, and shared browser state

For a production workflow, combine all four where feasible. If a product offers only an agent-level allowlist, put a network policy beneath it and run the browser without access to the host’s credentials or private network.

How do I prevent redirects from bypassing the allowlist?

Check the final destination at the network layer and in the navigation handler, not only the URL that the agent initially requested. A permitted login page can redirect to an unapproved identity, payment, analytics, or file host. The handler should evaluate every navigation response and redirect target against the same normalized policy.

Redirect validation procedure

  1. Parse the requested URL into scheme, host, and port.
  2. Compare it with the allowlist using the product’s documented wildcard and subdomain rules.
  3. Follow the redirect chain one hop at a time while applying the comparison to each destination.
  4. Resolve the destination’s address and reject loopback, link-local, and private-network ranges unless the workflow explicitly requires them.
  5. Stop the navigation and record the blocked destination if any check fails.

Do not treat a visually familiar hostname as proof of safety. Internationalized domains, alternate ports, HTTP downgrades, encoded characters, and DNS changes can create destinations that look similar while resolving elsewhere. Normalize the URL according to the enforcement product’s rules and log the value that was actually evaluated.

How can I block localhost and private-network access?

Explicitly deny loopback addresses, link-local ranges, and private network ranges at the network layer. This prevents an agent from reaching internal dashboards, cloud metadata services, router interfaces, or developer tools through a browser URL. Host-based allowlists alone are insufficient because a permitted name can resolve to an internal address, and an agent may try a numeric IP instead of a hostname.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep local-network access disabled unless a business workflow requires it. If it is required, permit only the exact hosts and ports, isolate the service in a dedicated network segment, and monitor every connection. A general exception such as “allow the intranet” defeats the purpose of a specific-site policy.

What browser isolation and credential controls are required?

Run the agent in a dedicated container or virtual machine with minimal privileges. Use a fresh browser profile without saved passwords, cookies, personal bookmarks, extensions, or synchronized history. Do not mount the operator’s home directory or expose SSH keys, cloud credentials, password stores, or device files to the browser.

  • Run as a non-administrator user.
  • Use a read-only filesystem where practical, with a small temporary workspace for the task.
  • Separate the agent’s network from production systems.
  • Destroy the profile after a job if persistent state is not required.
  • Disable password storage, autofill, downloads, and unnecessary extensions.
  • Restrict clipboard, camera, microphone, and file-system access unless the workflow needs them.

Page content, URLs, download metadata, and rendered text are untrusted input. A page can contain instructions designed to manipulate the agent into changing its rules, uploading a file, or visiting a new domain. The agent must treat those instructions as data and keep administrator policy higher priority than page content or user approval.

How do I configure restrictions in common agent platforms?

OpenAI enterprise Browser Use

Enterprise Browser Use controls provide a default site-access setting and site-specific exceptions. Choose Block as the default, then add Allow rules for the approved origins. Configure upload, download, and advanced browser access through CDP independently. An end user’s approval cannot override an administrator restriction, so do not rely on approval prompts as the allowlist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Claude in Chrome and similar extensions

Organization-level allowlists and blocklists can constrain the extension and its built-in browser. A restrictive allowlist is suitable for a pilot or a narrowly defined job. Keep a network allowlist below the extension so an extension failure or alternate browser cannot create unrestricted egress. Control which employees can install or use the extension through your normal IT management system.

Cursor and other agent platforms

Some enterprise plans expose a Browser Origin Allowlist that limits automatic navigation by browser automation and MCP tools. Availability and exact behavior depend on the product and plan. Verify wildcard matching, subdomain coverage, ports, redirect checks, empty-list behavior, and whether the control applies to every tool—not just the visible browser window—before deployment.

What should I test before enabling the agent?

Use negative tests as well as a successful task. Run them in a disposable account and record the observed result, policy version, and timestamp.

  1. Navigate to an unlisted domain; it should be blocked.
  2. Try an unlisted subdomain of an approved host; confirm whether your rule intentionally permits or denies it.
  3. Use a different port on an approved host; verify the port rule.
  4. Attempt an HTTP version of an HTTPS-only entry; confirm that a downgrade is denied.
  5. Open an approved page that redirects to an unlisted domain; verify that the redirect is stopped.
  6. Request a localhost, loopback, link-local, or private-network URL; verify network denial.
  7. Attempt a download and an upload; confirm that each capability follows its own policy.
  8. Try to attach through CDP or another debugging endpoint; ensure it is disabled unless explicitly required.
  9. Open a page containing instructions to ignore policy; confirm the agent refuses the request.
  10. Repeat the tests after a browser restart and a policy refresh to detect stale configuration.

How do I roll out an allowlist without breaking legitimate work?

Start with a small pilot and expand only from documented failures. A repeatable rollout keeps security decisions auditable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Map the task. Observe a successful human workflow and list every origin, redirect, API, CDN, identity provider, and file-transfer endpoint it uses.
  2. Classify each entry. Record scheme, exact host or subdomain, port, owner, business purpose, and whether it is required for reading, writing, authentication, or file transfer.
  3. Normalize syntax. Convert entries into the exact pattern language used by Chrome, the agent product, and the network gateway. Do not copy a wildcard from one system into another without checking its meaning.
  4. Apply deny-first settings. Block all sites, then add the smallest set of exceptions. Keep uploads, downloads, CDP, persistent approvals, and local-network access off.
  5. Run positive and negative tests. Confirm that the task works and that unlisted destinations, redirects, private addresses, and alternate ports fail.
  6. Pilot with a small group. Review blocked-navigation logs and collect the business reason for every requested exception.
  7. Review continuously. Remove unused entries, rotate credentials, and reassess the list when a vendor, identity provider, or application changes its domains.

Maintain change records that identify who approved each origin, which workflow depends on it, and when it was last verified. A long-lived exception without an owner is a future bypass.

What are the most common failure modes?

The allowlist is empty and everything is blocked

Check whether the product interprets an empty list as “deny all,” “allow all,” or “no policy.” Vendors differ. Use an explicit default Block setting and at least one known-good test origin rather than relying on an empty-list convention.

A legitimate login flow fails

Trace the complete redirect chain and identify the identity, multifactor, consent, and API hosts involved. Add only the required origins, then repeat the redirect and private-address tests.

A subdomain is unexpectedly allowed

Inspect wildcard semantics. Some systems treat a leading wildcard as all subdomains, while others require a separate pattern. Replace broad wildcards with exact hosts where possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent reaches a blocked site anyway

Determine whether it used another browser, a direct HTTP client, a tool server, CDP, DNS resolution, or a redirect. Enforce egress at the network layer and restrict tool permissions, not just the visible browser navigation.

Pages can still exfiltrate data

Site access does not equal data-transfer permission. Disable uploads, downloads, clipboard access, and credential autofill; use a clean profile; and inspect the agent’s tool calls and network logs.

Is a website allowlist enough to secure an AI agent?

No. It limits destinations, but it does not decide what the agent may do on an approved site, whether a page is trustworthy, or whether a permitted host has been compromised. Pair it with least-privilege accounts, application permissions, content inspection, network logging, isolation, and explicit limits on file and debugging capabilities.

The practical baseline is deny by default at the browser, agent, and network layers; re-check redirects; block private addresses; use a credential-free profile; and test the negative cases before production. This design contains both accidental browsing and many common prompt-injection paths without pretending that an allowlist eliminates every risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Frequently Asked Questions

Can an AI agent still be tricked by a page on an approved website?

Yes. An approved page can contain prompt-injection text that tells the agent to ignore its task, reveal data, or request a new destination. Treat page text, links, and download metadata as untrusted input, and keep administrator policy and tool permissions above any instruction supplied by the page.

Should I allow an entire subdomain or only one hostname?

Allow one hostname when the workflow works with it. A wildcard subdomain rule can expose every service under that domain, including forgotten or newly created hosts. If several subdomains are unavoidable, document each one and monitor DNS and certificate changes.

How can I audit whether the restriction is working over time?

Collect browser policy status, blocked-navigation events, proxy or firewall decisions, redirect chains, DNS answers, and agent tool calls. Review these logs after policy changes and remove exceptions that no longer have an identified workflow owner.

What should happen when an approved service changes its domain?

Pause expansion of the allowlist and verify the new domain through the service owner or your identity and security teams. Add the replacement as a separate, time-stamped change, test the full authentication flow, and remove the old entry only after dependent jobs have completed.
