If an application has a vulnerability being exploited, identify every affected instance, check whether it is exposed, and apply the vendor’s fix as soon as it can be safely deployed. Until then, reduce access to the vulnerable service, isolate or disable it when practical, and increase monitoring. These temporary measures reduce risk; they do not guarantee protection or replace a patch.
1. Find affected applications and prioritize exposure
Start with an inventory of the application, its versions, and the systems or services it depends on. Compare deployed versions with the affected vendor’s current security advisory, including its instructions for determining whether a fix applies. Record each affected instance, whether it is reachable from the internet, and how critical it is to business operations.
Check CISA’s Known Exploited Vulnerabilities (KEV) Catalog as one input to prioritization. CISA describes KEV as its authoritative source of vulnerabilities exploited in the wild. It is a live catalog: review the current entry and its required action rather than relying on a saved copy. CISA’s #StopRansomware Guide also supports routine scanning and timely patching of internet-facing servers, especially for known exploited vulnerabilities.
Prioritize systems with confirmed exposure and known exploitation, while accounting for service criticality and operational safety. CISA recommends assessing internet exposure and reassessing it routinely because exposed assets can change.

2. Patch with the vendor’s fix
CISA’s Federal Government Cybersecurity Incident and Vulnerability Response Playbooks say remediation should generally consist of patching. Follow the affected vendor’s fix and deployment instructions; validate that the fix matches the deployed version, then track which assets have been patched and which remain affected.
Deploy the fix as soon as it can be safely applied. A firewall rule, WAF rule, configuration change, or access restriction is a compensating control—not an equivalent permanent fix. Patching addresses the known software flaw when the vendor fix covers the deployed version, but patching alone does not establish that the application was never compromised before the fix.

3. Reduce exposure while a patch is pending
Choose interim controls based on the actual vulnerable service or code path, the vendor’s guidance, and the consequences of restricting the service. CISA’s response playbooks identify several possible actions when a patch is unavailable, untested, or not immediately applicable. These options are not a universal sequence, and some can interrupt essential operations.

Apply the affected vendor’s specific mitigation instructions and check that the chosen control covers the relevant path without creating unacceptable service or safety problems.

Will a WAF stop an active exploit?
A WAF may be one part of an interim control set, but there is no basis for assuming that a WAF universally blocks exploitation or replaces patching. Whether a rule helps depends on the vulnerability, the exploit traffic, and whether the rule covers the application’s actual attack path. Validate the control and retain monitoring for attempts that get through or use a different route.
Joint agency guidance for the specific Log4j response, Mitigating Log4Shell and Other Log4j-Related Vulnerabilities, recommends strict port control and logging on firewalls, including WAFs, and emphasizes tracking patching and possible compromise. That product-specific guidance is not a guarantee that any WAF will stop other vulnerabilities.

4. Harden systems that must remain exposed
CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, recommends reducing unnecessary internet access and strengthening the systems that remain exposed. Apply relevant measures while remediation is pending and incorporate them into routine security practice:
- Remove internet access that is not operationally necessary.
- Change default passwords and keep exposed software current; replace unsupported software.
- Use a secure, monitored jump host for administrative access, with MFA where possible, including at the jump-host level.
- Monitor ingress and egress traffic.
- Reassess exposure routinely so newly exposed or changed assets are not missed.
5. Monitor for exploitation and investigate suspicious activity
Define what logs and alerts matter for the affected application, its network controls, and related systems, and assign someone to act on them. Increased monitoring can help detect exploitation attempts, but it is not prevention. If indicators or suspicious activity appear, follow your organization’s incident-response process and the applicable vendor and agency guidance. Do not treat a clean-looking application after patching as proof that no earlier compromise occurred.

Maintain a status record of assets that are affected, exposed, temporarily mitigated, patched, and still awaiting action. This helps responders identify residual exposure and confirm that mitigation and remediation reached every instance.
6. Verify remediation and review temporary controls
After deploying the vendor fix, verify the version and deployment across all affected assets. CISA says mitigations can be removed after patches are applied. Remove temporary restrictions only deliberately, after confirming remediation and considering service dependencies. Keep monitoring or access restrictions that remain useful as normal security controls, and retain records of remediation status.
