The best manufacturing execution system (MES) is not the one with the longest feature list. It is the system that fits your production model, gives operators usable work instructions, preserves the traceability your products require, integrates cleanly with ERP and plant equipment, and can be implemented with the people and data you actually have.

Evaluate MES in this order: define the system boundary, map plant processes into testable requirements, check fit for each production model, prove integrations with realistic data and exceptions, assess organizational readiness, and compare finalists on a common commercial and implementation basis.

What an MES does—and where it fits

An MES coordinates and records manufacturing operations between business planning and physical production. In the ISA-95 model, manufacturing operations management—including MES and related supervisory systems—is generally Level 3. Enterprise planning and logistics, including ERP, are Level 4. The model is a way to define responsibilities and information exchanges; it does not prescribe a particular product.

Use that boundary as the first evaluation exercise. Write down which system owns each object and transaction in your plant:

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
  • Work orders and production schedules
  • Recipes, routings, bills of process, and other product definitions
  • Production status, quantities, and completion reporting
  • Quality plans, results, nonconformances, and release decisions
  • Material issues, consumption, substitutions, and inventory movements
  • Genealogy and lot or serial relationships
  • Equipment state, downtime reasons, labor or operator records, and performance data

For every item, identify the authoritative system, the systems that consume it, the interface, and what happens when the exchange fails. This exposes duplicated functionality and prevents a vendor demonstration from quietly assigning ownership to the wrong application.

ISA announced ANSI/ISA-95.00.01-2025 on April 10, 2025, as an update to the 2010 Part 1. ISA says the revision reflects specific enterprise functions and clarifies the boundary between enterprise and manufacturing/control domains. When a supplier claims “ISA-95 alignment,” ask which edition and parts it means, which objects and transactions are implemented, and what configuration or middleware is still required.

How do I choose an MES for my plant?

Start with the plant, not a vendor shortlist. Build a fact base for each line, process family, site, and product class before you score software.

1. Describe the production model

Classify each operation as discrete, batch, continuous, or hybrid. A single site may contain more than one model, so do not force the entire plant into one category.

Production model Questions your requirements should answer Evidence to request in a demonstration
Discrete How are units, assemblies, routings, work instructions, and rework paths identified? Creation of a serialized unit, independent routing steps, component verification, a failed inspection, and controlled rework.
Batch How are recipes, lots, stages, yields, samples, and deviations controlled? Recipe version selection, material weighing, in-process sampling, a hold, a partial batch, and genealogy back to ingredient lots.
Continuous How are process conditions, time windows, quality measurements, and production campaigns captured? Historian or control-system data mapped to a run, an out-of-limit condition, a campaign changeover, and downtime classification.
Hybrid How can the system connect batch or continuous process records to discrete units, packages, or orders? End-to-end genealogy across process stages, packaging or assembly, split and merge events, and reconciliation of quantities.

An ISA-published MES reference notes that manufacturing type affects the functionality to investigate. In discrete production, units may have unique serialized identifiers and independent paths through the process. Treat serialization, unit-level status, and flexible routing as explicit requirements where they apply, rather than assuming a generic “production tracking” feature is sufficient.

2. Map the real work

Observe operators, supervisors, quality staff, maintenance, warehouse personnel, and planners performing normal work. Capture the screens, paper records, spreadsheets, machine signals, approvals, and handoffs they use. Document the exceptions that consume the most time or create the greatest risk:

  • Material shortages, substitutions, and expired or blocked lots
  • Equipment downtime, setup, cleaning, and changeover
  • Quality holds, rejected units, concessions, and rework loops
  • Split lots, merged lots, partial completions, and scrapped quantities
  • Operator reassignment, training restrictions, and electronic signatures where required
  • Network or equipment outages and delayed data arriving from a plant system

Convert each observation into a requirement with an owner and acceptance evidence. Label it mandatory, desirable, or out of scope. A useful requirement is testable: “The system shall prevent consumption of a blocked material lot and show the reason to the operator” is stronger than “robust inventory controls.”

Build a complete MES requirements set

NIST’s MESA MOM/CMM tool organizes assessment around production, quality, inventory, and maintenance operations. Its activities include detailed scheduling, dispatching, execution, resource and definition management, data collection and tracking, and performance analysis. Use those categories as a coverage check, then add plant-specific controls.

Production operations management

  • Can the system import, validate, split, prioritize, and dispatch orders?
  • Can supervisors change sequence or routing without losing revision history?
  • Are work instructions linked to the correct product, operation, revision, and qualification?
  • How are starts, completions, scrap, rework, holds, and partial quantities recorded?
  • Can the system represent labor, tools, fixtures, equipment, and consumables as required resources?

Quality operations management

  • Can quality plans trigger checks at the right operation, frequency, lot, or serial number?
  • Are results captured from operators, instruments, laboratory systems, or automated inspection?
  • What happens when a value is out of specification?
  • Can users place material or work in process on hold, investigate a nonconformance, approve a disposition, and release only authorized material?
  • Can an auditor reconstruct who entered, changed, reviewed, or approved a result?

Inventory and genealogy

  • Can the system record receiving, staging, issue, consumption, return, substitution, and scrap?
  • Does genealogy work at the lot, batch, serial, container, or unit level your products require?
  • Can users trace forward from a material lot to affected products and backward from a product to every relevant material, process, tool, and operator record?
  • How are quantities reconciled when lots split, merge, or cross a process boundary?

Maintenance and resources

  • Can equipment state, downtime reason, setup, cleaning, and planned maintenance be associated with production records?
  • Does the MES integrate with a maintenance management system, or is that responsibility deliberately assigned elsewhere?
  • How are calibration status, tool life, fixture availability, and operator qualifications checked before dispatch?

Data collection and performance

  • Which values are entered manually, read from controls, imported from laboratory or quality systems, or calculated?
  • What timestamp, time-zone, unit-of-measure, and data-quality rules apply?
  • Can supervisors analyze schedule adherence, throughput, yield, cycle time, downtime, and first-pass quality using definitions agreed with finance and operations?
  • Can raw events be retained so a calculated metric can be explained later?

How do MES and ERP work together?

ERP typically plans demand, supply, purchasing, financial impact, and enterprise-level orders. MES manages the execution details and status of work on the plant floor. The exact split is yours to define; copying the same master data and business rules into both systems creates reconciliation problems.

ISA-95 Part 2 addresses interface content between Level 3 manufacturing systems and Level 4 business systems. Part 3 defines manufacturing-operations activity models; other parts describe objects, transactions, messaging, aliases, and exchange profiles. These models help teams agree on terminology and specify interfaces, but standards alignment alone does not prove that a supplier’s implementation will work in your plant.

Require an evidence-based integration demonstration

  1. Provide each finalist with the same sanitized product, order, material, equipment, and quality data.
  2. Ask the supplier to show the complete message or API exchange, including identifiers, revisions, units, timestamps, and status values.
  3. Run a normal order from release through execution and confirmation.
  4. Introduce an exception: a duplicate message, unavailable material, changed revision, rejected inspection, or plant-system outage.
  5. Watch how the system prevents duplicate transactions, queues failures, alerts an owner, and reconciles after recovery.
  6. Record which behavior is standard, configured, custom-developed, or dependent on another product.

Do not accept a slide labeled “integrated” as proof. Ask for interface specifications, ownership rules, latency assumptions, monitoring, test evidence, and a clear statement of what your team must build.

Evaluate architecture, deployment, and resilience

Request a topology showing plant networks, edge components, servers, cloud services, databases, identity services, and connections to ERP, controls, historians, laboratory systems, warehouse systems, and maintenance applications. The 2025 ISA-95 update discusses modular architectures that may operate on-premises, in the cloud, or in hybrid arrangements. None is automatically right for every site.

Questions for every finalist

  • What must continue running when the wide-area network or cloud connection is unavailable?
  • Which functions are local, and how are transactions buffered and reconciled?
  • What latency is assumed for operator actions, equipment events, and analytics?
  • How are backups tested, restored, encrypted, monitored, and retained?
  • How are software upgrades, interface changes, patches, and rollback handled?
  • Who owns operating-system, database, network, identity, and application support?
  • How are environments separated for development, testing, validation, and production?
  • What site-specific security, privacy, regulatory, and segregation-of-duty controls must be added?

Security should be a separate evaluation workstream led by the people responsible for your plant and jurisdiction. The available standards material does not establish a universal cybersecurity checklist or compliance conclusion for every industry.

Assess readiness before selecting software

Software cannot compensate for undefined processes, conflicting master data, or unavailable process owners. NIST’s MESA MOM/CMM tool provides a structured readiness and maturity assessment. It supports independent activity assessments and maturity levels from 0 to 5. That scale measures the activity’s maturity; it is not an industry performance statistic and should not be used to rank vendors.

Use its quick mode to identify areas needing attention, then use the comprehensive mode where a deeper assessment is justified.

Readiness checks to complete

  • Name process owners for production, quality, inventory, maintenance, master data, integration, and reporting.
  • Agree on definitions for products, revisions, operations, resources, equipment, lots, serials, and statuses.
  • Clean the product, equipment, work-center, routing, recipe, and material records that the first release will use.
  • Decide who creates, approves, changes, and retires master data.
  • Identify local workarounds and decide which are eliminated, standardized, or deliberately retained.
  • Reserve subject-matter experts for design, testing, training, cutover, and hypercare.
  • For multiple plants, define a common template, permitted local deviations, and a governance board for changes.

Run a fair vendor evaluation

Give every finalist the same scenario pack, data definitions, requirements, and response format. Separate demonstrated capability from roadmap statements and from custom work.

Evaluation area What to score Required evidence
Process fit Coverage of mandatory production, quality, inventory, maintenance, and reporting requirements Scripted demonstrations using your scenarios and exception paths
Traceability Correct granularity, genealogy depth, search speed, retention, and audit history Forward and backward trace exercises with representative lots or serials
Integration Data ownership, interface content, error handling, monitoring, and reconciliation Working exchange with representative ERP and plant-system data
Usability Operator effort, role-based screens, offline behavior, accessibility, and training burden Observation of operators completing normal and exception tasks
Architecture Connectivity, resilience, deployment options, upgrades, backup, and support boundaries Topology, recovery procedure, service commitments, and reference architecture
Implementation risk Migration, validation, staffing, change management, and multi-site governance Phased plan with customer and supplier responsibilities
Commercial fit Total cost and contractual clarity over the planned life of the system Scoped cost model, assumptions, rate cards, support, upgrades, and internal effort

Use a weighted score without hiding deal-breakers

Weight requirements with your cross-functional team, but keep mandatory gates separate from the numerical score. A supplier that fails a required genealogy, safety, integration, or deployment condition should not win by compensating with a stronger dashboard. For every score, record the demonstration reference, assumptions, configuration effort, and unresolved question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Demand a complete commercial model

The available sources do not establish universal MES prices, implementation durations, or return-on-investment figures. Ask each finalist for a plant-specific model covering licenses or subscriptions, implementation services, integration, infrastructure, data migration, validation, training, travel, support, upgrades, custom development, and your internal labor. Require written assumptions, payment milestones, renewal terms, environments included, user or site limits, and charges for additional interfaces or plants.

Check references that resemble your plant

Request references with similar production models, product risk, regulatory context, scale, ERP and control-system landscape, and deployment topology. Ask what was standardized, what remained custom, which data-cleanup tasks were underestimated, how long operators needed to become comfortable, and what the customer now operates without supplier assistance. Treat supplier-selected success stories as leads for questions, not as proof that the same result will occur at your site.

Plan the rollout as part of selection

A credible implementation plan names the first process and site, dependencies, data owners, interfaces, testing stages, training, cutover method, support model, and exit criteria. It should explain how the team will run a pilot or phased release without creating two competing sources of truth.

  1. Prepare: confirm scope, owners, definitions, security responsibilities, and baseline process measures.
  2. Design: approve future-state workflows, master-data rules, interface contracts, roles, and exception handling.
  3. Build and migrate: configure the system, develop interfaces, cleanse and load data, and document deviations.
  4. Verify: perform unit, integration, performance, security, user-acceptance, and operational-recovery testing.
  5. Train and rehearse: train each role with realistic work, practice outage and rework procedures, and rehearse cutover.
  6. Deploy: use an agreed cutover window, reconcile transactions, and provide staffed support on every shift.
  7. Stabilize: track defects and adoption, retire obsolete spreadsheets or interfaces, and transfer ownership to operations.

For a multi-plant program, select a template owner and change authority before the first deployment. Define which processes are common, which deviations are permitted, and how a local request is evaluated against safety, quality, data, and support consequences.

Common evaluation mistakes

  • Choosing by feature count: A long catalog does not show that the system handles your routing, genealogy, exceptions, or interfaces.
  • Letting the demo use perfect data: Require holds, shortages, substitutions, rework, duplicate messages, and outages.
  • Leaving ownership undecided: Ambiguous ERP–MES responsibilities create duplicate master data and reconciliation work.
  • Ignoring readiness: Unclean definitions and unavailable process owners turn configuration into endless redesign.
  • Scoring roadmap promises as delivered capability: Put future functions outside the current capability score and document contractual commitments separately.
  • Comparing prices without scope: A low quote may exclude interfaces, validation, migration, training, support, or internal effort.
  • Assuming standards compliance equals interoperability: Verify actual objects, messages, mappings, error handling, and recovery behavior.
  • Underestimating local variation: Multi-site templates need governance, not merely copied configuration.

A practical decision checklist

Before signing, your evaluation file should contain:

  • A Level 3–Level 4 scope and ownership map
  • Production-model classifications for every included line or process family
  • Prioritized, testable requirements with acceptance evidence
  • Normal and exception scenario scripts
  • Demonstrated ERP and plant-system exchanges using representative data
  • Deployment, outage, backup, recovery, upgrade, and support assumptions
  • Readiness findings and an action plan for maturity gaps
  • Master-data, template, and governance decisions
  • A requirement-by-requirement finalist comparison
  • Reference checks from comparable plants
  • A total-cost model with written assumptions
  • A phased implementation, validation, training, and cutover plan
  • Site-specific security, regulatory, and operating requirements

If a finalist cannot provide evidence for a mandatory item, record it as a gap with an owner, cost, timing, and acceptance test. That discipline produces a more reliable decision than a generic ranking or an impressive demonstration.
