Evaluate an AI code-review tool as a measurable review system, not as a demo. Give every candidate the same held-out pull-request corpus, freeze a written definition of a useful finding, and score precision, recall, severity-weighted coverage, false-positive burden, latency, and reviewer effort. Test security-sensitive and delivery changes separately from routine feature work, compare results with your existing static analyzers, and continue measuring after rollout. This approach tells you whether the tool finds defects your team would otherwise miss—or merely adds comments that engineers must dismiss.
What does it mean to evaluate an AI code-review tool?
An evaluation answers an operational question: does this reviewer improve decisions on your pull requests at an acceptable cost and risk? Accuracy alone is insufficient. A tool can report many plausible issues while being unusably noisy, or it can be quiet because it misses important defects.
Define the unit of evaluation as a finding attached to a specific changed line or hunk. Reviewers should judge whether that finding is correct, verifiable from the patch and its context, in scope for the pull request, and actionable. Those four conditions form a practical true-positive rule. A false positive is not limited to an incorrect statement; it also includes an unverifiable claim, an observation outside the pull request’s scope, a duplicate, a trivial style nit below your review bar, or advice that would not improve the change.

How should you build a representative test corpus?
Use a held-out corpus that resembles the changes your team actually merges, while ensuring that no candidate tool has seen the answers. GitHub’s ReviewBench work analyzed 103.9 million pull requests to characterize workload distribution, then assembled 219 pull requests across 19 languages, repository sizes, and change shapes. Its public repository offers a 25-task test set and a 219-task full set, with 352 labeled findings spanning correctness, reliability, maintainability, testing, security, documentation, performance, and API architecture.
Stratify the pull requests
- Change size: include small fixes, ordinary feature work, refactors, and unusually large diffs.
- Language and framework: sample every production language and the frameworks that create your highest operational risk.
- Repository context: include mature services, new repositories, monorepos, libraries, infrastructure code, and generated files when those appear in normal work.
- Outcome: include naturally occurring historical fixes and deliberately seeded defects. Historical fixes show realistic behavior; seeded defects let you guarantee coverage of rare failures.
- Contributor and workflow: include first-time contributors, dependency updates, and changes that normally receive a different review path.
Split data into development, calibration, and final held-out sets. Never tune prompts, thresholds, or suppression rules on the final set. Record the commit, tool version, model version, configuration, repository checkout, and network or data-access policy for every run.
Label before running the tools
Have experienced engineers identify defects and write a short rationale before candidates comment. Record severity, category, affected lines, and the minimum action that would resolve the issue. Use at least two independent reviewers for the golden set, then adjudicate disagreements. In ReviewBench, senior engineers independently relabeled golden true positives with 96.6% agreement, a useful indication that a precise rubric can produce stable labels.

What rubric should reviewers use?
Use a one-row-per-finding sheet. A finding counts as a true positive only when all required fields pass; otherwise record the exact failure reason rather than forcing a binary judgment.
| Field | What to record |
|---|---|
| Location | File, line or hunk, and whether the claim depends on unchanged context |
| Correctness | Does the claimed defect actually exist? |
| Verifiability | Can a reviewer confirm it from the code, tests, configuration, or documented contract? |
| Scope | Is it relevant to this pull request and your agreed review policy? |
| Actionability | Is there a concrete change that would improve the patch? |
| Severity | Critical, high, medium, or low according to your incident and release policy |
| Category | Correctness, reliability, security, testing, performance, maintainability, documentation, or API architecture |
| Disposition | Fix, accept, defer, duplicate, or dismiss, with a reason |
Write examples for borderline cases before scoring. For example, a generic suggestion to add tests may be out of scope unless the changed behavior lacks a testable contract; a claim that a parser accepts malformed input is actionable when the input path and failure mode are reproducible.

Which accuracy metrics matter most?
Report precision and recall together, then add a severity- or cost-weighted score. A single accuracy number hides the trade-off between broad coverage and review noise.
- Precision: useful findings divided by all findings. It estimates how often an engineer can trust a comment.
- Recall: known issues found divided by all labeled issues in the test set. It estimates what the tool misses.
- F1: the harmonic mean of precision and recall when you want a balanced score.
- Severity-weighted recall: weight critical and high-severity defects more heavily than low-severity observations.
- False-positive rate per pull request: report both a percentage and the median number of dismissals an engineer must process.
- Resolution rate: the share of findings that lead to a code change, documented acceptance, or another agreed disposition.
ReviewBench distinguishes grounded metrics, which compare findings with a fixed golden set, from augmented metrics, which also credit valid findings absent from that set. Use grounded scores for controlled comparison and augmented review for discovering whether your labels are incomplete. Publish confidence intervals or results across repeated runs when the tool is nondeterministic.
Slice every metric
Calculate results by severity, category, language, repository, change size, and file type. A tool that catches nearly every critical security defect but emits noisy style comments has a different operating point from one optimized for broad maintainability coverage. Your release policy should state which slices are safety gates and which are optional assistance.
How do you test security and high-risk changes?
Do not infer security capability from ordinary feature diffs. Create a separate risk slice and require senior adjudication. OWASP recommends deeper review for authentication, session handling, authorization, cryptography, input parsing, deserialization, file uploads, new public endpoints and integrations, data-store changes, CORS or network exposure, CI/CD and infrastructure files, dependency changes, unusually large diffs, generated code, and first-time contributors.
Minimum security matrix
- Authentication bypass, session fixation, and token-handling errors
- Authorization failures, tenant isolation mistakes, and insecure direct object references
- Injection through SQL, command, template, path, or log inputs
- Unsafe deserialization, file upload handling, and parser edge cases
- Cryptographic misuse, hard-coded secrets, weak randomness, and key exposure
- Public-endpoint, CORS, network-policy, infrastructure, and CI/CD changes
- Dependency upgrades with known vulnerable or incompatible transitive behavior
Include both vulnerable and correctly implemented examples so the tool must distinguish a real flaw from a safe pattern. Measure severity-weighted recall and the rate of dangerous reassurance: cases where the tool says nothing or labels an unsafe change as safe. Treat a silent result as “not assessed,” never as approval.

How should you compare AI review with static analysis?
Run the candidate alongside the analyzers already in your pipeline rather than replacing them in the benchmark. Established options include CodeQL, Snyk Code, Semgrep, and Amazon CodeGuru Reviewer. AWS describes CodeGuru Reviewer as covering Java and Python issues, security recommendations, cross-function data-flow analysis, and hard-coded-secret detection.

Deduplicate findings before counting combined coverage, because two tools may report the same defect with different wording. Keep a static-analysis baseline and ask what incremental value the AI reviewer provides: unique high-severity findings, fewer missed issues, better explanations, or less manual investigation.
| Comparison axis | Question to answer |
|---|---|
| Issue coverage | Which labeled defects does each system find, and which are unique? |
| False-positive burden | How many comments are dismissed per pull request and per accepted finding? |
| Severity-weighted recall | Does coverage improve where production impact is greatest? |
| Context | Can the system reason across changed code, callers, tests, configuration, and data flow? |
| Explainability | Does the comment identify a reproducible path and an appropriate fix? |
| Integration | Does it work reliably in pull requests, CI, protected branches, and offline or restricted environments? |
| Latency and cost | What is the p50 and p95 wait time, compute or token consumption, and cost per reviewed pull request? |
| Privacy | Where does source code go, how long is it retained, and can training or human access be disabled? |
| Reviewer effort | How many minutes are spent triaging, fixing, and verifying findings? |
A 2025 benchmark evaluated three static analyzers and three large language models on 63 vulnerabilities in ten real-world C# projects, measuring precision, recall, F-score, latency, and developer effort. Use that style of multidimensional comparison rather than treating a model’s raw comment count as quality.
What operational measurements should you collect?
Accuracy is only half the decision. During repeated independent runs, record p50 and p95 latency, failures and timeouts, token or compute use, tool-call reliability, and the number of findings that survive triage. GitHub identifies resolution rate, token efficiency, latency, tool-call reliability, repeated runs, and continuous production monitoring as useful signals for AI security and quality features.
- Capture the exact pull-request event and tool configuration.
- Measure queue time separately from analysis time.
- Log every finding, reviewer disposition, edit, and re-run.
- Track whether a finding caused a fix, a test addition, a documented exception, or a dismissal.
- Review regressions monthly by language, team, severity, and repository.
Set service-level expectations before rollout. For example, a blocking check may need a strict p95 latency and near-zero failure rate, while an advisory bot can tolerate slower asynchronous comments. Do not compare a blocking mode with an advisory mode without recording the workflow difference.

What is a practical evaluation procedure?
- Define the decision. State whether the tool may block merges, advise reviewers, or run only on high-risk files.
- Freeze the rubric. Publish true-positive, false-positive, severity, category, duplicate, and out-of-scope rules with examples.
- Assemble and label data. Build stratified historical and seeded sets; have senior engineers adjudicate disagreements.
- Configure a fair run. Pin versions, permissions, prompts, model settings, repository checkout, and network policy.
- Run the held-out corpus. Repeat independent runs if outputs vary, preserving every raw result.
- Score findings. Calculate precision, recall, F1, severity-weighted recall, false positives per pull request, and resolution rate.
- Slice results. Break out security, reliability, correctness, testing, performance, maintainability, documentation, API, language, and change-size results.
- Run the baseline. Execute existing analyzers under equivalent boundaries and deduplicate overlaps.
- Measure effort and operations. Time triage and fixes; record latency, failures, token or compute use, and privacy constraints.
- Pilot safely. Start advisory-only on a limited set of repositories, sample every finding for quality, and define rollback triggers.
How do you interpret results and choose a rollout?
Choose an operating point, not a winner by leaderboard score. A high-recall tool may be appropriate for a security queue staffed by specialists; a lower-noise tool may suit a team that reviews hundreds of routine pull requests. Require incremental value over the baseline in the categories that matter to your incident history.
Useful rollout gates
- No unresolved critical false positives in the final held-out set.
- A documented minimum precision for comments shown to every developer.
- Severity-weighted recall above the baseline for security and reliability slices.
- Latency and failure-rate limits that do not delay protected-branch workflows.
- Clear data-retention, access-control, and deletion terms for source code.
- A named owner, monthly quality review, and a rollback switch.
Begin in advisory mode, then enable blocking only for narrow, high-confidence rules that have demonstrated stable precision. Re-evaluate after model, prompt, analyzer, repository, or policy changes; a new version is a new measurement condition.
Which evaluation mistakes produce misleading results?
- Using only toy examples: realistic context, repository conventions, and build configuration change outcomes.
- Testing on training or publicly discussed patches: apparent recall may reflect memorization.
- Counting comments instead of useful findings: verbosity is not defect detection.
- Ignoring duplicates: repeated wording can inflate coverage and reviewer burden.
- Mixing severity levels: a style nit must not offset a missed authentication flaw.
- Letting the tool inspect answers: leakage from issue descriptions, future commits, or test fixtures invalidates the comparison.
- Equating silence with safety: absence of a comment is not evidence that a change is secure.
- Skipping production monitoring: drift in languages, frameworks, and attacker behavior can reduce performance after launch.
What should the final evaluation report contain?
Publish the corpus composition, label policy, tool and model versions, configuration, run dates, and exclusions. Include a table of precision, recall, F1, severity-weighted recall, false positives per pull request, latency, failure rate, reviewer minutes, and cost or token use. Show confidence ranges or run-to-run variation, category and severity slices, baseline overlap, representative accepted and dismissed findings, privacy constraints, and the exact rollout gates. A decision such as “advisory for security-sensitive pull requests, not merge-blocking” is more useful than an unexplained aggregate score.
Frequently Asked Questions
How large should an AI code-review benchmark be?
There is no universal minimum. Start with a stratified set large enough to contain each language, risk category, severity level, and change shape you care about, then expand until category-level estimates stop swinging materially between samples. A small 25-task smoke test can expose integration failures, but it should not be your only quality claim.
Should AI review run before or after static analysis?
Run both in the same pull-request workflow and preserve their identities. Ordering can be chosen for latency or developer experience, but scoring should deduplicate overlapping findings so one defect is not counted twice.
Can an AI reviewer replace a human security review?
No. It can prioritize changes and surface candidate defects, but silence is not assurance and generated explanations still require verification. Keep human review for high-risk changes, threat-model decisions, and release exceptions.
How often should an evaluation be repeated?
Repeat it whenever the model, prompt, analyzer version, repository mix, language framework, or data-handling policy changes. In production, review a sampled set of findings at a regular interval and trigger an out-of-cycle test after a serious miss or false-positive surge.
