Evaluate AI spending one use case at a time: define the business result, estimate what would have happened without the AI, count the full cost of delivering and sustaining it, and compare the evidence with the expected return over a stated time horizon. A rise in tool usage or employee productivity is not, by itself, proof of revenue growth or cash savings. Keep observed results separate from forecasts, and make further funding depend on evidence at explicit review gates.
What should an AI investment evaluation answer?
A useful evaluation tells leaders whether a particular AI use case is producing a business outcome worth its full cost, how strong the evidence is, and what decision follows: stop, redesign, continue, or scale. It is not a count of AI tools purchased or employees who tried them.
Set the decision before measuring. An evaluation may support initial funding, a pilot continuation, production scale-up, replacement of an existing system, or retrospective accountability. Each decision needs a defined boundary: the use case, affected processes, target population, organizational unit, measurement period, and accountable owner. A broad company-wide claim is difficult to assess if the spending and outcomes belong to different parts of the business.

Separate directly attributable costs from shared capabilities where possible. If a model platform, data foundation, or governance team serves several use cases, show the allocation method and the shared total rather than charging the entire capability to one project or quietly omitting it. Apply the same method when comparing projects.

How do you define expected business value and the counterfactual?
Write the desired result in business terms before a pilot begins, and specify the likely outcome without the AI. That second estimate—the counterfactual—is what makes it possible to distinguish value created by the deployment from changes that would have happened anyway.
Choose an outcome that can be observed
Possible targets include lower cost-to-serve, fewer staff hours per completed task, reduced error or rework, faster cycle time, higher conversion, increased revenue, or better service availability. Pair the target with a baseline: the current level, how it was measured, and the population or workflow it covers. For example, “reduce the median time to resolve eligible support requests” is more testable than “make support more efficient.”
Distinguish intermediate operating effects from the financial outcome. If a system reduces average task time, determine whether the freed capacity is used for more valuable work, allows fewer paid hours, avoids planned hiring, improves service, or simply leaves the same workday less busy. Those are different forms of value, and only some immediately reduce cash expense.
Estimate what would have happened without deployment
A before-and-after comparison can be a useful starting point, but it does not establish that AI caused the change. Request volume, staffing, seasonality, process redesign, or selection of easier cases may also explain a difference. When practical, use a comparison group, phased rollout, or another credible comparison design. Record differences in case mix and operating conditions alongside the results.
Gartner’s February 12, 2024 guidance on generative-AI business value and cost treats early productivity as a potential leading indicator of future value, not necessarily an immediate financial benefit. A productivity estimate should therefore remain an operational measure until the organization can show how it translates into incremental financial or strategic outcomes.

Which costs belong in the calculation?
Count the economic resources required to build, operate, supervise, and eventually change or retire the use case. A model or software bill is only one part of the investment. Include costs over the same period used to estimate returns, and label which are one-time, recurring, shared, or contingent.

Use a consistent attribution method for shared infrastructure and partner fees, and check for double counting. If engineering or governance effort is charged to a central budget as well as a project, reconcile the entries before calculating total cost of ownership. Keep the cost assumptions visible so a reviewer can test how the result changes if usage, human review, or maintenance needs rise.
How should you calculate ROI without implying false precision?
There is no single universal AI ROI formula established by the measurement frameworks cited here. For a practical comparison, state the measurement period and show the estimated incremental benefit, full lifecycle cost, and net value separately; if you use a percentage return, disclose its numerator, denominator, and assumptions.
One transparent working calculation is:
Net value over the stated period = attributable incremental benefit − full attributable cost
If a percentage is useful for comparing projects, a company may calculate net value ÷ full attributable cost, then label it as the organization’s chosen convention rather than a universal standard. Explain how benefits were valued and whether the result is realized, estimated, or forecast. Do not combine cash savings, redeployed capacity, and speculative future revenue into one unqualified benefit figure.

For longer-lived projects, leaders may also compare discounted future cash flows. Discounting adjusts the value assigned to cash flows at different times; adjusting for uncertainty in the evidence is a separate choice. If both are used, explain each rather than treating a discounted estimate as if it automatically resolved uncertainty about whether the outcome will occur.
Which metrics show whether the route to financial value is working?
Use a layered scorecard that connects technical and operational changes to financial outcomes. A usage metric can diagnose adoption, and an operational metric can indicate whether the workflow changed; neither should substitute for a business result.

McKinsey’s 2026 five-layer measurement framework connects financial impact and total cost of ownership with strategic and enabling measures. PwC’s benchmarking framework similarly organizes comparison across financial, operating, functional, trust, and workforce measures. These frameworks help explain why a single headline number can hide a weak link: a system may be adopted but unreliable, fast but costly to review, or technically capable but poorly integrated into employees’ work.
How should you handle forecasts, time horizons, and uncertainty?
Report measured and attributable outcomes separately from projected returns. For a forecast, disclose the assumptions and show how the result changes under plausible scenarios rather than presenting one precise-looking estimate as certain.
Test the assumptions that can change the result
At minimum, examine sensitivity to adoption, unit cost, output quality, human review rates, volume, and how long the benefit lasts. A model that works economically at high volume may not do so at low volume; a low-cost output may become expensive if it requires frequent correction. Scenarios should show which assumptions drive the decision, not merely provide optimistic, central, and pessimistic labels.

Use more than one horizon when benefits or obligations may change over time. Near-term implementation and launch costs can come before productivity gains. Longer-term value may depend on reusable capabilities, sustained adoption, or changing customer behavior; costs may also continue through governance, maintenance, and provider dependency. State the period covered and whether recurring costs and later transition needs are included.
Deloitte’s October 22, 2025 survey of 1,854 executives across Europe and the Middle East found that most respondents expected satisfactory returns on a typical AI use case within two to four years, while 6% reported payback in under one year. This describes that survey’s respondents, not a payback rule or forecast for a particular company. McKinsey’s 2025 Superagency in the workplace report, drawing on a U.S. CxO survey fielded in October–November 2024 with 118 respondents, reported that 36% perceived no revenue change and 31% perceived no cost change. Those are self-reported perceptions, not audited causal estimates.
How do you decide whether to stop, continue, or scale an AI project?
Manage AI as a portfolio of use cases, not as a single company-wide adoption target. Compare projects on shared dimensions, then release funding in stages when important uncertainties can be tested before a larger commitment.
Compare projects on the same dimensions
- Strategic fit: Does the use case support a meaningful business priority?
- Value and durability: How large could the benefit be, and how long might it persist?
- Evidence quality: Is there a credible baseline and comparison, or is the claim mainly a forecast?
- Full cost: Are implementation, operations, human work, and shared costs accounted for?
- Time to value: When could a measurable result appear, and what must happen first?
- Readiness and risk: Are the workflow, people, data, and controls adequate for the intended deployment?
- Scalability: Would broader use preserve the quality and economics observed in a limited test?
Set gates before a pilot begins
- Define the decision and baseline. Name the owner, target population, process, outcome, counterfactual, measurement period, and conditions that would justify stopping or progressing.
- Fund the smallest useful test. Choose a pilot that can resolve a high-value uncertainty, such as whether output quality is sufficient or review effort makes the workflow uneconomic.
- Measure the whole workflow. Capture operating results, relevant risk and workforce indicators, and all attributable costs—not only model usage or output speed.
- Compare evidence with the original case. At the review gate, report what was observed, what can reasonably be attributed to the deployment, and what remains projected. Update the cost and benefit assumptions.
- Make a documented decision. Stop, redesign, continue, or scale based on evidence and the stated threshold. Do not fund a weak project simply to justify costs already incurred.
The Federal Reserve’s July 17, 2026 note, “The AI Buildout and the Economy: Publicly Available Data to Assess AI’s Impact,” groups public indicators into capabilities and costs, firm investment and adoption, and productivity and labor. That is a useful way to distinguish what is being built and bought from what firms are adopting and what may be changing in productivity or labor; it is an indicator framework, not a quantified claim that AI has already caused aggregate productivity growth.
What should a board or finance review see?
A review should make it possible to challenge both the claimed benefit and the cost base without confusing activity with impact. Keep the original business case beside the latest results so that changed assumptions are visible rather than silently rewritten.

- The decision requested and the accountable owner.
- The business outcome, baseline, counterfactual, scope, and measurement period.
- Observed results and forecast results shown separately, including the strength of the comparison used.
- Full cost inventory, attribution of shared costs, and any material changes since approval.
- Operational, quality, trust, and workforce indicators that explain the financial result.
- Scenario or sensitivity results for the assumptions most likely to change the decision.
- The proposed gate outcome—stop, redesign, continue, or scale—and what evidence is required at the next review.
This format also makes portfolio trade-offs clearer. A strategically important use case with uncertain near-term returns may justify a bounded experiment to resolve uncertainty, while a supposedly easy productivity win may not merit scale-up if no credible path converts the time saved into retained value.

How often should a company revisit an AI business case?
Tie reviews to the funding gates and to material changes in usage, provider pricing, workflow design, or risk—not just to a fixed calendar. If a decision-driving assumption changes, update the case before relying on the old forecast.
Should a company count a pilot that did not work as an AI loss?
Account for the pilot’s actual cost, then judge whether it produced useful evidence relative to the decision it was designed to inform. Learning may reduce uncertainty, but it does not turn an unsuccessful deployment into realized operating value.

Report the nonfinancial outcome in its own terms, such as service availability or quality, and explain why it matters to the business. Do not assign a monetary figure unless the valuation method and assumptions can be defended.
Can an industry survey set a company’s AI payback target?
A survey can provide context about other respondents’ expectations or reported experiences, but it cannot establish the likely return for a specific workflow. Set a project target from its own baseline, costs, evidence, and decision horizon.
