There is no universally best U.S. state or metro for semiconductor manufacturing. The right location is the one that can deliver your specific process, capacity, utilities, workforce, suppliers, permits and production schedule at an acceptable total cost and risk. Start by defining the facility, eliminate parcels that fail non-negotiable requirements, then rank the survivors with a documented, weighted scorecard. Verify every high-risk assumption at parcel level with utilities, water authorities, local agencies, suppliers and workforce partners.

Why semiconductor location decisions are unusually demanding

A semiconductor project combines a high-value production system with unusually strict requirements for electricity quality, water, environmental controls, cleanroom construction, specialized labor and inbound materials. A site that looks inexpensive on a state comparison can become the wrong choice if a substation upgrade takes years, wastewater capacity is unavailable, permits delay construction or the local labor market cannot support round-the-clock operations.

The U.S. semiconductor industry is economically significant: a SelectUSA page from the U.S. Department of Commerce attributes 50 percent of global semiconductor sales revenue in 2024 to the U.S. industry and reports more than 145,000 people employed in the semiconductor-industry subcluster, citing the Cluster Mapping dashboard. Those national figures describe the sector, not the suitability of any individual parcel. Location selection still has to be made project by project.

SelectUSA’s official site-selection guide states, “The priority of these factors usually depends on the type of facility being planned.” That principle should govern the entire comparison.

1. Define the facility before comparing states

Do not begin with a list of supposedly attractive states. Begin with a requirements brief that a utility, economic-development office, contractor and equipment supplier can all interpret the same way.

Identify the facility role

  • Front-end wafer fab: typically has the most demanding cleanroom, power, ultrapure-water, chemical, abatement and wastewater requirements.
  • Compound-semiconductor plant: may use different materials, process gases, environmental controls and supplier networks than a silicon fab.
  • Assembly, test and packaging operation: can have a different balance of labor, logistics, building and utility needs from front-end wafer processing.
  • Materials plant: may prioritize chemical handling, feedstock logistics, environmental permitting and proximity to customer fabs.
  • Equipment plant or service operation: may place greater weight on precision manufacturing talent, transportation and customer-service access than on fab-scale water demand.

Write a measurable project profile

Requirement What to specify before site screening Why it changes the comparison
Process and product Technology, wafer or package type, critical chemicals and gases, quality requirements Determines facility systems, supplier needs and permitting complexity
Capacity and ramp Target output, phases, tool count, expected utilization and ramp dates Sets utility load, building size, hiring volume and schedule exposure
Buildings and land Greenfield or existing building, cleanroom area, expansion parcels, geotechnical limits Separates nominally available land from a buildable, expandable site
Inbound materials Specialty gases, chemicals, wafers, substrates, spare parts and delivery frequency Reveals hazardous-material, storage, route and single-source risks
Outbound product Customers, shipment modes, service-level targets and export or border needs Determines highway, airport, port, rail and customs priorities
People and shifts Occupations, certifications, headcount by phase, shift pattern and contractor needs Allows occupation-specific labor and training analysis instead of generic wage comparisons
Target production date Construction start, tool move-in, qualification and volume-production milestones Turns utility, permitting and construction lead times into hard constraints

Document assumptions such as maximum demand, redundancy, water quality, wastewater chemistry, hazardous-material volumes and expansion timing. If those assumptions are still ranges, carry the ranges into the scorecard rather than hiding them in a single optimistic estimate.

2. Separate hard gates from weighted preferences

A useful comparison has two stages. First, eliminate sites that cannot meet essential requirements. Second, score only the feasible locations against the project’s priorities. This prevents a large incentive or cheap land from compensating for an impossible power-delivery date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use hard gates for non-negotiable conditions

  • Written confirmation that the utility can deliver the required power, voltage, redundancy and upgrade schedule.
  • Water supply and treatment arrangements that meet process, fire-protection and expansion needs.
  • A credible wastewater and hazardous-discharge path, including required permits.
  • Parcel control, zoning and environmental conditions compatible with the planned facility.
  • A permitting and construction path that fits the production schedule.
  • A workforce plan that can cover critical occupations and shifts within the recruitment radius.
  • Safe, compliant routes for chemicals, gases, equipment and finished products.

Score the sites that pass

For each feasible site, assign a score to each factor, multiply it by an explicitly documented weight, and record the evidence date and confidence level. A simple calculation is weighted score = factor score × factor weight, with the weights summing to 100 percent. Use the same scale and assumptions for every candidate.

Factor Evidence to collect Typical decision question
Utilities Deliverable power and water, reliability, rates, upgrade cost and delivery date Can the site support the load when the first phase starts and when expansion occurs?
Workforce Occupation-level employment, wages, concentration, competing employers and training capacity Can the project hire and retain the required skills across all shifts?
Supply chain and logistics Supplier locations, freight lanes, lead times, airports, ports, rail, highways and border processes Can critical inputs and outputs move reliably without unacceptable single-source exposure?
Site and construction readiness Parcel control, geotechnical data, environmental studies, contractors, permits and installation capacity Can construction and tool installation meet the qualification date?
Total cost Land, construction, equipment installation, labor, utilities, logistics, taxes, compliance and financing What is the comparable life-cycle cost under the same assumptions?
Incentives Eligibility, written offers, timing, milestones, conditions and clawbacks What value is actually available, when, and at what project obligations?
Resilience Disruption scenarios, backup systems, alternate suppliers, climate and infrastructure exposure How does the site perform if a key assumption fails?

Weights should reflect the project rather than a generic template. A high-volume front-end fab might assign more weight to utility reliability, water and construction readiness; an assembly operation might assign more to labor depth and outbound logistics. Keep the chosen weights, rationale and approval owner in the decision record.

3. Verify power, water and wastewater at parcel level

Energy and water are major semiconductor cost items, and industry guidance treats reliability and sustainability as paramount. State averages for electricity prices or water availability are useful for initial screening only. They do not prove that a particular parcel has capacity, an acceptable connection cost or a service date that matches your schedule.

Power questions to put in writing

  • What firm capacity is deliverable to the parcel today, and what capacity is available after planned upgrades?
  • What voltage, substation, feeder and redundancy configuration will serve the facility?
  • What is the utility’s reliability record for the relevant service area, and what power-quality protections are required on site?
  • Who pays for transformers, substations, transmission or distribution extensions, and how is the cost estimated?
  • What milestones control the service date, and what happens if an upgrade slips?
  • How are rates structured, including demand charges, time-of-use elements, interruptible options and renewable-energy requirements?
  • Can the utility support the full expansion plan rather than only the first phase?

Request a written utility capacity and delivery letter tied to the actual parcel, load profile and phasing. Treat an unconfirmed estimate as a risk item, not as available capacity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water and wastewater questions

  • Can the provider supply the required raw water volume, pressure and reliability during normal operations, drought conditions and expansion?
  • What treatment is needed to produce process or ultrapure water, and is the source quality consistent enough for the design?
  • What wastewater flows and chemical characteristics can the local system accept?
  • Will the project need pretreatment, a dedicated industrial-wastewater plant, discharge permits or beneficial-reuse systems?
  • What are connection, treatment, discharge and capacity-expansion costs, and when can service be delivered?
  • What backup storage, fire-water supply and contingency arrangements are required?

Ask the water provider and wastewater authority to confirm assumptions separately; a municipality may have water capacity but insufficient industrial-treatment capacity. Include drought, contamination, outage and expansion scenarios in the resilience review.

4. Compare workforce depth, not just wage rates

Build a hiring model by occupation and phase. Include process, equipment, facilities, controls, quality, safety, chemical handling, maintenance, information technology, production supervision and skilled-construction roles. For each occupation, estimate headcount, shift coverage, experience level, hiring radius, wage range, time to competency and retention risk.

SelectUSA’s workforce dashboard can compare wages, employment and workforce concentration across states and metropolitan areas. The page cautions that some indices may lag by up to two years, so use the dashboard as screening evidence and refresh it with current employer, education and labor-market information.

Assess the local talent pipeline

  • Inventory universities, community colleges, technical schools, apprenticeship programs and cleanroom or advanced-manufacturing curricula.
  • Ask institutions how many graduates are available in the occupations and shift patterns your ramp requires.
  • Identify competing employers and planned projects that could change hiring conditions before your production date.
  • Evaluate relocation, commuting, housing, childcare and transportation barriers that affect acceptance and retention.
  • Separate entry-level hiring from the smaller pool of experienced process and equipment specialists needed during ramp-up.
  • Obtain a training plan with named partners, capacity, funding sources, instructors and lead times.

Workforce-development support can improve a site’s feasibility, but it does not replace an occupation-level supply analysis. In a July 2025 award snapshot, the U.S. Government Accountability Office reported that 19 companies had received CHIPS awards and 13 of those companies had also received workforce-development funding. That figure describes awards at that date; it is not a guarantee that a future project will receive similar support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Map suppliers, logistics and resilience

List every critical input and service, then map its source, qualification requirements, transport mode, lead time, storage needs and backup option. Include specialty gases, chemicals, substrates, wafers, packaging materials, spare parts, equipment service, calibration and waste handling. Semiconductor-material suppliers often cluster geographically, so a site may depend on regional networks rather than purely local vendors.

Test the real shipment profile

  • Price and time actual inbound lanes, including hazardous-material restrictions, security requirements and delivery windows.
  • Measure access to airports, ports, rail and highways against the project’s shipment mix, not against a generic proximity map.
  • Check outbound routes to customers and contract manufacturers, including export, customs and border processes where relevant.
  • Identify single-source materials, sole-service providers and spare-part routes whose failure could stop production.
  • Ask suppliers whether they can support the ramp, maintain local inventory and provide emergency response.

GAO’s description of Commerce project selection includes supplier networks and logistics experience among readiness considerations. Use that lens to distinguish a site with convenient transport from one with a credible, redundant operating network.

6. Evaluate site, construction and permitting readiness

Compare controlled parcels, existing buildings and greenfield options using the same schedule assumptions. A low land price is irrelevant if geotechnical work, environmental remediation, utility extensions or cleanroom construction add months and unpriced risk.

Readiness checklist

  • Confirm ownership or option control, parcel boundaries, easements, setbacks and expansion land.
  • Review geotechnical, flood, seismic, environmental and cultural-resource conditions.
  • Verify zoning, hazardous-material rules, building approvals, air permits, water permits and wastewater authorizations.
  • Assess local availability of cleanroom contractors, mechanical and electrical trades, controls specialists and tool-installation crews.
  • Obtain a realistic construction sequence from site work through building completion, systems commissioning, tool move-in and process qualification.
  • Track each permit, its responsible agency, submission date, review duration, dependencies and appeal risk.

GAO identifies construction plans and regulatory-compliance progress, including permitting, as examples of operational readiness. Give schedule evidence more weight than a general statement that a site is “shovel ready.”

7. Build a transparent total-cost model

Use one time horizon, inflation assumption, discount convention and production scenario for every candidate. Show one-time capital, recurring operating cost and schedule-related risk separately so an incentive cannot conceal an expensive operating base.

Cost category Items to include Common omission to avoid
Land and site Purchase or lease, preparation, roads, drainage, easements and remediation Assuming a marketed parcel is fully buildable
Building and systems Structure, cleanroom, mechanical and electrical systems, abatement and fire protection Excluding expansion or redundancy required for production
Equipment installation Tool move-in, hookups, commissioning, qualification and specialized contractors Using equipment purchase price as a proxy for installed cost
Utilities Connection, upgrades, demand charges, water treatment, wastewater and backup systems Using statewide averages instead of a utility quotation
Labor Recruiting, wages, benefits, relocation, training, contractors and retention programs Counting only starting wages
Logistics and supply chain Freight, hazardous-material handling, warehousing, inventory and emergency shipments Ignoring lead-time or disruption inventory
Taxes and compliance Property, sales, income, environmental, reporting and permit costs Treating an incentive headline as net value
Financing and schedule Carrying cost, delay cost, escalation, contingency and lost output Leaving a late-production scenario unmodeled

For every major estimate, record the source, date, confidence and dependency. Run at least a base case, a delayed-utility case, a slower-hiring case, a construction-inflation case, an incentive-nonaward case and a lower-demand or slower-ramp case.

8. Treat CHIPS and local incentives as conditional value

The current statutory CHIPS provision authorizes financial assistance for eligible semiconductor and related facility or equipment investment, subject to program requirements and appropriations. Eligibility is not an automatic entitlement, and a national award total is not a ranking of locations.

GAO reported that, as of July 2025, Commerce had awarded $30.9 billion across 40 projects. This is a dated program snapshot, not a promise of future funding or evidence that one state is preferable to another. Program terms, available appropriations and award status must be checked at the time of the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate an incentive offer like a contract

  • Identify the eligible entity, facility, equipment and investment period.
  • Separate cash grants, tax credits, workforce support, real-property benefits, infrastructure assistance and research incentives.
  • Record the value, payment timing, application requirements, performance milestones and reporting duties.
  • List job, wage, investment, domestic-production, environmental or community commitments.
  • Model clawbacks, repayment, sunset dates and conditions that could reduce the net value.
  • Confirm whether benefits are transferable, refundable, capped or dependent on annual appropriations.

NIST’s facility FAQ describes a state or local covered-incentive letter and gives tax, workforce, real-property and research-and-development incentives as examples. Obtain written, jurisdiction-specific terms rather than relying on a presentation or headline estimate. Show incentives as a separate line in the model, with an “unawarded” case that still leaves the project viable.

9. Use a disciplined two-stage decision process

  1. Freeze the project brief. Approve process, capacity, phases, utility loads, workforce, logistics, building and production-date assumptions.
  2. Create a candidate long list. Use public infrastructure, labor, supplier and incentive information only for initial screening.
  3. Apply hard gates. Remove sites without credible utility delivery, water and wastewater arrangements, permitting feasibility, parcel control or schedule fit.
  4. Issue standardized data requests. Ask every remaining jurisdiction and utility for the same capacity, cost, timing and evidence fields.
  5. Score with approved weights. Keep factor definitions, source dates, confidence ratings and the reason for each weight.
  6. Validate the leaders on site. Meet utilities, water authorities, permitting agencies, suppliers, contractors, schools and workforce partners.
  7. Run sensitivities and failure scenarios. Test delayed upgrades, slower hiring, construction escalation, incentive non-award, supplier loss and demand changes.
  8. Negotiate and document commitments. Convert the assumptions that matter most into written utility, incentive, permitting, workforce and infrastructure agreements.
  9. Make a gated recommendation. State the preferred site, fallback site, unresolved risks, decision deadlines, owners and conditions that would trigger a return to the shortlist.

10. A practical comparison worksheet

The following structure can be copied into a spreadsheet. The weights are illustrative; change them after the facility brief is approved. Score each factor on a consistent scale, such as 0 to 5, and do not award a high score when the evidence is only an unverified estimate.

Factor Illustrative weight Site A evidence Site B evidence Confidence and next check
Power capacity, reliability and delivery 20% Score and utility letter date Score and utility letter date Utility confirmation and upgrade milestones
Water and wastewater 15% Capacity, quality and permit status Capacity, quality and permit status Provider confirmation and discharge review
Workforce and training 15% Occupation-level supply and partners Occupation-level supply and partners Refresh lagging data with current checks
Suppliers and logistics 15% Lane, lead-time and redundancy evidence Lane, lead-time and redundancy evidence Supplier interviews and freight quotes
Site, construction and permitting 15% Readiness milestones and schedule Readiness milestones and schedule Independent schedule and permit tracker
Total cost and schedule risk 10% Comparable life-cycle model Comparable life-cycle model Stress-test assumptions
Incentive net value and conditions 5% Written offer and obligations Written offer and obligations Confirm eligibility and clawbacks
Resilience and expansion 5% Disruption and phase-two analysis Disruption and phase-two analysis Validate backup and alternate sources

Do not let the arithmetic hide a failed gate. A site with the highest weighted total should not be recommended if it lacks a firm utility commitment, an approvable wastewater path or a schedule that can meet production.

11. Common comparison mistakes and how to correct them

Choosing a state before defining the process

Why it fails: A location attractive for packaging may be unsuitable for a front-end fab, and a site suitable for a materials plant may not support a high-volume cleanroom. Correction: approve the facility profile and hard gates first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using state averages as parcel facts

Why it fails: Capacity, rates, connection costs and reliability vary by service territory and parcel. Correction: obtain written, site-specific utility and water confirmations.

Ranking labor by average wage alone

Why it fails: Low wages do not establish enough qualified people, shift coverage or retention. Correction: model each occupation, competing employers, training throughput and hiring radius.

Counting an announced incentive before it is awarded

Why it fails: Eligibility, appropriations, milestones and clawbacks can change the realized value. Correction: model unawarded, partial-award and full-award cases and obtain written terms.

Calling a site “ready” because land is available

Why it fails: Permits, geotechnical work, contractors, utility extensions and tool installation determine the production date. Correction: maintain a dependency-linked construction and permitting schedule.

Ignoring data age

Why it fails: Workforce and cluster dashboards can lag by up to two years, while employers, wages, projects and infrastructure change. Correction: show the publication date beside every metric and refresh critical assumptions before commitment.

What a defensible recommendation should contain

Deliver a decision book rather than a single ranking. It should include the approved project brief, candidate-screening criteria, hard-gate results, the weighted scorecard, source dates, confidence ratings, utility and water letters, workforce and supplier evidence, permitting and construction schedules, the total-cost model, incentive terms, sensitivity results and a fallback plan.

For each unresolved risk, name an owner, a verification action, a deadline and the consequence of failure. Preserve the distinction between a binding commitment, a written estimate, a public statistic and an internal assumption. That record allows executives, boards, lenders and public agencies to understand why a site was selected and what must remain true for the project to succeed.

Final decision rule

Select the site that passes every essential requirement and remains robust under realistic downside scenarios—not the site with the lowest advertised land price, the largest headline incentive or the most favorable state average. Refresh utility capacity, rates, water, permitting, local wages, construction conditions, incentives and program eligibility immediately before signing or investing; the available evidence supports a framework, not a permanent ranking of U.S. locations.
