Choose a VPN by checking what the provider collects and shares, what independent evidence supports its privacy claims, which laws may apply, and whether its apps protect the devices you use. A VPN routes your traffic through servers controlled by the provider, so it shifts some trust from your internet service provider or local network to that company. It does not make you anonymous.
What a VPN can—and cannot—protect
A VPN creates an encrypted connection between your device and a VPN server, then routes your internet traffic through that server. This can make it harder for a local Wi-Fi operator or your internet service provider to see the contents of traffic protected by the VPN. The VPN provider, however, becomes a party you must trust; traffic leaving its server continues to its destination.
A VPN is not a complete anonymity tool. Websites can still recognize you when you sign in or share identifying information, and cookies and browser fingerprinting can continue to track you. The Federal Trade Commission (FTC) also cautions that not every VPN app encrypts all information and that some apps may share information with third parties. Its consumer guidance puts it plainly: “A VPN app generally isn’t going to make you entirely anonymous.” FTC: In the market for a VPN app?

How to evaluate a VPN provider’s privacy claims
Read the policy for specific data practices
Do not decide on the strength of a “no logs” slogan alone. Read the provider’s privacy policy, terms, and current disclosures. Look for whether it collects browsing activity, connection timestamps, source IP addresses, or account and device details; how long it retains each category; whether it shares or sells data; and what it says about responding to legal requests.
These are questions to answer from each provider’s documents, not assumptions about all VPN services. The FTC advises consumers to review terms and privacy policies because VPN apps may be able to intercept internet traffic and may share information with third parties. The Electronic Frontier Foundation (EFF) likewise cautions that a company might log data unless its policy rules that out—and that a no-logging claim alone does not ensure good practices. Check what an audit actually covered
Look for a publicly available audit report, who conducted it, its date, and the systems or processes examined. An audit may provide evidence about particular apps, data access, or infrastructure, but it is a snapshot of the areas reviewed—not proof that every privacy claim is true indefinitely. Practices can change after an audit, including in response to government pressure. Read the report’s scope rather than treating “audited” as a blanket guarantee.
Use transparency reports as one more piece of evidence
If a provider publishes transparency reports, review what they say about information requests from governments or law enforcement. A report can help you understand what requests the provider says it receives or handles, but it should be considered alongside the policy, the data the provider retains, and any audit findings.

How jurisdiction should affect your decision
Consider where the provider operates and which laws may apply to requests for information. Legal rules and government-request processes vary, so jurisdiction is relevant—but a provider’s location alone does not reveal what data it collects or retains. Assess the applicable laws alongside the company’s stated data practices, audit evidence, and transparency reporting. EFF recommends reviewing the provider’s policy for circumstances in which it may turn data over to governments or law enforcement.
Check leak protection and kill switches on your devices
These features address different risks. A kill switch is intended to block traffic from falling back to your ordinary internet connection if the VPN disconnects. DNS leak protection is intended to keep DNS requests—used to look up website addresses—from escaping the VPN path. Neither feature should be assumed to work identically across every device or operating system.

- Check each platform separately: Confirm the specific app you plan to use offers both features on your computer, phone, or other device.
- Read how the controls behave: Find out whether the kill switch blocks all network traffic or has narrower behavior, and whether it must be enabled manually.
- Do not infer test results from a feature list: Feature availability is not the same as independent evidence about how reliably it prevents exposure during a failure.
GovTech Singapore’s updated guidance discusses kill switches and DNS leak protection as selection considerations. Its guidance is not a comparative failure test of named VPN services. GovTech Singapore: How do VPNs work, Its Uses & How to Choose

Compare protocols, device coverage, and your actual use case
Prefer current, supported protocols
Check which VPN protocols the service supports and avoid relying on outdated or broken options. EFF identifies OpenVPN and WireGuard as common choices and warns that broken encryption such as PPTP can expose traffic. A protocol name alone does not establish that a provider’s implementation or overall service is secure; consider it together with the provider’s documentation and the rest of its privacy practices.

- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Start with what you need the VPN to do
Travel, connecting several household devices, moving large files, and attempting to access streaming services can call for different trade-offs. Streaming services may block VPN access, so do not assume a subscription will work with a particular platform. Compare privacy documentation, supported platforms, connection reliability, speed, and total cost against your intended use.
For each service you are considering, use the same checklist:
- What browsing, connection, account, and device data does it collect, and how long does it retain each type?
- What does its policy say about sharing data and responding to legal requests?
- Is an audit report public, who performed it, when, and what did it examine?
- Where does the provider operate, and what does it disclose about government requests?
- Are a kill switch and DNS leak protection available in the apps for your devices?
- Which protocols are supported, and which fit your needs?
- Does the service fit your device count and use case, with acceptable reliability, speed, and total price?
EFF’s guidance captures the central trade-off: “There is no one-size-fits-all VPN.” It also cautions, “Do not assume that just because a VPN app is available on an official storefront that it’s safe.” Consider the provider’s transparency and business model as well as the app’s availability. When this is a work VPN, assess the organization’s security too
A corporate remote-access VPN is not the same decision as choosing a consumer privacy subscription. For an organization, the VPN server can be an entry point into protected networks; selection also involves product validation, strong authentication, prompt patching, and reducing the network’s attack surface. The NSA and CISA’s 2021 guidance addresses organizational remote-access VPNs, not rankings of consumer VPN subscriptions. NSA: NSA, CISA Release Guidance on Selecting and Hardening Remote Access VPNs
