Assess a quantum-security platform as a migration capability, not as proof that an enterprise is simply “quantum-proof.” The platform should discover cryptography across hardware, software, services and suppliers; turn findings into a traceable inventory; prioritize exposure by business risk and data lifetime; support controlled post-quantum cryptography (PQC) interoperability testing; and make future algorithm changes operationally manageable through crypto agility. Validate every claim against representative systems in your own environment.

What an enterprise platform must actually deliver

A useful platform answers five practical questions:

  • Where is public-key cryptography used? Discovery must reach the systems, protocols, certificates, libraries, signing services and supplier-connected assets that matter to the business.
  • Which findings matter first? An inventory is only useful when it can be related to sensitive data, system criticality, exposure, dependencies and the time information must remain confidential.
  • Can the organization migrate safely? The platform should support planning, ownership, testing, exceptions and evidence rather than merely displaying algorithm names.
  • Will systems continue to work together? PQC implementations need interoperability testing in a controlled environment before production rollout.
  • Can cryptography be changed later? Crypto agility is the ability to replace and adapt algorithms across protocols, applications, software, hardware, firmware and infrastructure while preserving security and operational continuity.

NIST’s migration program describes PQC migration as an effort focused on asymmetric cryptographic functions and digital trust, including identity certificates for devices and users and code signatures. The program began its standardization process in 2016, and NIST released three PQC standards as Federal Information Processing Standards (FIPS) in August 2024. See the NIST NCCoE migration project for the current standards and project scope.

A platform that offers only a “quantum-safe” dashboard, a future roadmap or a list of supported algorithms does not by itself establish migration readiness.

1. Set scope, ownership and success criteria

Start with a written scope before comparing products. Quantum-vulnerable cryptography can be embedded far beyond a security team’s certificate inventory, and the 2023 joint CISA, NSA and NIST guidance warns that organizations may not know how widely public-key cryptography is present in products and services. Its migration recommendations are in the Quantum-Readiness: Migration to Post-Quantum Cryptography fact sheet.

Define the technology boundary

  • Business services and the applications that implement them.
  • Data centers, cloud accounts, SaaS integrations and on-premises infrastructure.
  • IT and operational technology (OT), including systems with long replacement cycles.
  • Network protocols and gateways, endpoint and server software, cryptographic libraries and APIs.
  • Certificates, public-key infrastructure (PKI), key-management systems, hardware security modules and code-signing systems.
  • Firmware, embedded devices, appliances and management planes.
  • External suppliers whose software, hardware, hosted services or support connections enter the environment.

Assign accountable owners

Form a cross-functional team that includes security engineering, enterprise architecture, infrastructure, application owners, procurement, privacy and risk, legal or compliance representatives, and OT specialists where applicable. Give each finding an owner who can approve a remediation date, document an exception or obtain a supplier commitment. A platform that cannot map findings to accountable people and services will create a larger spreadsheet rather than a migration program.

Write measurable success criteria

Examples include: identifying all cryptographic endpoints in a defined pilot scope; recording evidence and confidence for each finding; connecting high-priority findings to owners and milestones; completing a non-production interoperability test; and exporting actions into the organization’s existing risk or remediation system. These criteria let you compare a product demonstration with an outcome you can verify.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Test discovery coverage, not marketing labels

Ask each supplier to demonstrate discovery in an environment that resembles yours. Do not accept a claim that a platform “scans the enterprise” without seeing which data sources it uses, what it can access and what remains invisible.

Coverage questions to ask

  • Which sensors, agents, network integrations, code analysis methods and APIs identify cryptographic use?
  • Can discovery inspect TLS or other network protocols, endpoints, servers, applications, libraries, certificates, signing systems and key-management infrastructure?
  • Does it cover cloud and on-premises systems, segmented networks and relevant OT assets?
  • Can it identify cryptography in build pipelines, source repositories, packaged software and firmware, rather than only in running network traffic?
  • How are supplier-connected assets and externally managed services represented?
  • What privileges, credentials, traffic visibility or installation changes are required?
  • How are inaccessible systems, unsupported platforms, blind spots and collection failures displayed?

The agency guidance calls for a cryptographic inventory across IT and OT and recommends discovery tools that identify quantum-vulnerable algorithms. Those recommendations establish what to test; they do not mean every commercial platform already provides every capability.

Check evidence quality during the demonstration

For each finding, ask the demonstrator to show the underlying evidence: a configuration, certificate, protocol negotiation, binary reference, library call, sensor observation or supplier record. Confirm whether the evidence is timestamped, whether confidence is recorded and whether an analyst can distinguish a direct observation from an inferred result. Require duplicate findings to be merged without losing their provenance, and require stale records to be marked rather than silently treated as current.

3. Judge whether the inventory can drive work

A useful inventory contains more than “RSA,” “elliptic curve” or another algorithm label. At minimum, inspect whether records can include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Algorithm, protocol, key or certificate details, and the cryptographic function being performed.
  • Asset, application, service, codebase, firmware or supplier location.
  • Business and technical owner, environment, dependency relationships and exposure.
  • Collection date, source, evidence and confidence.
  • Lifecycle state, replacement option, upgrade constraint, exception status and next action.

Test filters and exports with real operational questions: Which internet-facing services use affected public-key cryptography? Which certificates expire before a planned upgrade? Which applications depend on one library or supplier? Can an owner export a work queue with evidence attached? Can the inventory feed the organization’s asset, risk, ticketing or governance systems without manual re-entry?

An empty result is not proof of safety. It may mean that sensors lack access, a system is unsupported or collection failed. The platform should make those conditions visible and quantify coverage so decision-makers know what the inventory does not establish.

4. Evaluate prioritization by business risk and data lifetime

Migration order should not be determined by algorithm name alone. Connect each discovery record to the consequences of compromise and the practical difficulty of changing it.

Risk dimensions to require

  • Data sensitivity: What information is protected, and how damaging would disclosure be?
  • Confidentiality lifetime: How long must the information remain secret?
  • Exposure: Is the system internet-facing, partner-facing, internally reachable or isolated?
  • Business criticality: What services, safety functions or revenue streams depend on it?
  • Dependency chain: Which certificates, libraries, devices, suppliers and upstream services must change together?
  • Migration feasibility: Are upgrades available, or are code, hardware, firmware or maintenance-window changes required?

The “harvest now, decrypt later” threat makes confidentiality lifetime especially important. Data intercepted today may be valuable when a future capability can decrypt it, so a low-urgency label based only on current computing capability can be misleading.

Interrogate the risk model

Ask how scores are calculated, which inputs are configurable, who can change the weighting and how a score is explained to an auditor or system owner. Confirm that teams can override a score with a documented reason without erasing the original calculation. The official guidance supports inventory-led risk assessment and prioritization but does not prescribe a universal formula; your organization must set thresholds that match its risk appetite and regulatory obligations.

Turn priority into accountable migration

A high-priority record should become a work item with an owner, target date, dependency list, proposed treatment, test evidence and exception process. Look for dashboards that show overdue actions and supplier blockers, not just heat maps. Require a history of score changes and decisions so the migration plan remains auditable after personnel or platform changes.

5. Verify standards alignment and interoperability

Confirm precisely which NIST-standardized PQC algorithms, protocol profiles, libraries and product versions are supported. Request dated implementation and validation evidence for each claim. A generic “quantum-resistant” label, a pre-standard algorithm, or an undated roadmap is not proof that two products will interoperate.

Use a controlled test environment

NIST’s NCCoE interoperability workstream is intended to identify compatibility problems and resolve them in controlled, non-production settings before organizations repeat equivalent tests independently. Reproduce that discipline with a test plan that includes your own certificates, identity systems, application protocols, proxies, load balancers, endpoint clients and supplier components.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Record the current cryptographic path, versions, trust anchors and expected transaction behavior.
  2. Introduce the candidate PQC implementation at one controlled boundary or test service.
  3. Exercise successful handshakes, authentication, certificate issuance, code-signing validation and failure cases relevant to the service.
  4. Capture incompatibilities, message or certificate-size effects, latency and throughput under representative workload.
  5. Test monitoring, alerting, logging, support escalation and rollback before authorizing a wider pilot.

Do not infer production readiness from a vendor-to-vendor demonstration. Your stack, trust model, middleware, network policy and operational procedures determine whether an implementation works in practice.

6. Assess crypto agility and operating impact

NIST defines crypto agility in CSWP 39: Considerations for Achieving Crypto Agility: Strategies and Practices as the capabilities needed to replace and adapt cryptographic algorithms in protocols, applications, software, hardware, firmware and infrastructures while preserving security and ongoing operations.

Map the change path at every layer

For a representative service, ask the platform and its suppliers to identify what changes when an algorithm or implementation is replaced:

  • Monitoring, incident response, compliance evidence and rollback procedures.

Separate changes the platform can orchestrate from changes that still require a product upgrade, source-code modification or supplier action. A dashboard that detects an obsolete algorithm but cannot show how to replace it is a discovery tool, not a complete agility capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure operational effects without invented thresholds

Set performance and availability criteria from the workload being migrated. Record handshake latency, throughput, CPU and memory effects, packet or certificate size, storage, bandwidth, connection limits and failure behavior where relevant. There is no universal performance threshold in the cited NIST guidance; a transaction-processing service, a constrained device and a batch-signing system will have different tolerances.

Require policy controls for approved algorithms and versions, staged rollout, monitoring, rollback and emergency exceptions. Confirm who owns support when a cryptographic change causes an interoperability or performance incident.

7. Make suppliers part of the assessment

Supplier dependency is often the longest lead time in PQC migration. For every critical product or service, request a product- and version-specific response containing:

  • Supported PQC algorithms, protocol profiles and release versions.
  • Planned support dates, end-of-support dates and prerequisites.
  • Upgrade, replacement or hardware-refresh path.
  • Required code, configuration, certificate or firmware changes.
  • Expected licensing, service, professional-services or hardware costs.
  • Interoperability partners, test evidence and known limitations.
  • Maintenance-window, rollback and support commitments.

Keep supplier answers dated and attach them to inventory records. “Planned” without a release or support commitment should be treated as an unresolved dependency, not as completed coverage. Include embedded and OT systems whose replacement cycles, safety requirements or vendor lock-in may make migration slow.

8. Run a buyer-controlled proof of capability

Use a representative pilot rather than a scripted demonstration. Select systems that span cloud and on-premises environments, internet-facing and internal services, modern and legacy applications, certificates, signing, key management and at least one supplier dependency.

  1. Establish a known set. Independently list cryptographic assets and deliberately include a few known blind spots or unsupported systems.
  2. Deploy discovery. Follow the least-privilege design you would use in production and record coverage, access failures and collection dates.
  3. Reconcile results. Compare findings with the known set. Investigate false negatives, duplicates, stale records and unexplained inferences.
  4. Trace evidence. Open individual records and verify that an analyst can reach the underlying observation, owner, dependency and confidence information.
  5. Prioritize one service. Apply your data-lifetime, criticality and exposure criteria, then create an owner-assigned migration work item.
  6. Test interoperability. In a non-production environment, exercise the proposed PQC implementation with your certificates, clients, servers, proxies and monitoring.
  7. Exercise change and rollback. Measure workload effects, test failure paths and return to the previous configuration under controlled conditions.
  8. Verify integrations. Export findings and actions to the organization’s asset, risk, ticketing and reporting systems.
  9. Document limits. Record unsupported assets, access restrictions, supplier blockers and assumptions. Never interpret an empty dashboard as proof that no quantum-vulnerable cryptography exists.

9. Compare platforms on the same evidence

Use one scorecard and require comparable evidence from every candidate. A product that scores well on discovery but cannot support ownership, supplier planning or controlled testing may not reduce migration risk.

Assessment area Evidence to request Decision questions
Coverage Asset types, protocols, environments, libraries, certificates, signing, IT/OT and supplier scope Does it see the cryptography that exists in our architecture, and what remains out of scope?
Inventory usefulness Field detail, evidence provenance, freshness, confidence, ownership, dependencies, exports and integrations Can an owner act on a record and prove why it exists?
Risk model Data sensitivity, confidentiality lifetime, exposure, criticality, dependencies, feasibility, score explanations and audit history Does prioritization reflect business consequences rather than algorithm labels alone?
Standards and interoperability Exact algorithms, versions, protocol support, implementation dates, test evidence and limitations Has the implementation worked with our trust model and representative stack?
Crypto agility Change paths across protocols, applications, software, hardware, firmware and infrastructure; policy, rollout and rollback controls What can be changed centrally, and what still requires code or supplier action?
Supplier readiness Product/version roadmaps, support dates, upgrade paths, prerequisites, costs and commitments Can we schedule migration before a dependency becomes a critical blocker?
Deployment and governance Access controls, data handling, scalability, tenancy, integrations and remediation accountability Can the platform operate within our architecture and governance model?

Score each cell with observed evidence, not presentation quality. Mark “not established” where a supplier has not demonstrated a capability, and distinguish a planned feature from one available in the version you would deploy.

10. Interpret named NIST discovery examples correctly

NIST SP 1800-38B’s December 2023 preliminary draft on cryptographic discovery describes example components in a discovery reference architecture:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • IBM z/OS Encryption Readiness Technology (zERT): described as collecting cryptographic security attributes for IPv4 and IPv6 connections protected with TLS/SSL, SSH and IPsec.
  • Samsung SDS Crypto Agility Platform for Enterprise (S-CAPE): described as discovering potentially vulnerable algorithms across a DevSecOps pipeline, consolidating sensor data and producing estimated risk scores.
  • InfoSec AgileSec Analytics: described as supporting a centralized cryptographic inventory with sensors for hosts, network interfaces, CI/CD pipelines, repositories, key management, PKI and HSM systems.

These descriptions are useful categories for a market scan, not endorsements, certifications or evidence of current availability, comparative quality or present-day feature sets. The document is explicitly a 2023 preliminary draft; verify current versions, support and claims directly with any supplier before relying on them in a procurement decision.

11. Keep regulatory timing in the right scope

In an October 2026 announcement under CNSS Policy 15, the NSA said that new commercial National Security Systems (NSS) must be capable of supporting quantum-resistant algorithms beginning in 2027, and that legacy systems unable to support them are to be phased out by 2030. Those milestones apply to NSS. They are not a universal deadline for every commercial enterprise.

Organizations outside NSS should still plan according to data lifetime, exposure, technology replacement cycles, contractual commitments and applicable regulation. Use the 2023 joint agency fact sheet for migration-planning practices and the later NIST project information for the status of the three FIPS PQC standards released in August 2024. Do not turn either source into a deadline that it does not establish.

12. Procurement red flags and a decision rule

Red flags

  • A vendor cannot show what was observed for an inventory finding.
  • Coverage is expressed as a percentage without defining the asset population or blind spots.
  • Risk scores cannot be explained, configured or audited.
  • “Quantum-safe” is used without naming algorithms, versions, protocols or test conditions.
  • Interoperability evidence comes only from a vendor-controlled lab or a roadmap.
  • Crypto agility is presented as a dashboard while code, firmware and supplier changes are excluded.
  • Supplier answers have no product version, date, support commitment or upgrade path.
  • The platform treats no findings as no risk instead of showing collection failures and unsupported assets.

Decision rule

Choose a platform only when it can demonstrate sufficient discovery coverage for your defined scope, produce evidence-backed inventory records, prioritize work using your business risk and confidentiality lifetime, support controlled interoperability testing, and expose the real change path across your technology and supplier estate. If one of those capabilities remains unproven, record the gap as procurement risk and continue the pilot or select a narrower tool for a clearly defined purpose rather than declaring the enterprise quantum-ready.
