AI decision support helps air traffic controllers interpret operational data, spot possible conflicts or developing risks, and consider candidate traffic plans. It provides information or options for a controller to assess; the label “AI” does not mean the system automatically takes over air traffic control. In practice, tools range from machine-learning analysis to conventional deterministic automation, and what a particular system can do depends on its inputs, design, and operational use.
What does AI decision support do in air traffic control?
It processes information about flights and airspace to help controllers notice conditions that may need attention. Depending on the tool, that can mean identifying a possible conflict, forecasting traffic or a hazard, or proposing a candidate trajectory for a controller to consider.
These are potential and system-specific functions, not a claim that every controller workstation uses AI. ICAO papers describe applications such as conflict detection and resolution, trajectory prediction, and controller decision support. They discuss possible uses and policy considerations; they do not establish that a particular system is deployed, approved, or producing a measured safety or capacity benefit.

- Detection: highlighting a possible conflict, risk area, or other condition.
- Prediction: estimating how traffic or a risk may develop.
- Resolution support: presenting an option, such as a candidate route or trajectory, that may help address a problem.
A tool may perform one or more of these jobs. An alert is not the same as a recommended action, and neither automatically makes the system the operational decision-maker.
How does the decision-support loop work?
A typical support loop turns operational information into an alert or option, then leaves the controller to interpret that output in context. The precise inputs, calculations, interface, and division of responsibility vary by system.
- Collect relevant information. Inputs may include flight plans and profiles, surveillance data, weather, airspace use, and operational constraints. The FAA describes aeronautical information as safety-critical and notes that improved digital feeds can provide inputs to automated decision support and filtered information for system users.
- Analyze the traffic picture. The software can apply rules, models, or AI techniques to detect patterns, estimate trajectories, or identify areas where a conflict or congestion may develop. An output is only as useful as its data coverage and the assumptions behind the analysis.
- Present a usable result. A system may show a conflict indication, risk forecast, or candidate trajectory. For a controller to evaluate it, the interface needs to make the result and its context understandable rather than presenting an unexplained instruction.
- Assess and act. The controller considers the output alongside current conditions, procedures, and communications, then issues operational instructions as appropriate. A proposed option is not automatically the right action for the live situation.
- Monitor and respond to problems. Controllers and system design must account for changing conditions, questionable or stale inputs, and tool failures. The tool should fit into a process in which the controller can maintain awareness and intervene, rather than assume that an automated result is always correct.
The FAA’s 2019 Air Traffic Control Decision Support Tool Design and Implementation Handbook addresses interface design, user training, teamwork, appropriate trust, and intervention if failures occur. These are operational design concerns, not optional extras: a technically capable prediction can still be difficult to use if its limits or status are unclear.
Does “automated” mean the tool uses AI?
No. A tool can automate calculations without using machine learning or other AI methods. The distinction matters because a deterministic model can produce decision support while following a defined computation, whereas AI is often used to describe techniques for finding patterns or making predictions from data.

EUROCONTROL’s Maastricht Upper Area Control Centre provides a documented example. Its LORD system uses an ARGOS server that computes candidate trajectories from flight and surveillance data with a deterministic model designed to emulate controller strategies. EUROCONTROL says some trajectory-analysis components could use machine learning, but AI or machine learning is not used in LORD’s tactical decision and execution phases; the team cites explainability concerns.
This example illustrates why readers should ask what a system actually does instead of relying on its label. “Automated conflict support” does not, by itself, tell you whether the software uses AI, whether it recommends a resolution, or whether it carries out an operational action. LORD is a specific Maastricht example, not evidence that other centers use the same architecture.
How do controllers keep control of the decision?
Decision support is intended to inform controller judgment, not erase the controller’s role. In the described workflow, the controller evaluates the information against the live traffic picture and operational requirements before acting; effective intervention also depends on clear roles, a usable interface, and training.

Automation also changes where people direct their attention. ICAO human-performance guidance warns that automation may reduce workload in some phases while increasing it in dynamic situations, and may contribute to over-reliance or skill degradation. ICAO’s guidance states, “Introducing automated systems does not mean that humans are no longer relevant.” The operational question is how people and automation work together, including how users retain awareness when the tool is unavailable or its output is not suitable.
What are the potential benefits—and what is not yet established?
Potential benefits include helping controllers find patterns across large data sets, anticipate developing conflicts or congestion, and consider candidate trajectories in a changing traffic picture. ICAO materials describe these as potential applications and possible efficiency and safety benefits. They do not provide a general quantified causal estimate showing that AI has improved safety, capacity, delay, or workload across operational environments.
That evidence limit matters when evaluating claims. A capability described in a policy paper is not proof of live deployment; a successful result in one operational context would not automatically establish the same result elsewhere. Benefits should be tied to the specific tool, operating environment, and evidence available.
Human performance is part of the trade-off. A FAA William J. Hughes Technical Center study published in 2002 involved 16 certified professional controllers in simulated en-route conditions. It compared paper strips, electronic strips with conflict indication, and conflict-probe/trial-planning automation. The report found that increased traffic or automation affected situation awareness and workload, and that automation shifted data-controller attention toward the decision-support display. This is bounded simulation evidence, not a test of contemporary AI or a current system-wide estimate.

EUROCONTROL’s 2024 LORD article says Maastricht UAC handles up to 5,500 flights a day. That figure describes the center’s traffic context; it is not a measure of LORD’s performance or of AI’s effect on air traffic control.
How should you evaluate an air traffic decision-support tool?
Look beyond the word “AI.” The questions below help distinguish what a system is designed to do from what its interface or marketing label might imply.

These questions reflect the FAA handbook’s focus on interface design, training, teamwork, trust, and intervention; ICAO’s human-performance concerns; and the design choices described for LORD. The available sources do not provide a comparative evaluation of commercial vendors, so they cannot support a ranking of products.

What should readers take away about AI and air traffic control?
AI decision support is best understood as a way to help organize information and surface possible risks or options for human assessment. Whether a system uses AI at all, what it can recommend, and how it handles failure depend on its design and operational context. The meaningful questions are what data it uses, what output it produces, how clearly it communicates that output, and whether controllers can judge and act on it appropriately.

Frequently Asked Questions
Does air traffic control decision support mean AI communicates directly with aircraft?
Not necessarily. The examples described here concern analysis and support for controllers; they do not establish that an AI decision-support tool sends instructions to aircraft or operates aircraft systems.
What does a candidate trajectory mean?
It is a possible future flight path computed for consideration, rather than a guarantee of where an aircraft will fly. The controller has to assess whether the option fits the situation and operational constraints.
Why does the Maastricht example use deterministic calculations for tactical support?
EUROCONTROL says explainability concerns are why AI or machine learning is not used in LORD’s tactical decision and execution phases. The example shows that automating trajectory calculations does not require using machine learning.
