Data centers can put real demands on local water supplies, the electric grid, roads, and nearby neighborhoods—but their effects depend on the facility and the rules governing it. There is no reliable single figure for how much water a proposed center will use, whether household power bills will rise, how far noise will carry, or how many permanent jobs it will create. Residents and local officials need project-specific studies and enforceable commitments, not just industry averages or investment announcements.
What a community should assess
Four issues are often discussed together but work differently: water demand, electricity and grid costs, noise, and local economic benefits. A project’s effect depends on its cooling system, size, water source, location, utility arrangements, operating plan, and approval conditions. The figures below illustrate particular places and years; they are not forecasts for a different site.
| Issue | What to examine | Why the headline number is not enough |
|---|---|---|
| Water | Annual and peak-day demand, source, cooling technology, drought response, and sewer capacity | Statewide withdrawals, basin consumptive use, and one facility’s peak demand measure different things. |
| Electricity and costs | Peak load, grid upgrades, applicable rates, and allocation of dedicated versus shared costs | A facility’s electricity bill is not the same as the cost of building or upgrading infrastructure. |
| Noise | Cooling equipment, generator testing, sound at nearby homes, monitoring, and remedies | Meeting a local sound limit does not necessarily mean neighbors will not hear persistent sound. |
| Jobs and revenue | Construction versus permanent jobs, local hiring, taxes after incentives, and enforceable benefits | Regional economic estimates and announced investment do not establish lasting benefits at one site. |
How much water might a data center use?
There is no universal per-center water figure. Demand varies with facility size and computing capacity, cooling design, climate, and whether the water is potable, reclaimed, or another non-potable source. Some water may circulate through a system; some cooling approaches consume water through evaporation. A useful review distinguishes water withdrawn from a source from water consumed and not returned to that source.
A Delaware General Assembly Division of Research legislative report, summarizing Virginia data-center industry figures, reports 2.1 billion gallons of water use in Virginia in 2023. Just over a third came from reclaimed water, and the reported amount was less than 0.5% of total state withdrawals. The same report says most Virginia facilities used around 6 million gallons in 2023, while 11 buildings used more than 50 million gallons each. These are statewide and building-level figures for that year, not a standard estimate for a proposed facility.

Fairfax County cites Interstate Commission on the Potomac River Basin figures showing less than 100,000 gallons per day of data-center water use in the Potomac River basin and less than 0.1% of the region’s 100 million gallons of upstream consumptive use. The county also says approximately 40% of regional data centers rely on air cooling. These basin-specific consumptive-use figures cannot be directly compared with Virginia’s statewide withdrawal totals.
Questions to ask about a specific site
- What are the expected annual and peak-day demands, and what assumptions about computing capacity and weather underpin them?
- How much water will come from potable, reclaimed, or other sources, and what happens during drought restrictions?
- Can the water and sewer systems meet peak demand without reducing service or capacity for existing customers?
- Will the developer fund a water and sewer capacity review, and will measured use be reported publicly each year?
- Does the application consider alternatives such as closed-loop cooling, air-cooled chillers, or reclaimed water?
New Jersey’s municipal guidance advises communities to assess peak-day demand, cooling technology, and local water and sewer capacity. St. Louis provides an example of project-specific conditions: for one approved project, the city required a closed-loop system and air-cooled chillers, a study to determine data-center-specific water rates paid by the developer, hydraulic modeling, and correction of detrimental impacts to existing customers. Those terms apply to that project, not automatically to other facilities.
Do residents pay for a data center’s electricity?
A data center’s electricity bill and the cost of grid expansion are separate questions. The facility pays for electricity under its applicable utility arrangement. New substations, transmission lines, or other upgrades may be dedicated to the facility or shared with the wider grid; who pays depends on utility tariffs, customer classes, regulators, and the project’s service arrangement. It is therefore inaccurate to say either that every data center raises household bills or that residents are insulated from every grid cost.

Fairfax County says residents do not directly pay a data center’s electricity bill, but may bear a portion of some infrastructure costs. The county also describes Virginia measures assigning certain dedicated equipment costs to data centers. New Jersey’s 2026 plan includes a new ratepayer class and rate structure intended to make data centers pay their energy and associated grid-infrastructure costs, alongside mandatory water and energy reporting. Because policy implementation and utility rules can change, residents should check the current tariff and regulatory filings in their jurisdiction.
Documents that reveal who pays
- Utility interconnection study: projected peak load, ramp assumptions, required upgrades, and reliability implications.
- Cost allocation: which upgrades are dedicated to the project, which are shared, who owns them, and how costs are recovered.
- Applicable tariff or rate-class terms: charges, minimum commitments, demand assumptions, and any conditions if the center uses less power than forecast.
- Regulatory filings: the utility’s proposed recovery of grid costs and the regulator’s decisions or conditions.
Ask what happens if the project’s load, construction schedule, or promised tax revenue falls short of projections. A commitment to pay particular costs is more useful when the responsible party, covered costs, timing, and remedy are explicit.
What noise can neighbors expect?
Cooling systems can produce a steady hum, while backup generators may be tested periodically and run during outages. Sound may be audible beyond a property line even when a facility complies with local decibel limits. The Virginia synthesis summarized by the Delaware legislative report describes residents reporting persistent humming and quality-of-life effects; those accounts do not establish a universal medical effect or predict the experience at another site.

Before approval, request an acoustic study that identifies equipment, operating scenarios, nearby homes and other sensitive locations, and sound levels at those locations. It should consider low-frequency sound, multiple facilities operating at once, and both routine operations and generator testing. A single measurement at the property boundary may not answer what residents will hear in their homes.

A local agreement can also establish independent monitoring, a public complaint process, deadlines for response, corrective measures, and penalties for noncompliance.
How many local jobs and how much tax revenue are likely?
Construction activity and permanent operations should be counted separately. Construction can create a temporary surge in employment and local spending; the number of ongoing roles depends on the facility and its staffing model. Statewide economic estimates do not show how many residents will be hired at one project, what jobs will pay, or how many roles will remain after construction.

The Delaware legislative report summarizes Virginia data-center industry estimates of 74,000 jobs, $5.5 billion in labor income, and $9.1 billion in annual GDP. These are statewide industry estimates, not permanent jobs at a typical facility; the report notes that benefits accrue particularly during construction.
Fairfax County reports $110.6 million in data-center tax revenue for tax year 2026, approximately 1.9% of its FY 2027 General Fund revenue. The county says much of the amount is business personal property tax on equipment, which is subject to depreciation. For another locality, the net fiscal result depends on its tax base, any abatements or incentives, equipment depreciation, service and infrastructure costs, and the terms of negotiated agreements.

It also describes a contribution of $30 per square foot, estimated at $15 million. Those are project-specific negotiated terms, not typical sector-wide commitments.

Promises of investment should be distinguished from verified outcomes. In reporting on Meta’s Louisiana project, the Associated Press described the company’s plans for renewable-energy procurement and water and road infrastructure investment, while residents raised concerns about construction traffic and housing pressures and a local business owner described increased business. These announcements and individual accounts are not, by themselves, evidence of long-term local effects.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does living near a data center hurt home values?
The available evidence summarized here does not establish a general home-value effect or provide a reliable estimate for an individual neighborhood. A site’s consequences may include traffic during construction, noise, changes to local infrastructure, or tax and service effects, but those factors do not by themselves prove that nearby property values will rise or fall. Anyone evaluating a specific proposal should seek local property-market analysis that identifies comparable areas, time periods, and relevant changes, rather than relying on a sector-wide claim.
What to request before a project is approved
Ask the municipality, utility, water and sewer providers, and project applicant for the underlying documents—not only a summary presentation. New Jersey’s municipal guidance recommends understanding infrastructure, utility, emergency-service, resident, and workforce impacts before signing a community benefits agreement. St. Louis demonstrates that a city can attach detailed terms to an individual approval.
