Code review makes AI-assisted development more sustainable when it treats generated code as a human-owned engineering change and checks it for wasted computation, data movement, feature bloat, security defects, and long-term maintenance cost. A reviewer should understand the proposed behavior, verify tests and security controls, check dependencies and architecture, and record how AI assistance was used. Those controls can prevent inefficient implementation choices from reaching production, but current guidance does not establish a universal emissions reduction attributable to code review itself.
The practical goal is therefore not to label AI code as green. It is to use the normal review gate to ask whether every operation, feature, request, byte, and background process is necessary, then verify the answer with repeatable tests and accountable human judgment.
How can code review make AI-assisted software development more sustainable?
Review is a sustainability control because it is the point where a team can reject unnecessary work before that work is compiled, deployed, operated, and maintained. The reviewer examines both the immediate patch and the resources it will consume over its lifetime: CPU cycles, memory, storage, network traffic, battery power, developer time, and future maintenance effort.

A focused review gives those issues a named checkpoint. It also prevents a sustainability discussion from weakening ordinary engineering standards: generated changes still need tests, security analysis, dependency checks, architectural fit, and a clear owner.

The evidence supports this process logic, not a numerical promise. Google Cloud’s energy-efficient software guidance says, “Every unnecessary instruction, redundant loop, and extra feature consumes energy, time, and resources.” Green Digital Action guidance groups practices around energy-efficient code, data efficiency, reducing redundant features, efficient logging and polling, and dynamic power management. It identifies AI-driven software development as an area of interest while treating large-language-model use in code development as an area still under observation, rather than a field with settled best practices.
What remains a human responsibility when AI writes code?
The team that accepts a change remains responsible for its behavior, regardless of whether a person or a model produced the first draft. The UK Home Office engineering standard, updated 20 March 2026, puts this plainly: “AI tools cannot replace human judgement, understanding, ownership, or responsibility for decisions, designs, or changes made to systems.”
That principle has four operational consequences:
- Understanding: a qualified reviewer must be able to explain what the code does, including error paths, data handling, concurrency, and resource use.
- Approval: a human with appropriate technical authority must approve the change before production. A model’s suggestion, confidence score, or automated approval is not a substitute.
- Verification: the change must meet the same functional, security, reliability, and maintainability requirements as code written without AI.
- Traceability: the pull request or commit history should show that AI assistance was used, what was reviewed, how it was validated, and who accepted the result.
Traceability is useful for incident response as well as governance. If a defect appears later, maintainers can identify the decision record, reproduce the checks, and determine whether a generated dependency, prompt, or review shortcut contributed to it.
How should an organisation set an AI-aware review policy?
An AI-aware policy should define the boundaries before a developer opens a pull request. OWASP SAMM’s guidance for AI-assisted development recommends making the allowed tools and activities, data-sharing rules, autonomy limits, and accountability model explicit. The policy should be short enough to use during daily work and specific enough to guide a security review.
Which tools and activities are approved?
List the coding assistants, hosted models, local models, plugins, and automated agents that the organisation has assessed. State whether they may generate code, modify files, run tests, open pull requests, merge changes, deploy, or access production systems. A tool permitted to suggest a function has a very different risk profile from an agent permitted to alter infrastructure.
What data may be shared?
Classify source code, credentials, customer records, regulated data, internal prompts, logs, and architecture diagrams. Prohibit sending secrets or restricted data to a service that is not approved for that classification. The policy should explain retention, training-use, regional-processing, and deletion requirements where those details are known, and provide a safe redaction path when they are not.
Who owns the result?
Name the person or team accountable for the merged change. Ownership should cover generated code, generated tests, configuration, dependencies, documentation, and operational effects. A statement such as “the assistant wrote it” must never be accepted as a transfer of responsibility.

Which checks are mandatory?
Use deterministic checks for requirements that can be evaluated repeatably: unit and integration tests, type checking, linters, static-analysis rules, dependency and license scans, secret detection, performance budgets, and architecture or policy gates. AI-based review can highlight possibilities, but it should not replace a deterministic control when the requirement is machine-checkable.
What is a practical workflow for reviewing AI-assisted changes?
The following sequence fits an ordinary pull-request process while adding explicit sustainability and traceability checks.
- Define the change and its resource boundary. Write the user outcome, affected components, expected traffic or data volume, and any resource budget that matters, such as latency, memory, query count, bundle size, or battery impact. If there is no plausible resource concern, record that judgment rather than inventing a metric.
- Keep the patch understandable. Google’s published engineering-practice summary encourages engineers to keep each individual change small and split larger challenges into smaller changes. Separate a generated refactor, a behavior change, and a dependency upgrade when they can be reviewed independently. Smaller diffs make hidden loops, side effects, and unnecessary features easier to see.
- Declare AI assistance in the normal engineering record. Add a pull-request note, label, or commit trailer according to team convention. Record the tool or model category, the parts it generated or transformed, and any material human edits. Do not paste confidential prompts or source into a public ticket merely to prove that assistance occurred.
- Read the implementation, not only the summary. The assigned reviewer should follow the main path, failure paths, data boundaries, concurrency behavior, and resource lifetime. Ask what happens for empty, very large, slow, repeated, or adversarial input. Generated comments and tests are evidence to inspect, not proof that the behavior is correct.
- Run the existing deterministic checks. Execute the project’s required tests, static analysis, type checks, secret scans, dependency checks, and build or packaging validation. A failed check is a merge blocker until the owner resolves it or an authorised exception is recorded with an expiry date.
- Review security, licensing, and architectural fit. Inspect new packages, transitive dependencies, generated configuration, permissions, network calls, and data retention. Confirm that licenses are compatible with the project and that the implementation follows established authentication, authorisation, input-validation, and logging patterns.
- Perform a sustainability pass. Look specifically for redundant work, feature bloat, avoidable polling, excessive logging, unnecessary serialization, data movement, inefficient algorithms, oversized assets, and work performed before its result is needed. Ask whether an event, cache, batch, index, pagination boundary, compression step, or lazy-loading strategy can remove work without harming correctness.
- Record the decision and monitor the result. The approver should state why the change is acceptable, identify any follow-up measurement, and link the relevant tests or dashboards. After deployment, use normal operational signals to detect regressions in latency, error rate, resource consumption, data transfer, or battery use.
Which sustainability problems should reviewers look for?
A sustainability review is most useful when it names concrete implementation patterns rather than asking whether code is merely efficient.
Does the change perform unnecessary computation?
Check for repeated parsing, duplicate calculations, work performed on unchanged data, and loops that process records that could be filtered earlier. Remove dead branches and redundant transformations. If a result is reused, consider an appropriate cache or memoization strategy, while checking invalidation and memory limits so that a cache does not create a different waste pattern.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDoes it add features or paths that are not needed?
Generated code often includes generalized options, compatibility layers, or speculative abstractions. Each extra feature creates implementation, testing, deployment, and maintenance work. Ask which requirement justifies every public option, background job, endpoint, and configuration switch. Deleting an unneeded feature is usually a more durable optimization than tuning the feature after release.
Are the algorithm and data structures appropriate?
Review time and space complexity against realistic input sizes. A linear scan may be adequate for a small bounded collection but unsuitable for a large or growing dataset; conversely, an elaborate index may waste memory when the collection is tiny and rarely accessed. Check sorting, joins, serialization, pagination, and batch sizes, and make sure database filters and indexes prevent the application from fetching data it will discard.
Is the software polling when it could react to events?
Busy loops and short-interval polling consume resources even when nothing has changed. Where the platform supports it, prefer event-driven notifications, queues, webhooks, file-system events, or scheduled work with an evidence-based interval. If polling is unavoidable, review backoff, jitter, timeout, cancellation, and behavior when the service is unavailable.

Does it move or render more data than necessary?
Inspect API payloads, chatty service calls, duplicate downloads, uncompressed responses, and repeated uploads. On the frontend, review image and font sizes, JavaScript bundles, caching headers, compression, code splitting, and lazy loading. Green Digital Action and Google Cloud both place data efficiency and frontend optimization alongside algorithmic efficiency because network and rendering work can dominate a user’s device cost.
Are logging and observability proportionate?
Logging is valuable for safety and diagnosis, but high-volume payload logs can consume storage, network bandwidth, and processing time while exposing sensitive data. Check log levels, sampling, retention, redaction, and whether a metric or trace span can answer the operational question more cheaply. Preserve records needed for security and compliance rather than removing observability indiscriminately.
What is the difference between human, deterministic, AI-assisted, and hybrid review?
No single review mechanism covers every risk. A hybrid process combines contextual human judgment with repeatable automated controls and treats an AI reviewer as an aid rather than an authority.
| Approach | Deterministic defects and security | Architecture and context | Reviewer effort and change size | Traceability and auditability | Resource-efficiency concerns | Sensitive data and permissions |
|---|---|---|---|---|---|---|
| Human review only | Depends on reviewer discipline and available tests; can miss repeatable checks. | Strong when the reviewer knows the domain and system history. | High effort for large or mixed-purpose diffs; small changes are easier to reason about. | Good when decisions are recorded; inconsistent when they are informal. | Can identify unnecessary work and feature scope if the reviewer asks explicitly. | Can keep data within approved boundaries, but depends on human handling. |
| Deterministic automated gates | Consistent for encoded rules, tests, scans, and budgets; cannot assess every semantic defect. | Limited to architecture rules and constraints that have been formalised. | Low recurring effort after setup; may require maintenance as systems change. | Usually strong because results are repeatable and logged. | Effective for measurable limits such as bundle size, query count, or latency when those gates exist. | Permissions and data exposure are controlled by pipeline design. |
| AI review assistant | May surface suspicious patterns, but coverage and explanations vary; findings require verification. | Can suggest issues across a large diff but may misunderstand local conventions or business rules. | Can reduce triage effort, yet a large diff still imposes human comprehension cost. | Useful only when prompts, findings, decisions, and final approval are retained. | May spot inefficient loops or data movement, but it cannot prove an emissions reduction. | Requires strict controls for source-code sharing, tool access, prompt injection, and excessive agency. |
| Hybrid review | Combines repeatable gates with human investigation of failures and edge cases. | Best coverage when a qualified reviewer interprets system context. | Small, focused diffs plus automation provide a workable balance. | Strong when the pull request captures tool use, checks, findings, and approval. | Offers a deliberate sustainability checkpoint backed by measurable tests where available. | Policy limits tools and data while humans retain final authority. |
How can teams manage security and supply-chain risks in generated code?
Generated output can reproduce insecure examples, select an unmaintained package, or introduce a permission that was not requested. OWASP SAMM highlights over-reliance, sensitive-data exposure, prompt injection, excessive agency, and supply-chain risk in AI-assisted development.
- Check input and output boundaries. Treat model instructions, repository content, issue text, and retrieved documents as untrusted input. A prompt-injected comment should not be able to authorise a secret disclosure, tool call, or deployment.
- Minimise tool permissions. Give assistants the narrowest repository, shell, network, and credential access needed for the task. Separate code generation from merge and production permissions.
- Verify dependencies independently. Confirm package provenance, maintenance status, version constraints, known vulnerabilities, license compatibility, and whether the dependency duplicates an existing capability.
- Preserve secure-development expertise. Reviewers need enough knowledge of authentication, authorisation, cryptography, injection, data protection, and operational controls to recognise unsafe suggestions. An AI assistant cannot compensate for a team that has delegated its security judgment.
- Test abuse cases. Add negative tests for malformed input, privilege boundaries, replay, rate limits, data leakage, and failure recovery where they apply. Generated happy-path tests rarely cover these conditions by themselves.
What should an AI-assisted pull request record?
A concise record makes later review and incident analysis possible without turning every pull request into a model transcript.

How should a team measure sustainability without overstating what review proves?
Start with operational measures that correspond to the change, establish a baseline, and compare like with like. Examples include CPU time per transaction, peak memory, database work, requests per user action, bytes transferred, cache hit rate, queue wake-ups, log volume, frontend transfer size, and battery impact on a defined device class.
Measure in a controlled environment where possible, document the workload and date, and distinguish a change-level result from a system-wide effect. A lower CPU reading in a test does not automatically equal lower emissions in every region, because electricity mix, hardware utilisation, cooling, and traffic patterns also matter.

The available guidance recommends efficient design but does not quantify how much energy or carbon dioxide code review itself saves. Google Research’s 2024 AutoCommenter publication reports feasibility and a measurable positive impact on developer workflow in a large industrial setting, but it does not establish universal review results, sustainability gains, or replacement of human reviewers. Treat measurements as evidence about the specific workload and process, not as a marketing claim about AI review.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does a realistic review example look like?
Imagine a generated endpoint that displays a customer’s recent activity. The first draft fetches the full history on every page load, sorts it in application memory, polls every five seconds for updates, emits the complete record in logs, and ships a large charting bundle to every user.
A sustainability-focused review would not approve or reject the endpoint because it was generated. It would ask for a bounded query with an index and pagination, sorting where the data is stored when that is appropriate, and an update mechanism that avoids needless polling. It would require redacted logs, a lazy-loaded chart, compressed responses, and tests for empty, large, slow, and unauthorised requests. The reviewer would then check that the revised design still meets the product requirement and that the pull request records the decisions and validation. This is an illustrative review pattern, not a measured claim about a particular system.
What commonly goes wrong, and how can reviewers recover?
The diff is too large to understand
Split the work by behavior or component, preserve a clean commit history, and review generated refactors separately from feature changes. If splitting is impossible, require an additional reviewer with the relevant domain knowledge and document the residual uncertainty.
Tests pass but the implementation is wasteful
Passing tests establish expected behavior for covered cases, not efficient resource use. Add a targeted check such as query-count assertions, payload-size limits, complexity tests, memory profiling, or a representative load scenario, then rerun the normal suite.
An AI finding is accepted without verification
Reproduce the alleged defect with a test, static rule, or manual inspection. Close findings that do not apply with a short rationale, and keep the human approval decision separate from the assistant’s confidence or severity label.
A new library solves a small problem
Compare the package with existing platform or project capabilities. Remove it when the added dependency, update burden, license obligations, attack surface, and data transfer outweigh the local convenience.

Polling or logging was reduced too aggressively
Restore the observability or freshness required by the product and compliance needs, then tune interval, backoff, sampling, retention, and redaction. Sustainability means eliminating avoidable work, not hiding failures or making information unavailable.
The team assumes review created a carbon saving
Change the claim to a measurable engineering statement, such as reduced bytes per request or fewer database operations under a documented workload. If no measurement exists, describe the design rationale and the uncertainty instead of assigning an emissions figure.
Frequently Asked Questions
Should AI-generated code receive a special pull-request label?
A label is not universally required, but it is a practical way to make assistance visible to reviewers, auditors, and incident responders. Use the project’s existing metadata conventions and avoid storing confidential prompts or source merely to create the label.

Can a small team apply this process without buying an AI review product?
Yes. A team can use a qualified human reviewer, ordinary pull requests, deterministic tests, static analysis, dependency checks, and a short sustainability checklist. Automation is helpful for repeatable checks, but the essential control is accountable understanding before merge.
How often should an AI-development policy be revisited?
Review it when the team adopts a new model or agent, changes data classifications, grants new tool permissions, or experiences a security or quality incident. A scheduled review at least annually also helps catch changes in provider terms, regulations, and repository architecture.
What evidence should satisfy an auditor that generated code was reviewed?
Keep the pull request or commit record, named human approval, test and scan results, dependency and license decisions, and any documented exception with its owner and expiry. The record should show the decision and validation without retaining sensitive prompts or restricted source unnecessarily.
