Short answer: Aveni’s position after the Mills Review is that financial firms should assure customer-facing AI agents in two connected stages: test simulated conversations before release, then monitor every live interaction and retain evidence for review. That approach is consistent with the review’s reported emphasis on applying existing obligations, stronger evidence and senior-manager control rather than creating a separate AI rulebook. It is not, however, proof that Aveni’s products or preferred model architecture are independently superior. Firms still need to test coverage, intervention, audit trails, latency and cost against their own Consumer Duty, conduct and vulnerability risks.
What does the Mills Review mean for firms deploying AI agents?
The practical message attributed to the Mills Review is continuity of accountability, not a regulatory exemption for automated systems. Aveni’s summary says the review called for no new AI-specific rules for now, while raising expectations for evidence, oversight and control. Deloitte’s 22 October 2026 analysis likewise says existing frameworks continue to apply and reports that the FCA is taking forward six of the review’s seven recommendations.
The official review text was not available for direct examination in the material reviewed here, so those points should be treated as attributed summaries rather than a quotation from the FCA. A compliance team should obtain the underlying FCA publications before turning them into a formal legal interpretation.
The implication is still clear enough for implementation: a bank, insurer or lender remains responsible for outcomes when an agent speaks to a customer. Existing obligations, including Consumer Duty, conduct requirements, vulnerability considerations, complaint handling and senior-manager accountability, do not disappear because a model generated the response. The control question becomes how the firm can show what the agent did, which policy applied, whether the customer was put at risk and what happened next.

Why do customer-facing agents create a different assurance problem?
Chatbots have traditionally handled a narrow slice of support. Agentic systems can now move across a larger part of the customer journey: gathering information, explaining products, routing cases, initiating actions or handing work between systems. Kent Mackenzie, Aveni’s chief commercial officer, frames the challenge as maintaining oversight and assurance across every interaction as agents take on more customer-facing roles.
That scale changes the economics of sampling. A manual reviewer may inspect a small selection of transcripts after the fact, while an agent can create thousands of turns in a day, including unusual combinations of customer circumstances. A single harmful answer can also be produced by an otherwise compliant workflow when context is missing, a tool call fails or the model interprets an instruction too broadly.
Assurance therefore has to cover more than whether a model scores well on a static test set. It must connect conversation-level behavior to the firm’s risk taxonomy, identify when a human should intervene, preserve the relevant evidence and support remediation. Monitoring only accuracy or only prohibited words will miss risks such as unsuitable guidance, failure to recognize vulnerability, misleading certainty or an escalation that never reaches an owner.

Aveni describes a lifecycle with complementary controls rather than a single approval check. The company’s product descriptions and interviews should be read as vendor claims; they are not independent validation of performance.
Agent Approve: pre-deployment conversation simulation
Agent Approve is described as a pre-release environment in which a firm can simulate thousands of customer conversations and check the resulting turns against a taxonomy built by Aveni. The intended use is to expose unsafe or non-compliant behavior before the agent is connected to customers.
A useful implementation would vary customer goals, levels of understanding, vulnerability indicators, product constraints, interruptions and adversarial prompts. Test cases should record the expected policy outcome, not merely whether the wording resembles a preferred answer. A firm should rerun the suite whenever it changes the model, system prompt, retrieval source, tool permissions or escalation rules.

Agent Assure: live monitoring and intervention
Agent Assure is described as monitoring live conversational turns and flagging emerging financial and non-financial risks. Aveni’s Assure page claims coverage of live agent conversations, real-time risk detection and controls that can block, redact or escalate risky behavior. Those capabilities need to be verified in the buyer’s own architecture: “coverage” may depend on which channels, tools and hand-offs are connected, and an alert is useful only if a person or service can act on it.
Live controls should define what happens at each severity level. A low-risk signal might be logged for review; a possible vulnerability disclosure may require a pause and a trained colleague; an imminent harmful action may need blocking. The policy owner, response time and evidence retained for each branch should be explicit.
Detect: post-interaction quality assurance
RegTech Analyst’s 19 October 2026 description places Detect after the interaction, as a post-interaction quality-assurance layer. That is valuable for trend analysis, coaching and retrospective sampling, but it cannot by itself prevent a harmful answer reaching a customer. Teams should map Detect findings back into the pre-deployment scenarios and live rules so that recurring failures are not treated as isolated cases.
What do the published performance figures actually establish?
Several figures have been reported in connection with Aveni’s products. They are company-supplied, tied to particular use cases and not independently validated by the article excerpt that reported them. They should not be generalized to all financial-services deployments.
| Claim | How it was reported | What a buyer should verify |
|---|---|---|
| Quality-assurance assessment time fell from 90 minutes to 15 minutes | Aveni figure reported by RegTech Analyst in 2026 for one use case | Case volume, reviewer workload, error rate and whether preparation or remediation time was included |
| 61% faster time to first token | Aveni benchmark figure reported by RegTech Analyst | Hardware, prompt, model, network and measurement definitions |
| 3% improvement in F1 accuracy | Aveni benchmark figure for particular use cases | Class balance, labels, confidence threshold and whether the test set was held out |
| 92% lower running cost than Gemini Flash 2.5 Lite | Aveni comparison reported for benchmarked use cases | Token volume, hosting, monitoring, human review and equal service-level assumptions |
| 99% of firms plan to deploy AI agents | Aveni announcement of March 2026, attributed to unspecified industry research | The original publisher, sample, geography, wording and fieldwork date; these were not identified in the announcement excerpt |
These numbers can help frame questions for a procurement process, but they are not a substitute for a controlled pilot. A firm should reproduce the measurement on representative conversations, include false positives and false negatives, and publish the assumptions alongside any business case.

Mackenzie argues that small, domain-specific language models, orchestrated in the right way, can improve sovereignty, domain fit and cost for non-financial-risk oversight. That is Aveni’s strategic view, not an established comparative result. The interview does not provide a study design showing that small models generally outperform larger frontier models.

Model size alone is not a control. A smaller model may be easier to host in a defined jurisdiction and cheaper to run at high volume, while a larger model may handle varied language or long context more reliably. Either can fail if the policy source is stale, the orchestration permits unsafe tool calls or the escalation path is unclear.
Compare architectures on the outcome that matters: consistent policy decisions with an auditable explanation and an effective intervention. Test language variety, code-switching, incomplete information, sarcasm, distressed customers and attempts to override instructions. Measure quality and operating cost together, including the expense of human review and incident handling.

How can a financial firm implement targeted assurance step by step?
A phased implementation makes the controls testable before an agent reaches customers.
- Define the use case and boundaries. Document what the agent may explain, recommend, retrieve or execute. List prohibited actions, required disclosures, jurisdictional limits and conditions that always require a human.
- Build a risk taxonomy. Combine conduct, Consumer Duty, vulnerability, privacy, security, advice and operational-resilience concerns. Give each risk a severity, owner and expected response.
- Create representative scenarios. Include ordinary requests and difficult conversations: incomplete facts, distressed customers, language variation, conflicting instructions, prompt injection and failed downstream services. Label the correct outcome and escalation route.
- Run pre-deployment tests. Execute the scenarios against the exact model, prompt, retrieval content and tools planned for production. Retain failures, fixes and retest results rather than recording only a pass rate.
- Connect live telemetry. Capture the full interaction, tool calls, policy version, model version, latency and intervention events. Confirm that privacy controls allow the evidence needed for oversight.
- Set intervention thresholds. Decide which signals pause a conversation, require a human, redact content, block an action or create a post-interaction case. Assign an accountable team for each route.
- Operate a feedback loop. Review alerts and customer outcomes, tune rules, add scenarios for new failure modes and feed confirmed defects into the next approval cycle.
- Report to senior management. Provide trend data, unresolved risks, material incidents, coverage limitations and evidence that remediation was completed. Keep the report understandable to decision-makers who are accountable for the service but do not build the model.
What evidence should be preserved for oversight?
An assurance record should allow an independent reviewer to reconstruct the event. At minimum, preserve the customer and agent turns, timestamps, model and prompt versions, retrieved policy or knowledge sources, tool calls, risk signals, intervention decisions and the final disposition. Link each flag to the rule or policy that triggered it and identify the human who accepted, changed or rejected the recommendation.
Retention must be long enough to support complaints, audits and incident investigation, while respecting data-minimisation and access controls. Redaction can protect sensitive information, but excessive redaction can make a decision impossible to reproduce. Document what was removed, why it was removed and how an authorised reviewer can obtain the protected record.

What are the common failure modes and their fixes?
Sampling gives a false sense of safety
A small transcript sample may miss rare but severe failures. Expand automated coverage for high-risk journeys, then use risk-based sampling to examine ambiguous or newly changed interactions.

Rules lag behind product changes
Changing a product, policy document or tool permission can invalidate old scenarios. Make assurance tests part of change management and require approval when a control or taxonomy changes.
Cost optimisation removes the important checks
Routing every turn to the cheapest model may reduce spend but weaken detection of nuanced risk. Use tiered analysis, reserving deeper checks for signals associated with vulnerability, advice or irreversible actions, and measure the resulting miss rate.
Evidence cannot explain the decision
A score without the triggering text, policy version or reviewer action will not answer an auditor’s question. Store the reasoning artefacts and test an end-to-end reconstruction before deployment.

What does the Supercharged Sandbox pilot show?
Edinburgh Innovations says Aveni completed a pilot of Agent Assure in the FCA’s inaugural Supercharged Sandbox in February 2026 and describes the work as demonstrating end-to-end assurance. That is a university case study, not an independent performance assessment. It indicates that a sandbox environment was used to explore assurance across a lifecycle, but it does not establish production effectiveness for every firm or channel.

How should firms interpret UK Finance’s position?
UK Finance’s response presents agentic AI as an opportunity for productivity and customer experience while highlighting uncertainty around autonomy, multi-agent chains and non-deterministic generation. It stresses monitoring, explainability, auditability and existing sector governance frameworks.
That is a trade-association perspective, not the regulator’s conclusion. It is nevertheless useful context: assurance should fit into established governance rather than sit as an isolated model-risk project. Boards and risk committees should connect agent controls to complaint management, outsourcing, operational resilience, information security and conduct reporting.
Is Aveni’s approach a complete compliance solution?
No. Approve, Assure and Detect are described as components of an assurance workflow, not as a replacement for a firm’s policies, accountable managers, trained staff, testing discipline or legal advice. Vendor capabilities must be validated in the deployment that will actually serve customers.
The strongest interpretation of Aveni’s proposal is targeted assurance: test before release, observe live behavior, intervene when risk appears and preserve evidence for oversight. Whether a particular implementation delivers that outcome depends on integration, taxonomy quality, response ownership and the firm’s willingness to act on what the controls reveal.
Frequently Asked Questions
Does the Mills Review require a separate approval for every AI agent?
The available summaries do not establish a new, agent-specific approval process. They describe existing obligations continuing to apply, so firms should confirm the FCA’s underlying publications and then map their current governance and senior-manager processes to each proposed use case.
Can automated monitoring replace human compliance reviewers?
Automation can widen coverage and prioritise cases, but it cannot own a conduct decision or resolve every ambiguous conversation. Human specialists still need to define policy, handle escalations, investigate incidents and approve material changes.
What should procurement request during an assurance-tool pilot?
Ask for a replayable test using your own prompts, policies, channels and representative conversations. Require results for missed risks, false alarms, intervention latency, evidence export and total operating cost rather than accepting a single accuracy or speed figure.
How often should an AI-agent assurance suite be rerun?
Run it whenever the model, system prompt, retrieval content, tool permissions, product policy or escalation logic changes. Keep a versioned baseline so a later result can be compared with the configuration that was previously approved.
