AI helps game developers brainstorm environments, create or adapt 3D assets, shape character behavior, generate dialogue and voice, and test games. Some systems also respond to players during gameplay. These are different uses: a tool that helps an artist explore level concepts is not the same as an NPC improvising a spoken reply. In the examples available, people set creative direction and review or constrain outputs; they do not establish that commercial games generally build their worlds or scripts autonomously.
What “AI in game development” means
The term covers both production tools used behind the scenes and systems players encounter in a game. Production tools can help a team explore concepts, make assets, translate dialogue, or run tests. In-play systems can use a player’s actions or words to produce a response. The output, timing, and review needs differ, so it is more useful to ask what a particular system does than whether a game is simply “AI-generated.”
Google Cloud’s March 2025 overview describes uses spanning ideation, art, dialogue, and quality assurance. Ubisoft’s Teammates is a separate playable research experiment built around voice-command interaction. These examples illustrate a range of approaches, not a single standard workflow.
How AI can help create worlds and environments
World-building can involve several distinct tasks: exploring visual directions, producing individual assets, arranging a level, adding narrative details, or making the world react during play. Generating an image or 3D object does not, by itself, design a coherent, balanced, navigable game world; that still involves artistic choices, game design, and engineering.

Exploring ideas and visual directions
Google Cloud reports that Capcom uses Vertex AI and Gemini to generate large volumes of development ideas and iterate on items and environments. The same account says Capcom generated hundreds of thousands of ideas. That is a vendor-published description of a partner use case, not an independently audited count or evidence that the concepts were shipped unchanged. Google Cloud’s account
Creating 3D assets
Google Cloud also describes Common Sense Machines (CSM.ai) working with Cosmic Lounge to create game-ready 3D assets from text descriptions and images. In this kind of workflow, AI can help turn a reference or prompt into a candidate asset; a game team still has to decide whether it fits the art direction and works in the intended production context. The account is a vendor description of the project and capability, not an independent evaluation of asset quality across games. Google Cloud’s account
Research concepts versus shipped features
Microsoft Research’s Project Emergence describes a research vision in which a creator uses natural language to describe characters, narrative, and worlds, and a model supplies variations. It is a research project description, not evidence that a released game can reliably generate a complete world from a prompt. Microsoft Research: Project Emergence
How developers create and direct characters
A character is more than an appearance. Visual design, backstory, personality, voice, animation, and behavior can be created with different methods; using AI for one part does not mean the rest is generated too.
Writer-directed characters that can improvise
Ubisoft’s NEO NPC prototype shows how writers can guide model-generated conversation. Narrative Director Virginie Mosser developed the characters’ backstories, hopes, dreams, experiences, and conversation styles. Data Scientist Mélanie Lopez Malet described using guardrails, player input analysis, the 3D environment, and textual instructions to guide the model. Ubisoft said the personalities were created by a writer, not a machine, and that NEO NPC was still a prototype rather than a feature ready for implementation in a game at the time of the account. Procedural characters built by hand
AI or procedural generation is not always the chosen route. In a June 2026 account of Fable’s “Living Population,” the Xbox team said an early procedural approach produced NPCs that felt random and incoherent. The team instead combined modular appearance assets with manually created traits, jobs, homes, and schedules. The account says around 100 actors voiced the population. These are design choices and a production figure for that project, not a general limit on what procedural systems can do. Xbox Wire: Fable’s Living Population
Autonomous social behavior as a goal
Google Cloud describes Klang Games’ plans for SEED, a game involving autonomous virtual humans with personalities, relationships, and emergent social behavior. This is a vendor-reported customer use case; it should be understood as a described development goal, not an independent audit showing how well such behavior works in practice. Google Cloud’s account

A language model can be prompted with a character profile, the player’s latest input, prior conversation, and information about the game world. The team can also specify what the character knows, how they speak, and which topics or actions are off limits. The model then generates a possible response rather than selecting only from a fixed set of authored lines. The result still needs review for voice, story fit, and failure cases.
Constrained improvisation
Ubisoft’s NEO NPC account describes this writer-guided approach: the model improvises within a character and context shaped by the team. Its prototype status matters—the account does not establish that NEO NPC was deployed in a released game. Ubisoft on NEO NPC
Voice commands and real-time responses
Ubisoft’s 2025 Teammates experiment explores a different interaction: players speak commands, and an AI assistant and accompanying NPCs respond in real time. Ubisoft describes it as a playable research experiment intended to test the potential and limits of natural-speech interaction. Narrative Director Virginie Mosser said writers continued to create the story and character personalities while defining boundaries so NPCs could improvise within the lore and their motivations. Why a plausible answer may still be a bad game response
Microsoft’s developer discussion describes language-model NPC experiments and a collaboration with Inworld to connect language models to NPC conversations. It also identifies inference cost and latency as barriers. A response can be fluent yet arrive too slowly, cost too much to serve repeatedly, contradict the story, or fail to advance play. Those constraints shape whether live generation is useful, regardless of how convincing a sample exchange sounds. Microsoft Developer: AI and optimized workflows

Other uses: voice, sound, and quality assurance
AI assistance can extend beyond worlds and NPCs. Google Cloud describes ElevenLabs’ work on realistic character voices, dialogue translation, and sound effects. It also describes nunu.ai building multimodal agents for automated testing during development. These are partner use cases reported by Google Cloud rather than independent evaluations of the tools. What can limit or constrain AI in games?
Generated content has to function inside a specific game, for a specific audience, under practical production constraints. A promising demonstration does not resolve the work of evaluating it in context.
- Consistency and creative control: A generated character can drift from its intended voice, knowledge, or motivation. Ubisoft’s NEO NPC workflow uses writer-created personalities and guardrails; the Fable team chose manually designed traits and schedules after finding its procedural NPC results incoherent.
- Latency and operating cost: Live inference must be fast enough for play and affordable at the expected volume. Microsoft identifies both as developer concerns.
- Safety and age suitability: Roblox requires moderation for content submitted to or produced by its generative APIs. Its documentation requires disclosure of AI interactions in its content maturity questionnaire and an AI notice at the start of an interaction and throughout the session. Under Roblox’s rules, extended AI interactions—including some cross-session memory features—require a Restricted maturity label. These are Roblox platform requirements, not universal rules for all games or storefronts. Roblox Creator Hub: Games with Generative AI
- Bias and cultural fit: A 2025 systematic review in IEEE Transactions on Games, with a literature search cutoff of October 10, 2024, identifies concerns about bias and cultural sensitivity. It says culturally curated, behaviorally realistic character design has not been adequately addressed and notes a shortage of practical evaluation and end-to-end workflow research. Wu et al., systematic review
- In-game testing: Dialogue, behavior, and generated assets need evaluation in the actual game context. Microsoft’s discussion calls out responsible-AI tooling for game developers, while the IEEE review points to gaps in practical case studies and workflow integration.
What reported results do—and do not—show
Public examples can show what a team or vendor says it is trying, but they do not establish an industry-wide norm or average productivity gain. Google Cloud reports that Series Entertainment cut development time by 90% using Google Cloud AI. That is a vendor-published claim about a named partner, not an independently verified result that can be applied to other studios. The cited sources do not establish a reliable, independently measured industry-wide percentage for generative-AI adoption or its average effect on development cost or time. Google Cloud’s account
