Microsoft 365 Copilot is designed to be permission-aware: it grounds an answer in content the requesting user is already allowed to access, and Microsoft says prompts, responses and grounding data are not used to train foundation models under its commercial service commitments. That does not make a tenant automatically safe. If SharePoint or OneDrive permissions already expose a confidential file, Copilot can make the file much easier to discover. Safe deployment therefore combines identity hygiene, sensitivity labels, encryption, DLP, AI-specific defenses and continuous audit.
What Copilot can access—and what it cannot
Grounding follows the user’s existing permissions
Copilot does not receive a universal pass to every document in a Microsoft 365 tenant. Its retrieval and grounding operate within the user’s Microsoft 365, SharePoint and OneDrive permissions. A user who cannot open a file should not receive an answer grounded in that file. Microsoft describes this as operating within existing permissions and access controls.
The practical consequence is important: Copilot inherits the quality of the permission model. A site shared with a broad group, a document carrying an “Anyone” link, or a broken inheritance rule is already an exposure. Copilot adds a conversational search and synthesis layer, so a user may discover an overshared fact without knowing the file name, library or site where it lives.

Commercial data is not used to train foundation models
Microsoft states that, under its commercial service commitments, customer interaction data is encrypted at rest and prompts, responses and grounding content are not used to train foundation models. Treat that as a contractual and service-scope commitment, not as a promise that no information is ever retained for operational, security, legal or compliance purposes.

Interaction records can still exist
Microsoft’s documentation says stored data can include the user’s prompt and Copilot’s response, including citations to information used to ground the response. Purview Audit, eDiscovery, retention, activity investigation and insider-risk workflows may therefore handle interaction data, subject to the policies and licenses configured in the tenant. Decide how long those records should be retained, who may investigate them and which regulatory holds apply.
The protection stack administrators must configure
1. Identity and least privilege
Start with the controls that existed before Copilot. Review who can access each high-value SharePoint site, OneDrive folder and Teams-connected library. Pay particular attention to:
- Large, inherited groups that include people outside the business function.
- “Anyone” or anonymous links, including links created for a short-term project and never revoked.
- Company-wide links that expose payroll, legal, product or customer material.
- Broken permission inheritance that leaves one sensitive folder more open than its parent.
- Inactive sites, abandoned project workspaces and ownerless sites with no accountable approver.
- External guests whose engagement has ended but whose accounts remain active.
Use normal Microsoft 365 and SharePoint access reviews to remove excess access before assigning Copilot licenses. Copilot cannot repair an inaccurate access decision; it will faithfully work within it.
2. Sensitivity labels and encryption
Microsoft Purview Information Protection labels let an organization express handling rules such as Confidential or Highly Confidential and, where configured, apply encryption. For an encrypted file, Copilot interaction requires the user to have both EXTRACT and VIEW rights. A user who can see a file in a limited application context but lacks the right to extract its content should not be able to use Copilot to summarize it.
In supported scenarios, generated content inherits the highest-priority sensitivity label among the referenced sources. Test this behavior with your label hierarchy and applications rather than assuming every workload handles inheritance identically. Label names alone are not protection: publish them, define who may apply or downgrade them, and make secure defaults part of site and document provisioning.

3. Data Loss Prevention at the interaction boundary
Purview Data Loss Prevention (DLP) can inspect sensitive information in a user’s prompt and can restrict sensitive files or email from being used as Copilot grounding. This adds a control at the moment of interaction, rather than relying only on the permissions on the underlying item.
Microsoft’s default DLP policy for the Microsoft 365 Copilot location starts in simulation mode. Simulation records what would have been blocked but does not stop processing. To block a prompt or grounding operation, an administrator must change the policy to enforce mode. Use simulation to measure false positives and business impact, then move deliberately to enforcement with an exception process.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches4. AI-specific defenses
Microsoft documents defenses for prompt injection, harmful content, protected material and other risky AI use. These mechanisms can block or reduce the effect of instructions embedded in untrusted content and can enforce policy around high-risk prompts. They are layered mitigations, not a replacement for permission reviews, labeling or DLP. A malicious or misleading instruction in a document is a different problem from an employee who legitimately has access to too many documents; both need controls.
5. Audit, investigation and response
Enable the Purview capabilities appropriate to your regulatory obligations: Audit for activity records, eDiscovery for investigations and holds, retention for lifecycle requirements, Data Security Posture Management (DSPM) for AI for exposure analysis, Activity explorer for policy events and Insider Risk Management for suspicious behavior. Confirm exactly which Copilot events and content references are captured in your tenant, how long they remain available and which administrators can view them.
Why oversharing is the main Copilot exposure
Copilot generally does not create a new permission path. It magnifies an existing one. Consider a finance workbook stored in a site where a broad “All Employees” group has read access. A conventional user might never browse to that library. With Copilot, the same user can ask for the latest forecast and receive a concise answer grounded in the workbook. The response is consistent with the permission that was already granted, but the practical exposure is greater because discovery is easier.

The same pattern applies to old “Anyone with the link” shares, copied files in personal OneDrive folders, project sites with no owner and folders whose inheritance was manually broken. Remediation means removing the access, moving the content to a governed location, applying an appropriate label or placing the site under a restricted discovery policy while owners decide what should remain available.

- Inventory high-risk content. Use Purview DSPM for AI and SharePoint Advanced Management to identify sensitive sites, broad groups, anonymous links, inactive workspaces and ownerless sites. Record the business owner and the decision needed for each finding.
- Apply interim restrictions. While remediation is in progress, use Restricted Content Discovery and DLP protections to reduce what Copilot can retrieve. Document exceptions so a temporary restriction does not become an invisible business dependency.
- Correct permissions. Remove company-wide and anonymous access where it is not justified, repair broken inheritance, expire guests and assign accountable site owners. Recheck nested folders and copied documents, not just the site’s top-level membership.
- Set secure labeling defaults. Require or auto-apply Purview sensitivity labels for regulated and high-value material. Define encryption rights, including who receives EXTRACT and VIEW, and test whether generated files receive the expected highest-priority label.
- Configure Copilot DLP. Create prompt and grounding rules for personal data, credentials, financial records, regulated identifiers and other classifications relevant to your organization. Run the policy in simulation first, review events and tune exceptions.
- Enforce after testing. Move the DLP policy to enforce mode when the organization is ready to block processing. Communicate the user-facing message and a route for requesting a legitimate exception.
- Turn on investigation controls. Configure Audit, eDiscovery, retention, Activity explorer and Insider Risk Management as required. Restrict investigative access and document how a suspected disclosure is triaged, preserved and reported.
- Reassess after rollout. New sites, links, guests and copied files can recreate exposure. Schedule recurring access reviews and repeat representative Copilot tests after major SharePoint, Purview or licensing changes.
Controls to verify before assigning broad access
| Control area | What it protects | Verification question | Important limitation |
|---|---|---|---|
| Permissions and identity | Which files a user can retrieve | Can a test user open every item that Copilot might cite? | Copilot inherits excessive access; it does not correct it. |
| Sensitivity labels and encryption | Use and onward handling of classified files | Do label permissions grant the intended EXTRACT and VIEW rights? | Behavior varies by supported workload and label configuration. |
| Prompt and grounding DLP | Sensitive terms in prompts and sensitive sources | Is the policy in simulation or enforce mode, and are exceptions documented? | Simulation reports events but does not block processing. |
| AI defenses | Prompt injection, harmful or protected content | Have representative hostile and policy-sensitive prompts been tested? | These are layered mitigations, not permission hygiene. |
| Audit and response | Investigation, retention and insider-risk workflows | Can investigators find prompts, responses and referenced files under policy? | Coverage depends on configuration, retention and licensing. |
| Data processing commitments | How customer interaction data is handled | Do your contract, geography and service plan match Microsoft’s stated commitments? | Do not assume a documentation statement covers every tenant, region or edition. |
Testing scenarios that expose gaps early
Test an authorized and unauthorized user
Use a non-production document with a distinctive phrase. Ask Copilot to locate or summarize it as the authorized owner, then repeat the request as a user who lacks the SharePoint permission. The second user should receive no grounded content from that document. Also test a copied version in another library; permissions on the original do not protect an overshared copy.
Test encrypted content
Apply the intended label and encryption, give one test account VIEW and EXTRACT, and give another only VIEW. Confirm that the first account can perform the supported Copilot interaction and that the second cannot extract or interact with the protected content. Record the application and workload used because support is scenario-dependent.
Test DLP in both modes
Submit a harmless test value that matches each sensitive-information rule. In simulation, verify the event, policy match and user context. After enforcement, verify that the same prompt or grounding attempt is blocked and that the user receives an understandable explanation. Check that an approved exception is narrowly scoped and auditable.
Test labels and generated files
Ask Copilot to combine sources with different label priorities, save the result and inspect the resulting label and protection. If the expected inheritance does not occur, treat the workload as unsupported until Microsoft documentation and your own validation establish otherwise.

Test investigation readiness
Have an administrator locate the test interaction in Audit or the relevant Purview investigation view, identify referenced files and apply a retention or eDiscovery hold in a test case. Record the delay, available fields and permissions needed by investigators.
Common failure modes and corrective actions
“Copilot revealed a confidential file”
First verify the user’s effective SharePoint or OneDrive permission, including group membership, sharing links and nested-folder inheritance. If access exists, remove or narrow it, then retest. If access does not exist, preserve the interaction and audit records, check label rights and DLP events, and open a Microsoft support case with the workload, timestamp and correlation information.
“DLP is configured but nothing was blocked”
Check whether the policy is still in simulation mode. Confirm that the rule targets the Microsoft 365 Copilot location, the sensitive-information type matched and the user or workload was not excluded. Move to enforce mode only after reviewing simulation results.
“Copilot cannot use an encrypted document”
Inspect the label’s user-defined permissions. The account may have VIEW but not EXTRACT, or the application scenario may not support the intended interaction. Grant only the minimum rights required and retest; do not remove encryption simply to make Copilot work.

How to compare assistants or deployment options
When evaluating Microsoft 365 Copilot against another assistant, compare controls rather than marketing labels. Ask each vendor for evidence and contractual scope on these axes:
- Permission fidelity: Does retrieval honor source-system permissions, inheritance, guests and revocations?
- Tenant isolation and processing: How is customer content separated, encrypted and handled across regions and subprocessors?
- Model-training policy: Are prompts, responses and grounding data excluded from foundation-model training, and for which service tier?
- Label and encryption enforcement: Can source protections restrict extraction and can generated content inherit classification?
- Prompt and grounding DLP: Can policies inspect both what a user writes and which sources the assistant would use?
- AI-specific defenses: Are prompt injection, harmful content and protected material addressed with configurable policies?
- Audit, eDiscovery and retention: Can investigators reconstruct an interaction under the organization’s legal and regulatory process?
- Data residency and licensing: Are geography, edition and required licenses explicit rather than implied?
- Administrative workload: How much effort is required to remediate permissions, tune labels, review DLP events and maintain exceptions?
Licensing, scope and governance decisions
Many Purview and advanced-management capabilities have licensing prerequisites. Microsoft documentation may associate a feature with suites such as A3/E3/G3 or A5/E5/G5, but the exact entitlement depends on the workload, edition and tenant agreement. Verify the plan before promising a control to auditors or business owners. A Copilot license by itself should not be treated as evidence that DSPM, DLP, eDiscovery, retention or Insider Risk Management is included.
Write a control register that names the owner, policy state, test evidence, exception expiry and review interval for each protection. Include geography and contractual commitments in the register, because Microsoft’s stated commercial protections still need to be validated against the organization’s service terms and regulatory requirements. Security teams should also agree with legal and records-management teams on how long interaction data is retained and when it must be placed on hold.

Bottom line for a safe rollout
Microsoft 365 Copilot can protect customer data when it is deployed as part of a governed Microsoft 365 environment: permissions limit grounding, labels and encryption constrain sensitive content, DLP controls prompts and sources, AI defenses reduce manipulation risk, and Purview tools provide investigation and lifecycle controls. The decisive preparatory work is permission cleanup. Remove broad and anonymous sharing, assign owners, label high-risk information, test DLP in simulation, enforce it deliberately and keep auditing after launch. Copilot then becomes a controlled interface to approved business content rather than a shortcut to everything the tenant has accidentally exposed.
