Garbut described a world built with close attention to rooftops, alleys, interiors and the spaces between them, saying its density and hand-crafted detail make buildings feel more real inside and out. That focus suggests exploration is not only about covering distance: the world’s smaller spaces are intended to reward attention too.
GamesRadar also quoted Rockstar head of development and co-studio head Rob Nelson saying, “The game is so big, I don’t know that there’s anybody on the team that knows all of it.” The remark captures the ambition, but it is not a map measurement or a promise that every location will contain a discoverable activity.

Can you explore all of Leonida?
The available material points to a state-spanning setting, with the official synopsis saying Jason and Lucia’s conspiracy stretches across Leonida. However, Rockstar has not published a complete map or detailed boundaries in the cited sources, so there is not enough information to say how much of the state will be freely explorable or whether every named area will be available at every point in the story.
For now, the sensible expectation is that seeing the breadth of Leonida will involve leaving Vice City and returning to different environments as the game unfolds. Claims about exact routes, distances, unlock conditions or map completion should wait for official gameplay details.

What can you find outside Vice City?
TechRadar reports that Rockstar confirmed 170 animal species, including more than 60 bird types and more than 30 land mammals. Reported examples include flamingos, pelicans and alligators. Those figures indicate a broad wildlife roster, but the cited material does not assign particular species to specific regions or say how many can be encountered in each place.
The same report describes a re-engineered localized and persistent weather system. Rain, lightning, puddles that remain, rainbows and changing light could make locations feel different at different times or in changing conditions. The report does not specify a schedule, forecast interface, or gameplay effects for each weather event.
