Co-packaged optics (CPO) is the stronger fit when power efficiency and bandwidth density justify tighter integration; pluggable optics are the stronger fit when operators value removable, hot-swappable modules. Neither is a universal winner. The 2026 IEEE Journal of Lightwave Technology analysis reports CPO energy-efficiency gains, but the size of those gains changes with the system boundary. The available evidence does not establish a general purchase-cost, lifecycle-cost, or field-reliability advantage for either approach.
The practical decision is therefore not simply “integrated or removable.” Buyers need to compare like-for-like link architectures, determine what components are counted in power figures, assess thermal and service requirements, and request system-specific cost and reliability evidence. The published efficiency percentages are useful reference points, not a substitute for those checks.
What differs between CPO and pluggable optics?
The key difference is where optical conversion sits relative to the switch application-specific integrated circuit (ASIC). That placement changes the length of the high-speed electrical path, how tightly the optics are integrated into the system, and how an operator accesses a component for service.

Co-packaged optics
CPO places optical engines close to the switch ASIC. This shortens the electrical path between the ASIC and optical conversion, which can support power-efficiency and bandwidth-density goals. The same close integration makes packaging, thermal management, manufacturing, reliability, and serviceability important parts of the design—not details that can be assessed separately from the optics.

That location is the central trade-off. The architecture is intended to reduce the electrical distance signals travel before optical conversion, but the optical engine is no longer an independent front-panel module. Its packaging and interaction with the switch ASIC become part of the system design. As a result, a comparison based only on a transceiver’s stated power can miss the effect of the architecture on the complete switch system.
Pluggable optics
Pluggable transceivers sit in removable front-panel modules rather than being integrated close to the ASIC. Their electrical path to the ASIC is longer than in the CPO arrangement described here. The practical service distinction is that a pluggable module can be hot-swapped, giving operators a removable component to replace independently of the tightly integrated switch-and-optics design.
Removability also gives operators a different kind of flexibility: the module is a distinct service item rather than an optical engine integrated near the ASIC. That does not by itself establish lower power, lower cost, or greater reliability. It does make the replacement arrangement easier to describe at a high level, while the details of a CPO service procedure depend on the particular system.
These are architecture-level distinctions, not guarantees about every product. A specific system’s implementation, thermal design, link speed, and operating model matter when translating them into deployment outcomes. The comparison should therefore name the architecture and the conditions under which performance and service claims were measured.
What do the reported power-efficiency figures show?
A 2026 analysis in the IEEE Journal of Lightwave Technology reports that current CPO transceivers improve energy efficiency by 23% compared with LPO and 67% compared with DSP pluggables. When the analysis includes the switch ASIC host SERDES in the comparison, the reported improvements are 44% and 69%, respectively.
| Comparison in the 2026 IEEE analysis | Reported CPO energy-efficiency improvement |
|---|---|
| Versus LPO, without including switch ASIC host SERDES | 23% |
| Versus DSP pluggables, without including switch ASIC host SERDES | 67% |
| Versus LPO, including switch ASIC host SERDES | 44% |
| Versus DSP pluggables, including switch ASIC host SERDES | 69% |
These are findings from that analysis, not guaranteed savings for every CPO deployment. In particular, the change between the reported figures with and without host SERDES demonstrates why the power boundary matters: a comparison that includes more of the system can produce a different result from one focused on the transceiver. The figures should not be treated as interchangeable or quoted without naming the comparison and boundary.
The percentages are relative efficiency improvements, not absolute watt figures for a switch, rack, or data center. They do not tell a buyer how many watts a particular system will draw, nor do they provide a direct estimate of total facility energy use. Do not convert them into an expected bill reduction or a guaranteed reduction in system power without measurements for the actual equipment and a clear account of what is included.

The two boundaries answer related but different questions. An optics-focused comparison can help isolate the transceiver-level result. A comparison that includes the switch ASIC host SERDES takes a broader system view and changes the reported advantage. For procurement, the broader boundary is especially relevant when the goal is to compare systems as deployed; the narrower figure can still be useful when the aim is to understand an optical component. In either case, both candidates must be measured consistently.
Keep the pluggable baselines separate
The analysis treats LPO and DSP pluggables as distinct comparison categories. A statement such as “CPO is more efficient than pluggables” loses that distinction and obscures the reported gap between the two baselines. When evaluating a result, identify whether its pluggable reference is LPO or DSP-based and whether the host SERDES is counted.
This distinction matters because the study reports different CPO efficiency improvements against the two baselines: 23% versus LPO and 67% versus DSP pluggables before including host SERDES. With host SERDES counted, the reported comparisons are 44% and 69%. Those values should remain paired with their original baseline and boundary; selecting a single percentage and applying it to all pluggable designs would misstate the finding.
What the percentages do not establish
The reported percentages do not provide a universal system-power forecast for a particular rack, switch, link speed, or workload. The available information does not establish the study’s full test conditions or a product-specific prediction for a buyer. Use the figures as study-specific evidence that architecture and measurement boundary affect the comparison, then seek equivalent, deployment-specific measurements for the systems under consideration.
Nor do the figures settle questions about thermal behavior, reliability, purchase price, or service costs. They are energy-efficiency results, not a complete system scorecard. A credible vendor comparison should state the link speed and architecture, define the power boundary, identify the LPO or DSP baseline, and provide thermal assumptions for the relevant system. If those details differ between the quoted numbers, the percentages do not establish a like-for-like advantage.
Which architecture is easier to service?
Pluggable optics have the clearer module-replacement advantage: the IEEE review of LPO describes pluggable modules as hot-swappable and emphasizes their flexibility. An operator can remove and replace a module rather than access an optical engine integrated close to the switch ASIC.
For operations teams, the important distinction is what can be handled as an independent removable component. With a pluggable design, the module itself is hot-swappable according to the IEEE LPO review. With CPO, the optical engine is more tightly integrated, so accessing or replacing it is a more design-dependent service question. The sources establish the difference in serviceability at the architecture level, but do not provide a universal repair workflow that applies to every implementation.

CPO’s tighter integration makes serviceability more challenging, but it does not mean a CPO system cannot be serviced. The actual access and replacement model depends on the system design. The available evidence does not establish standard CPO repair steps, typical repair times, or how a particular vendor handles a failed optical engine.
That gap has practical consequences for a buyer: ask what the vendor considers field-replaceable, who performs the work, and what procedure applies to an optical-engine issue. Those are questions to resolve for the specific product rather than infer from the word “CPO.” Likewise, hot-swappable describes the pluggable module’s replacement flexibility; it does not prove that every service event is instant or that a module will never require additional diagnosis.
Separate a detachable connector from an integrated engine
Cleaning a detachable fiber connector and replacing or repairing an integrated CPO engine are different service tasks. Connector cleaning does not address integration, packaging, or an engine fault. Do not assume that a generic fiber-cleaning procedure is a repair for a CPO component; use the system’s vendor-specific service instructions for the relevant part.
This is an easy category mistake when evaluating maintenance tools or service plans. A cleaning product may be relevant to a detachable connector, but it does not solve an issue with an integrated optical engine. Before buying a service item or writing a maintenance procedure, identify the exact component involved and follow the vendor’s instructions. The sources do not support treating a generic cleaning kit as a CPO repair item.
Does CPO or pluggable optics cost less?
The available evidence does not support declaring either architecture categorically cheaper. It contains no comparable system purchase prices or lifecycle-cost totals. CPO introduces integration and packaging considerations, while pluggability preserves operational flexibility, but those facts alone do not determine which system costs less to buy or operate.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11A useful cost comparison must be made for specific systems and account for the operator’s actual assumptions. For example, the service model matters: a removable module and a tightly integrated engine do not present the same replacement arrangement. But without comparable prices, failure rates, repair times, or lifecycle data, assigning a dollar advantage to either design would be speculation.
Ask for costs at a consistent scope. A purchase-price comparison should cover the systems being considered on the same basis, rather than comparing a component price with a system price. A lifecycle comparison also needs deployment-specific assumptions about service and replacement. The evidence summarized here does not supply those values, so the correct conclusion is not that one architecture is cheaper, but that a buyer needs comparable vendor figures before making that call.

Operational flexibility can be relevant to cost planning, but it is not a cost result by itself. A hot-swappable pluggable module offers a removable replacement path; CPO’s integrated design creates a different service question. Without the actual prices, repair arrangements, and applicable failure data for the systems in scope, neither characteristic can be translated reliably into total cost of ownership.
How thermal design and reliability affect the choice
Thermal management and reliability are identified as CPO design challenges. Their importance follows from the integration: the optical engines sit close to the switch ASIC, so the system’s packaging and thermal design are part of the decision. A power-efficiency result alone cannot establish how a particular system will perform thermally or how reliable it will be in the field.
For a deployment evaluation, do not treat thermal assumptions as an afterthought to an efficiency percentage. Ask what thermal design supports the stated result and whether that design applies to the product and operating conditions being evaluated. The general architecture description identifies thermal management as a challenge; it does not provide a specific temperature limit, cooling requirement, or universal operating prescription. Those details must come from the system vendor.
The evidence does not demonstrate a universal reliability advantage for pluggable optics or CPO. Nor does it supply comparative field-failure rates. Removability is a serviceability characteristic; it is not, by itself, proof that a module fails less often. Likewise, tighter integration is a design challenge, not proof that CPO systems are inherently less reliable.
Keep reliability and repairability separate in the decision. Reliability concerns whether and how often a system experiences failures; serviceability concerns how a component can be accessed and replaced when service is needed. The available material supports a qualitative distinction in serviceability, but it does not quantify field reliability or typical repair duration for either architecture. Request evidence applicable to the specific system instead of using the architecture label as a proxy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to decide for a deployment
Start with the constraint that matters most in the target system. CPO is worth evaluating where power and bandwidth density are dominant concerns and the operator can support the integration and service model. Pluggables are worth evaluating where independent module replacement and operational flexibility carry more weight. Those are decision directions, not substitutes for system-specific data.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA good comparison is a controlled one. Establish the system and link under consideration first, then compare power, thermal design, service, and cost on matching terms. If the two vendors use different power boundaries or different pluggable baselines, their headline figures may not answer the same question. If the service plan is not clear, hot-swappability on one side and integration on the other may be difficult to translate into operational impact.

- Specify the link and architecture. Record the link speed and whether the pluggable reference is LPO or DSP-based. Avoid comparing broad categories that conceal materially different baselines. Make sure the systems and links being quoted are the ones relevant to the intended deployment.
- Set the power boundary. State whether the figure covers the optics alone or also includes the switch ASIC host SERDES. Keep the same boundary across the systems being evaluated. Treat the 2026 IEEE Journal of Lightwave Technology percentages as study-specific results, not a forecast for a different configuration.
- Match thermal assumptions. Ask how each candidate’s thermal design supports its optics and switch ASIC in the intended system. CPO’s thermal-management requirements make this a design-specific question. Do not infer a particular cooling requirement or thermal outcome from the architecture description alone.
- Map the service model. Determine which component an operator can replace, how accessible it is, and what vendor-specific procedure applies. Do not assume that a CPO engine is serviced like a hot-swappable pluggable. Confirm what is field-replaceable and who is expected to perform the work.
- Compare costs using the same scope. Request comparable purchase and lifecycle figures for the actual systems and deployment assumptions. The general evidence does not supply those totals. Avoid presenting a component-only comparison as a complete system-cost comparison.
- Request reliability evidence for the intended use. Because the available sources do not establish field-failure rates, ask vendors for evidence applicable to the specific system and operating conditions rather than inferring reliability from architecture alone.
- Keep maintenance tasks component-specific. If a service question concerns a detachable connector, use the relevant connector procedure. If it concerns an integrated optical engine, ask for the system vendor’s instructions. Do not treat connector cleaning as a generic CPO repair.
Questions to ask vendors before choosing
- What exact link speed and optical architecture does the quoted power figure represent?
- Is the comparison against LPO or DSP pluggables?
- Does the measurement include switch ASIC host SERDES, and are the compared systems measured at the same boundary?
- What thermal assumptions apply to the stated performance?
- How is an optical-engine issue diagnosed and serviced in this specific CPO implementation?
- For a pluggable design, what component is hot-swappable under the vendor’s documented service model?
- What comparable purchase-cost, lifecycle-cost, and field-reliability evidence is available for the systems being considered?
- Which service tasks apply to detachable fiber connectors, and which require a separate procedure for an integrated engine?
- What system-level measurement can the vendor provide using the same link, power boundary, and thermal assumptions as the alternative being evaluated?
Answers to these questions turn an architecture-level comparison into a decision about actual systems. Without that detail, the strongest supported conclusions remain that CPO shortens the electrical path and has study-specific reported efficiency gains, while pluggables offer removable, hot-swappable modules. Cost and field reliability remain system-specific questions rather than settled advantages for either architecture.
Frequently Asked Questions
Is CPO more power-efficient than pluggable optics?
The 2026 IEEE Journal of Lightwave Technology analysis reports CPO energy-efficiency improvements of 23% versus LPO and 67% versus DSP pluggables; including switch ASIC host SERDES, the reported figures are 44% and 69%. These are study-specific results, and the comparison must name both the pluggable baseline and the power boundary.
Why does including host SERDES change the power comparison?
The host SERDES is part of the switch ASIC’s high-speed electrical interface. Counting it broadens the system boundary beyond the transceiver, and the IEEE analysis reports different efficiency improvements when it is included. Compare candidates using the same boundary rather than mixing optics-only and broader system figures.
Are LPO and DSP pluggables the same baseline?
No. The 2026 analysis treats them as separate comparison categories and reports different CPO efficiency improvements against each. State explicitly whether a cited comparison is against LPO or DSP pluggables.
Are pluggable optics easier to replace than CPO?
Pluggable modules can be hot-swapped, according to the IEEE LPO review, so they offer a clear removable-module service advantage. CPO’s tighter integration makes serviceability more challenging, but the actual access and replacement model depends on the system. The sources do not establish a standard repair procedure or typical repair time for CPO.
Is CPO cheaper over the system’s lifetime?
The evidence does not establish a universal purchase-cost or lifecycle-cost winner. Request comparable figures for the actual systems, including the same cost scope and deployment assumptions; do not infer a dollar advantage from integration or hot-swappability alone.
Does CPO have worse field reliability?
No universal reliability ranking is established. The sources identify reliability as a CPO design consideration but do not provide comparative field-failure rates. Removability and integration describe service arrangements, not proof that one architecture fails more or less often.
Recommended Free Tools
Can a fiber-cleaning kit fix a CPO engine problem?
Not as a general repair. Cleaning a detachable fiber connector is different from diagnosing or repairing an optical engine integrated close to the switch ASIC. Follow the system vendor’s service instructions for the component involved.
The Bottom Line
Choose based on measured system needs, not the architecture label alone. CPO shortens the electrical path and the 2026 IEEE analysis reports efficiency improvements that vary with the comparison baseline and whether host SERDES is counted. Pluggables retain the advantage of removable, hot-swappable modules. Neither a universal cost winner nor a field-reliability winner is established, so compare like-for-like power and thermal data, and ask vendors for system-specific service, price, and reliability evidence.
