Short answer: the person or mailbox that receives a billing email is usually only a notification endpoint. The authority to view invoices, change a payment method, grant access, close an account, or transfer ownership belongs to a separate role such as account owner, payer owner, billing-account administrator, project owner, or subscription Owner. One individual can hold several roles, but receiving a notice does not prove ownership.

A reliable audit therefore records three things separately: who receives each type of notice, who controls the billing relationship, and which account or hierarchy actually pays. The distinctions matter when a shared mailbox is used, when a cloud organization has a management account and member accounts, and when the employee who created a subscription leaves.

What is the difference between a billing contact and an account owner?

A billing contact is an address designated to receive invoices, payment-failure messages, or other finance notices. An account owner or billing administrator is an authority role with permission to act on the account. The same person may occupy both roles, but neither role should be inferred from the other.

Billing contact: a delivery destination

The contact may be an individual, a finance team, or a shared mailbox. It can receive a monthly invoice while having no sign-in, no invoice-view permission, and no ability to change a card. Forwarding rules can also move a message to people who are not recorded in the provider at all.

Owner or billing administrator: an authority

Authority is defined by the provider’s access model. Depending on the service, the role may permit viewing costs, paying invoices, changing payment instruments, linking projects, assigning permissions, closing the account, or transferring ownership. A Project Owner or subscription Owner can have extensive control over resources without controlling the billing account.

Payer, management account, and project hierarchy

Cloud providers often separate the entity that pays from the resources being consumed. A management or payer account may settle charges for member accounts, projects, or subscriptions. Your audit must therefore identify the legal owner, the payer, and each resource-level owner rather than collapsing them into one “account owner” field.

Why can the person who receives an invoice still be unable to open it?

Delivery and authorization are separate systems. An email address can be copied on a notice without being mapped to an authenticated user or granted the provider’s billing permission.

Different notices can have different recipients

Record recipients independently for invoices, failed-payment alerts, security messages, legal notices, service changes, and account-recovery messages. A provider may preserve a primary account email for account communications even after additional billing contacts are added.

Forwarding does not create provider access

A finance alias or forwarding rule proves only that mail is routed there. It does not establish who can sign in, pass multifactor authentication, see billing history, or delegate a role. Keep the mailbox owner and the provider-side permission holder as separate entries.

Resource ownership is not billing ownership

A project administrator may deploy or delete resources yet be unable to view the billing account. Conversely, a billing administrator may change payment settings without being allowed to manage workloads. Test each capability explicitly instead of relying on a job title.

How do I perform a “Who Gets the Notice?” audit?

Use one row for every provider account, payer, billing account, project, subscription, or payment profile. The objective is an evidence-backed map of recipients, authority, and succession—not merely a list of email addresses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the scope. Capture the provider, account or subscription identifier, organization, region or agreement type where relevant, and the date reviewed.
  2. Name the legal owner. Record the person or entity in whose name the account is established. If a company owns it, note the responsible legal or procurement entity rather than only the employee who created it.
  3. Map the payer hierarchy. Identify a management or payer account and every child account, project, or subscription it funds. State clearly when the payer differs from the resource owner.
  4. List billing authority. Record the billing-account administrator and every delegated billing role. Include the identity provider or directory group through which the role is inherited.
  5. List resource authority. Add Project Owner, subscription Owner, organization administrator, or equivalent roles in a separate column. Do not treat these as substitutes for billing authority.
  6. Inventory contacts. Enter every billing-contact address, shared mailbox, alias, and forwarding destination. Note whether the address is monitored and who can change its membership.
  7. Map notice types. For each address, mark whether it receives invoices, payment failures, security alerts, legal communications, service-change notices, or recovery messages. Send a controlled test only when the provider permits it.
  8. Test capabilities. Verify, using a least-privilege account or documented evidence, who can view invoices, change a payment method, grant access, close the account, and transfer ownership. Record a “no” explicitly; an unknown is not a yes.
  9. Preserve evidence. Store the provider’s role page, directory-group membership, billing-contact screen, and relevant agreement details with the review date. Redact payment numbers and personal data that are not needed for proof.
  10. Plan continuity. Keep a second maintained contact, define the leaver and recovery path, and state who approves an ownership transfer. Assign an owner for the next review.

What a completed row should look like

Field Example entry Why it matters
Provider and identifier Provider name plus account, billing-account, project, or subscription ID Prevents a contact from being attached to the wrong tenant or child account.
Legal owner Registered company or named individual Establishes who holds the commercial relationship.
Payer or management account Parent account, organization, or payment profile Shows which entity settles usage for the row.
Billing authority Administrator and delegated groups Identifies who can act on invoices and payment settings.
Resource authority Project Owner or subscription Owner Separates workload control from billing control.
Notice recipients Individual, shared mailbox, aliases, forwarding rules Shows where a message actually lands.
Actions allowed View invoice, change payment method, delegate, close, transfer Turns vague titles into testable capabilities.
Evidence and review Screenshot or export, storage location, review date, second contact Makes the result auditable and recoverable.

How does AWS separate billing contacts, owners, and payer accounts?

AWS distinguishes the account owner from additional billing contacts and from member-account users. The account owner is “the person or entity in whose name your account is set up as,” has full control of Billing and Cost Management resources, and receives the monthly invoice. IAM users receive billing access only when the necessary permissions are explicitly granted. AWS IAM documentation

What should an AWS audit record?

  • The primary account holder and the legal entity associated with the account.
  • Every IAM user, role, or group with billing permissions, including inherited access.
  • Each billing-contact address and the notice types routed to it.
  • The management account and every member account in an AWS Organization.

AWS allows up to 13 approved billing contacts. A shared address can receive billing notifications, but AWS continues sending account-related communications to the primary account holder. The current AWS billing-contact FAQ states that “AWS sends billing notifications to the shared email address.” AWS billing-contact FAQ Record the primary address even when a finance alias is the operational recipient.

Why the AWS payer hierarchy changes the answer

In AWS Organizations, the management account pays for member-account usage. A member-account owner is limited to that account’s information and cannot review activity across the organization. Your worksheet should therefore show the management account as payer, each member account as a separate scope, and the specific contacts and IAM permissions at both levels.

How does Google Cloud separate billing-account administration from project ownership?

Google Cloud gives a Billing Account Administrator full owner access to a Cloud Billing account. The person who creates the billing account is an administrator by default. Administrators can manage payment instruments, pay bills, configure exports, view costs, link or unlink projects, and manage billing permissions. Google Cloud administrator guide

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which Google Cloud roles belong in separate columns?

  • Billing Account Administrator: owner-level control of the Cloud Billing account.
  • Billing Account Viewer: generally a finance read role, not a payment-management role.
  • Project Owner: broad control of a project, but not automatically access to basic billing-account information.
  • Google payments-profile permissions: a separate permission layer from Cloud Billing IAM.

Google explicitly warns that administrator-level permissions on other resources, such as Project Owner, do not grant the permissions needed to see basic billing-account information. Its access-control model separates Cloud Billing IAM roles from Google payments-profile permissions. Google Cloud billing access

How should the audit test Google Cloud access?

Check the Cloud Billing account’s administrator and viewer roles, then inspect the linked projects and the payments profile independently. A person who can deploy resources but cannot open the billing account should be recorded as a project owner only. Conversely, a finance administrator may be able to change payment instruments without receiving project-level access.

How does Azure define the account billing administrator?

For Microsoft Online Service Program and Visual Studio account types, Microsoft defines an account billing administrator as the person authorized to manage billing. That includes creating subscriptions, viewing and paying invoices, and updating payment methods. The Azure portal can show the account administrator in the subscription’s Account Admin or billing-properties area. Microsoft Learn

What can an Azure billing administrator delegate?

A billing administrator can assign the Azure Owner role at subscription scope. That role provides full access to resources in the subscription and the ability to delegate access, so record it as resource authority in addition to billing authority. Do not assume that every subscription uses this exact model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does the agreement type belong in the worksheet?

Microsoft states that Customer Agreement and Enterprise Agreement accounts use different administrative models. Add the agreement type beside the subscription identifier and verify the administrator path that applies to that agreement. A role name copied from one commercial model may be misleading in another.

What does Stripe show about transferring ownership?

Stripe documents a direct ownership-transfer process, making it a useful succession example rather than a rule for cloud providers. The current owner can transfer ownership to an Administrator or Super Administrator. If the owner is unavailable, Stripe may request identity and business-relationship verification. Existing owners and administrators are notified by email and SMS when a transfer request starts. Stripe support

Record whether your provider offers a self-service transfer, an administrator-initiated transfer, or a verification-based recovery route. Do not assume that a billing contact, payment-card holder, or project administrator can initiate the same process.

Which provider differences should appear in a comparison?

Compare the authority model, not just the wording of the email settings. The following axes expose the gaps that commonly cause failed handoffs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis AWS Google Cloud Azure Stripe example
Notification recipient Up to 13 billing contacts; primary account holder still receives account communications. Configured through billing and account communication settings; exact contact allowance not stated in the cited guidance. Shown through account or subscription billing properties; model varies by agreement. Transfer requests notify existing owners and administrators by email and SMS.
Invoice visibility Account owner has full Billing and Cost Management control; IAM access must be granted. Billing Account Administrator can view costs and billing data; Billing Account Viewer is generally read-only. Billing administrator can view and pay invoices under the applicable program. Controlled by account roles; transfer support may require verification.
Payment-method authority Requires appropriate Billing and Cost Management permissions. Billing Account Administrator can manage payment instruments; payments-profile permissions are separate. Billing administrator can update payment methods for supported account types. Owner transfer is a separate process from ordinary payment access.
Permission-delegation authority Granted through IAM policies and organization roles. Billing Account Administrator manages billing permissions; project roles are separate. Billing administrator can assign subscription Owner for the stated account types. Owner can transfer to an Administrator or Super Administrator.
Payer hierarchy Management account pays for member accounts in an Organization. Billing account links to projects; project ownership does not equal billing ownership. Subscription and agreement structure determine the administrative path. Account ownership is centered on the Stripe account rather than a cloud parent-child payer tree.
Succession path Document the primary account holder, IAM delegates, contacts, and organization management account. Maintain a Billing Account Administrator and a separate payments-profile path. Record the agreement type and administrator route. Use documented transfer or verification-based recovery.

What happens when the person who set up the account leaves?

Departure creates an ownership-continuity incident, not merely a mailing-list change. If the departing employee is the only owner or administrator, a shared mailbox may continue receiving invoices while nobody retained the authority to act.

Before departure

  • Identify every account, payer, billing account, project, and subscription associated with the person’s corporate identity.
  • Add a second maintained administrator or owner where the provider permits it.
  • Move billing notices to a monitored team address without removing the primary account communication path prematurely.
  • Test invoice viewing, payment-method changes, access delegation, and recovery with the successor.
  • Store evidence and the provider’s transfer or recovery instructions in the organization’s controlled documentation.

During the handoff

  1. Disable or remove the leaver’s access only after replacement authority is confirmed.
  2. Rotate credentials, recovery factors, API keys, and mailbox forwarding rules that the leaver controlled.
  3. Recheck payer and child-account relationships; a parent management account may still depend on the departing user’s identity.
  4. Send a controlled billing or recovery test and confirm that the new team can see the result.

If the owner is already gone

Start with the provider’s formal recovery or ownership-transfer process and gather legal-entity, identity, and business-relationship evidence. Stripe’s documented verification route illustrates this pattern, but AWS, Google Cloud, and Azure use their own account and agreement procedures. Escalate through the provider’s support channel named in the contract rather than treating mailbox access as proof of ownership.

What are the most common audit failures?

“The invoice arrives here, so we own the account.”

Receiving mail demonstrates delivery only. Confirm the authenticated role and test the required action.

“The project owner can fix billing.”

Project or subscription control may not include billing-account or payment-profile permissions. Check the provider-specific billing role.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The shared mailbox is our backup owner.”

A mailbox can preserve notices while every administrative credential remains with one individual. Assign a named, authenticated second administrator as well.

“All cloud accounts use the same hierarchy.”

AWS Organizations, Google Cloud billing accounts, and Azure agreement models differ. Preserve the provider, account type, and payer relationship in every row.

“We can measure the risk with an industry mismatch rate.”

Official sources do not publish a cross-provider rate for billing-contact and owner mismatches or for notices sent to departed employees. Treat your own audit findings as internal evidence, not as a market statistic.

How often should the mapping be reviewed?

Review the mapping on a regular governance schedule and whenever there is an owner departure, acquisition, new payer relationship, agreement change, payment-method change, or organization restructure. A review is complete only when recipients, authority, payer hierarchy, evidence location, and recovery contacts are all current.

Frequently Asked Questions

Can a shared mailbox become the legal owner of a cloud account?

Usually no. A mailbox can receive notices and preserve business continuity, but legal ownership and administrative authority remain attached to the provider’s account record and authenticated roles. Confirm the provider’s contract and transfer procedure before treating a team address as an owner.

What evidence is strongest when an auditor asks who controls billing?

Use provider-generated role pages or exports, the account or subscription identifier, the billing-contact configuration, and directory-group membership captured on the same review date. Keep payment details redacted and preserve the evidence in a location the billing team—not just one administrator—can access.

Should the payer and resource owner be the same person?

They do not have to be. Separating finance authority from workload administration can reduce risk, provided a documented escalation path exists for failed payments, budget changes, and account recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should we do if a provider’s role names changed after our last audit?

Re-map by capability rather than by title: invoice visibility, payment-method control, delegation, closure, and transfer. Record the provider documentation and agreement type used to interpret the new role, then retire the obsolete label from your worksheet.
