There is no single free app that replaces every Photoshop workflow. For a broad desktop toolkit spanning photo editing, vector design, and page layout, start with Affinity by Canva; for open-source desktop image editing, consider GIMP; for editing in a browser and PSD-related tasks, try Photopea; and for digital painting or illustration, choose Krita. The best fit depends on what you make, where you work, and whether you need to hand editable files to Photoshop users.
Which free Photoshop alternative should you choose?
Choose by the work you need to do, not by which application looks most like Photoshop. An editor for photographs, a browser tool for a quick PSD adjustment, and a painting program can all be useful alternatives, but they do not solve the same problem.

Use it when access is the deciding factor
If you only need to open a project, make a small change, or work in a browser, Photopea is a sensible first trial. It is also worth testing when a PSD is part of your workflow. “PSD-related,” however, should not be read as a promise that every Photoshop-specific element will behave identically. Test the real file, not just a sample
