Short answer: Microsoft 365 E7 is not the only way to govern AI agents and investigate insider threats. Keep Microsoft Purview as the baseline if most users, data, and controls already live in Microsoft 365. Add or evaluate Netskope for the broadest cross-platform visibility and pre-execution agent-action controls, Cyera for data context and non-human identity governance, or BigID when AI data governance, audit trails, or sealed and air-gapped deployment are decisive. In many enterprises, the practical answer is not an immediate E7 replacement but a cross-platform AI-security layer that covers Microsoft, Google, SaaS, and custom agents.

What Microsoft 365 E7 provides—and where an alternative fits

Microsoft lists Microsoft 365 E7 at $99.00 per user per month, paid yearly on its 2026 pricing page. Microsoft describes E7 as including Microsoft 365 E5, agent observability, security and governance, agent compliance, secure access to AI and applications, and Agent 365. The actual price can vary by Microsoft agreement, so treat the published figure as a list-price reference rather than a universal contract price.

The relevant Microsoft control plane is Microsoft Purview. Its data-security posture management (DSPM) capabilities are designed to provide unified visibility and control for traditional applications as well as AI applications and agents. Purview brings together data-loss prevention (DLP), Insider Risk Management, information protection, and investigations. Microsoft also describes integrations with third-party SaaS and infrastructure services, including partners such as Varonis, Cyera, BigID, and OneTrust.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Purview documentation lists supported third-party AI interactions that can include ChatGPT, Google Gemini, and DeepSeek. Auditing, classification, DLP, Insider Risk Management, communication compliance, eDiscovery, and lifecycle controls depend on the required licenses, connectors, configuration, and other prerequisites. That qualification matters: an E7 purchase does not automatically mean every external AI service is covered at the same depth as Microsoft-hosted workloads.

An alternative is justified when your AI estate extends beyond Microsoft 365, when agent actions must be stopped before execution, when non-human identities are difficult to inventory, or when security operations needs one policy and investigation layer across several clouds. It can also be justified when a disconnected or air-gapped deployment is mandatory.

The replacement checklist: capabilities to verify before comparing products

Use the following questions in a proof of concept. A product that answers only “which AI tools are being used?” is discovery software, not a complete governance and insider-threat program.

  • AI and agent discovery: Can it find sanctioned, unsanctioned, embedded, private, and custom-built AI applications and agents?
  • Coverage model: Does it distinguish public AI tools, AI embedded in SaaS products, private models, and homegrown agents?
  • Data inventory and classification: Can it identify sensitive data before it is placed in a prompt, uploaded as a file, returned in a response, or passed between agents?
  • Prompt and response inspection: Can policies inspect prompts, model responses, attachments, retrieved context, and tool calls?
  • DLP actions: Can the system block, redact, quarantine, warn, require justification, or alert on a violation?
  • Insider-risk analytics: Does it correlate user, device, data, application, and third-party indicators instead of relying on a single event?
  • Human and non-human identity: Can it govern service accounts, agent identities, delegated permissions, API keys, and “on-behalf-of” actions?
  • Pre-execution enforcement: Can a risky agent action be stopped before it deletes data, changes credentials, moves money, or alters a production system?
  • Audit and investigation: Are prompts, responses, files, policy decisions, agent actions, and analyst actions retained in a searchable audit trail?
  • eDiscovery and compliance: Can legal and compliance teams place holds, search relevant interactions, export evidence, and map controls to obligations?
  • Deployment reach: Does it work across Microsoft, Google, SaaS applications, infrastructure services, APIs, and custom applications?
  • Operating model: What connectors, policy tuning, integrations, and analyst time are required after deployment?
  • Total cost: Is pricing based on users, data volume, events, applications, agents, or a combination?

Netskope: the broad cross-platform security overlay

What it covers

Netskope positions its platform for shadow AI, enterprise public AI, private AI, and agentic AI. Its stated approach is a unified visibility, policy, and data-security layer across those interaction types. That breadth is useful when employees use several AI services, when business applications embed their own copilots, or when development teams deploy agents outside the Microsoft 365 tenant.

The platform describes inspection and moderation of prompts and responses, along with defenses against prompt injection and jailbreaking. It also describes controls for insider misuse. Those functions address a gap that appears when a user copies sensitive material from a governed repository into an external model, or when a model response contains data that should not be returned to that user or application.

Why Agent Action Control matters

Netskope’s Agent Action Control classifies agent actions into risk categories such as data destruction and credential manipulation. Security teams can then block, allow, or alert before the action executes. That enforcement point is materially different from an after-the-fact log review: a destructive action can be denied while the agent is still requesting it.

Choose Netskope when

  • Your priority is one policy layer for Microsoft, Google, SaaS, private AI, and custom agents.
  • You need inline prompt and response controls rather than only retrospective reporting.
  • Agent actions can affect credentials, production systems, or sensitive data and must be evaluated before execution.
  • Security operations wants to address shadow AI and sanctioned AI in the same workflow.

Questions to ask in a pilot

  1. Which channels are inspected for each AI service: browser, API, desktop application, plug-in, or embedded SaaS feature?
  2. Can a policy distinguish a harmless read operation from a destructive or credential-changing action?
  3. What evidence is retained when an action is blocked, and can that evidence be sent to your existing case-management or SIEM system?
  4. How are false positives tuned for developers, security engineers, and other high-volume AI users?

Cyera: data context, AI-SPM, and non-human identity

What it covers

Cyera describes a combination of sensitive-data discovery, governance of human and AI access, monitoring of agent-on-behalf-of actions, insider-threat investigation, and compliance evidence. This is a data-centric route: the control decision starts with what the data is, who or what is requesting it, and why the request is occurring.

Its AI security posture management (AI-SPM) coverage includes public AI tools such as ChatGPT, Gemini, and Claude; AI embedded in SaaS products such as Microsoft Copilot and Salesforce Agentforce; and homegrown agents. The runtime layer is described as monitoring and blocking threats in prompts, responses, and agentic actions. Cyera also describes the ability to connect to existing DLP providers, which can matter when an organization already has mature content policies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why non-human identity is central

Agent incidents often cannot be explained by looking only at a human username. An agent may use a service principal, API key, delegated token, or a permission granted “on behalf of” a user. A useful control therefore records the human initiator, the agent identity, the delegated authority, the data accessed, and the action requested. Cyera’s positioning around AI access and agent-on-behalf-of monitoring is aimed at that chain of accountability.

Choose Cyera when

  • Your largest concern is sensitive data moving through many AI tools and repositories.
  • You need to understand both human and non-human access paths.
  • You want AI-SPM for public, embedded, and homegrown agents instead of a Microsoft-only inventory.
  • You prefer to preserve an existing DLP investment while adding AI-specific runtime context.

Questions to ask in a pilot

  1. Can the platform map an agent action back to the human requestor, delegated identity, data object, and policy decision?
  2. How are classification labels inherited when data is copied into an AI prompt or retrieved by an agent?
  3. Which custom-agent frameworks and API gateways can be monitored without rewriting applications?
  4. Can an analyst reconstruct the complete sequence from prompt to tool call to response?

BigID: AI data governance and disconnected deployment

What it covers

BigID describes discovery, classification, governance, and agentic workflows for AI data. Its stated monitoring includes data shared with Microsoft Copilot, ChatGPT, Gemini, and agents, with an audit log showing what was shared. That auditability is valuable when a privacy, legal, or security team must answer exactly which data entered an AI interaction.

BigID also describes deployment in sealed or air-gapped environments. This can be decisive for defense, critical infrastructure, regulated research, or any environment where telemetry cannot routinely leave a controlled network. Confirm the supported connectors, update process, and operational limitations for the exact disconnected architecture you require.

Choose BigID when

  • Data discovery and classification are the starting point for AI governance.
  • Auditors or investigators need a durable record of data shared with AI tools and agents.
  • Cloud-connected security services are not acceptable for the protected environment.
  • You need governance workflows that span data owners, privacy teams, and security operations.

Questions to ask in a pilot

  1. Which repositories and AI interaction types can be scanned in a sealed or air-gapped deployment?
  2. How quickly do classification changes propagate to AI policies?
  3. Can the audit log export evidence in the format required by your legal or regulatory process?
  4. How are agentic workflows governed when the agent is hosted in a custom application?

Microsoft Purview remains the baseline for Microsoft-heavy estates

Replacing E7 is not automatically the best financial or technical decision. Microsoft Purview’s Insider Risk Management documentation describes machine-learning models that detect, investigate, and mitigate intellectual-property theft, data leakage, and security violations using signals from Microsoft 365 and third-party indicators. It also describes pseudonymization and role-based access controls so analysts can investigate risk while limiting unnecessary exposure to employee identities.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Purview is the logical baseline when Exchange, SharePoint, OneDrive, Teams, Microsoft endpoints, and Microsoft identity are the dominant systems. Existing classification labels, DLP policies, eDiscovery processes, and compliance roles can reduce deployment effort. The decision changes when a significant part of the AI estate sits outside those control points, or when you require an enforcement point that is independent of Microsoft’s workload boundaries.

Should you replace E7 or add a cross-platform layer?

Keep E7 as the primary platform

Keep E7 as the primary platform when most users and sensitive data are in Microsoft 365, your compliance team already operates Purview, and external AI use is limited or can be brought under supported integrations. This avoids rebuilding identity, classification, DLP, insider-risk, and eDiscovery processes in a second console.

Add a cross-platform AI-security layer

Add a layer when employees use multiple public AI services, business applications embed different copilots, or development teams operate agents in separate clouds. A cross-platform control can provide a common inventory and policy language while Purview continues to govern Microsoft-native data and investigations.

Consider replacing E7

Consider replacement only after mapping every E7 dependency. List the Microsoft 365 E5 capabilities your teams actively use, identify which controls are mandatory for legal or regulatory reasons, and prove that the alternative can deliver equivalent evidence, retention, identity integration, and response workflows. A lower subscription price is not a saving if it creates separate tools for DLP, insider risk, audit, and legal discovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Implementation plan for AI-agent governance

  1. Inventory AI use. Record public AI services, embedded SaaS copilots, private models, custom agents, APIs, plug-ins, service accounts, and data stores. Include unsanctioned use discovered through network, endpoint, identity, or SaaS telemetry.
  2. Classify data before writing AI policies. Identify regulated personal data, credentials, source code, intellectual property, customer records, health information, financial data, and confidential strategy material. Document owners and retention requirements.
  3. Map identities and delegation. For every agent, record its owner, runtime identity, delegated scopes, API keys, token lifetime, accessible repositories, and human approval path. Remove unused privileges before enabling automation.
  4. Set a minimum policy set. Start with blocking credentials and regulated data, warning on confidential data, requiring justification for high-risk uploads, and logging every agent action that changes data or permissions.
  5. Define action-risk categories. At minimum, separate read, export, share, modify, delete, credential-change, financial, and production-deployment actions. Require stronger approval for irreversible or high-impact operations.
  6. Choose enforcement points. Decide whether each rule is enforced in the browser, API gateway, SaaS connector, data repository, endpoint, identity provider, or agent runtime. Do not assume one control point sees every interaction.
  7. Run in monitor mode. Measure legitimate use, false positives, blocked events, sensitive-data exposure, and unowned agents. Tune policies before broad blocking, but keep immediate blocking for credentials and clearly prohibited data.
  8. Enable investigation workflows. Define who can view prompts and responses, how pseudonymization is used, when an identity may be revealed, how evidence is preserved, and how incidents are handed to legal or HR teams.
  9. Test adversarial scenarios. Exercise prompt injection, jailbreak attempts, data exfiltration, malicious file uploads, compromised service accounts, excessive agent permissions, and an agent asked to delete or alter production data.
  10. Review continuously. Recheck agent permissions, new SaaS connectors, model changes, policy exceptions, retention, and regulatory mappings at a documented cadence.

Insider-threat detection playbooks for Copilot, Gemini, and agents

Possible intellectual-property theft

  • Correlate unusual repository access with large prompt uploads, external sharing, or downloads.
  • Compare the user’s normal working pattern with the volume, sensitivity, and destination of AI-related transfers.
  • Preserve the prompt, attached file, response, destination, identity, and policy decision as one investigation record.

Prompt injection through an uploaded document

  • Scan uploaded files and retrieved content for instructions that attempt to override system policy or redirect an agent.
  • Separate untrusted document text from trusted system and developer instructions.
  • Require approval before an agent follows a file-supplied instruction that changes data, permissions, or external communications.

Compromised or over-privileged agent identity

  • Detect new tokens, unusual geographies, abnormal call rates, and access outside the agent’s declared purpose.
  • Compare requested actions with the agent’s approved risk category and delegated scopes.
  • Revoke or rotate credentials, suspend the agent, and preserve the complete action chain for investigation.

Abnormal data leakage without a malicious user

  • Look for sensitive data appearing in responses, summaries, generated code, or downstream tickets.
  • Use classification and DLP to stop or redact the response where policy permits.
  • Notify the data owner and update retrieval, grounding, or sharing rules rather than treating every event as employee misconduct.

Cost and procurement questions

The only stable figure in the available pricing material is Microsoft’s 2026 list reference of $99.00 per user per month, paid yearly, for Microsoft 365 E7. Microsoft notes that agreement pricing may differ. No apples-to-apples regional pricing or SKU-entitlement table was established for Netskope, Cyera, or BigID, so a vendor quote cannot be compared responsibly by multiplying a guessed per-user number.

Ask each vendor to price the same measured scope: human users, endpoints, AI applications, agent identities, monitored data volume, prompt and response events, retained audit data, eDiscovery storage, connectors, implementation services, and premium support. Request separate figures for production and non-production agents, because development environments can create large event volumes without representing the same risk.

Calculate three costs separately: licenses, operating labor, and migration or integration work. Include policy engineering, connector maintenance, analyst training, incident response, legal discovery, and the cost of running two platforms during a transition. A platform that blocks more risk but requires a second full-time analyst may have a higher total cost than its subscription suggests.

Common failure modes and fixes

Only cataloging approved AI tools

Failure: The inventory omits browser sessions, personal accounts, embedded copilots, and developer-built agents. Fix: Combine identity, endpoint, network, SaaS, API, and repository telemetry, then reconcile discovered applications with an owner and business purpose.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blocking prompts but ignoring responses

Failure: Policies stop obvious uploads but allow a model to return confidential data to an unauthorized user. Fix: Inspect both directions and apply classification and access checks to generated responses and retrieved context.

Logging agent actions after execution

Failure: The team can explain a destructive action but cannot prevent it. Fix: Put policy enforcement before tool execution for deletion, credential changes, financial operations, production changes, and external sharing.

Treating every anomaly as insider misconduct

Failure: A false positive damages trust and overwhelms analysts. Fix: Correlate multiple signals, use risk-based thresholds, pseudonymize where appropriate, and provide a documented path for authorized business exceptions.

Assuming one connector equals full coverage

Failure: A named integration is interpreted as complete inspection of every client, API, file type, and agent action. Fix: Test the exact interaction path, record unsupported cases, and publish a coverage matrix for security, privacy, and legal teams.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision guide

  • Choose Microsoft 365 E7/Purview: Microsoft 365 is your dominant environment and existing compliance, DLP, insider-risk, and eDiscovery workflows are the main priority.
  • Choose Netskope: You need broad visibility across shadow, public, private, and agentic AI, plus pre-execution controls for risky agent actions.
  • Choose Cyera: Data context, AI-SPM, human and non-human identity governance, and runtime DLP are the deciding requirements.
  • Choose BigID: AI data discovery, classification, auditable sharing records, or sealed and air-gapped deployment outweigh the convenience of a cloud-only overlay.
  • Use a layered architecture: Microsoft-native controls remain authoritative for Microsoft 365 while a cross-platform layer governs external AI, embedded SaaS copilots, and custom agents.
